  • 본 원고는 기후변화 대응을 위한 핵심 정책대안 중의 하나인 탄소성적표지제도에 대한 그간의 운영실적을 소개하고 인증제품의 주를 이루는 포장용기를 활용한 비내구재 제품에 대한 탄소발자국에 대한 다양한 분석결과를 토대로 포장용기가 제품에서 차지하는 탄소발자국의 기여도에 대한 분석결과를 제시하였다. 또한, 자사 제품에 대한 탄소배출량을 계산하는데 필요한 탄소배출량 계산법을 탄소성적표지 인증기준을 중심으로 사례를 들어 쉽게 설명하고자 하였다. 마지막으로 에코디자인을 적용한 저탄소제품 개발에 대한 우수사례를 소개함으로써 포장용기를 활용한 제품을 생산하는 기업들에게 기업의 저탄소경영을 위한 최소한의 방안을 제시하고자 하였다. 이상에서 보았듯이 이젠 우리가 생산하는 제품에 대한 탄소배출량을 줄이는 것은 선택이 아닌 살아남기 위한 필생의 전략이 되고 있다. 우리 기업만의 독자적인 저탄소경영 전략을 수립하고 탄소성적표지제도를 기업의 저탄소경영전략의 일환으로 삼아 소비자와 지속적으로 커뮤니케이션 해 나가는 것이 기업의 이미지제고와 경쟁력을 높이는데 초석이 될 거라는 것을 필자는 믿어 의심치 않는다.

포장과 법률 - 탄소성적표지작성지침

  • 환경부에서 시행하고 있는 탄소성적표지제도는 일상 생활용품, 가정용 기기기 등 모든 제품의 탄소배출량 정보를 공개하고, 저탄소 상품의 인증을 통하여 지구 온난화 대응을 위한 저탄소 녹색생산과 녹색소비를 지원하는 제도이다. 탄소성적표지는 제품의 생산, 수송, 사용, 폐기 등의 모든 과정에서 발생되는 온실 가스 발생량을 CO$_2$ 배출량으로 환산하여 라벨 형태로 제품에 부탁하는 것을 말한다. 탄소성적표지제도는 기업의 자발적인 신청을 받아 한국환경산업기술원이 CO$_2$배출량을 조사해 인증을 내주는 방식으로 온실가스 라벨을 부착하려면 CO$_2$배출량과 구체적인 감축 계획을 제출하는 등 기후 변화에 대한 적극적인 대응 자세를 보여야 한다. 본 고에서는 탄소성적표지 작성 지침과 제품전과정 온실 가스 계산법에 대해 살펴보도록 한다.

Determination of Shear Strength Modification Factors in Drilled Shaft (현장타설말뚝의 전단강도 조정계수 결정법)

  • An experimental study is described in which a 305-mm-diameter instrumented drilled shaft was installed in a moderately expansive clay soil during the dry season and monitored over a period of about 18 months. The purpose of the study was In investigate the effects of seasonal moisture changes in the soil on the shear stresses imposed on the sides of the drilled shaft and movements of the shaft head. The soil in the vicinity of the test shaft was instrumented to measure suction and ground surface movement and the relation between suction, total stress and shear strength of the soil at the test site was determined through laboratory triaxial compression testing. Daily rainfall and temperatures were also monitored at the test site, the National Geotechnical Experimentation Site at the University of Houston, where control on surface grading and vegetation existed. Over the course of the study induced unit side shear values of up to 54 kPa were measured in the test shaft. A simple computational model was developed that related observed suction changes to unit side shear induced by the expansion of the soil through the use of the laboratory suction-total stress-shear strength relation.

Monthly Heating Energy Needs Analysis According to ISO 13790 and ISO 52016 (ISO 13790과 ISO 52016에 의한 월별 난방에너지 소요량 분석)

  • Governments are increasing energy efficiency in buildings through various policies to reduce building energy consumption. In 2002, the European Union adopted a building energy performance guideline to set minimum efficiency standards for residential and commercial buildings. Starting in 2020, all EU member states should ensure that all buildings are Near-Zero Energy Buildings (NZEB). In Korea, the government issued a zero-energy certification system. Since 2020, public buildings are required to cover energy consumption with the energy produced in buildings. As the demand for building energy simulation has increased to increase the energy efficiency of these buildings, the International Standard Organization (ISO) has created a standard for calculating building energy requirements called ISO 13790. This standard was revised to ISO 52016 in 2017. In this research, ISO 13790, which calculates the energy needs of existing buildings, and ISO 52016, which replaces them, are compared and analyzed, and applied to the calculation of heating energy needs of buildings. For models without thermal zoning(Case A), the difference in annual heating energy needs calculated from each criterion is $1.08kWh/m^2$, which is about 2% higher in ISO 52016. In the case of the thermal zoning model(Case B), the difference in annual heating energy needs calculated by each standard was $0.97kWh/m^2$, which was about 2% higher than ISO 52016. The heating energy needs model without thermal zoning has a higher energy needs than the heating energy needs model with thermal zoning. It is about 16% energy at $8.58kWh/m^2$ for ISO 13790 and $8.69kWh/m^2$ for ISO 52016.

Design Thermal Loads In Composite Box Girder Bridges (합성형교량의 설계온도하중)

  • The intention of this paper is to provide realistic values of design thermal loads applicable to composite box girder bridges on the basis of the statistical analysis of long-term measured temperature data. For this purpose, temperatures were recorded at a newly constructed composite box girder bridge during about 20 months. Before analyzing the extreme values, major thermal loading parameters that characterize the temperature profile are defined, and a seasonal behavior of those is examined in detail. The limit distributions of the thermal loading parameters are then determined by the tail-equivalence method, and the thermal loading parameters corresponding to selected return period are calculated. Finally, the results are compared to the specifications suggested in a current design code for thermal loads, and it is concluded that the current design code is unsuitable for representing the self-equilibrated thermal stresses in composite bridges, and the horizontal temperature difference which is not suggested in current design code should be taken Into account in particular cases.

A Study of Global Ocean Data Assimilation using VAF (VAF 변분법을 이용한 전구 해양자료 동화 연구)

  • ARCO and TAO data which supply three dimensional global ocean information are assimilated to the background field from a general circulation model, MOM3. Using a variational Analysis using Filter (VAF), which is a spatial variational filter designed to reduce computational time and space efficiently and economically, observed ARGO and TAO data are assimilated to the OGCM-generated background sea temperature for the generation of initial condition of the model. For the assessment of the assimilation impact, a comparative experiment has been done by integrating the model from different intial conditions: one from ARGO-, TAO-data assimilated initial condition and the other from background state without assimilation. The assimilated analysis field not only depicts major oceanic features more realistically but also reduces several systematic model bias that appear in every current OGCMs experiments. From the 10-month of model integrations with and without assimilated initial conditions, it is found that the major assimilated characteristics in sea temperature appeared in the initial field remain persistently throughout the integration. Such implies that the assimilated characteristics of the reduced sea temperature bias is to last in the integration without rapid restoration to the non-assimilated OGCM integration state by dispersing mass field in the form of internal gravity waves. From our analysis, it is concluded that the data assimilation method adapted in this study to MOM3 is reasonable and applicable with dynamical consistency. The success in generating initial condition with ARGO and TAO data assimilation has significant implication upon the prediction of the long-term climate and weather using ocean-atmosphere coupled model.

GEMS BrO Retrieval Sensitivity Test Using a Radiative Transfer Model (복사전달모델을 이용한 GEMS 일산화브로민 산출 민감도 시험)

  • To estimate errors in GEMS retrievals for bromine monoxide (BrO) total vertical column densities(VCDs), we perform a sensitivity test using synthetic spectra generated by a radiative transfer model. Hourly synthetic data are produced for 00-07 UTC on the first day of every month in Jul 2013- Jun 2014. Solution errors estimated by the optimal estimation method tend to decrease with increasing air mass factors (AMFs) but increase when AMFs are larger than 5. Interference errors induced by formaldehyde (HCHO) absorption appear to be larger with smaller BrO AMFs. Total BrO retrieval errors estimated by combining solution and interference errors show an average of 26.74±30.18% for all data samples and 60.39±133.78% for those with solar zenith angles higher than 80°. Due to interfering spectral features and measurement errors not considered in thisstudy, errorsin BrO retrievals from actual GEMS measurements may have different magnitudes from our estimates. However, the variability of errors assessed in this study is still expected to appear in the actual BrO retrievals.
