정보화 촉진 정책 개발 도구로써 정보화 지표의 문제점 및 한계를 지적하고, 이를 보완할 수 있는 방안으로서 시스템 사고에 입각한 동적 역학 모델을 개발하는데 본 연구의 목적이 있다. 정보화 진행모형은 정보화 진행속도는 촉진요인과 저해요인의 상호 영향도에 의해 결정된다는 점에서부터 출발하여 이들 양자간 존재하는 Push-Pull 패러다임 하에 상호 역학관계를 시스템 다이내믹스 모형(System Dynamics model)을 개발하였다. 나아가 개발된 모델을 컴퓨터 시뮬레이션으로 구현, 시행함으로서 향후 정보화 촉진을 위한 정책변수의 도출과 각 변수의 영향도를 측정할 수 있는 가능성을 제시하였다. 컴퓨터 시뮬레이션 모델에 반영된 기초 자료는 가능한 한 실제 데이터를 분석, 이용하였으나, 시계열 자료의 부족으로 상당부분 추정 및 가정을 도입하였다. 결국 시뮬레이션 시행으로 얻은 결과치 그 자체는 현실성을 결여하고 있는 문제를 안고 있으나, 정보화 촉진 정책 입안과 그에 대한 효과를 사전에 분석해 볼 수 있는 새로운 돌파구를 마련하였다는 점에서 본 연구의 의미를 찾을 수 있을 것으로 기대된다

공공도서관은 지역주민의 다양한 정보요구와 관심사를 충족시키기 위해 필요한 각종 정보자료를 광범위하게 구성하여야 한다. 이렇듯 공공도서관은 방문하는 이용자들의 배경이 다양하고 도서관을 찾는 목적 또한 다양하기 때문에 모든 이용자의 요구를 충분히 만족시키기에 어려움을 겪고 있으며, 이를 극복하기 위한 노력으로 공공도서관 자료의 만족 수준을 높일 수 있는 장서개발정책 연구가 필요하다. 이에 따라 본 연구는 공공도서관의 장서개발정책을 제안하기 위해 서울특별시 소재 구립 공공도서관 10개관 이용자들을 대상으로 설문조사를 실시하여 이용자의 장서 이용 행태를 파악하고, 이를 바탕으로 서울시 구립 공공도서관을 위한 장서개발정책을 제안한다.

Development of policy incentives and policy direction in the innovation economy is always important. Innovations policy have characterized industrial dynamics, leading to a transformation of the market structure of the specific industry. The paper explores the development of industry convergence for understanding the change of the wireless industry in Daejeon. Although its initial focus is R&D center, The business model has become the research and development of external demand than its own product research and development. For regional innovation, the wireless industry policy should be provided with their own product development pattern.

Overseas advanced countries are aware of the importance of research equipment and are providing a lot of policy support to revitalize the research equipment industry. However, Korea does not have any law to support policies or related projects to revitalize the research equipment industry. Therefore, there is an urgent need for legislation to support policies and projects for revitalizing research equipment industry. It is considered necessary to establish a separate special law for revitalizing the research equipment industry so that it can gain competitiveness in the global market of the research equipment industry. As we have seen, the necessary articles in the relevant laws should be specified so that various promotion policies can be developed to foster the research equipment industry. In order to promote the development of research equipment industry, there are three essential items to be specified in the law. First is research and development support, second is infrastructure development, and third is business incubation. The following contents should be included in each contents. First of all, "research and development support" includes research and envelopment project promotion and support policy items, research equipment development trends and investment trends, joint research between industry, academia, And research and development support for fusion, hybrid and commercialization. Next, the items to be included in "infrastructure development" should include the establishment of research equipment clusters, related support items, training of professional manpower, and research equipment development base area and institutions. Finally, the items that should be included in "business incubation." include support matters for the development of excellent companies (priority purchase system, etc.), matters related to technology transfer and marketing, matters concerning the protection of intellectual property, And matters for promoting overseas expansion.

Recently technology commercialization has been the focus of technology Promotion Policy in Korea. This paper tries to develop a composite indicator for measuring trends and prospects of national technology commercialization through integrating large amount of information into easily understood formats. The indicator is composed of five sector indicators including activity, cooperation or networking, performance, environment, and psychology indicators, each of which aggregates five individual variables. The statistical method of standardizing and weighting variables in the aggregation process are also mentioned. This indicator is expected to be a useful monitoring and policy tool for the Korean technology market.

급변하는 기후변동으로 인하여 집중 호우 빈발과 도시화와 지역개발로 인한 홍수피해 급증 등을 유발하여 많은 지역들이 홍수에 노출되는 위험도가 증가되고 있고 사회적으로는 물 관리에 대한 대중의 참여증대와 환경에 대한 인식의 제고 등으로 대중에게 치수관련 정책의 정당성에 대한 설득력을 주어야 하는 추세이다. 따라서 치수정책 시행시 일반대중들에게 치수현황을 쉽게 파악할 수 있고 필요한 정책 수단에 대한 공감대 형성을 위한 지역과 유역의 홍수취약성을 평가할 수 있는 치수관리지수의 개발이 필요하다. 본 연구에서는 국내 외에서 개발되었던 대표적인 치수관리지수들의 개발목적, 필요자료 등을 소개하고, 비교 및 평가를 통해 선행연구들의 한계를 검토하여 국내 실정에 적합한 유역의 홍수취약성을 평가하기 위한 치수관리지수 산정모형 개발에 대한 연구방향을 제시하고자 한다.

방위산업의 구조를 단순 조립.생산체제에서 개발.제조.생산.정비의 전 획득순기를 담당하는 기술개발형 방위산업체제로 발전시켜 방산업체 스스로 무기체계 소요를 제안하고, 개발 및 생산하여 해외시장도 개척하는 자생력을 갖춘 체제로 발전시켜야 한다. 방위산업 육성지원업무는 방산특조법에 근거를 둔 각종 정책적인 특례제도를 위조로 수행되고 있지만, 실제 방위산업을 육성.발전시키는 핵심적인 열쇠는 이 법에 의해 통제되지 않는 무기체계 획득정책이나 국방연구개발 정책에 의해 좌우되기 때문에 전문화.계열화제도의 실효성을 확보하자면 각 분야의 무기체계 획득개발계획을 입안 과정에서부터 집행에 이르기까지 이 제도의 법적 기본취지를 충분히 고려하여야 할 것이다.

정부와 지자체는 기후변화로 인한 홍수 피해를 저감하고자 내수배제 용량 증대, 건전한 물환경 조성 등 다양한 방향의 정책들을 제시하고 있다. 각 지자체 별로 다양한 홍수 대응 정책들을 반영하고 있지만, 2022년 집중호우에 의한 도심지역 침수 피해 사례와 같이 기후변화로 인하여 증가된 홍수량에 대한 적절한 대비를 못하고 있다. 따라서 지자체는 현재의 홍수 대응 정책들과 더불어 추가적인 홍수 대응 정책을 시행하여야 하며, 지속가능한 개발을 고려한 유역의 건전한 물순환을 유지해야 한다. 본 연구에서는 토지피복 등 유역의 특성을 고려하여 실행 가능한 홍수 정책들의 대응 효과를 분석하고, 기후변화 시나리오를 반영한 미래 빈도분석 결과를 반영하여 최적의 홍수 대응 정책 대안을 제시하고자 한다. 연구에서 선정한 홍수 대응 정책은 우수관거 용량을 증대시키는 관거 교체 정책, 지속가능한 저영향개발 기법을 적용한 투수성 포장과 옥상녹화 정책을 선정하였다. 미래 강우 시나리오는 3개의 CMIP6 GCM모형(ACCESS-CM2, CanESM5, GFDL-ESM4)과 2개의 SSP-RCP 시나리오(SSP1-26, SSP5-85)를 사용하였다. 홍수 저감 효과는 도시유출해석모형인 SWMM 모형으로 분석하였다. 또한, 정책 이행에 발생하는 공사와 운영 비용을 산정하여 경제적 편익 분석을 실시하였다. 분석 결과, 투수성 포장과 우수관거 용량 확대 정책을 반영하는 정책 시나리오가 가장 경제적인 홍수 저감 효과를 가져오는 것으로 분석되었다. 본 연구의 정책별 경제적 비용과 홍수 저감 효과 분석은 기후변화에 대비한 도시유역의 홍수 대응 정책을 평가하고 우선순위를 선정하는데 있어 기여 할 수 있을 것으로 기대된다.

The purpose of this paper is to investigate the differences between successful SMEs in Korea and German hidden champions, with respect to both strategic importance and performance of major competitive dimensions, and mode of technology development. Data were collected through survey and public databases, and the sample comprises successful SMEs located in regional area in Korea. The results show that Korean hidden champions are relatively low regarding specialization of business domain and globalization while German hidden champions have positioned in global niche market. It is also found that local firms utilize technology alliances actively for technology development while German hidden champions rely heavily on internal R&D as a primary source of innovation. Based upon these results, policy directions for fostering local hidden champions were suggested.

1990년대 초부터 2000년대 중반까지 구소련의 붕괴와 예산 투자의 저조로 정체기에 접어들었던 우주개발은 달 및 행성탐사와 같은 새로운 연구개발 움직임과 중국, 인도 등 새로운 우주강자의 부상으로 현재 신성장기를 맞이하고 있는 것으로 보인다. 전 세계 우주프로그램의 정부투자도 2006년 총 50.36 십억 달러로 역사상 최고점을 기록하고 있기도 하다. 주요 우주개발국들은 미국의 우주탐사 계획에 버금가는 탐사계획들을 잇따라 발표했으며, GPS, GLONASS, Galileo 등 위성항법 분야 연구개발에도 높은 우선순위를 부여하고 있다. 정부의 연구개발 투자 확대는 우주산업의 활성화에 직접적으로 영향을 미치는 요인이 된다. 실제로 미국 우주산업 매출의 90%가, 그리고 유럽 우주산업 매출의 60%가 정부고객으로부터 발생하고 있다. 2005년 우주산업 매출은 총 88.8 십억 달러로 전년대비 6% 정도 성장하였으며, 여전히 위성서비스 분야가 전체 매출에서 차지하는 비중이 60%로 가장 높다. 본고에서는 우주분야의 정부 예산 투자 현황과 우주탐사 및 위성항법을 중심으로 한 새로운 연구개발 움직임을 국가별로 살펴보고, 우주산업의 동향과 전망, 그리고 우리나라의 우주산업과 우주개발 관련 주요 정책변화, 현재 진행 중인 국가 우주개발 프로그램에 대해 간략하게 살펴보도록 하겠다.
