신용평가제도는 오늘날 그 영향력이 강력해져 사실상 세계자본시장의 문지기역할을 하고 있다. 본 논문에서는 이와 같이 신용평가기관의 중요성과 영향력의 증대와 더불어 이들 평가기관의 활동에 대한 비판과 감시가 커지고 있는 이때에 아직 선진수준에 미치지 못하는 국내신용평가기관들의 현황과 평가체계를 살펴보고 선진국의 신용평가기관들과 비교해 봄으로써 앞으로 나아갈 방향을 모색해보고자 하였다. 국내 신용평가기관들의 현황을 살펴본 결과 신용평가절차에 있어서 기준이 경영상태, 성장성, 그리고 재무구조의 건전성에 있어야 함에도 불구하고 이러한 기본적인 요인들의 영향력은 미미한 반면, 비공개적이고 불투명하며 비경제적인 요인들이 중요한 비중을 차지하고 있었다. 이에 반하여 선진신용평가기관들의 분석결과는 그 신뢰도에 믿음을 가질 수 있고, 대내외적인 공신력을 인정받고 있으며, 평가과정이 매우 주관적이어서 그 내용을 모두 공개하지 않지만, 국내의 신용평가과정보다는 투명성을 인정받고 있다는 것도 사실이다. 따라서 국내신용평가기관들의 나아갈 바를 살펴보면 다음과 같다. 첫째, 비재무적 요인의 평가기준에 대한 인식의 재정립이 요구되고 있다. 장기적인 시각으로 비재무적 요인에 대한 평가기준과 방법에 대한 체계의 정립이 요구되며, 전문적이고 객관적이면서도 뚜렷한 평가기관의 주관이 있는 평가가 이루어져야 할 것이다. 둘째, 신용평가방법과 기준의 강화로 대외적인 공신력을 얻도록 해야 한다. 이를 위한 방안의 하나로 성장성, 수익성, 그리고 안정성 비율 모두를 반영할 수 있는 신용평가모형을 개발하고, 자기자본비율의 대폭적인 상승이나 현금흐름의 양호여부, 경제적 부가가치(EVA), 고정장기적합률의 이행기준의 설정 등에 대한 평가기준의 재정립이 강구되어야 할 것이다.

This article analyzes the new approach to regulation with regards to the railway industry and determines the government's new role. For this purpose, the regulations are categorized into three dimensions (economic, societal and administrative), following the criteria adopted by the Regulatory Reform Committee. Furthermore, these items are analyzed as compulsory vs. incentive, and prior vs. ex post, according to the managerial characteristics. As a result, some recommendations were derived: the economic regulations should be deregulated and the societal regulations should be modified in order to rationalize the criteria. From this perspective, the government's role needs to be repositioned in order to activate the railway industry.

본고(本稿)는 우리 경제의 개방화(開放化) 자율화(自律化) 추세 속에서 거시경제정책수단(巨視經濟政策手段)으로서의 재정정책(財政政策)의 기능과 역할에 대해 다음의 두가지 방안을 제시하고 있다. 첫째로, 분기별(分期別) 통합재정통계(統合財政統計)를 이용한 실증분석 결과에 기초해서 안정적 경제운영(經濟運營)에 있어서 통합예산관리(統合豫算管理)의 중요성을 강조하였다. 분석결과, 기존의 연간자료를 이용한 분석에서 밝혀진 바와 같이 물가 상승률과 재정적자 변수간에 정(正)의 상관관계가 존재하는 것으로 나타났으며, 총통화 변수와 재정수지(財政收支)를 포함하는 물가상승률의 추정식 결과를 이용해서 단기적인 통화(通貨) 재정변수(財政變數)의 적정조합을 모색해 볼 수 있다. 다른 조건이 일정하다면 연간 총통화 증가율 1%포인트와 재정적자(財政赤字)의 대(對)GNP 비율 1%포인트 증가가 평균적으로 비슷한 정도의 물가압력을 낳는 것으로 나타난다. 둘째로, 효율적인 거시경제운영(巨視經濟運營)을 위해 요구되는 재정의 보다 근본적인 역할재정립 방향에 대해서 논의하였다. 해외자본유입(海外資本流入) 등에 대비하기 위해서는 신축적인 통화관리여건이 조성되어야 하고, 이를 위해서는 한은대출에 의한 정책금융 지원분의 재정이관 문제가 보다 적극적 전향적으로 검토되어야 한다. 총액한도대출대상 정책금융 중 지방중소기업자금의 이관문제가 검토되어야 하며, 상업어음할인, 무역금융, 소재 부품생산자금의 경우 기존의 중소기업지원관련 기금에 대한 출연을 확대해서 단기운전자금의 대출 등을 담당하게 하는 방안을 검토할 필요가 있다. 또한 총액한도대출대상 정책금융이 중소기업에 대한 지원인 점을 감안할 때, 중소기업부문(中小企業部門)에 대한 재정지원체계(財政支援體系)를 금리자유화 일정 등을 감안하여 종합적으로 정비함으로써 총액대출한도의 축소를 유도하는 역할을 재정이 담당해야 할 것이다.

Environmental Impact Assessment(EIA) was first formally established in the Korea in 1981. Subsequently there has been a rapid growth in EIA activity, and over one hundred fifty environmental impact statements are now published in Korea each year. Although EIA now has almost 20 years of history in the Korea, elsewhere the development of roles and practice is more recent. Development is moving apace in many countries, including the Japan and the EU Member States. Such progress has not been without its problems, and a number of the current issues in EIA-scope of the assessment, the relative roles, the quality of assessment and monitoring and auditing after decision, and so on- are highlighted. So the purpose of this article is to reform the EIA roles and process, in extending the scope of activity, and assessing effectiveness. This article suggested improving the effectiveness of project assessment, widening the scope: stretegic environmental assessment, and extending EIA to project design process, environmental monitoring and feedback system.

The function of navigational aids are to be coincided with the development of navigational equipment and increase of traffics on the sea fairway. Supplementary function or side effect of wharf-edge illumination would be effective to indicate fairway indirectly and collision avoidance between ships and bridge against background light in port area at night also a serious-view light on the bridge posts would be effective to ensure the drifting ships by wind and current force adjacent bridge area.

Since 2004, as Ubiquitous Information Technology that is new information technology paradigm has emerged, the necessity of government's role has been raised. In order to understand the government's role model for the effective use of the Ubiquitous Information Technology, this article closely analysed the process of the information policy in Korea. To accomplish these purpose the literature review and the exploratory research were used. The intent of this study was to analyze the government's role in the process of the information policy. Following are the major findings of this study. First. the government's role in driving the new information policy must be considered for the effective adopt and diffusion of the new information technology'. Second, three stages(adopt, diffusion, evaluation) are considered in the process of Korea information policy. Third, the revised government's role model is needed for the effective use of the new information technology in the future. In this study, I suggested the revised government's role model, that is consist of four stages. plan. adopt. diffusion, and performance and evaluation stage.

건축문화창달의 구심체로서 건축계 발전과 공익에 이바지하고 건축사 회원의 권익옹호 및 업무개선에 앞장서 온 대한건축사협회는 36년의 오랜 역사가 말해주듯 7천7백여 회원과 산하 16개 시도건축사회와 84개 지역건축사회로 구성된 조직력을 갖춘 전문자역사단체로 당당히 자리매김했다. 그러나 국내 여타 전문자격사단체들과 마찬가지로 지난 경제성장기 동안 제도의 틀 안에서 안정을 누려온 협회에 대해 그 기능과 역할을 재정비해야 한다는 건축계 안팎의 목소리가 점차 높아지고 있으며, 회원들의 요구 또한 적극적이며 다양해지고 있다. 여기에다 장기간 계속된 건축경기의 침체는 건축사사무소들의 경영상태를 크게 악화시켜 회비 수입에만 의존해온 협회의 재정상태를 어렵게 하므로써 향후 협회재정 자립의 필요성이 제기되고 있다. 더욱이 최근 정부의 규제개혁정책에 의해 설계도서신고제가 폐지되는 등 회원들의 의무규정이 상당부분 완화되었으며 또한 임의단체로의 전환과 함께 회원가입이 자유화됨에 따라 협회로서는 회원 결속력 강화와 자생력 확보라는 두 과제를 시급히 해결해야만 하는 상황에 직면해 있다. 특히 WTO에 의한 건축서비스시장 개방이 가속화되고, 이러한 무한경쟁시대에 대비해 정부가 각종 규제완화 정책들을 지속적으로 추진하는 등 앞날에 적지 않은 변화가 불어닥칠 것으로 예상됨에 따라 우리 건축사의 이익과 주장을 대변하는 창구로서의 기능 또한 중요시되고 있다. 따라서 전환기에 선 협회의 발전적 앞날을 위해서는 보다 다각적인 방향에서 그 위상을 재정립하고 또한 국제화ㆍ개방화ㆍ정보화시대에 제 기능과 역할을 다할 수 있는 전문조직으로 거듭나야 할 것이다. 이에 본지에서는 이번 좌담을 통해 협회의 기능과 역할을 재조명해 보고 아울러 사회적 요구에 부응하는 전문자격사단체로서의 위상을 확립해 나가기 위한 다양한 의견을 듣는 자리를 마련하였다.

본고(本稿)에서는 고용구조조사(雇傭構造調査) 1986년 및 1992년 테이프를 활용하여 여성(女性)의 학력별(學歷別) 연령별(年齡別) 경제활동(經濟活動)및 실업(失業)과 취업구조(就業構造)에 대하여 분석하였는바, 여기서 확인된 우리나라 여성 고용문제는 크게 세가지로 요약할 수 있다. 첫째, 여성의 연령별 경제활동참가율이 중졸 이하 학력 여성의 경우 M자형(字型), 고졸 이상 학력 여성의 경우 단봉형(單峰型)으로 나타나 연령에 따라 큰 기복을 보이고 있다. 둘째, 여성 중에서도 고학력 고연령층(경제활동참가율과 고용률의 악화)과 저학력 저연령층(실업률의 증가)의 고용문제가 심화되고 있다. 셋째, 저학력 여성의 제조업(혹은 생산직) 취업이 고령화(高齡化)되고 서비스업 취업이 전통적 부문(도 매소 음식 숙박업)에 집중되고 있으며, 고학력 여성의 사회 개인서비스업, 관리 전문직, 파트타임 등에서의 취업이 활성화(活性化)되지 못하는 등 여성 취업구조(就業構造) 고도화(高度化)의 한계(限界)를 보이고 있다. 본고(本稿)에서는 이렇게 실증적으로 확인된 문제점들이 결국 우리나라 여성 대부분이 '생애직업경력(生涯職業經歷)(lifetime job career)'을 가지지 못하는 제도적(制度的) 문제점(問題點)으로 귀시(歸蓍)되는 것에 주목하고 이러한 제도적 문제를 해소하기 위한 제도(制度) 개선(改善)의 방향을 제시하고자 하였다. 여성 고용문제 해소를 위한 바람직한 '제도건설(制度建設)(institution building)'의 방향으로 본고에서는 (1)여성을 위한 고교 교육 및 직업훈련의 개편, (2)여성을 위한 전문대학 및 대학 교육의 개선, (3)여성을 위한 고용서비스의 강화, (4)출산 및 육아에 따른 여성 부담의 경감, (5)여성에 대한 고용주로서의 정부 역할 재정립 등을 강조하였다.

In the society of lifelong learning, a school library has to play an important educational role in improving self-directed learning ability that school education is seeking. This article analyzes the direction of 'business-Friendly' record management in electronic records environment which means paradigm shift in record management. In the first place, this article investigates the interrelationship of business, records and record management through natures of electronic records, and analyzes direction of purposes and roles of record management in electronic records environment. After all, this article rebuilds a significance and roles of record management in active stage, and provides theoretical bases for close relation between record management and information management in electronic records environment.
