GOCI-II, which succeeded the mission of GOCI, was successfully launched in February 2020 and is in operation. GOCI-II is expected to be highly useful in a wide range of fields, including detailed changes in the coastal seawater environment using improved spatial and spectral resolution, increased number of observation and full disk observation mode. This special issue introduces the assessment of the current GOCI-II data quality and the studies on the accuracy improvement and applications at this time of one year after launch and data disclosure. We expect that this issue can be an opportunity for GOCI-II data to be actively utilized not only in the ocean but also in various fields of land and atmosphere.
The coastal areas around Palau Island and Tonga Island, near the Pacific equator, consist of coral reefs, mangrove and seaweed. In particular, understanding the optical properties of sea surface water in coral reef habitats helps improve the accuracy of remote sensing based habitat mapping and identify tropical ecosystem characteristics. Here, we collected spectral characteristics of sea surface water of Palau Island and Tonga Island and analyzed the concentration of suspended matters, absorption coefficient, and remote sensing reflectance to understand the seawater characteristics of the coral reef habitats. Based on the results of the suspended matter concentration analysis, we developed and verified an empirical algorithm to derive the concentration from satellite data using remote sensing reflectance of three bands, 555, 625, 660 nm, showed a high determinant coefficient, 0.98. In conclusion, coral reef habitats in tropical regions are characterized by CASE-I water in terms of the marine optics with oligotrophic properties, and require monitoring using continuous collection and analysis of field data.

Impacts of Sea Surface Temperature (SST) assimilation to the prediction of upper ocean temperature is investigated by using a regional ocean forecasting system, in which 3-dimensional optimal interpolation is applied. In the present study, Sea Surface Temperature and Sea Ice Analysis (OSTIA) dataset is adopted for the daily SST assimilation. This study mainly compares two experimental results with (Exp. DA) and without data assimilation (Exp. NoDA). When comparing both results with OSTIA SST data during Sept. 2011, Exp. NoDA shows Root Mean Square Error (RMSE) of about $1.5^{\circ}C$ at 24, 48, 72 forecast hour. On the other hand, Exp. DA yields the relatively lower RMSE of below $0.8^{\circ}C$ at all forecast hour. In particular, RMSE from Exp. DA reaches $0.57^{\circ}C$ at 24 forecast hour, indicating that the assimilation of daily SST (i.e., OSTIA) improves the performance in the early SST prediction. Furthermore, reduction ratio of RMSE in the Exp. DA reaches over 60% in the Yellow and East seas. In order to examine impacts in the shallow costal region, the SST measured by eight moored buoys around Korean peninsula is compared with both experiments. Exp. DA reveals reduction ratio of RMSE over 70% in all season except for summer, showing the contribution of OSTIA assimilation to the short-range prediction in the coastal region. In addition, the effect of SST assimilation in the upper ocean temperature is examined by the comparison with Argo data in the East Sea. The comparison shows that RMSE from Exp. DA is reduced by $1.5^{\circ}C$ up to 100 m depth in winter where vertical mixing is strong. Thus, SST assimilation is found to be efficient also in the upper ocean prediction. However, the temperature below the mixed layer in winter reveals larger difference in Exp. DA, implying that SST assimilation has still a limitation to the prediction of ocean interior.

To investigate the role of water masses in the Jeju Strait in summer on the shallow coastal region and the characteristics of water properties in the strait, temperature and salinity were observed across the Jeju Strait in June, July, and August 2019. The cold water pool, whose temperature is lower than 15℃, was observed in the mid-depths of the central Jeju Strait and on the northern bottom slope of the strait. The cold water pools have the lowest temperature in the strait. To identify water masses comprising the cold water pool in the Jeju Strait, mixing ratios of water masses were calculated. The mid-depth cold water pool of the Jeju Strait consists of 54% of the Kuroshio Subsurface Water (KSSW) and 33% of the Yellow Sea Bottom Cold Water (YSBCW). Although the cold water pool is dominantly affected by the KSSW, the YSBCW plays a major role to make the cold water pool maintain the lowest temperature in the Jeju Strait. To find origin of the cold water pool, temperature and salinity data from the Yellow Sea, East China Sea, and Korea Strait in the summer of 2019 were analyzed. The cold water pool was generated along the thermohaline frontal zone between the KSSW and YSBCW in the East China Sea where intrusion and mixing of water masses are active below the seasonal thermocline. The cold water in the thermohaline frontal zone had similar mixing ratio to the cold water pool in the Jeju Strait and it advected toward the Korea Strait and shallow coastal region off the south coast of Korea. Intrusion of the mid-depth cold water pool made temperature inversion in the Jeju Strait and affected sea surface temperature variations at the coastal region off the south coast of Korea.
The purpose of this study is to Analyze the problems that container shipping companies exist through the commercialization of container shipping for Non-Arctic countries and the opportunity factors for the transport of the Arctic shipping to improve cooperation cross-border relation Arctic policy and the use of transport. In order to design a hierarchy analysis method study model, four high and 17 low factors were extracted by designing a hierarchy analysis method study model based on results by prior study and in-depth interview. The first of the higher factors is the internal strength of assessing the value of the Arctic, the will and capabilities of the shipping companies in creating new markets with the vision and goals of the shipping companies. Second, the internal constraints associated with the shipping companies advance to the NSR mean the negative factors for the entry into the NSR and the internal weaknesses that cause the shipping companies capacity limitations. Third, the economic benefits from the use of NSR are external factor for shipping companies in cooperation with the future economic value of the Arctic and with respect to Arctic sea and Arctic advance and development from Arctic coastal countries. Finally, external pre-emptive tasks means to respond to use NSR by external restrictions on transport to prepare the possibility of severe weather conditions, the customs policy change of coastal countries.

Sargassum horneri is one of the floating algae in the sea, which breeds in large quantities in the Yellow Sea and East China Sea and then flows into the coast of Republic of Korea, causing various problems such as destroying the environment and damaging fish farms. In order to effectively prevent damage and preserve the coastal environment, the development of Sargassum horneri detection algorithms using satellite-based remote sensing technology has been actively developed. However, incorrect detection information causes an increase in the moving distance of ships collecting Sargassum horneri and confusion in the response of related local governments or institutions,so it is very important to minimize false detections when producing Sargassum horneri spatial information. This study applied technology to automatically remove false detection results using the GOCI-II-based Sargassum horneri detection algorithm of the National Ocean Satellite Center (NOSC) of the Korea Hydrographic and Oceanography Agency (KHOA). Based on the results of analyzing the causes of major false detection results, it includes a process of removing linear and sporadic false detections and green algae that occurs in large quantities along the coast of China in spring and summer by considering them as false detections. The technology to automatically remove false detection was applied to the dates when Sargassum horneri occurred from February 24 to June 25, 2022. Visual assessment results were generated using mid-resolution satellite images, qualitative and quantitative evaluations were performed. Linear false detection results were completely removed, and most of the sporadic and green algae false detection results that affected the distribution were removed. Even after the automatic false detection removal process, it was possible to confirm the distribution area of Sargassum horneri compared to the visual assessment results, and the accuracy and precision calculated using the binary classification model averaged 97.73% and 95.4%, respectively. Recall value was very low at 29.03%, which is presumed to be due to the effect of Sargassum horneri movement due to the observation time discrepancy between GOCI-II and mid-resolution satellite images, differences in spatial resolution, location deviation by orthocorrection, and cloud masking. The results of this study's removal of false detections of Sargassum horneri can determine the spatial distribution status in near real-time, but there are limitations in accurately estimating biomass. Therefore, continuous research on upgrading the Sargassum horneri monitoring system must be conducted to use it as data for establishing future Sargassum horneri response plans.
Salinity affects sound speed in the low salinity environment, in the seas where freshwater from large rivers and flows into the marginal sea area near the Yangtze River and the Niger River. In this paper, SSC (Surface Sound Channel) formed by low salinity water was investigated in the East China Sea and the Gulf of Guinea of rainy season. The data from KODC (Korea Oceanographic Data Center) in the East China Sea and from ARGO (Array for Real-time Geostrophic Oceanography) in the Gulf of Guinea of the tropical area were used for analysis. SSC haline channel was formed 14 times among 32 SSC occurrences when the 90 data from 9 points were analyzed during a decade (2000 ~ 2009) in the East China Sea. In the Gulf of Guinea, haline channel was formed 18 times among 20 SSC occurrences during 3 years (2006 ~ 2009). When the sound speed gradient was analyzed from temperature-salinity gradient diagram, the gradients of both salinity and temperature affect SSC formation in the East China Sea. In contrast, the salinity gradient mostly affects SSC formation due to the least change of temperature in the well-developed mixed layer in the Gulf of Guinea. Their acoustic characteristics show that channel depth is 6.5 m, critical angle is $1.5^{\circ}$ and difference of transmission loss between surface and thermocline is 11.5 dB in the East China Sea, while channel depth is 18 ~ 24 m, critical angle is $4.0{\sim}5.4^{\circ}$ and difference of transmission loss is 21.5 ~ 27.9 dB in the Gulf of Guinea. These results are expected to be used as a basic understanding of the acoustic transmission changes due to low salinity water at the estuaries and the ocean with heavy precipitation.

Most of oceanic current maps in the secondary school science and earth science textbooks have been made on the base of extensive in-situ measurements conducted by Japanese oceanographers during 1930s. According to up-to-date scientific knowledge on the currents in the Yellow Sea and the East China Sea (YES), such maps have significant errors and are likely to cause misconceptions to students, thus new schematic map of ocean currents is needed. The currents in the YES change seasonally due to relatively shallow water depths, complex terrain, winds, and tides. These factors make it difficult to construct a unified ocean current map of the YES. Sixteen major items, such as the flow of the Kuroshio Current into the East China Sea and its northward path, the origin of the Tsushima Warm Current and its path into the Korea Strait, the path of Taiwan Warm Current, the Jeju Warm Current, the runoff pattern of the Yangtze River flow, the routes of the northward Yellow Sea Warm Current, the Chinese Coastal Current, and the West Korea Coastal Current off the west coast of the Korean Peninsula, were selected to produce the schematic current map. Review of previous scientific researches, in-depth discussions through academic conferences, expert discussions, and consultations for three years since 2014 enabled us to produce the final ocean current maps for the YES after many revisions. Considering the complexity of the ocean currents, we made seven ocean current maps: two representative current patterns in summer and winter, seasonal current maps for upper layer and lower layer in summer and winter, and one representative surface current map. It is expected that the representative maps of the YES, connected to the current maps of the East Sea and the Northwest Pacific Ocean, would be widely utilized for diverse purposes in the secondary-school textbooks as well as high-level educational purposes and even for scientific scholarly experts.
해적은 공해상 해상안전을 위협 한다는 점에서 '인류공동의 적'으로 규정되어 모든 국가가 이를 규제할 수 있는 보편적 관할권이 행사되는 범죄이다. 한국을 포함한 아시아 지역 국가들은 말라카해협 통항에 관해 깊은 이해관계를 갖고 있어 해적 소탕에 대한 의지가 강한 편이다. 이러한 의지는 2006년 '아시아해적퇴치정보공유센터(ReCAAP ISO)'의 창설에 밑거름이 되었으며, 아시아 지역에서 해적이 출현하면 동 센터를 통해 17개국 회원국으로 즉시 통보되고, 주변국의 해경과 해군이 유기적인 작전을 통해 해적을 효율적으로 퇴치하고 있는 모범사례다. 그러나 2009년 소말리아 내란에 따른 무정부 상태가 지속되면서 소말리아 및 아덴만에서의 해적활동이 극성을 부리기 시작했으며, 선박납치 행위가 급증하자 세계 각국에서 함정과 항공기를 파견하여 해적퇴치 활동을 전개하고 있으나 근절되지 않을 뿐만 아니라 해적의 활동해역이 확대되고 있다. 이러한 배경 하에 시작된 본 연구는 연구결과를 중심으로 다음과 같은 대응 방안을 제시한다. 첫째, 소말리아 해적의 근본원인은 국가의 붕괴에서 비롯된 치안부재와 열악한 경제사정 등 내부적인 요인이 크기 때문에 다국적 해군 활동으로 인한 근본적인 해적퇴치에는 한계가 있다. 따라서 국제적인 차원에서 '지역협력협정'체결은 물론, 소말리아 국가재건을 위한 노력이 함께 이루어지는 종합적인 대책이 필요하다. 그러나 보다 더 근본적인 해결책은 유엔차원에서 빠른 시간 내에 소말리아가 정치적 안정을 유지할 수 있도록 정치적 차원에서의 지원이 필요하며, 해적과 테러리스트가 연계됨으로써 국제문제로 확대되지 않도록 하는 노력도 병행되어야 한다. 둘째, 해적문제는 특정국가에만 해당되는 것이 아니라 초국가적인 문제임을 감안하여 유엔안전보장이사회 결의 제1851호에서 '지역 센터' 설립을 권고하고 있는 것처럼 2006년 아시아 국가들이 설치한 ReCAAP ISO와 같은 형태의 지역국가 간 협력기구 또는 유엔 차원의 해적 전담기구를 설치하여 국제사회 공조 하에 해적에 대처하는 방안을 추진하는 것이 필요하다. 셋째, 최근 발생하고 있는 해적행위는 주로 항구 등 내수, 영해 등 연안국의 관할권이 행사되는 지역에서 발생하고 있어 유엔해양법상의 규정은 이러한 '해적' 퇴치에 더 이상 효율적이지 못하다. 국제사회는 이러한 문제점을 인식하여 국제해사기구 (IMO) 등 국제기구를 통해 영해내의 해적 처벌을 위해 최선의 노력을 기울이고 있다. 향후 궁극적으로는 유엔해양법협약의 개정을 통해 법적인 문제점이 개선되어야 한다. 넷째, 전술적인 측면에서도 지상에 기지를 두고 있는 해적들의 지도부가 그 동안 쌓아 놓은 네트워크를 이용하여 다국적 해군에 대한 정보를 수집하고 대응방안을 강구함으로써 나름대로의 생존전략을 구사할 것으로 예상된다. 특히, 선박을 납치한 후 소말리아 연안으로 이동하면서 해군함정과 대치하는 과정에서 해적들이 살상을 당하는 사례가 증가함에 따라 지금까지는 피랍된 선박의 선원을 단순히 해적활동에 참여시키거나, 항해지원을 위한 목적 등으로만 활용했는데, 앞으로는 해적들의 인명피해를 최소화하기 위해서라도 선원들을 방패막이로 활용할 가능성이 더욱 높아질 것으로 예상된다. 따라서 참가하는 해군함정 또는 부대간 해적들의 활동 관련 정보를 공유하는 등 사전에 정보를 획득하기 위한 협력을 강화해야 한다. 다섯째, 한국군함이 삼호주얼리호를 납치했던 소말리아 해적을 한국까지 대리고 와서 처벌하는 것은 불합리하고, 많은 문제점을 야기할 수 있기 때문에 향후 해적처벌을 위한 국제사법기구의 설치가 요구된다. 회원국 분담금으로 운영되는 유엔에 산하기관을 설치하여 소말리아 인접국에서 해결하도록 적극적인 노력을 경주할 필요가 있다. 마지막으로, 선박회사에서도 자국 선박이 위험구역으로 지정된 해역을 항해할 경우를 대비해서 선박자동식별 시스템 구축을 확대하고, 해적이 선박에 승선했을 경우를 대비해서 안전구역(citadel)을 설치하여 선원의 안전을 확보하는 등의 대책이 필요하다. 본 연구를 통해 해양안보는 어느 특정국가에게만 주어진 것이 아니며, 해적행위도 특정 국가의 선박을 대상으로 하는 것이 아니므로 각국 정부간 공동의 협력과 국제사회의 공조가 반드시 실현될 때 해적의 위협으로부터 선박의 안전과 국제사회의 평화가 실현될 수 있다는 것을 강조하고자 한다.
The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.

서비스를 일시 중단할 수 있으며, 예정되어 있는 작업으로 인한 서비스 일시중단은 당 사이트 홈페이지를
통해 사전에 공지합니다.
② 당 사이트는 서비스를 특정범위로 분할하여 각 범위별로 이용가능시간을 별도로 지정할 수 있습니다. 다만

제 13 조 (홈페이지 저작권)
① NDSL에서 제공하는 모든 저작물의 저작권은 원저작자에게 있으며, KISTI는 복제/배포/전송권을 확보하고
있습니다.
② NDSL에서 제공하는 콘텐츠를 상업적 및 기타 영리목적으로 복제/배포/전송할 경우 사전에 KISTI의 허락을
받아야 합니다.
③ NDSL에서 제공하는 콘텐츠를 보도, 비평, 교육, 연구 등을 위하여 정당한 범위 안에서 공정한 관행에
합치되게 인용할 수 있습니다.
④ NDSL에서 제공하는 콘텐츠를 무단 복제, 전송, 배포 기타 저작권법에 위반되는 방법으로 이용할 경우
저작권법 제136조에 따라 5년 이하의 징역 또는 5천만 원 이하의 벌금에 처해질 수 있습니다.
제 14 조 (유료서비스)
① 당 사이트 및 협력기관이 정한 유료서비스(원문복사 등)는 별도로 정해진 바에 따르며, 변경사항은 시행 전에
당 사이트 홈페이지를 통하여 회원에게 공지합니다.
② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)

제 16 조 (서비스 이용제한)

② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
