  • Since the global financial crisis, the employment rate of young people worldwide has been declining, and the situation in Korea has worsened. Recently, the employment rate has been restored to a small extent due to the implementation of various government policies on youth employment and entrepreneurship, and many young entrepreneurs have been produced. In addition, various types of youth farming enterprises are emerging as the system for encouraging home farmers and villagers and fostering young farmers has been expanded. In this regard, this study examines the influence of CEO's personal characteristics and government's support policies on corporate performance in starting and managing youth rural enterprises. The purpose of this study was to analyze the effect on the performance of rural enterprises. Through this study, it will be able to know what are the important factors for young people to achieve results in starting a rural enterprise. The results of this study suggest three implications. The first is that the personal characteristics of the CEO are important for the performance of youth start-up rural enterprises. Second, in support policy, educational support affects performance, but funding policy does not have a significant effect. Third, since ICT's environmental characteristics do not affect the CEO's personal characteristics and support policies and corporate performance, it is more important to find ways to utilize them directly in the field than to develop ICT's environmental characteristics.

  • This study aims to contribute to overcoming difficulties that disability assistance workers experience by verifying the effect of job stress and self-efficacy on their turnover intentions, and whether job engagement has a mediating effect in the process. For this purpose, a survey was performed on 290 disability assistance workers associated with disability support organizations in the Seoul and Gyeonggi area during the period of 2019.5.1.-2019.6.30. The collected survey data was analyzed with the SPSS 24.0 statistical software, the results of which are as follows. First, job stress and self-efficacy appears to affect job engagement. High levels of conflict and maladjustment in the workplace had adverse effects on job engagement, while high levels of emotional, evaluative, and informational support had positive effects. Second, job stress and self-efficacy also had an effect on turnover intentions. High levels of conflict, instability, and maladjustment in the workplace led to a higher level of turnover intentions. Third, job engagement had a mediating effect between job stress and turnover intentions. Fourth, job engagement had no mediating effect between self-efficacy and turnover intentions. These results serve to propose practical measures to reduce the job stress and improve the job engagement of disability assistance workers.

  • This article studies the types of financing and the liquidity of small and medium size firms in their early-stage. The sample firms distinguish themselves from the established firms in the second year after foundation in that they rely heavily on external equity financing. However, they use the internal financing the most in the fourth year and do not show distinguishing feature any more. In the mean while, they do not show any serious liquidity problem either in the second year or in the fourth year. The empirical results imply that early-stage lasts rather short after the foundation for successful Korean firms, and that a distinguishing feature of early-stage firm can be found only in financing, not in liquidity. They also allow us to assert that Government-lead financial aid programs should be limited to two- or three-year-old firms and focused on helping their financing investments rather than easing their liquidity problem.

  • The study analyzes how effective the Government Internship Program has been on accumulation of the human capital. The Program was designed under the foreign exchange crisis to support the new, but unemployed graduates with MA or Ph.D degree in the science and the engineering fields. The survey data is collected from the participants in the Program. The Tobit model is estimated to find the economic effects of the Program in terms of the rate of return of investment in the human capitals of the intern researchers. Considering that the Program is tentative and that the human capitals of the participants are easily obsolescent, the rate of return is observed to be substantially large. These results imply that the Internship Program has been successful in terms of providing not only the researchers with the opportunity to accumulate the human capital by means of the on-the-job-training, but also the institutes or the firms with the opportunity to utilize the high-quality researchers at the low cost.

  • This study examines the strategies employed by GM, who experienced bankruptcy in 2008. Specifically, we explore the autonomous driving-related technologies and execution, which GM began developing later than other car manufacturing companies. This study found that GM implemented aggressive M&A in search of vertical industrial integration for the development and production of autonomous vehicles. GM selected candidate firms to complement its technological gaps for the development and implementation of the autonomous vehicle. Secondly, GM achieved executive capacity by attempting to build a vertical integration in the wider scope of components, solution, service, and sales. Thirdly, the consistent governmental support and policies, such as the connected car project, M-City, and NCHRP Program expedited the development process. This study provides practical and policy implications for Korean companies and policymakers related to the automotive industry.

  • This paper examines university patenting activities as a commercialization of academic research. It shows how a number of university patents increase exponentially and how that can be, especially in terms of role of the state. In the late 1990, the Korean government supports the new vision of 'technological innovation' in establishing a science and technological policy and begins to perceive the importance of university R&D to overcome the economic crisis. Thus, an administrative, financial, and legal systems which support the university R&D are organized and the governmental grants for R&D increase exponentially, especially in promising new technologies(6T). Also, an institution for managing intellectual property rights is established in university. Universities assess professor's performance in terms of patent and license to encourage patenting activities. Thus the number of patents and its productivity increase exponentially. But the increase in patents takes place only to a dozen of universities, this means that a Matthew effect does work.

  • The purpose of this study is to explore a spatial agglomeration characteristics and innovative milieu of the shoemaking industry in Seoul. In order to explain it, currently discussed dynamic agglomeration economies approach is applied and as an example, shoemaking industry in Seoul has been analyzed. The result of this research can be boardly summarized into two points. Frist, agglomeration economy is changing from urbanization economy to localization economy in this newly rising core of shoemaking industry which is Sung-Su dong area. Also, cooperative effects based on collective efficiency between companies and people are being generated within the area. This is largely affected by networking infrastructure between companies and people within the area, non-trade dependency and social capital acclamation. Secondly, the lack of institutional agglomeration formation in this area is considered to be the obstacle for the long-term development and innovation spin-off. This means recognition switch-over and institutional concern and support is needed in the future from the public sector.
