The cost of construction engineering field is less than $3{\sim}5%$ of the gross construction cost, it, however, is very important because the performance of final facility depends on the technical ability of construction engineering company. However, as the results of the technical level of domestic construction engineering survey from experts, it was less than 70% of developed country. For this reason, domestic construction engineering companies are confronted with serious problems to go into overseas market. Accordingly, this research analyzed the construction engineering market trend of domestic and overseas in order to suggest the strategies to go into the Vietnam. Moreover, this research identified problems and strategies of making inroads into the world market through the survey from the domestic construction company related to overseas construction, advanced a theory through extensive literature review, and collected extensive opinions through an interview with domestic and foreign experts and business trip. The purpose of this research is to provide market analysis and strategic plan for advancing into overseas market in order to make the domestic construction engineering companies to go into the Vietnam market. Especially, as a plan for the revitalization of advancing overseas market of domestic construction engineering companies, this research proposed Constructing Local Infrastructure, Business Creation of Planning Proposals and Enlarged Plans of ODA(Official Development Assistant).

Supply chain management for complex project focuses on planning acquisitions, identifying and choosing the right suppliers and subcontractors, planning and negotiating appropriate contracts, and administering and closing contracts. Working with suppliers and subcontractors requires continuous integration activities during project execution. This article examines the concept and issues concerning supply chain management in plant engineering Project, of which has not been taken seriously by industry. We propose the technological infra, social infra and information system connecting all participants in supply chain, as the major fields of research requiring industry attentions, and give a brief summary of research in each proposed areas.

The Cost of Engineering is composed of the $3{\~}5{\%}$ of total cost of construction. It is important the role of engineering in the first stage of the business. But, it was not more the technical level of domestic design stage than advanced state. Expecially, it was because of the cognition lack and unreliable results about technical development. The result of that, it was lacking to the draw results of foreign countries. And it was to waste national budget through overlapped adopting of similar technologies from abroad that few projects are performed as their original plan. Therefore, the research is proposed to the intensification plan of technical competitive strength in domestic construction engineering company to cope with the change of economic environment.

최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

설비설계업계가 UR 타결로 인한 국제화 개방화 시대에 대비하기 위해 하나로 뭉쳤다. 지난 1월초부터 국내 굴지의 5개 기계설비용역회사들이 모여 설비설계의 전산화 및 기술개발을 공동으로 모색하기 위한 모임 CO-ME(Computer Mechanical Engineering)를 조직, 컴퓨터에 의한 설계의 표준화작업을 서두르고 있다. CO-ME의 회장을 맡고 있는 이홍규 기계설비엔지니어링협의회 회장(무애청우엔지니어링 대표)은 '국내 실정에 맞는 CAD를 개발, 설비업계에 종사하는 모든 업체가 손쉽게 사용할 수 있고 나아가 해외에서도 사용 가능한 프로그램을 개발할 계획' 이라면서 '각 업체의 적극적인 지원으로 빠른 성과를 보이고 있으나 투자액이 2억원을 넘고 있지만 아직 회수를 못하고 있어 안타깝다' 고 말하고 '그러나 지금은 고생이 되더라고 개척해 놓으면 개방화시대를 당당히 맞이할 수 있을 것' 이라고 덧붙였다. 이 회장은 또 설비업계의 5개 단체인 기계설비협의회가 상호 협력하여 공존공생할 수 있는 방안을 모색중이라고 밝혔다. 본지는 이홍규 회장의 CO-ME에 대한 자세한 소개를 게재한다.

Recently, most of the construction companies is being degraded due to the overall construction recession profitability. Among them, order quantity of the architectural and engineering firms are trend to decrease except for large companies over a certain size. In particular, small companies are facing more difficulties. This study was conducted expert interview method to extract the main cause of profitability degradation of a small-sized design engineering companies. And, we are proposes a critical influence factors through survey about extracted factors. The results of this study are expect to help the competitiveness of architectural design firm.

This article introduces definition and theoretical background of the managing records for ISO 9000 compliance, especially, quality record management and describes the method of establishing efficient system for the control of quality records in engineering corporation. To establish the best control system of quality records, the organization must not only understand ISO Code requirements for quality record completely but also identify the documents to be controlled as a quality records correctly. This will provide the guidance which need to establish the system for quality control to the organization which produces documents in accordance with ISO Code requirements.

지난 9월 노동부와 한국산업인력공단은 '이달의 기능한국인'으로 (주)도암엔지니어링 오관준 대표를 선정했다. 1980년 방직공장의 보조 전기기사로 시작하여 전기분야에서 30여 년간 한 우물을 파며 자신의 기업을 제주도 최고의 전기종합업체로 키워낸 장본인이다. 오 대표는 자신의 30여 년 기능인으로서의 삶을 보람된 일도 많았지만 무엇보다 '고되고 힘들었다'고 표현했다. 기능한국인으로서의 기쁨보다는 그의 머릿속에는 오로지 사회전반으로 기능인을 활성화 시켜줬으면 하는 바람으로 꽉 들어차 있다.

대한주택공사가 올해 100만호 주택건설을 이룬 기념사업의 일환으로 모범적인 주거환경을 위하여 경기도 용인시 기흥상갈지구를 100만호 시범단지로 지정하여 현상설계를 공모한 결과 총23개 업체(A블럭:10개업체, B블럭:13개업체)가 참여하여 A블럭의 최우(수작으로는 한빛건축사사무소(민승렬)의 안, B블럭의 최우수작은 (주)건축사사무소 창일엔지니어링(문정일)의 안이 당선되었으며 최종 8개 업체가 입선되었다. 특히, 이번 현상설계공모방식에서 특기할 만한 점은 2개 블록으로 나누어 공모함으로써 많은 신진건축가들의 참여도를 높여 그 결과 다양하고 참신한 아이디어를 많이 수렴할 수 있었다는 것이다.
