  • Purpose: This study was aimed to analyze how social workers understand the rights for elderly patient and family caregiver to make end-of-life (EOL) care decisions and their roles the decision making process. Methods: The study employed a quantitative research method of collecting data from a structured questionnaire that was filled out by 334 social workers at long-term care facilities. Data were analyzed by descriptive statistics, mean differences, correlation between variables, using SPSS 20.0 program. Results: The mean score for the understanding the rights to an EOL care decision was $3.46{\pm}0.69$ and of their own roles $3.48{\pm}0.84$. The level of understanding significantly differed by social workers' experience of assisting a process to make an EOL care decision such as advance directives and life sustaining treatment, work experience, and the number of beds. Positive correlation was observed between the level of understanding of the rights for EOL care decisions and of social workers' roles (Pearson r=0.329, P<0.001). Conclusion: This study proposes development of an education program for social workers and devising standards for the EOL care decision making process to protect elderly patients, family caregivers as well as social workers in a long term care facility.

  • The purposes of this study were to investigate the transition of elderly's welfare service utilization and to examine the factors affecting their utilization as time passed. To solve these research questions, the behavioral model presented by Andersen and Newman(1973) was applied. Using Hallym Aging Panel data consisted of 3 waves from 2003 to 2007, autoregressive modeling and regression analysis were applied for research purposes. The results of this study were as follows; (1) The experiences of welfare service utilization were increasing gradually. The complimentary service for the aged was utilized generally, but leisure service and community service were not used in common. (2) Past experience of service affected service utilization in the following times. (3) The factors affecting older adult's service utilization were different among the types of services. Nonetheless, the factors affecting continuously during the periods were found: age as predisposing factor and area as enabling factor in the complimentary service; area and existence of spouse as enabling factor in leisure service; education as predisposing factor and service cognition as enabling factor in community service. Enabling factor has affected more consistently than other factors. The results showed that special attention should be paid to balanced regional arrangement for welfare resources and the public relation considering the elderly's intellectual level.

  • This study analyzed the relationship between supervision and job commitment of the elderly leisure welfare center employees and the mediating effect of professionalism perception. The survey was conducted of 267 employees in 15 facilities located in Daejeon and Chungnam. The main methods were confirmatory factor analysis and structural equation modeling analysis using SPSS and AMOS. The analysis results showed that the relationship between supervision and job commitment and the mediating effect of professionalism perception were verified. For activating the supervision, it is necessary to strengthen the educational supervision, systematize the supervision, and strengthen the supervisor education. To raise the professionalism perception, programs such as awards for outstanding manpower, social support, and employee education considering clients are needed. It is expected that studies on various variables for human resource management including job commitment for elderly leisure facility employees will be continued.

  • The aim of this study is to demonstrate how Self-Sufficiency Promotion Centers (SSP Centers) run by social movement groups have struggled to defend their voluntary identities in conflict with SSP Centers operated by professional social welfare centers. Since political democratization, social movement groups have been increasing invited to run frontline public welfare agencies in South Korea, and Self-Sufficiency Program is one of the representative policies in which social movement groups have actively partaked. But many critical scholars have warned that such institutionalization of social movements into social welfare system is likely to dampen their voluntary nature and force them to render their hegemonic power to professional social welfare institutions. In contrast to the critical viewpoint, however, this study unveils how social movement-based SSP Centers have strived to tackle the professionalization pressure by deploying various survival strategies at the micro level. Through a historical discourse analysis on the frontline conflicts between social movement-based and social welfare-based SSP Centers, this study contends that social movement groups in Self-Sufficiency Program can still maintain their traditional spirit despite the obvious professionalization phenomenon.

  • Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

  • This study was conducted to investigate the detection rate and serotypes of Salmonella spp. in conventional and welfare poultry farms. Ten welfare (five layer and five broiler) and 15 conventional farms (five layer and ten broiler farms) were visited to collect environmental samples for identification and serotyping of Salmonella spp. The detection rate of Salmonella spp. was higher in the welfare farms than in conventional farms in both layer and broiler farms. In layer farms, Salmonella spp. was detected in 0.76% (1 out of 130) of samples from one of five welfare layer farms, but was not detected in the five in conventional layer farms. No significan ifference (P>0.05) was observed between the welfare and conventional layer farms. In broiler farms, Salmonella spp. was detected in 10.5% (21 out of 200) of samples from four of five welfare broiler farms and 3.5% (7 out of 200) of samples from five of ten conventional broiler farms, and a significant difference (p <0.05) was observed between the welfare and conventional broiler farms. Among 29 Salmonella spp. isolates, five isolates were serotyped to Salmonella enterica subsp. Enteritidis (n=2), Salmonella enterica subsp. Grampian (n=1), Salmonella enterica subsp. Virchow (n=1), and Salmonella enterica subsp. Senftenberg (n=1). These results suggest that microbial risks could be higher in welfare farms than in conventional farms due to easy access to open-air areas, environmental enrichment, and reduced use of antibiotics. Therefore, continuous monitoring and surveillance for Salmonella spp. is necessary to improve the microbiological safety of poultry meat.

  • This study analyzed the policy of culture welfare in libraries for the information alienated groups. This study suggested several improvements as a conclusion. Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.
