  • 우리나라 건기에 해당하는 봄철에는 산불화재에 예방에 주의해야 한다. 그러나 안타깝게도 이 시기에는 다양한 언론매체를 통하여 산불화재 피해에 대한 소식을 전해 들어야만 하는 것이 사실이다. 2022년 울진군에서 발생한 산불화재는 국내에서 2000년 동해안 산불에 이어 역대 2번째로 피해 규모가 큰 산불화재이다. 산불화재은 건축화재와 달리 피해면적에 광범위하기에 더욱 주의를 기울여야만 하며, 언론매체를 통한 피해 규모를 살펴보면 산불의 위험성을 증대하는 것처럼 느껴진다. 본 연구에서는 국가화재통계를 이용하여 국내에서 발생하는 산불화재의 발생빈도와 발화장소에 대하여 살펴보았다. 이를 통하여 대규모 산불화재로 인한 피해를 예방하기 위한 방안으로서 화재안전대책 우선순위를 도출하고자 하였다.

The Self-regulating Fire Prevention System in Korea: with the Focus on the Role of Insurance System (자율예방체계의 구축 -규제개혁의 차원에서 보험의 역할을 중심으로-)

  • This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.

제27회 소방안전봉사상 시상식

  • 협회는 지난 2000년 11월 15일 오전 10시 서울 세종문화회관 소극장에서 본 협희 오상현 이사장과 김재영 행정자지부 차관을 비롯하여 손해보험업계 관계자, 소방공무원등 500여 명이 참석한 가운데 화재 예방 및 진압과 구조구급활동을 통하여 국민의 생명과 재산 보호에 헌신한 우수소방관을 표창하는 "제27회 소방안전봉사상 시상식"을 가졌다. 본 소방안전봉사상은 지난 1974년 한국화재보험협회가 국내 11개 손해보험회사의 지원을 받아 제정하여, 화재 및 각종 재해 현장에서 봉사하고 있는 모범 소방관을 선발, 표창하는 제도로서 27년째 계속되고 있는데 올해까지의 수상자는 모두 3백22명에 이른다. 이번에 선발된 17명의 수상자에게는 상패 및 부상(대상 300만원, 본상 200만원)과 함께 1계급 특진의 영예가 주어졌다. 한편, 작년에 처음 제정하여 금년에 두 번째인 특별상에게는 상패와 함께 부상 50만원을 시상하였다. 2000년도 제27희 소방안전봉사상을 수상한 대상 1명과 본상 16명 그리고 특별상 1명의 공적을 간단히 소개한다.

Empirical Study on Injury Management System of Fire-Fighting Officer (소방공무원의 공상관리제도에 대한 실증연구)

  • The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

A study on the improvement of the Volunteer fire brigade (의용소방대 운영에 대한 개선방안)

  • This study seeks to find ways to improve the volunteer fire brigade as the role and importance of the voluntary fire brigade, which can prevent various disasters including fire at all times and respond most quickly in case of disaster, increases. As a result of analyzing and deducing the problems of the current legal, administrative, and financial aspects of the volunteer fire brigade for this study, first, as a legal improvement method, it is necessary to raise the status of the volunteer fire brigade mission, flexible operation of the garden, and increase the professionalism of education and training. should be improved Second, as an administrative improvement plan, it is necessary to reorganize the character of the volunteer fire brigade, expand its role as a regional disaster prevention leader, enhance the professionalism of the volunteer fire brigade selection process, and expand the number of volunteer fire brigade members through group membership rather than individuals. Third, as a financial improvement plan, it is necessary to introduce appropriate remuneration and severance pay for volunteer firefighters, and insurance to be covered in case of injury or injury.

  • A primary task of fire department is maintaining public safety, system maintenance and welfare improvement by protecting life, body and property of a people through prevent and extinguish of the fire in emergency. Rescue part of those affairs has supported by the people but affairs related to the fire examination and investigation could not get it. Although fire examination is a very important part of fire department administration, it has been understood indifferently due to lack of awareness and concern. There are no scientific fire examination because of lacking education study and the whole responsibility capacity about it. There are many things have to be improved at fire examination and investigation system in Korea. Especially, establishment of the whole responsibility post is urgent through assuring professionals to improve accuracy of fire examination and investigation. Equipment which can do scientific fire examination and investigation have to be fully furnished. Efficiency of fire examination and investigation has to be increased through improving law related to fire examination and investigation, giving rescuers investigation right. Through this, it systematically have to be good for fire prevent.

  • Since 2008 Korea's fire administration has recognized the importance of human resources by introducing a mentoring system for new employees. This mentoring program is helping new employees adapt to the organization quickly and effectively. In addition, prevention inspectors are improving their job ability and expertise by ensuring the mentoring system has been introduced and operated. However, the current operating and fire officials mentoring system has a variety of problems including lack of expertise on the part of the mentors, deficiency of the legal system, lack of mentoring for information and materials, and lack of compensation, and formal mentoring training for mentors. In this study, the fire officials' mentoring system analysis and previous studies on the fire officials' mentoring functions will be analyzed to determine its effect on job performance. Results of this study of fire officials' job ability show that the variables that affect the mentoring program include the role model, business achievement, teaching method, attitude, interest, and achievement.

A Study on The Improvement of the Leagal Study on Special Fire Safety Inspection System (법과 제도적 관점에서 본 소방특별조사의 개선방안)

  • Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".

Framework for Drought Information System (가뭄 정보시스템 구축방안 연구)

  • 인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.

  • Without a special mineral resources in Korea, such as petrochemical industries, electronics and automotive industries to supply the basic material, but remains a key industry locations. Gongjeongsang dealing with hazardous materials, such as a fire or explosion hazard, and from this site sangjonhae safety regulations to protect human and material disaster prevention activities are focused. However, depending on the actual implementation of standardized safety regulations as necessary if not originally intended, proper objectivity and reliability of safety regulations, as well as impaired resulting in a waste of public and private administrative power and petrochemical industries and the competitiveness of the entire drop factor will. Accordingly, this study petrochemical plant is applied to a representative safety regulations, items for their safety are needed and these regulations as being implemented that was identified, according to a study, some of the need for regulation and implementation both in terms of reliability was low.
