  • 우리나라 과학기술계 정부출연연구기관은 고령화 하에서 연구생산성을 향상시키기 위하여 다양한 정책을 추진하고 있는데, 그 중 임금피크제는 조직의 효율성 증진을 통해 연구생 산성을 높일 수 있는 제도로 기대할 수 있다. 그럼에도 불구하고 2015년 임금피크제 도입을 둘러싸고 발생했던 정부와 과학기술계 정부출연연구기관 연구자들 간 갈등의 원인은 무엇이었는가? 본 연구는 이러한 의문에서 출발하며, 정책옹호연합모형(ACF)을 활용하여 과학기술계 정부출연연구기관의 임금피크제 정책결정과정을 분석하였다. 연구결과를 요약하면 첫째, 정책환경으로서의 외부변수들은 대부분 찬성 측 옹호연합에 유리한 자원으로 작용하였다. 둘째, 과학기술계 정부출연연구기관을 관리 통제의 대상으로 바라보는 신념과 독립적 자율적 대상으로 보는 신념 간 차이는 갈등의 근본적인 원인이었다. 셋째, 임금피크제의 일괄적 도입, 정책중개자의 미비한 역할은 옹호연합 간의 갈등을 더욱 증폭시켰다. 이러한 연구결과는 첫째, 정책은 정책대상의 특성이 반영되도록 설계 적용되어야 한다는 점을 시사한다. 둘째, 정책중개자로서의 역할이 기대되는 정책참여자가 있는 경우, 이들의 역할에 따라 갈등이 증폭 또는 완화될 수 있으므로 올바른 정책중개자로서의 역할이 필요할 것이다. 셋째, 정부출연연구기관이 기타 공공기관에서 제외되어야 한다는 정부출연연구기관 관계자들의 주장을 경청할 필요가 있다.

  • The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.

  • This study analyzed the policy making process by finding factors of a back-in phenomenon appeared in contracting out of public library using advocacy coalition framework. The coalitions were divided into 'agreement of direct management', 'opposition of direct management' and 'keep the contract out'. Considering their belief and activity, to share core belief could make a change of secondary belief. It suggests that activating public sphere is necessary for enforcement of their strategies throughout the library policy.

  • The purpose of this article is to anatomize the political dynamics of South Korea's healthcare policymaking through the integrative analytical framework combining the policy network perspective and the advocacy coalition theory. This framework is expected to be advantageous to the analysis of Korea's turbulent healthcare policy change from a systematic and process-driven point of view. A target of analysis is the two decades of turbulence to transform the health insurance system into a single payer system. Through the analysis, this article tries to illuminate the dynamics of Korea's healthcare policymaking, by connecting environmental context, policy networks, advocacy coalitions, and policy outputs. For a case study, this article classifies the debates to inaugurate a single payer system into four sub-phases and conducts longitudinal comparative research.

An Analysis of the Policy Making Process of Contracting-out of Public Library Appeared in Municipal Ordinance on the Establishment and Operation of Cultural Foundation: Based on the Advocacy Coalition Framework (A시 B구 문화재단 설립 및 운영 조례에 대한 정책결정과정 분석 - 정책옹호연합모형(ACF)을 중심으로 -)

  • The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

  • 민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

A Study on the Process of Policy Change of Hyper-scale Artificial Intelligence: Focusing on the ACF (초거대 인공지능 정책 변동과정에 관한 연구 : 옹호연합모형을 중심으로)

  • Although artificial intelligence(AI) is a key technology in the digital transformation among the emerging technologies, there are concerns about the use of AI, so many countries have been trying to set up a proper regulation system. This study analyzes the cases of the regulation policies on AI in USA, EU and Korea with the aim to set up and improve proper AI policies and strategies in Korea. In USA, the establishment of the code of ethics for the use of AI is led by private sector. On the other side, Europe is strengthening competitiveness in the AI industry by consolidating regulations that are dispersed by EU members. Korea has also prepared and promoted policies for AI ethics, copyright and privacy protection at the national level and trying to change to a negative regulation system and improve regulations to close the gap between the leading countries and Korea in AI. Moreover, this study analyzed the course of policy changes of AI regulation policy centered on ACF(Advocacy Coalition Framework) model of Sabatier. Through this study, it proposes hyper-scale AI regulation policy recommendations for improving competitiveness and commercialization in Korea. This study is significant in that it can contribute to increasing the predictability of policy makers who have difficulties due to uncertainty and ambiguity in establishing regulatory policies caused by the emergence of hyper-scale artificial intelligence.

Analysis of Actors' Interaction Patterns in the Formation Process of Sexual Crime Prevention Policy: Focusing on classification and case analysis (성범죄예방정책의 형성과정에서 행위자의 상호작용 패턴분석: 유형분류 및 사례분석을 중심으로)

  • The purpose of this study is to grasp the overall policy decision system of sex crime prevention policy and analyze the interaction and pattern of actors in policy formation process. This is a useful way to identify the causes and ways to improve the policy if the sex crime prevention policy fails. As a research method, we used a model of advocacy through case analysis and language network analysis. In the external environment, low reporting of sex offenses, technical improvement and supplement for preventive management, consciousness of victims of sexual crimes, amendment of legislation, and support of the president. The conflicts between the advocacy coalition opposed the strong regulation, the prevention of recidivism, the expansion of the range of objects to be worn, the temporary effect of the system and the retrospective of the bill. As a problem-solving strategy, it was confirmed that the opposing positions of pros and cons of lack of manpower and negligence of management through the extension of the system were acutely opposed. In the context of media reports, this tendency is more likely to be understood as the concern of prevention and management at the central government level to prevent sex crimes. Therefore, although the methods of prevention of sex crimes have been insufficient in the past, it is hoped that this study will be helpful in breaking the link of negative policy vicious cycle.

전주·완주와 청주·청원의 행정구역 통합 결정과정의 비교 분석: 민·관 정책중개자를 중심으로

  • 본 논문은 청주·청원과 전주·완주의 행정구역 통합과정을 비교·분석하였다. 2009년 두 지역의 통합은 모두 무산되었다. 그러나 2010년부터 이루어진 재시도에서 청주·청원은 통합에 성공한 반면 전주·완주의 통합은 또다시 무산되었다. 행정구역 통합을 설명하는 기존의 연구들은 구조 및 환경 등 외생적 요인에 초점을 두고 있어 역사적 배경, 지리적 조건, 통합의 시기 등에서 여러 유사점이 있는 두 지역의 비교연구에는 적합하지 않다. 본 논문은 특히 전주·완주와 청주·청원의 행정구역 통합 결과의 차이가 나타난 이유로 정책중개자의 역할에 초점을 맞추었다. 구체적인 통합 결과의 차이를 살펴보기 위해 통합절차를 5단계로 나누어 그 충족 정도를 분석하였다. 정책중개자는 그 정책선호와 지위를 기준으로 (1) 민-관 선호 정책중개자, (2) 관단독 선호 정책중개자, (3) 민단독 선호 정책중개자, (4) 선호 없음의 네 가지 역할로 구분하였다. 본 논문의 분석 결과에 따르면, 제1기(2009년~2010년)에는 두 지역 모두 민단독 선호 정책중개자가 나타났다. 그 결과 전주·완주에서는 여론조사에서, 청주·청원에서는 의회의결단계에서 그 통합시도가 무산되었다. 제2기(2010년~2013년)에는 전주·완주에서는 정책중개자 유형이 관단독 선호 정책중개자 유형으로 바뀌어 주민투표단계까지 도달하는 데 그쳤으나, 청주·청원에서는 민-관 선호 정책중개자로 바뀌어 최종 통합시 설치법 단계까지 도달해 통합이 완성되었다.
