  • 코로나19의 확산은 기업의 근무환경에 변화를 가져오고 있다. 최신 IT기술을 활용한 재택근무, 이동원격근무, 원격근무센터와 같은 원격근무가 대표적인 사례이다. 하지만 원격근무는 특성상 기업의 보안정책의 적용범위를 벗어나 사이버위협에 상대적으로 더 많은 노출을 동반한다. 본 논문에서는 최근 국제사회에 대규모 확산이 일어나고 있는 코로나19와 같은 감염병 확산의 영향 또는 조직의 필요에 의해 정보통신기술을 기반으로 원격근무로의 근무형태로 전환하려는 기업이나 기관 등에서 보다 안전한 근무환경을 구추하기 위한 방법의 하나로 원격근무에 대한 위협 및 위험을 분석한다. 분석결과를 활용하여 조직의 보안담당자는 안전한 보안체계를 구축하기 위한 솔루션 선택에 도움을 줄 수 있을 것으로 기대한다.

Defining, Measuring, and Forecasting Telecommuting (원격근무의 정의, 현황, 그리고 전망)

  • As a travel demand management and environmental policy, the government actively promotes alternative work arrangements such as telecommuting. Against this backdrop, several empirical studies, which aim to verify the benefits of telecommuting, have been recently conducted. Little consensus, however, exists with respect to the defining, measuring, and forecasting telecommuting, although these are fundamental basis of policy evaluation and academic research. As a fundamental research for analyzing telecommuting impacts, this paper reviews various definitions regarding telecommuting, examines telecommuting penetration and level of telecommuting through review of available survey data in Korea, and forecasts future penetration. The result suggests that current home-based telecommuting penetration and level of telecommuting is approximately 0.5 to 1.1% and 0.2 to 0.5%, respectively, and is approximately 0.2% and 0.1%, respectively, for the center-based telecommuting. In addition, shift-share analysis shows that home-based telecommuting penetration in the Seoul Metropolitan Area in 2020 will be 1.3%, not much different with the current value. Consequently, current telecommuting penetration is much lower than the value that is fed to us by the media (10~20%), and the future prospect is also much lower than the goal of government (30~45%); thus, we can conclude that government's goal of telecommuting promotion is difficult to meet if active encouragement policy will not be introduced.

A Study on Leadership Competency in a Remote Work Environment (원격근무 환경에서 상사의 리더십 역량에 관한 연구)

  • This study aims to identify leadership behaviors and expected competencies of supervisors that had a positive or negative impact on the performance of employees in a remote work environment. For the purpose of the study, 19 office employees with more than one-year work experience were interviewed, and the critical incident technique (CIT) was used to verify themes. The results of this study are as follows. First, the frequency of comments on leadership behavior of supervisors that positively affect work performance of employees in a remote work environment was high in the order of task-oriented, relationship-oriented, and change-oriented leadership behavior, and it was classified into 10 actions. Second, the frequency of comments on leadership behavior of supervisors that negatively affect work performance of employees in remote work environment was high in the order of task-oriented, relationship-oriented, and change-oriented leadership behavior, and it was classified into 9 behaviors. Further, the expected competencies of supervisors were classified into 13 categories in a remote work environment. Based on this research conclusions were drawn and suggestions were made for further studies.

  • 코로나19 팬데믹으로 사회적 거리 두기가 확산됨에 따라 원격근무가 확산되면서 정부기관에서도 지난 3월부터 재택근무가 시작되어 현재도 일정 수준을 유지하고 있다. 따라서 비대면 시대의 원격근무 본격적인 확산에 대비해, 정보시스템 성공모형과 기술수용모형을 기반으로 정부기관에서 재택근무 시 필수적으로 사용하고 있는 정부원격근무서비스인 Government Virtual Private Network의 품질요인이 이용자 만족도에 미치는 영향 등을 분석하여 개선방안 마련에 기여하고자 한다.

Effects of Commuting Distance Reduction by Teleworking on Carbon Dioxide Emission: Focusing on the Seoul Metropolitan Area (지역기반 원격근무를 통한 출근 통행거리 저감이 CO2 배출에 미치는 영향: 수도권 지역을 대상으로)

  • The establishment and operation of Region-based Teleworking Centers(RTC) in Korea is in the initial stage at the moment. Although some studies have been conducted on telecommuting at home, few studies have been performed on the effects of all-out expansion and diffusion of region-based Teleworking Centers. Therefore, this study analyzed the reduction effect of commuting distance which is possible to obtain from the establishment of Teleworking Centers, based on the network in the Seoul Metropolitan Area, Subsequently, quantitative reduction of the effects of $CO_2$ were calculated from region-based Teleworking Centers. The results of the analysis indicated that region-based Teleworking Centers could reduce a total of 911 tons of $CO_2$ per day. When applying these results to 258 working days per year (according to Statistics Korea), 235,056 tons of $CO_2$ can be reduced annually by the establishment of Teleworking Centers. With quantity on environmental utility to be obtained from the establishment of Teleworking Centers, this study can be utilized as a guideline for selecting effective locations of Teleworking Centers in the future. It can also be helpful in decisions to determine the priority of extending operations of Teleworking Centers through comparisons among administrative districts.

  • As the social distance has been strengthened by the COVID-19 Pandemics, telecommuting has spread, and government agencies have also begun telecommuting since March and are still maintaining a certain level. The Government's remote work service, Government Virtual Private Network (GVPN), which is essential to telecommuting of government agencies, is expected to cause a number of problems with the rapid increase in users in a short period of time. Therefore, a survey and statistical analysis were conducted to analyze the impact of the quality factors of GVPN on the users' satisfaction to the public officials of the government departments who are directly using it, and based on these results, we intend to derive the implications necessary for the improvement of GVPN for remote work in preparation for the full-fledged spread of the non-contact era.

  • The development of information and communication technology(ICT) has made our lives more convenient and has caused many changes in various areas of our lives.. In particular, ICT enables information and physical accessibility of people with disabilities and eliminates the inconvenience of entry into the labor market, and ICT-based teleworking has improved employ-ability for people with disabilities by facilitating physical accessibility away from traditional work environments and job assignments. This paper presents some domestic and foreign cases of teleworking for the people with disabilities. Also it states several suggestions, as developing jobs in ICT field, educating and training of its field, and making related documents and supporting systems for activating ICT-based work environment and job placement.

Continuance Intention to use Remote Work Solutions(RWS) in the with Covid-19 Era: Focused on the TOE (Technology-Organization-Environment) Model (위드 코로나 시대의 원격근무 솔루션 지속 사용 의도에 관한 연구: TOE(Technology-Organization-Environment) 모델을 중심으로)

  • Based on the Technology-Organization-Environment (TOE) model, this study proposed a research model that explains the continuance intention of users in the with Covid-19 era considering the technical, organizational, and environmental aspects of Remote Work Solution (RWS). To verify the research model and hypothesis, an online survey was conducted on domestic RWS users. Partial least squares (PLS) were utilized to analyze the collected 411 data. As a result of the analysis, it was found that functionality and security level had positive impacts on both productivity improvement and satisfaction. However, it was also confirmed that organizational readiness had a positive effect on productivity improvement but did not affect satisfaction. Furthermore, the results revealed that government support had a positive relationship with continuance intention, but the health concerns did not. Finally, the correlations between productivity improvement, satisfaction, and continuous intention were confirmed to be significant. Therefore, 9 out of a total of 11 hypotheses were supported.

  • Along with the fast development of "smart"information technology including smart phones, a concern for increased productivity and better work-life balance is growing faster than ever. In many cases, the expectations for "smart work"remain only superficial at most, and the theoretical foundation for smart work research, much less with clear definitions, is not based on sound research. This article primarily aims to clarify the differences between the concept of telework and that of smart work. Particularly, a research framework for smart work, reflecting the points of differentiation for smart work on the basis of previous telework research framework is suggested. Then, we go further to discuss the limitations of existing telework research to suggest new research agenda for smart work research, and review current smart work policy being executed by the Korean government to suggest directions for the future. We expect to make academic contributions to the advancement of smart work research in the IS research field as well as provide practical insights for local policy planners.

Developing A Policy Framework for Smartwork : Task, Technology, People, Organization and Management (스마트워크 정책 프레임워크에 관한 연구)

  • With the development of Information Communication Technology (ICT), diverse work policies, such as, telework, telecommuting, flexible work had been conceptualized and implemented to encourage efficient business practices and worker satisfaction. These work policies are the forerunners of newly emerging concept of "Smart Work." However, as smart work is a new concept, no single agreeable definition can be found. In this study, the relevant literatures published in past 15 years are reviewed systematically in order to derive a conceptual framework for "Smart Work," from related research, such as telecommuting, flexible time, telework, etc. Related variables are grouped into five clusters: Task, Technology, People, Organization Structure and Managerial Levers, forming a policy and research framework. Further research are suggested after the discussion of implications.
