Policies for International Settlements (국제통화의 국제정산 정책방향)

  • 국제통화량의 중대와 함께 국가간의 트래픽 불균형도 심화되어 발신통화량이 많은 선진국의 정산적자가 누적되고 있는 가운데 정산료의 수준이 원가와 괴리되어 높게 책정됨으로써 정산료를 둘러싼 선진국과 후진국의 입장이 첨예하게 대립하고 있다. 선진국은 높은 정산료를 통하여 자국의 이용자가 후진국의 이용자를 보조하는 불합리한 현상이 발생하므로 원가에 근접하는 수준으로 정산료를 인하해야 한다고 주장하고 있는 반면 정산수입국인 후진국들은 불충분한 통신 인프라의 확충을 위해 높은 국제전화 요금을 통한 내부 보조의 방법을 사용해야 한다고 주장하고 있다. 이와 같이 현행 국제정산체제는 국가간의 트래픽 불균형 심화, 국가간의 협상력 차이, 기술 발전으로 인한 국제전화 원가의 하락 및 대체 서비스의 등장 둥으로 새로운 정산체제로의 개혁이 필요한 시점이다. 따라서 본고는 최근 국제전화정산시스템의 변화와 동향을 분석하고 올바른 정책방향을 조명해봄으로서 국내 통신시장의 질서를 확립하고 한국 통신사업자의 국제경쟁력을 제고할 수 있는 정책수단을 개발하는데 그 목적이 있다.

A Study on Economic Characteristics of Two-way Network Interconnection System (쌍방향 상호접속체계의 경제적 특성분석)

  • The issues on the interconnection of telecommunications network are recently prevailed in the IT industry. In this study, we classify the network interconnection system into two categories: two way-same price model and two way-different price model. The purpose of this paper is to analyze economic characteristics of optimal settlement system according to each model. One of the most important policy implications we derive through this study is that symmetry between enterprises is required for policy maker or regulatory agency to set an efficient settlement system under two way-same price model, but that symmetry is not necessarily required under two way-sane price model.

Methods of computing Toll Road Weights when Calibrating Road Networks in a Transportation Planning Model (교통계획 모형내 유료도로의 요금적용 방안에 관한 연구)

  • Calibrating toll roads of highway networks needs additional weights within volume delay functions not like other general highway lints. However, current methods assigning additional weights in the volume delay function of toll roads are not sufficiently enough to predict real toll road volumes measured, since it does not consider discounting rates and an extra charges. This study develops methods to improve relevant and reliable volume delay functions. Suggested ideas include a method of weighting volume delay functions considering a value of time of vehicle types, a method of weighting volume delay functions considering lane distributions of vehicles, and a method of weighting volume delay functions considering percentages of link lengths per a number of lanes of toll roads. It is found that the method of weighting volume delay functions considering lane distributions of vehicles show most reliable and appropriate results, while the first method shows overestimation and the third method does underestimation of highway link volumes. In terms of assignment methods, total OD equilibrium assignment shows better results than PCU based assignment.

  • The recent increase of light rail construction by the private sector in Korea has caused a new issue in forecasting rail demand. Integrated fare systems between several rail operators is convenient and brings cost savings to users, and therefore is also very effective in increasing demand. However, it causes some short-term revenue loss to operators so that the private sector often suggests a non-integrated fare system. The current rail demand forecasting model is based upon an integrated fare system. Thus this model cannot be used to forecast the demand with a non-integrated fare system. Some value of transfer fare should be estimated and applied to forecast the demand in a non-integrated fare system. This study conducted a stated preference (SP) survey on urban railway passengers and estimated the value of transfer fare. The estimated value is 2,609 Won/hr, which is about 52% of in-vehicle time. This shows railway users have a tendency to pay more for transfer fares to save time or distance. This value has some limitations since it is derived from the SP survey. If some non-integrated fare system is applied in the future and a RP survey is conducted and compared with these study results, a more clear value of the transfer fare will be derived.

  • As the rapid increase of highway investments from Private sector the organizations of highway operator became diversified, and thus causing various unexpected problems. Highways invested by private capitals have different fare rates and managing systems. It is desirable to reduce drivers' inconvenience using more than two sections of highways spread over different jurisdictions. The main purposes of this research are i) data survey and problem statements ii) prediction of future problems and preparing appropriate countermeasures. This research are divided into two parts. They are management system and fare collection system. Major investigations of this study are as follows, optimum toll operation models depend on charging systems and interchange shapes of two interconnecting expressways. Assuming that the current payment and the new electronic payment system aye used concurrently for a while, some alternatives for the inter-operation to collect tolls ate suggested focusing on the efficiency to tollway corporations as well as convenience to drivers. The advantages and disadvantages of the alternatives, including their characteristics, are compared.

  • 통신서비스가 다양해지고 통신사업이 경쟁화됨에 따라 다양한 통신망 및 통신사업자가 등장하게 되었다. 따라서 이러한 이종 통신망간의 호출 및 사업자별 요금정산 등을 위해서 통신망 혹은 사업자별 식별번호의 부여는 필수적이다. 본 고에서는 국내통신망 식별번호의 현황을 조사, 분석하여 식별번호 부여방안을 제시하였다. 또한, 2000년도에 필요한 국내 통신망 식별번호의 수요를 예측하였다.
