A Study on the Analysis of Document Delivery Service for the Development of Overseas S&T Core Journals (과학기술분야 해외 핵심학술지 개발을 위한 원문서비스 분석 연구)

  • Korea Institute of Science and Technology Information (KISTI) is the national information center that has collected, analyzed and managed Science and Technology information resources comprehensively since 1962. KISTI has conducted several researches and made "KISTI Information Resources Development Policy" in order to select overseas S&T core journals. This paper aims to develop overseas S&T core journals that have not distributed in the country as the part of this effort. This paper analyses the documents requested to KISTI and delivered from overseas information centers for the last 6 years. This paper selects overseas S&T core journals based on the domestic request through conducting journal usage analysis, citation analysis, and cost effectiveness analysis.

Editor's Perceptions and Attitudes Toward Open Access Publishing (오픈액세스출판에 대한 학술지 편집인의 인식 연구)

  • This study surveyed editors of 309 gratis open access journals in Korea in order to examine the reason why they decided to open their journals to the public on the Web. Also this study examined their perceptions and attitudes toward open access publishing. The main reasons of open access publishing in Korea were expansion of free use, increasing citation, and international trends regarding open access in their scholarly fields. Also, 65% of all respondents were aware of the concepts of open access, and 75% supported open access. The reasons of supporting open access were sharing of research results with the public, increasing the availability of peer researchers, and enhancing journal reputations.

  • Today, as we are going into digital information environment along with the development of information technology, there are changes in the style of information users. In particular. with the help of computer users can more easily access the original texts and approach to information providers than ever. At the same time, we are trying to use more efficiently some specialized contents in the web-pages. Contrary to traditional mediation-centered collection management, we start realizing that we are expected to bind selected contents with users who search these ones. In this study, I examined problems on collection management and proposed a more advanced content management skill as a solution for those problems. According to on-site questionnaires, The Main factors of user-centered content management are user factors, intermediary factors, and service ones.

  • The purpose of this study is to overview and analyze the commercial document delivery systems. to this end, the study first compared the current systems under three headings, that is, non-collection-based systems(Infotrieve, OCLC, UnCover, BIDS, Swets & Zeitlinger, Kyobobook), collection-based systems(EBSCO, ISI, UMI, BLDSC, CISTI, INIST, NCSI, JICST, KINITI), and specialized collection-based systems(Engineering Information Inc., IEEE/IEE, BIOSIS, CAS, NAL, RSC, TWI, ADONIS). Next, the study analyzeed the advantages and disadvantages of each system, based on the four performance criteria : scope of inventory/journal coverage, turnaround time, delivery ost and payment options, reliability and satisfaction rate.

  • Anyone curious to easily access and learn Korean history has become interested in Korean history data bases, which will provide accurate and reliable historical information. Furthermore, user demands for information sharing and reusability, available through setting up a semantic web, have been increased, which have taken the shape of linked data. Efforts have been made to construct public data bases containing readily usable contents a user can understand and utilize with ease. They have been produced by several organizations, portal sites, and individuals, trying to deviate from existing mainstreams - expert-based text data bases. A problem with those data bases is that they have not considered such vital factors as the sharing and utilizing of information as a whole. This study suggests a LOD-based Korean history contents implementation system, providing rich information environment by way of multi-dimensional web-data connections. In doing so, this system has tried a historic information circulation service system which is based on information sharing and connecting.

  • In this study, considering the importance of the providing archival information services over the Web in university archives, the evaluation model of the archival information services was proposed by identifying categories and contents of it. Direction for the improvement was proposed by evaluating and analyzing the Web archival information services of some university archives in Korea. Based on the evaluation, the following directions for improvement were suggested. First, the mission and vision of the archives should be established and published over the Web. Second, the introduction to the records catalogues and records collection should be provided in detail on the Web. Third, advanced search and full-text search functions should be provided, as well as the help information for the search methods. Fourth, university archives' Web sites should provide online exhibitions and newsletters of the archives.

  • 과학기술 분야 학회에서 발생되는 고급 학술정보는 산업ㆍ경제적 측면에서 그 효용 가치가 매우 크다. 따라서 국가 경쟁력 강화를 위해 전략적 차원으로 첨단과학기술정보를 디지털화하여 부존자원화 하고 효율적인 서비스체제를 구축하는 것이 매우 중요하다. 이러한 일련의 과정을 수행하는 것이 학술정보관리시스템이다. 한국과학기술정보연구원에서는 학술정보관리를 위하여 관계형 DB와 KRISTAL-II 기반의 관리시스템을 개발하여 운영하고 있다. 하지만 시스템에 종속적인 메타데이터의 형식과 복잡한 관리 프로세스 그리고 다양하지 못한 검색 서비스 제공과 같은 단점을 가지고 있다. 본 논문에서는 데이터의 저장관리와 빠른 검색을 제공하는 KISTI의 최신 IRMS인 KRISTAL-2002만을 사용하여 새로운 학술정보관리시스템(ACMS)를 설계하고 구현하였다. 또한 ACMS는 학술정보의 처리를 메타데이터의 표준인 XML을 사용함으로써 데이터의 유효성 검증과 타 기관의 상호대차 및 원문 교환을 손쉽게 하였다.

  • The purpose of this study is to provide possible suggestions in order to promote online transmission service of digital works and the construction of digital libraries. To achieve this purpose, the definition, and characteristics of digital library were reviewed. And the current status of information service of digital libraries in Korea. Japan, and U. S. was examined. The regulations relating to online transmission in digital libraries on the copyright law revised in December 1999 were understood. As a result, this study suggested the establishment of center to manage the reproduction and online transmission of digital works collectively. And it also suggested the introduction of technical measures to protect copyright.

An analysis on the Public Information Dissemination from an Archival Information Service Perspective (기록정보서비스 관점에서 행정정보공표 현황 분석)

  • 행정정보공표는 시민이 공개요청을 하기 전에 공공기관이 사전에 행정정보를 요청하기 전에 미리 공개하는 제도이다. 이 제도는 국민의 알권리 충족을 위해 2004년 "정보공개법"에 도입되었고 2011년에 동법 시행령을 통하여 좀 더 구체화 되었다. 이에 따라, 공공기관은 "정보공개법"과 "정보공개운영매뉴얼" 등을 기준으로 행정정보를 사전에 공개하고 있다. 본 연구는 중앙행정기관 중 17개부 웹사이트를 대상으로 행정정보를 사전에 공표하고 있는지, 공표된 목록을 웹사이트에서 어떤 형식으로 공개하고 있는지, 사전공표한 행정정보를 쉽게 찾을 수 있는 방법을 제공하는지 등의 3가지 측면에서 분석하였다. 분석 결과, 내부규정 및 지침에 법에서 요구한대로 행정정보공표를 사전에 제공하는 기관이 5개에 불과했으며, 규정 및 지침에 따라 웹사이트에서 제공하지 않았고, 메뉴의 구성도 통일성이 부족하며, 원문정보로의 접근을 위한 링크연결과 검색기능에 대한 문제점을 발견하였다.

A Study on the Current Situations of Knowledge Management Systems Introduction in Korean University Libraries (우리 나라 대학도서관의 지식관리시스템 도입현황에 관한 연구)

  • The purpose of this study is to present the factors needed to introduce knowledge management systems to university libraries in Korea, to suggest various methods needed to offer much more improved services of a library than now by investigating the current situations about introducing such factors in national and pubic university libraries in Korea. Almost all of the 33 university libraries selected the subject of investigation have offered the on-line reference service, e-mail pushing service, and full text constructions out of the 11 knowledge management system elements presented in this study, but the other services else have been offered by less than half the number of the libraries. The findings suggest to greatly improve the current services of libraries such as information education and selective dissemination of information, and immediately to introduce new systems including e-book and wireless service systems in order to the university competitiveness. The study implies that each library has already introduced the knowledge management systems, in proportion to a budget of the library, ifs librarian number, and a degree restructuring organization, and that an introduction of knowledge management systems such as policy and culture of organization, its librarian number, and its related security of budget takes the most important role in improving services of a library.
