내부 및 외부 신호에 의한 미국 EPA의 의사결정

  • 1989년 미국 환경청(Environmental Protection Agency : EPA)은 유독물질통제법(Toxic Substances Control Act : TSCA)에 의해 석면을 함유하고 있는 일부 제품의 제조, 수업, 가공 및 판매를 세 단계로 나누어 금지하였다. 본 논문은 석면규제를 금지여부결정과 금지우선순위결정으로 구분하여 각 결정에 내재된 EPA의 의사결정요인들을 추론한다. 특히 본 논문은 Magat et al.(1986), Asch and Seneca(1989), Cropper et al.(1992)이 EPA의 의사결정요인들로 제시한 내부신호(internal signals, 비용과 편익의 추정치)와 외부신호(external signals, 외부집단의 참여)를 석면규제에 적용하여 이들의 역할을 고찰한다. 한편 본 논문은 규제에 의해 영향을 받는 이익집단들이 EPA의 의견수렴기간(comment period) 동안에 제출한 의견서(written comments)가 외부신호를 나타낸다고 가정한다. Probit 모형으로 추정된 금지여부결정에 있어 EPA는 TSCA의 규정을 준수하여 비용과 편익을 균형하였고, 기업과 환경보호단체의 참여도 EPA의 의사 결정에 영향을 미쳤다. 즉, 어떤 제품의 금지에 소요되는 비용이 많으면 그 제품이 금지될 확률이 작았고, 그 제품의 금지를 반대하는 기업의 의견서가 많으면 그 제품이 금지될 확률이 작았다. 그러나 외부신호가 포함된 모형에서 내부 신호의 통계적 유의성이 낮아지는 문제가 나타났다. 한편 추정결과는 금지로 인해 감소된 암 한 건에 대한 EPA의 암묵적인(implicit) 평가가 5,000만 달러가 넘는다는 것을 보여 준다. Ordered Probit 모형으로 추정된 금지우선순위결정에 있어, 편익의 단위당 비용이 작을수록, 그리고 그 제품의 금지를 찬성하는 환경보호단체의 의견서가 많을수록 그 제품은 보다 이른 단계에서 금지되었다. 이 경우 외부신호의 계수의 통계적 유의성은 높은 반면 내부신호의 계수의 통계적 유의성은 상대적으로 낮았다.

Study on Learning Ecological Performance Analysis of IS-Geo's Educational Training Program (국제지질자원인재개발센터 교육훈련 프로그램의 학습 생태적 성과분석 연구)

  • The purpose of this study sought to analyze the achievement of educational training of IS-Geo's (International School for Geoscience Resources; IS-Geo's) according to the structural relationships between these components by incorporating variables and those that affect learning outcomes from the Learning ecological perspective. Therefore, from January 2014 to December 2015, data analysis was conducted based on the data collected by the questionnaire for class satisfaction, which was conducted after the operation of the educational training program. The principal result is as follows. First of all, Interventions that affect learning outcomes from the learning ecology perspective have resulted in internal factors of both learning motivation and learning development, intermediate factors of both contents of education and learning curriculum, external factors of both learner support and quality of instructors. The structural relationships between the designed factors of performance indicators of interdisciplinary achievement and sub-factors have been influenced in the structural implications of internal factors, intermediate factors, and external factors that affect the learning outcomes of educational trainees who participated in the educational training programs of IS-Geo's. Also, internal factors, intermediate factors, and external factors have directly affected learning outcomes for educational trainees.

The Effect on Legibility of the Inner Space Width of Hangeul Characters: Focusing on the Outer Space Width (한글꼴의 속공간 넓이가 가독성에 미치는 영향: 외부 속공간을 중심으로)

  • Among the various factors that form fonts, the concept of a new Korean font term called Inner Space Width was developed and the effect of changes in fonts applied to readability was analyzed. [Experiment 1] An empirical analysis was attempted on how the Korean-shaped Outer Space Width affects readability among the texts. Among the factors that make up the paragraph, Outer Space Width by letter size, letter size, letter spacing, letter spacing, and letter shape was composed of Yoon Myung-jo 110-160 and Inner Space Width of Yoon Myung-jo 110 was the widest at 26.83%. [Experiment 2] In-depth interviews with experts were conducted to derive factors and evaluation indicators constituting the inner space. Inner Space Width is evaluated as a complex factor that affects preference and fatigue, and is related to understanding and speed. This study empirically reviewed the effect on readability using the concept of Inner Space Width in the absence of existing research on Hangul-shaped fast space, and is expected to be actively used in the development of fonts in the future.

The Effects of Investment Opportunities and External Financing on Firms' Capital Investments (투자기회 및 외부금융의존도가 기업의 자본투자에 미치는 영향)

  • We examine the effects of investment opportunities, external financing, and cost of debts on the firms' capital investments. The empirical findings indicate that : (1) the firms' investment opportunities positively stimulates corporate capital investments but the effects of investment opportunities on the firms' capital investments decrease as the external financing and cost of debts increase ; (2) the firms' investment opportunities are positively correlated with firms' capital investments but the effects of external financing on the firms' capital investments decrease as cost of debts increase; (3) cost of debts is negatively associated with firms' capital investments and especially in the KOSPI firms, the effects of investment opportunities on the firms' capital investments decrease as cost of debts increase. Our findings suggest that managers' views be different from the policy maker's view and the more firms' internal factors of capital investments be found in the future.

  • The purpose of this study is to suggest logical foundation and points which are necessary for establishing E-commerce cf Korean shipping companies' development strategy and activation plan. In order to do empirical analysis, two step analyses are adopted. Firstly, this study examines the effects of the shipping company character and the shipping environment character on the usage of E-commerce in the shipping companies. Secondly, this study examines the effects of usage of E-commerce on the performance in shipping companies. In the empirical analysis, research hypotheses are being tested mainly by a structural equation model(SEM).

The Effect of Push, Pull, and Push-Pull Interactive Factors for Internationalization of Contract Foodservice Management Company (위탁급식업체 국제화를 위한 추진, 유인 및 상호작용 요인의 영향 분석)

  • The purpose of this study was to analyze the effect of push, pull and push-pull interactive factors for CFMC (Contract Foodservice Management Company)'s internationalization. The study was a quantitative study part in mixed methods (QUAL ${\rightarrow}$ quan) which was mainly qualitative study and quantitative study. Mail survey was carried out for quantitative study. For study subjects, 1,281 persons who completed 'Food Service Management Professional Program' of 'Y' University were selected as a population because the program was mainly for CFMC's workers. The analysis methods used in this study were frequency analysis, factor analysis, correlation analysis and multiple regression analysis with SPSS 17.0. Push factors had the saturation in domestic market and the manager's purpose (fac.1) and the investment for internationalization (fac.2). Pull factors had the company's external environment for internationalization (fac.3) and the global network and spread of culture (fac.4). Push-pull interactive factors had the information about foreign market (fac.5), the procedure and budget of overseas expansion (fac.6) and the national network and size of domestic market (fac.7). Internal dynamics factors had the deterrents for internationalization (fac.8) and the enablers for internationalization (fac.9). The result showed that the company's external environment in pull factors had positive effects on the deterrents for internationalization. The global network and the spread of culture had positive effects on the enablers for internationalization. The information about foreign market in push-pull interactive factors had positive effects on the deterrents and enablers for internationalization. The national network and the size of domestic market had positive effects on the enablers for internationalization. The deterrents and enablers for internationalization had positive effects on the level of internationalization, and the deterrents had more effects on the level of internationalization than the enablers did (${\beta}$= .492 > .177).

  • Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

A Study on the Differences in the Recognition of a Geosciences and Mineral Resources Institution's Brand Factors between the Internal and External Public (지질자원 기관 브랜드 요인에 대한 내외 공중 인식 차이 분석 연구)

  • This study investigates the differences in the recognition of the brand factors of the Korea Institute of Geoscience and Mineral Resources (KIGAM) between the internal and external public. This study considers KIGAM's brand strategy among the various institutions contributing to the country's development. Through the analysis, this study provides strategic implications about science-related institutions as well as KIGAM. According to the results of the brand factors in various dimensions, differences in the recognition between the internal and external public were found to be evident. The results reveal that the internal public shows more positive attitude than the external public on the variables that affect KIGAM's branding strategies.

Relationship among Organization-Public Relationships, External Reputation and Job Satisfaction of Workers in Small and Medium-sized IT Enterprises (IT 관련 중소기업 종사자들의 조직-공중관계성과 외부평판 및 직무만족의 관계)

  • The purpose of this study was to investigate the relationship among organization-public relationships, external reputation and job satisfaction of workers in small and medium-sized IT enterprises. The subjects were 221 workers in small and medium-sized IT enterprises selected. The data were analyzed by the exploratory factor analysis, confirmatory factor analysis, correlation analysis, reliability analysis and structural equation modeling analysis using IBM SPSS 21 program and IBM AMOS 21 program. The results were as follow. First, Organization-public relationships influenced positively on external reputation. Second, Organization-public relationships influenced not significantly on job satisfaction of workers in small and medium-sized IT enterprises. Third, External reputation influenced positively on job satisfaction of workers in small and medium-sized IT enterprises. These results will contribute to provide implications related to organization effectiveness.

Influence of Internal and External Factors on the Inventory Turnover Change Rate (기업 내부적 및 외부적 요인이 재고자산회전율 변화율에 미치는 영향)

  • This study is to identify the internal and external factors of a company that can affect the rate of change in the inventory turnover ratio. In addition, by appropriately managing or responding to these factors, changes in the inventory turnover ratio do not occur abruptly, so that the company's business and financial performance can be improved. To confirm this, factors such as gross profit margin, cash flow volatility, advertising expenses, inflation, exchange rate rise, and leading economic index were selected, and these factors were predicted to affect the change rate of inventory turnover. Data of 85,878 companies were obtained from domestic securities listings, KOSDAQ listings, and externally audited companies, and multiple regression analysis was performed using the data. Gross profit margin and cash flow volatility have a significant positive (+) effect, advertising expenses have a negative (-) significant effect, and inflation and exchange rate rises have a negative (-) significant effect. As an influence, the leading economic index was tested to have a significant positive (+) effect. Through this, it is suggested that manufacturing companies can improve their business performance and achieve operational efficiency by well understanding and appropriately managing factors that can affect the change rate of inventory turnover.
