Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

A Study on the Estimation Method of the Repair Rates in Finishing Materials of Domestic Office Buildings (국내 업무시설 건축 마감재의 수선율 산정 방안에 관한 연구)

  • Business facilities among domestic architectures have rapidly been constructed along with domestic economic development. It is an important facility taking the second largest proportion next to apartment buildings among current 31 building types of fire department classification of 2012 year for urban architectures. The expected service life of business facilities is 15 years, but 70% of those in urban areas have surpassed the 15 year service life as of the present 2014. Thus, the demand for urgent rehabilitation of such facilities is constantly increasing due to the aging and performance deterioration of the facilities'main finishing materials. Especially, the business facilities are being used for the lease of company office or private office, and such problems as aging and performance deterioration of the facilities could cause less competitive edge for leasing and real estate value depreciation for the O&M (Operation & Management) agent and the owner, respectively. Therefore, an effective planned rehabilitation as a preventive measure according to the standardized repair rate by the number of years after the construction is in need in order to prevent the aging and performance deterioration of the facilities(La et al. 2001). Nonetheless, domestic repair/rehabilitation standards based on the repair rate are mainly limited to apartment buildings and pubic institutions, resulting in impractical application of such standards to business facilities. It has been investigated and analyzed that annual repair rate data for each finishing material are required for examination of the applicability of the repair rate standard for the purpose of establishment of a repair plan. Hence, this study aimed at developing a repair rate computation model for finishing materials of the facilities and verifying the appropriateness of the annual repair rate for each finishing material through a case study after collecting and analyzing the repair history data of six business facilities. The results of this study are expected to contribute to the planning and implementation of more efficient repair/rehabilitation budget by preventing the waste of unpredicted repair cost and opportunity cost for the sake of the business facilities' owners and O&M agents.

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

  • 현재 정부는 지금까지 관청 조직인 철도청에 의해 철도시설의 건설 및 유지관리 업무와 열차 수송 업무 등 운영부문을 일괄적으로 수행되어 오던 우리나라의 철도교통체계를 근본적으로 변화시키는 작업을 추진하고 있다. '철도구조개혁'이라 지칭되는 이러한 작업은 소위 말하는 상하분리 또는 수직적 분리의 원칙에 따라 철도청의 업무를 하부구조에 해당하는 기반시설(infrastructure) 부문과 철도차량을 운행하여 여객과 화물을 운송하는 운영부문으로 구분하여, 기반시설에 해당하는 부문은 기본적으로 사회간접자본의 개념에서 국가의 책임으로 하고 운영부문에 해당하는 부문은 타 교통수단의 운영주체 위상(예: 고속버스 회사, 항공회사 등)과 같은 민간 경영체제로 전환한 다는 것이 주 내용이다.(중략)

  • This study is aimed at developing a web-based management system of maintenance historical data, for effective maintenance performance and smooth exchange of information and communication between public facilities and public educational facilities managers. The current management state of maintenance historical data and its business process were investigated and analyzed, through interviewing with the persons in charge of managing each facility, by recognizing problems of maintenance historical data management that is able to be applied as a basis to judge facility deterioration and performance. In addition, this study suggests a maintenance historical data system of which DB may be applied to the practical business, by reflecting requests of the persons in charge of managing facilities, setting up the scope of system usage by facility, business phase and level of facility managers, and establishing a maintenance business process system.

  • In this paper, we developed a system that output and service using vairous contents with the inspection and management industry facilities in the operating system based on wireless network. This system can output to the display device at the same time, work management and a variety of content to the inspection facilities. And it outputs received contents of the advertising service provider in real-time. Therefore, this system support real-time facility management and various contents in the building at the same time.

  • 지구의 평균기온이 지속적으로 상승함에 따라 지구온난화로 인한 기후변화는 지구에 분포되어 있는 극지방의 빙하들을 녹임으로써 지구의 물 순환시스템을 교란시켜 집중호우와 태풍, 가뭄, 낙뢰 등 예측을 불허하는 극한 기상변화를 발생시키고 있다. 기후변화로 인해 바다의 수온이 상승함에 따라 빙하가 녹거나 바닷물이 팽창하여 해수면이 상승하게 되는 바, 1990년 대비 2000년대에 동해바다에서는 상승률이 0.07cm/yr이던것이 0.20cm/yr로 나타났으며, 서해바다에서는 0.14cm/yr이던 것이 0.18cm/yr로 나타났고, 남해바다에서는 0.32cm/yr이던 것이 0.34cm/yr 로 평균상승률이 1990년대에 비해 증가하는 것으로 관측되었다. 본 연구에서는 기후변화로 인한 자연재해 피해를 최소화하기 위해 소방방재청의 현행 업무를 중심으로 재해를 예방하기 위한 풍수해 업무별 추진해야할 연구과제들을 조사 제시하고자 하였다. 기후변화에 따른 재난분야의 정책과 관련된 연구적인 측면의 분야를 제시하기 위하여 최근에 나타난 자연재난 피해현상에 대한 원인 및 대책을 기초로 하여, 재난관리분야에서 추진하고 있는 업무를 계승 발전시킴으로써 기후변화로 인한 피해를 예방 또는 최소화 할 수 있는 방향으로 제시하고자 하였다. 기후변화에 따른 소방방재청의 풍수해 재난관리 분야 종합계획을 제시하기 위해 본 연구에서는 기후변화 관련 최근 국내 외의 동향을 먼저 살펴보았다. 1977년부터 2006년까지 우리나라 최근 30년간의 재해연보에 제시되어 있는 시설물별 피해액을 조사하여 시설물 중 피해액이 많은 순으로 주요피해 시설물을 파악하였다. 여기에서 주요피해 시설물로는 하천, 도로, 소하천, 수리, 농경지, 사방 등의 순으로 나타났다. 이러한 주요시설물에 대한 피해현황을 파악하기 위하여 대규모 풍수해 피해에 대한 현황, 원인분석 및 대책이 제시되어 있는 각종 피해조사 보고서, 연구보고서 및 전문 학술지 기사들을 수집 분석하였으며, 수집된 자료를 토대로 각각의 재해피해현상에 대하여 시설물의 피해현상, 원인 및 대책을 분류하여 분석하고자 한다. 재난관리 분야 중 우수유출저감시설 관련 제시된 업무방향을 보면 침투 저류를 위한 우수유출저감시설의 개발연구, 침수위험지구의 지정기준 등급별 방재대책 방안연구, 유역별 재해위험 저감능력의 평가기준 개발, 단위구역별 우수유출저감시설의 확보기준 연구, 우수유출저감시설의 국내 표준화 방안 연구, 우수유출저감시설 설치자에 대한 인센티브 도입방안 연구, 피해지역의 매입을 통한 저류지화 방안 연구, 우수유출저감시설 설치효과의 교육 홍보 및 우수유출저감시설의 국제 표준화 기준 제정 추진 등이 필요할 것으로 조사되었다. 여기에서 제시된 재난관리 업무분야별 많은 연구과제들이 향후 연구할 수 있는 재원확보로 이어져 재난관리의 업무발전에 도움이 될 수 있도록 하여야 하겠으며, 주요 결론으로는 다음과 같다. 첫째, 우리나라는 기후변화에 대해서는 기존에 소극적으로 대응하였으나 기후변화대책기획단을 만들어 적극적으로 대처하고 있으므로 기후변화와 관련된 여러분야가 활성화 될 것으로 판단된다. 둘째, 국외의 기후변화 대응사례에서 보면 시설물의 규모를 볼 때 큰 규모의 예산을 투입하는 것으로 판단되는바, 이는 향후의 불확실한 기후변화에 대비하는 선진적인 판단으로 검토되어야 할 것이다. 셋째, 풍수해 관련 주요업무 8가지에 대하여 추진해야할 업무방향 48개를 선정 제시하였다.

A Study on Work Stress, Satisfaction, and Dementia Attitudes of Social Care Work Force of Dependent Elders (노인시설 종사자의 업무스트레스, 업무만족, 치매 및 인간중심보호 인식 연구: 사회복지사, 간호사, 생활지도원의 비교)

  • The study analyzes the characteristics, work stress, satisfaction and attitudes toward dementia of social care work force for dependent elders in Korea. Data were from 502 staffs including social workers, nurses, and direct care workers from 45 diverse type of nursing facilities in Busan and Daegu area. The results of the analysis indicate that they are low paid and overloaded in general. The respondents espoused highly hopeful and person-centered attitudes toward dementia and the elderly, while they showed low level of satisfaction related to work. The stress levels were higher in sub scales concerning care tasks and physical environments in work places. In addition, the results of multiple regression denote that those have higher level of satisfaction who are nurses, have no intension to quit, have more experiences of work education, and working in facilities with more frail elders. Stresses were closely related to higher level of education and the intension to quit. Person centered attitude was more often reported by those who have more elderly clients to take care of and are working in facilities with more elders who are demented and over 80. In particular, the association was consistent between higher level of job satisfaction and the person centered attitude. Several practical suggestions linked to the analysis were made including improving the welfare for staffs working in nursing facilities and providing continuous professional training and education for them particularly on person-centered care. In addition, it was emphasized to raise the morale of social care work force considering the rapidly increasing need of long term care and the important influence that care work force has on older persons' quality of life from now on.

Identification of Latent Profiles in Perception of Work Environment among Workers in Residential Facilities for People with Disabilities (장애인거주시설 종사자의 직무환경인식 잠재프로파일에 따른 직무만족도 차이)

  • This study used latent profile analysis to identify heterogeneous subgroups with respect to the perception of work environment among workers in residential facilities for people with disabilities. The final model yielded five latent profiles of the perception of work environment: 'low workload group' who scored low in time pressure and job responsibility, 'discrimination perception group' who scored low in supervisor support and high in sex and academic/regional discriminations, 'positive perception group' who scored high in work autonomy and peer and supervisor supports, 'high workload group' who scored high in workload, time pressure, and job responsibility, and 'average group' who scored average in most areas. In the case of job satisfaction, positive perception group was the highest, followed by average group, low and high workload groups, and discrimination perception group.
