  • 여객선 관련 해양사고는 발생 가능한 빈도는 낮지만 사고 발생 시 심각성은 대단히 큰 것이 특징이다. 이에, 여객선 안전에 관해서는 대규모 사고 발생 후 사건의 심각성을 인식하는 경향이 크다. 코스타 콘코디아 사고와 세월호 사고 이후 전세계는 여객선 안전에 관해서 새로운 인식을 갖게 되었으나 근본적인 위기 제거나 감소 방안이 미흡하여 아직도 동남아시아에서는 크고 작은 사고가 지속 발생하고 있다. 사전에 발생 가능한 위기를 식별하여 이에 대한 대응방안을 선제적으로 마련하는 것이 최적으로 고려된다. 본 연구의 목적은 현재까지 인식되었으나 이에 대한 대응방안이 수립되지 않았거나 아직까지 인식하지 못한 위기를 식별한 후 이에 대한 해결 방안으로 RCO(Risk Control Option)을 마련하기 위한 것이다. 본 연구에서는 다양한 국내외 자료를 통해 위기를 식별하고 이에 대한 분석 평가 방법을 수립하고자 한다. 연구 검토결과, 해양사고 연계 체인을 바탕으로 위기를 식별하고 이에 대한 시나리오를 구축하여 베이지안 네트워크(Bayesian Network, BN)를 이용해서 확률적으로 위기를 분석 및 평가할 수 있음을 알았다. 향후 BN을 이용한 위기 순위 결정과 RCO 구축을 진행할 예정이다.

A Study on the Perception of Crisis in Home Support Service for the Elderly (재가노인서비스 위기 인식에 관한 연구)

  • The purpose of this study was to identify the crisis perception of the existence on home support service for older people and to make policy and practical suggestions for the workers who provide the on home support service for older people. For data collection, in-depth interviews were conducted by sampling four voluntary participants recommended by the Korea Association of Community Care For The Elderly 00city in the metropolitan area. As a result of the analysis, the main crisis-related factors of the home support service center for older people were found to be three: psychological, policy, and role. First, in terms of policy, not only could they not actively accept policy changes, but there were limits to their efforts for change. Second, in the psychological aspect, identity confusion and negative perception in the community. Third, in terms of roles, there was a disappointment in the active roles and support of institutions, corporations, and associations.

  • This research is accomplished for the purpose of providing fundamental materials to improve the level of prevention consciousness by deducting awareness difference through analyzing awareness level about terror preparation of members of crisis management system - the public service personnel in charge of crisis management in a self-governing body and the fire fighting public service personnel. For this research, That is measured through the priority order survey about a specialty of public service personnel in charge of crisis management and a level of crisis prepartion and a cooperation between crisis management system and etc. As a result of analysis, it is revealed that there is a difference about the priority order of measurement variable to terror preparation but all the members are recognizing the importance of that.

  • Now it is a proper time to discuss on the issue of crisis negotiation more in-depth. Thus far, studies on crisis negotiations have been mere manual style guidelines of "what to do". More substantial and rigorous theoretical propositions and empirical studies await for the future development of crisis negotiation field. This article contributes to the theoretical enrichment of the study of crisis negotiation field. Conventionally, two problems of misperceptions are raised in crisis negotiation. For instance, even though two parties used the same word, there can appear a substantial difference. Even worse, in many cases parties of negotiation send misinformation intentionally or unintentionally. This noise of communication can cause a serious misperception for parties of crisis negotiation including police officers, perpetrators, and hostages. However, this issue has not yet discussed in the field of crisis negotiation in Korea. This paper pointed out such important but not yet focused issue. It first discusses about the problem of perception and misperception. Next, it presents the negative impacts of such perception and misperception in crisis negotiation communication. Finally, it suggests the policy implications.

  • The military respond well to external publics in the event of a crisis int that they are operated based on the trust of the people. Unlike other organizations, however, the Korean military has the distinctiveness that soldiers experience military life as internal publics for a certain period of time and after serving in the army, they become those who evaluate the military as external publics. Therefore, it is important to examine what would be effective crisis management strategies in terms of communicating with active-duty soldiers. Given that active-duty soldiers are accustomed to using SNS these days, this study investigated whether message forms (digital image vs. text) affect the perception of the military in crisis, acceptance of the given message, and attitude toward the military. Our empirical findings suggest that image-based messages are more likely to increase levels of message acceptance than text-based messages. Based on the results, we discussed practical implications on communication strategies for managing the military in crisis.

  • 최근 강력범죄가 빈번하게 발생하면서 이를 예방하기 위한 방안들이 활발하게 연구되고 있다. 특히 우발적으로 일어나는 범죄는 언제 발생할지 예측할 수 없기 때문에, 이러한 위기상황이 발생했을 때 즉각적으로 대처하는 것이 필요하다. 한편 과학 기술의 발달로 개인마다 스마트폰을 소지하고 있으며, 스마트폰은 단순한 통화 기능 뿐 아니라 TV, 카메라, 인터넷 등의 다양한 기능을 제공하고 있다. 본 논문에서는 음성인식을 기반으로 하여 위기상황에 효과적으로 대처하는 기술을 제안한다. 본 논문에서 제안하는 위기상황 대응을 위한 포터블 기기를 사용한다면 위기상황이 발생했을 때 적절하게 대처할 수 있을 것으로 기대된다.

The Effects of Media Framing and Image Restoration Strategies on the Public's Crisis Perceptions (언론 프레이밍과 이미지 회복 전략이 공중의 위기 인식에 미치는 영향)

  • The purpose of this research is to figure out the effects of media framing and image restoration strategies on the public's crisis perceptions. The literature review revealed that the public perceives crises through the media lens and image restoration strategies heralded by the organization interact with media frames in the process of the public's perceiving the crisis. The news content analysis and the experiment were conducted to accomplish the research purpose. Also food-related crises were selected for a research case because they have a great impact on the society. The content analysis showed that image restoration strategies designed by the crisis organization tend to be conveyed through anecdote-type news frames. Most image restoration strategies were close to defensive communications and not differentiated by the crisis type. The experiment outcomes demonstrated that the organization's image restoration strategies were not consistent with what the public preferred in the crisis situation. Such public perceptions also were changed according to media frames. Media frames and image restoration strategies have an interaction effect on the public's crisis perception.

Effects of Crisis History & Crisis Information Disclosure on Corporate Trust among Chinese Consumers: Focus on Corporate Ability Crisis & CSR Crisis (위기 이력과 위기공개 타이밍이 중국 소비자의 기업 신뢰에 미치는 영향: 기업 능력 위기와 CSR 위기 중심으로)

  • Negative perceptions about corporate social responsibility (CSR) crises and repeated crises are increasing. It is necessary to examine the effects of a proactive strategy of disclosing crisis information against the negative perceptions. The research is intended to analyze ability-based trust, and benevolence-based trust by crisis type, crisis history, and timing of crisis disclosure. In this regard, a 2 (crisis history: present vs. absent) x 2 (crisis type: corporate ability crisis vs CSR crisis) x 2 (timing of crisis disclosure: stealing thunder vs thunder) between-groups design experiment was conducted. Research results show crisis type and crisis history have significant interaction effects on ability-based trust. In the CSR crisis, the case with crisis history shows lower ability-based trust than the case without crisis history. Timing of crisis disclosure showed significant interactions with crisis history and crisis type. The stealing thunder strategy heigntened ability-based trust and benevolence-based trust against the CSR crises and the cases without crisis history more than the corporate ability crises and the cases with crisis history. Considering that the stealing thunder strategy is more effective with the CSR crises than the corporate ability crises, the research results suggest that future CSR crisis responses should prepare active disclosure of crisis information before news media disclosure of such information.

The Impact of the organization's crisis communication via social media on the public's crisis perception (미디어, 관계성과 이미지회복전략이 공중의 위기커뮤니케이션 수용에 미치는 영향: 신문과 트위터(Twitter) 비교 분석 중심)

  • The public trades information through social media during crises. The use of social media during crises has been increased steadily. However, there are few studies done on the effects of social media use on crisis perception. The goal of this study is to examine how social media affect an organization's ability to manage crises. The study specifically tries to investigate how media types, organization-public relationships, and image restoration strategies affect the public's perception of crises. An experiment was conducted to test research questions by presenting crisis scenarios and observing how newspapers and the social media Twitter affected the crisis. According to a three-way ANOVA test, the type of media and image restoration strategies had an interaction effect on the public's perception of crises. Also, the type of media, organization-public relationship, and image restoration strategies had a three way effect toward the acceptance of crisis communication strategies. As a result, it can be said that the public's perception and acceptances of crisis communication were different depending on the type of media used. The effectiveness of social media was proved, and it was seen that to be able to effectively use social media, each organization must have different strategies depending on their needs.
