On Methods for Activating Third Party Policing for Enhancing Citizen Participation in Policing (적극적 시민참여활동을 위한 Third Party Policing의 도입방안)

  • A participating civilian in the policing is become very important issue and strongly encouraged since variety and intelligent crimes have occurred. Moreover, necessity of invigorates of Problem-Oriented Policing has been emphasized in Korea because the effects of the Problem-Oriented Policing in the Case-Oriented Policing had been proved. Lastly, practical use of the Third Party Policing (TPP) is a main purpose to deal with spreading of the Gated community, which controls the outside. To utilizing the Third Party Policing in Korea, several solutions are suggested such as making the manual of operation process, organizing task force team for TPP (the Third Party Policing), changing the sense of civilian and police organization and realistic way to motivating.

  • 국가연구개발사업은 현재 각 부처 별 다수의 법률에 근거하여 운영되고 있다. 일선 연구자 입장에서의 행정 절차 상 불편함과 국가 연구개발 중장기 계획 상 일관성의 부족이 문제로 지적되었다. 이에 수년 전부터 국가연구개발사업에 공통적으로 적용할 법률의 필요성이 제기되었으나, 실제로 제정되지는 않았다. 이 논문에서는 여러 정부 부처를 아우르는 국가연구개발사업 법률 제정 시 사안 별로 공통 적용을 해야 할 것과 그렇게 하지 말아야 할 것을 구별한다. 관련 정부 조직 개편에 있어서는 각 정부 부처들의 국가연구개발사업 기획 기능 강화와 국가과학기술자문회의 및 과학기술혁신본부의 정부 부처 간 사업 조정 기능 강화, 그리고 전문기관의 사업 관리 기능 전담을 법적으로 규정할 것을 주장한다. 국가연구개발 중장기 계획의 일관성 제고가 이 법률안의 취지에 포함되나, 중장기 계획은 지속적으로 제 개정이 필요하기 때문에 법적으로는 근거 조항만 두고, 국가과학기술자문회의가 범부처 중장기 계획을 수립하도록 할 것을 주장한다. 또한 부처 간 사업 조정 시 유사 및 중복 사업이 아닌 경우, 사업이 축소되지 않고 각 부처가 개별적으로 진행할 수 있는 근거 조항이 필요함을 주장한다.

  • 기업들은 IT 아웃소싱을 통하여 급속한 IT의 변화에 대하여 신속히 적응하고, IT 구축 및 운영 비용을 효율적으로 절감하고 있으며, 특히 IT의 전략적 가치가 주요해짐에 따라 아웃소싱을 통하여 서비스 품질을 향상시키고, 핵심역량에 집중하고자 노력하고 있다. 공기업에서도 최근의 정부의 민간위탁에 대한 적극적인 제도 지원에 의해 IT 아웃소싱이 활성화되고 있으나, 이에 따른 의사결정을 위해서는 민간 부문과는 다른 요인들이 고려되어야 한다. 지금까지 많은 연구가 주로 위험요인, 조직요인, 도입목적 등의 단편적인 요인들을 제시하는 수준이었기 때문에 실질적인 의사 결정에 있어서는 활용성이 부족하므로, 본 연구에서는 실질적인 의사결정을 지원할수 있도록, 기존 연구들을 바탕으로 IT 아웃소싱 의사 결정의 전범위에 걸친 체계적인 의사결정 모형을 제시하고, 각 의사결정단계에서 우선적으로 고려해야 하는 요인들을 구체적으로 나타내고자, IT 아웃소싱의 의사결정 영역을 네가지로 분류하고, 고려해야 할 55개의 요인들을 문헌연구들을 통하여 도출하였다. 그리고, 11명의 전문가 집단을 구성하여 각 의사결정 영역별로 주요한 요인들을 도출하였다. 또한, 공기업 M사 사례를 통하여 IT 아웃소싱 의사결정 프로세스의 실례를 보여줌으로써 향후 활용방안을 제시하고 있다.

A Study on the Current Trend and Implications of NARA's ERA (미국 전자기록관리체계 구축 동향 및 시사점)

  • It is an important issue in Korea archive field to prepare for systemic management of electronic records and transferring of electronic records in 2015. The purpose of this research is to come up with implication for Korea through the analysis of ERA of NARA. First of all, this study analyzed that the current status and history of electronic records management of NARA, the requirements document for electronic records, and use procedure of ERA. This paper suggests on the basis of these analyses that major considerations such as organization, gradual progression, and improvement of operation system are important and necessary to make a solution for electronic records management.

The Relationship between Hospital Specialization and Operational Performance: Focusing on Diseases of the Musculoskeletal System and Connective Tissue (병원의 전문화 전략과 운영성과 간의 관계: 근골격계 및 결합조직 질환을 중심으로)

  • This study is aimed at investigated and compared the differences in the affect of hospital specialization according to hospital size using claims data of the Health Insurance and Review Assessment National Inpatient Sample in 2018 for diseases of the musculoskeletal system and connective tissue. To this end, we used multivariate hierarchical linear models(a.k.a., multi-level models) using two-tier data from 106,599 patients discharged after diseases of the musculoskeletal system and connective tissue from 734 hospitals. Multivariate results indicate that patients who were discharged with diseases of the musculoskeletal system and connective tissue from specialized hospitals with 200 beds or less stayed shorter and paid less inpatient charge than those who were discharged from less specialized hospitals. But for hospitals with 201-300 beds, no positive impact relationship was found between hospital specialization and operational performance. This finding may be limited evidence that the affect of a hospital's specialization strategy may vary depending on the size of the hospital. We discussed several managerial and health policy implications below.

  • Crew on board perform their respective duties in a limited space. Personal factors and job stress affect job satisfaction of seafarers. In this study, it was conducted for a basic survey on relationship stress and satisfaction among the crew members' job stress factors. Job stress of crew who are responsible for the navigation was higher than that of managerial staff, and job satisfaction of navigating crew was also lower than managerial crew. In order to compensate for these results, it is necessary to change the recognition of the managerial personnel. It is necessary to develop and operate education programs to prevent these factors beforehand.

  • The purpose of this study is to verify the relationship between teamwork and job satisfaction in team leadership behavior of SMEs. For this study, the survey data of 158 SME employees in the Seoul metropolitan area were analyzed by structural equation modeling. The results of the study are as follows. Team leadership behavior had a significant effect on teamwork. Teamwork was found to have a positive effect on job satisfaction. Therefore, this study identified ways to enhance competitiveness and stimulate team leadership behavior by cultivating team leadership behavior and teamwork competencies in accordance with the strategies of SMEs. It can also contribute to the development and strategy formulation and management of team leadership competencies to improve performance in SMEs.

  • The purpose of this article is to comparatively depict the organizational effectiveness of two rail firms based on the cognitive response of employees(group of drivers). To attain this purpose, several aspects of current personnel and organization management system and organizational culture are surveyed through questionaire and analyzed by SPSS. The questionaire includes two parts of items. First, it includes items on personnel-related factors such as evaluation system, job, wage, role, leadership and job satisfaction. Second, it includes items on organizational culture model suggested by Rousseau. The major findings are : 1) In general, the cognitive response of drivers in two firms concerning personnel-related aspects is to a certain degree negative. 2) The cognitive response of drivers in two firms concerning culture-related aspects is also awfully negative. 3) Job satisfaction of drivers in the firm A is highly related to role and leadership factors in terms of personnel-related aspects, on the one hand, and to achievement factor in terms of culture, on the other hand. In case of the firm B, job satisfaction of drivers is highly related to personnel evaluation factor as well as role and leadership factors in terms of personnel-related aspects, on the one hand, and to affiliation, power, and bureaucracy factors in terms of culture, on the other hand.

  • The data center has become an increasingly important part of most business operations. An increasing demand for computation has led to increasing industry energy consumption. Therefore, higher-than-normal rates of energy efficiency have become a core issue in the life cycle of data center. In this paper, we proposed the framework of level diagnosis for green data centre that can be used to diagnose the levels of capability maturity model. This framework contains the 5 key areas such as construction, air-conditioning, electricity, information technology, organization and indicators that can be applied as basic level diagnosis guide for green data center.

  • The purpose of this study is to present the problem of the introduction and management and the method of activation of the team organization in college administrative systems through the theoretical study about the team systems and the actual proof study already introduced and operated in colleges and enterprises. The scopes of the subject of theoretical study are the concept of team systems, the type of systems, the strategy of introduction and management, the problem of management and the tactics of activation. The scopes of the theoretical study are the field of systematic structure and that of introduction and management. In order to activate the team organization of college administrative systems, we must study three points such as empowerment, construction of learning team and the method of personal management. For the sake of conducting the team organization efficiently, we must consider four fields. They are as follows: First, considering the continual efforts for reorganization is the most important precondition. Second, the device of supplement related with introduction of systems such as evaluation of merits, promotion and budget must be prepared as soon as possible. Third, in order to introduce the systems, the improvement of systems is needed. Fourth, it must be accompanied by redesigning the whole business process. Especially, in the introduction of team organization, it is important above all to introduce suitable constitution or situation of business. And making a constant effort and preparation for solving problems is essential to successful management of team organization.
