  • 최근 카자흐스탄이 러시아나 서구제국들이 아닌 중국과의 에너지 외교에 큰 진전을 보이고 있듯이, 중국은 미국이나 러시아를 자극하지 않은 채로 중앙아시아제국들과의 경제협력을 확대하고 이를 통한 성공적인 에너지안보체제를 구축하고자 한다. 그러나 역사적으로 일정지역에 중국인들의 진출이 늘어나거나 중국인들의 경제적 영향력이 제고되면, 중국정부의 대상지역에 대한 영향력도 제고되었다는 사실로 미루어, 중국의 해외투자 또는 해외이주와 연관된 중국정부의 연계전략에 대한 주의가 요구된다. 중국정부는 해외투자 또는 해외이주지원이라는 명목으로 제주도의 해군기지 주변 강정마을에 대한 부동산 구매를 시도하고 있으며, 그 밖의 한국 내 미군기지 주변에도 중국인타운을 형성하는데 보이지 않는 정부차원의 지원을 확대하고 있다. 이와 같은 현상은 일본 내 미군기지, 특히 오키나와 미군기지 주변과 사스마섬의 일본 자위대 기지 주변에서도 동일하게 전개되고 있다. 이런 중국정부의 의도는 한국과 일본에 주둔하고 있는 미군기지에 대한 견제장치인 동시에 해당지역 주민들에 대한 중국의 영향력 제고를 목적적 결과물로 노정하고 있는 것이다. 중국자본과 중국인들의 한국과 일본 현지진출은 경제적 이해를 넘어서는 외교적, 군사적 문제까지도 야기할 수 있고 이로 인한 국가간 갈등요인이 제고될 수 있는 만큼, 중국의 해외투자 연계전략에 대한 보다 철저한 관리 감독이 필요하다.

The Influence of Public Diplomacy with Social Media on Country Image and Country Brands -Focusing on Cultural Contents- (소셜 미디어를 이용한 공공외교가 국가이미지와 국가 브랜드에 미치는 영향에 관한 연구)

  • The purpose of this study was to examine whether or not social media could have influence upon diplomatic activities and become effective means of diplomatic communication, focusing on the communication channel of public diplomacy. Study subjects were 301 foreigners from 42 countries in 7 continents, and influencing relationship among the fondness of social media-utilized public diplomacy cultural contents, country images and country brands was examined, together with its effectiveness. The results attained are as follows: First, all independent variable except interactivity and immediacy had significant influencing relationship with the fondness of public diplomacy cultural contents. Second, the fondness of public diplomacy cultural contents had significant influence upon country images, whereas country images had significant influence upon the fondness of country brands and the loyalty of country brands. Based on study findings, the influence of social media as effective means of communication of public of diplomacy policy in the 21st century was confirmed. In addition, This study contribute to expansion of public diplomacy research area from pre-exisiting study and provide basic information to future activities.

Nuclear·Atomic Public Diplomacy: The Possibility of Expanding Toward New Issue Area (핵·원자력 공공외교: 새로운 영역으로의 확장 가능성)

  • Objectives: Nuclear security and atomic energy industry have always been the domain of political and economical diplomatic affairs. The issue of nuclear proliferation must be resolved politically or militarily given the importance of the problem, the impact it has on global security, the influence of major powers, and non-proliferation regimes. Considering scope of the budget, manpower, and scale of the project, the atomic energy issue was also viewed from an economic perspective. Therefore, the goal of this study is to depart from the conventional viewpoint and investigate if public diplomacy may be extended to a new issue domain of nuclear security and atomic energy. Methods: In order to determine whether there are any areas that overlap, the uniqueness of Korea's position in the nuclear security and atomic power domains is evaluated and compared with the traits of public diplomacy. Results: It seems plausible to broaden the scope and function of public diplomacy in that field given Korea's uniqueness in nuclear security and atomic energy issue and overlap with public diplomacy. This is especially true given that the state must take the leading role and that ongoing policy demands are made in light of Korea's security and economic structure. In reality, it is assessed that the Summer Fellows Program, run by the KAIST Nuclear Nonproliferation Education and Research Center (KAIST NEREC), has had a considerable impact on public diplomacy in the area of nuclear security and atomic energy. Conclusions: Nuclear security and atomic energy issues have traditionally been handled from the perspectives of political diplomacy, summit diplomacy, and economic diplomacy. However, this paper evaluate that the possibility of enhancing the role of public diplomacy in this issue area is high and underscore that the budget support, programs, and manpower for similar public diplomacy activities are needed. Through this, South Korea's nuclear security policy and atomic energy industry could be supported from international community and it will advance national interest.

A Study on the Reports of Korean and Chinese Newspapers on Public Diplomacy Issues (한·중 언론의 공공외교 이슈에 관한 보도 연구 - AIIB 보도를 중심으로)

  • This study analyzed the reports of Korean and Chinese newspapers on the foundation of AIIB from the viewpoint of public diplomacy. The results showed that Chinese newspapers reported the government's statements and opinions and played as a means of conforming to the purposes of public diplomacy. Chinese newspapers employed the media paradigm of Instrumentalism among three paradigms of public diplomacy, which was due to ownership structure of the press. In the case of Korean Newspapers, they adopted paradigms of culturalism and professionalism. However, they verged to culturalism in terms of lack of discourse struggle due to few in-depth reports of the effects of national economy of AIIB.

Russia's Perception of Influence on Eurasia and Changing Position on the Caspian Sea (러시아의 유라시아 영향력 인식과 카스피해 입장 변화)

  • The purpose of this study is to clarify why Russia has changed its position on the Caspian Sea Convention to allow cross-Caspian routes. The theory that explains Russia's change of position on Eurasian integration suggests isolation from the West and rising political and economic importance in the Asia-Pacific as cause, but fails to explain the cause of the change in position that could allow Western influence. Thus, this article suggests that a change in Russia's perception on expanding Eurasia's influence as the cause of the change on its position on the Caspian Sea.

  • 본 연구의 목적은 한국형 녹색성장 협력 모델을 기반으로 한국의 대(對) 메콩지역 진출 방안을 모색하는 것이다. 메콩 유역은 중국의 운남성 지방, 미얀마, 라오스, 태국, 캄보디아, 베트남 등 6개국이 위치하고 있는데 이 지역은 세계 경제 침체에도 불구하고 높은 경제 성장률을 달성하고 있다. 이에 따라 세계 각국이 개발사업 선점을 위한 치열한 경쟁을 벌이고 있으며 일본, 미국, 중국이 발 빠르게 영향력을 확장하고 있다. 한국은 지난해 메콩 5개국의 외교장관을 서울로 초청하여 회담을 개최하여 메콩 지역 진출의 교두보를 마련하였으나 최근 세계 각국이 메콩 지역의 개발사업 진출을 위해 적극적으로 노력하고 있는 상황에서 선진국과 차별적인 경쟁우위를 살릴 수 있는 방안의 모색이 필요하다. 따라서 본 연구는 2008년 이명박 정부가 제시한 신성장 패러다임인 녹색성장 모델과, 물관리 정책과 사업을 접목시킨 물과 녹색성장 공적개발원조 및 무나싱해(Munasinghe)의 지속가능한 경제(Sustainomics)가설을 이론적으로 고찰하여 대(對) 메콩유역 협력 방안 모델을 설계하였다. 이 지역이 급속한 경제 성장으로 전력수요가 증가하고 있고, 환경오염에 대한 우려를 잠식시키고 국가의 에너지 안보를 위해 높은 수입 석유 의존율을 낮춰야한다는 점 등을 고려해보았을 때 메콩 유역의 수력발전이 이 지역의 녹색성장을 위한 큰 동력이 될 수 있을 것으로 사료된다. 뿐만 아니라 홍수방재 효과, 전력 수출로 인한 소득 창출은 이 지역의 사회발전으로 이어질 수 있을 것으로 기대된다. 그러므로 본 연구는 자금조달 방식, 외교적 접근, 기술적 접근, 제도적 접근 방식을 제시하여 단계적으로 대(對) 메콩유역 한국형 물과 녹생성장 ODA의 나아가야 할 방향을 모색해 보았다. 제시된 협력 모델을 기반으로 점차 한국이 메콩 유역의 수력발전산업으로 진출하고 더 나아가 이지역의 영향력을 확대하는 데 큰 도움이 될 것으로 사료된다.

A Maritime Security Review of Russia's Annexation of Crimea (러시아의 크림반도 합병의 해양안보적 고찰)

  • This study aims to review Russia's annexation of Crimea from a maritime security perspective. Based on a comprehensive analysis of Russia's national security perception, this study analyzed Russia's maritime security strategy and the security importance of the Black Sea and the Sea of Azov, and reviewed the annexation of Crimea from a maritime security perspective. The main argument of this study is as follows. Russia's annexation of Crimea was necessary for the successful fulfillment of Russia's maritime security strategy in the Black and Azov Seas. Russia's annexation of Crimea guarantees the activities of the Black Sea Fleet militarily from a maritime security point of view, secures a passage to the Atlantic Ocean to counter NATO's expansion. From a economic security point of view, Russia's annexation of Crimea was based on the strategic considerations to secure influence within the Black Sea economic bloc which guarantees stable production and transportation of natural resources and shipping.

China and U.S. in Africa: A Case of Exaggerated Rivalry

  • Rise of China has correspondingly seen increased Chinese involvement at global stage and regional levels in different parts of the world. This has attracted claims of strategic competition and rivalry between China and U.S., as China is said to be working towards replacing hitherto U.S. influence. Consequently there have been calls for U.S. to counter increased Chinese involvement to safeguard U.S. influences and interests. This study aims to contribute to this debate by examining the extent to which increased Chinese involvement in Africa has, if any, supplanted U.S. strategic interests in the continent. The study contends that, Chinese involvement in Africa has entailed China creating own niche that does not necessary threaten U.S. interests in the continent as widely portrayed and imagined. This is premised on the fact that, U.S. has historically had relatively minimal strategic interests in Africa as compared to other more strategic parts of the world that China could significantly threaten. Seen in this way, increased Chinese penetration in Africa has not had immediate threats to U.S. core strategic interests, thus explaining U.S. measured response to counter Chinese presence in Africa.

  • The purpose of this paper is to study on China's emergence and its influence on international society against the U.S. hegemony. Recently, China's influence has proliferated in Central Asia as well as East Asia at a rapid rate. China, through its soft balancing strategy, increased its influence in Central Asia in response to the U.S. power and behavior. This study analyzes the relationship among China and Central Asia with the view of soft balancing theory. In order to determine whether China's strategy on Central Asia is soft balancing, this paper presents three indicators: 1) Second-tier major power is willing to take a strategy that increase diplomatic cost of hegemony or counter the hegemony influence through using regional and global multilateral cooperation. 2) Second-tier major power is willing to not only increase its influence by strengthening regional economic cooperation, but also check the extension of the hegemony economic influence into its boundary. 3) Second-tier major power intends to prevent expanding hegemony military influence into the region through limited military cooperation and increasing military spending, and denying territory. This paper analyze China's multi-polar strategy, economic and energy cooperation with Central Asia countries, and the military and security cooperation with multilateral organizations such as SCO.

Analysis of U.S.-China Relations on The Korean Peninsula Military Puzzle : Under Circumstance of NK's Nuclear, THAAD, US-ROK Alliance (한반도 군사적 현안에 관한 미중관계 고찰 : 북핵, 사드, 한미동맹의 환경 하에서)

  • The U.S.-China Relations could be analyzed two perspectives and their basis under major international p olitics theory-power transition with conditions: (1) North Korean's nuclear puzzle, (2) THAAD in the Kor ean Peninsula and (3) the U.S.-ROK Alliance. One perspective is the global order dominates the regional order, and then stable regional order comes out. The other is the regional order dominates the global ord er, and China wages a regional hegemonic conflict against the United States. Consequently, America's o verwhelming leadership in North Korean's nuclear, THAAD and U.S.-ROK Alliance as national power is expected to endure. But China also has expected empowerment and cooperation for the peace and stabilit y on the Korean Peninsula military problems. In this perspective, South Korea needs to pay attention to the changing power distribution and competition between the U.S. and China and needs to strengthen a balancing and harmonious diplomatic strategy, so called 'see-saw diplomacy'.
