This article aims to find Karl Marx's views on the social policy and to reorganize them into a systematic social policy theory. His views on the welfare state are scattered in diverse works including Capital and Communist Manifesto, and are very complicated and sometimes contradictory. This article further aims to reinterpret his contradictory views on social policy and to attempt to show what he really meant on social policy. By so doing, this article will contribute to re-establishing Karl Marx's status in the field of social policy study. Karl Marx's social policy theory is one of the least researched area in social policy, although several Western scholars introduce and evaluate his views on the welfare state in social policy textbooks and articles. In particular, it is very difficult to find a work attempting to reorganize and reinterpret Karl Marx's contradictory views on social policy. In this regard, this article deserves a significant academic concern.
In the era of big data, the field of artificial intelligence is showing remarkable growth, and in particular, the image classification learning methods by deep learning are becoming an important area. Various studies have been actively conducted to further improve the performance of CNNs, which have been widely used in image classification, among which a representative method is the Convolutional Recurrent Neural Network (CRNN) algorithm. The CRNN algorithm consists of a combination of CNN for image classification and RNNs for recognizing time series elements. However, since the inputs used in the RNN area of CRNN are the flatten values extracted by applying the convolution and pooling technique to the image, pixel values in the same phase in the image appear in different order. And this makes it difficult to properly learn the sequence of arrangements in the image intended by the RNN. Therefore, this study aims to improve image classification performance by proposing a novel hybrid method of CNN and RNN applying the concepts of encoder and decoder. In this study, the effectiveness of the new hybrid method was verified through various experiments. This study has academic implications in that it broadens the applicability of encoder and decoder concepts, and the proposed method has advantages in terms of model learning time and infrastructure construction costs as it does not significantly increase complexity compared to conventional hybrid methods. In addition, this study has practical implications in that it presents the possibility of improving the quality of services provided in various fields that require accurate image classification.
This study was carried out to review the guidelines being used by law and national policy concerned on river environments management and suggest the applicability of newly developed river environment assessment system. In the current legal system, the national river environment management system is insufficient in securing an independent status in the legal institutional system which is separated to the Ministry of Land, Transport and Infrastructure and the Ministry of Environment. And the river environment assessment system of the national standard, which is a core matter, has not been established yet. In particular, there is a lack of integrated approach between the upper and lower plan or related plans on water resources, water quality, river environment and aquatic ecosystem management. In addition, the consistency and effectiveness as the process of planning and design according to the current status and comprehensive analysis and evaluation of the river environment were not secured either. To integrate national river environment management system and improve efficiency, I proposed the establishment of hierarchy and connection between national river plans, and the adoption and application of developed assessment system based on characteristics of river environment in Korea. Finally, I proposed the separated application with dividing the developed assessment system including the naturalness of river environment and suitability of water friendly activity into both assessment method for management plan of water resources of river basins & basic river plan respectively.
In this paper, I would like to reconsider the evidential category (or the mediation category) in languages with language specific values, especially in Korean and French evidentials. We tried to analyze how the evidentials are represented in both languages including their linguistic markers (grammatical, lexical or discursive) and their semantic meanings. According to the precedent studies from the general linguistic point of view, we would like to reconsider the semantic meanings of both languages' grammatical markers, the so-called Korean retrospective marker '-te-' and French conditionals in the framework of the enunciative operation theory suggested by $Descl{\acute{e}}s$ & $Guentch{\acute{e}}va$ (2000), which proposed to classify the type of discourse by the language-independent description tools conceived after the enunciation theory suggested by Bally (1965), Benveniste (1956), Culioli (1973). Through this approach, we would like to contribute to establishing the linguistic basis not only for the general linguistic research to determine the invariant meaning of linguistic evidentials and their system, but also for the applied linguistics to the language engineering field.
Determination of the structural, electronic, and magnetic properties of the magnetically doped bismuth-telluride alloys are drawing lots of interest in the fields of the thermoelectric application as well as the research on magnetic interaction and topological insulator. In this study, we performed the first-principles electronic structure calculations within the density functional theory for the Gd doped bismuth-tellurides in order to study its magnetic properties and magnetic phase stability. All-electron FLAPW (full-potential linearized augmented plane-wave) method is employed and the exchange correlation potentials of electrons are treated within the generalized gradient approximation. In order to describe the localized f-electrons of Gd properly, the Hubbard +U term and the spin-orbit coupling of the valence electrons are included in the second variational way. The results show that while the Gd bulk prefers a ferromagnetic phase, the total energy differences between the ferromagnetic and the antiferromagnetic phases of the Gd doped bismuth-telluride alloys are about ~1meV/Gd, indicating that the stable magnetic phase may be changed sensitively depending on the structural change such as defects or strains.

Teaching computer and ICT skills in K-12 helps to bridge the digital divide of the students at the minimum cost, and provides them with a chance of getting a Quality of life as well as a Quality of work in the future. From examining the education policies of U.S., EU, Canada, and other countries, concerning computer education, several factors, including vision and national-level policy, Quality of manpower, needs for computer-related technology, structure of IT industry, overall demand for IT specialists, have been identified as those with major impacts on the curriculum of computer education. Based upon the analysis of domestic key factors, three levels of computer education program are suggested. At the most basic and least controversial level, basic ICT-skill program for effective learning needs to be provided for every student. Next level is concerned with improving the Quality of life and work. A program for introductory level of computer science can be provided as extra-curricular classes for bright and eager students, who might want to be computer expert or specialists.

This research analyzed the overall issues pertaining to the questions that appear in the professional landscape architect screening system to assess 1he recognition of test-takers when it comes to the test questions in terms of the question objectivity, appropriateness, difficulty level and so forth The purpose of this is to present a set of recommendations so that the screening system can he improved and the professional landscape architect screening system consolidate its position. This in turn can help the professional landscape architect qualification process consolidate its position and improve the status of the landscape area in the industrial field. The research of this study was conducted for the all-round development of Landscape Architecture. The research method was divided into two stages, and a group of experts was leveraged to study subjects that are tested and subjects allocated. A survey was conducted of candidates and certification holders to assess the questions that appear in the test in terms of their level, objectivity, difficulty level, tendency of questions and so forth. Firstly, the study demonstrated that the subjects tested in the professional landscape architect test are different from the testing subjects that are suggested in the enforcement ordinance of the National Technical Professional Law. In addition, o1her problems include the overvaluation of a subject for testing, a lack of objectivity in testing, and difficulty level adjustment of questions. One main reason for many of these kinds of problems is that the questions appeared without thorough review and there is a lack of management concerning the members of the commtittee that develops the question. Accordingly, to make up for these problems, a viable screening system such as the reorganization of subjects that are tested, assigning suitable subjects, securing of question objectivity, and difficulty level of developed questions are necessary.
This study is aimed to provide basic data to set the direction of polar literacy education and to raise awareness of the importance of polar research. Elementary, middle, and high school students' perception of the polar region was examined in terms of current status of polar information, impression regarding polar regions, and awareness of related issues. The study included 975 students from nine elementary, middle, and high schools, who responded to 16 questions, including close-ended and open-ended items. The results suggest that students had more experiences regarding the polar region on audiovisual media, but relatively limited learning experiences in school education. The impression they had of the polar region was confined to the monotonous image of a polar bear in crisis, following the melting of the glacier due to global warming. The students formed powerful images by combining scenes they saw in audiovisual media with emotions. In terms of recognizing problems in the polar region, the students were generally interested in creatures, natural environment, and climate change, but their interests varied depending on their school level and their own career path. The students highly valued the scientist's status as agents to address the problems facing the region, and gave priority to global citizenship values rather than practical standards. Based on the results, we suggest the following: introducing and systematizing content focusing on the polar region in the school curriculum, providing a differentiated learning experience through cooperation between scientists and educators, establishing polar literacy based on concepts that are relevant to various subjects, earth system-centered learning approach, setting the direction for follow-up studies and the need for science education that incorporates diverse values.

The study aims to explore the possible link between lifelong education and local education·training projects to enhance vocational skills. To this end, we first looked at vocational training in lifelong educational institutions. We looked at the areas of lifelong education presented by the Lifelong Education Act and the status of job improvement in them, as well as the actual number of learners across the country. Next, we looked at local education training projects. In this case, We investigated the significance and type of education·training projects, and identified the number of programs and the number of learners. Looking at them, we looked for five possibilities the possible link of between vocational abilities and educational·training projects. The five were to strengthen employment related lifelong learning of the economically inactive population, to strengthen lifelong education related to the underprivileged people, to enhance vocational skills for lifelong education centered on the employed, to utilize lifelong education institutions and universities in the region, and to strengthen the role of local governments to guide local job demands and suppliers.

This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.
