농어촌지역의 인구감소로 인한 인력난 해소를 위하여 국가적으로 농·어가당 외국인 고영허용 인원을 확대하고 농가의 경우 계절 근로제도 대상 적용 작물 제한을 없애는 등 인력확보를 위해 노력하고 있다. 외국인 근로자와 국제결혼 증가로 인하여 국내 체류 외국인 수는 지속적으로 증가추세를 보이고 있으며, 코로나 19 이전 2019년 12월 말에 체류 외국인이 252만 명으로 대한민국 전체 인구의 4.9%에 해당하며, 통상 학계에서는 외국인 비율이 5%를 넘으면 다문화사회로 분류한다. 지속적인 외국인 근로자 및 다문화 가구의 증가에 따라 지역사회에서 갈등이 발생하고 있으며, 다문화사회로 분류된 상황에서 외국인 근로자 및 다문화 가구를 지역사회의 일원으로 인식하고 갈등을 적극적으로 해결할 필요가 있다. 이에 본 연구에서는 남해군 미조권역의 사례를 바탕으로 외국인 근로자 및 다문화 가구와 원주민과의 갈등관리를 위한 시설물 및 프로그램 계획, 현안갈등과 잠재적갈등 관리 방안을 제안하여 어촌지역 다문화사회의 발전을 도모할 수 있는 실질적인 연구 수행의 의의가 있다.

With increasing international labour in Korea, the perspective of foreign workers' maintenance and changes of origin while living and working overseas provides a new angle for leadership research. For the purpose to investigate the effect of leadership on the group of foreign workers, this study targeted Filipino workers in U and G city and explored whether authentic leadership predicts foreign workers' work engagement and retainment through the potential intervening effect of interpersonal trust. The empirical study utilized SPSS, and results proved that authentic leadership has no significant relationship to foreign Filipino workers' work engagement directly, but authentic leadership showed a negative effect on Filipino workers' turnover intention. The full mediation effect of interpersonal trust proves the value and importance of establishing trust relationships in retaining foreign workers.

최장 3년 동안 내국인과 동일한 수준의 대우를 외국인 근로자에게 보장하는 '외국인근로자의고용등에관한법률'안이 지난 7월 31일 임시국회 본 회의에서 통과됐다. 이에 따라 지난 10년 동안 이주근로자 인권문제와 국내 인력과의 동일 대우에 따른 경영비용의 증가 논란도 마침표를 찍게 됐으며, 불법으로 외국인 근로자를 고용하며 가슴을 졸이면서 산업연수생 제도의 변두리를 맴돌던 사업주들은 합법적으로 외국인 근로자를 고용할 수 있는 틀이 마련됐다.

The purpose of this study was conducted to investigate the influencing factors on foreign workers's work-life balance and provide guidelines for interventions and strategies to increase work-life balance in foreign workers. This study was a secondary data analysis from the $4^{th}$ Korean Working Conditions Survey(KWCS). The sample included 179 foreign workers. Data were analyzed using SPSS 22 and AMOS 22. As a results, the hypothetical path model was a good fit. In the path analysis, health status, social support, work time, job satisfaction had statistically significant effects on foreign workers's work-life balance and these variables explained 24.9% of work-life balance. These results reveal the predictors of work-life balance in foreign workers. Therefore, we need the active support for work-life balance predictors.

건설업에 종사하는 외국인근로자의 실태를 분석하고 그 대책을 제시하였다. 건설업에 종사하는 외국인근로자의 재해원인은 언어소통의 문제에 따른 안전교육효과의 문제점에 기인하는 부분이 크다. 언어소통문제는 전체 외국인근로자중 조선족근로자를 제외한 약69%의 외국인근로자에 적용이 된다. 전체 외국인근로자중 불법체류외국인 비율은 약15%정도이나 일부국가의 경우에는 불법체류자의 약58%에 달한다. 건설업에 종사하는 외국인근로자의 재해율은 전체 재해율의 약10%정도이며 건설업종사 내국인의 재해율과 비교하였을 때 내국인재해율 0.65%의 15배에 달한다. 외국인근로자중 건설업에 종사하는 외국인근로자의 재해율을 분석하고 건설업종사외국인근로자의 안전보건을 위한 산업안전보건법과 산업재해보상보험법의 적용성을 분석하였다. 본 연구에서는 전체 산업중 건설업의 외국인근로자 안전관리실태를 분석하고 제시하였으며, 건설현장에서의 외국인근로자의 합리적인 관리방안과 지속적인 관리로 산업재해예방에 더욱 효과를 거둘 수 있는 방법을 개발하여 건설업종사 외국인근로자의 생명과 재산을 보호할 수 있는 방안을 수립하는데 연구의 목적이 있다.

The purpose of this study was to investigate the effects and characteristics of program on health promotion with foreign worker in Korea. The study was conducted using the guidelines of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) Group. The final selected literature was varied in program and outcome variables. Therefore, it was difficult to quantitatively synthesize and it was analyzed through qualitative review. The findings indicate that health promotion programs for foreign workers reduced acculturation stress, depression and anxiety, and increased self-esteem. These findings provide scientific evidence for developing and using health promotion program of foreign workers. Futher development of a variety of health promotion programs and studies of effectiveness review for foreign workers in Korea.

Understanding the interrelationship between regional population dynamics and cultivated land is crucial for promoting regional economic vitality and enhancing food security. While prior research often addressed population migration and changes in crop area separately, this study employs a Panel Vector Auto Regression Model to examine the dynamic interaction between regional population shifts, changes in crop area, and the influx of foreign workers in agriculture. The results reveal a reciprocal relationship between population influx and crop area, indicating a negative impact on each other. Moreover, the analysis demonstrates that an expansion in crop area, particularly in field cultivation, significantly correlates with an increase in foreign workers. These findings underscore the mutual influence of labor shortages and diminished land availability in agriculture, with the influx of foreign workers potentially offering a positive impact on addressing structural challenges in rural areas.

The purpose of this study was to examine relationships among drinking motives, acculturative stress and problem drinking, and then to identify the influencing factors of problem drinking in foreign workers. A total of 120 foreign workers recruited from two shipyards in G city. Self-reported questionnaire survey was conducted from October to December, 2016. As a result, a rate of problem drinking in foreign workers was 39.2%. According to the multiple regression analysis, their problem drinking was significantly influenced by social motives (${\beta}=.368$ p=.003) and conformity motives (${\beta}=.337$ p=.005) as a subscale of drinking motives and homesickness (${\beta}=-.197$, p=.009) as a subscale of acculturative stress, explained 39.5% of the total variance (F=26.849, p=.000). Based on our results, an education program using drinking motives, acculturative stress should be developed to prevent problem drinking in foreign workers.

한국의 성산업에 외국에서 이주해온 여성들이 유입되기 시작한 것은 1990년대 중반부터이다. ‘한국외국인관광시설업협회’는 1996년부터 예술흥행사증 발급을 편법적으로 활용하여 필리핀 여성들과 구 소련계 여성들을 성매매 목적으로 도입하였다. 그 후 한국정부는 외국인 공연허가제 규제를 완화의 일환으로 폐지하고, 외국인 연예인을 수입하는 절차를 대폭 간소화하여 인력수입업자들은 일정한 시설요건만 갖추면 쉽게 근로자파견사업허가를 받도록 하였다. 즉, 국내에서 일하는 외국인 연예인은 국내공연 기획사에 고용된 근로자로서 공연업소에 파견되는 근로자로 자리매김한 것이다. 그러나 그들은 실상 공연을 하는 것보다 성적 서비스를 하도록 강요당하며 인권의 사각지대에 놓여 있다.
