An analysis of the change in media's reports and attitudes about face masks during the COVID-19 pandemic in South Korea: a study using Big Data latent dirichlet allocation (LDA) topic modelling (빅데이터 LDA 토픽 모델링을 활용한 국내 코로나19 대유행 기간 마스크 관련 언론 보도 및 태도 변화 분석)

  • This study applied LDA topic modeling analysis to collect and analyze news media big data related to face masks in the three waves of the COVID-19 pandemic in Korea. The results empirically show that media reports focused on mask production and distribution policies in the first wave and the mandatory mask wearing in the second wave. In contrast, more reports on trivial, gossipy events consist of the media coverage in the second and third waves. The findings imply that Korea's governmental interventions to address the shortage of face masks and to regulate mask wearing were successful relatively in a short time. In contrast, the study also reports that there may be relative less number of science-based news reports like the ones on the effectiveness of face masks or different levels of filter types. This study exemplifies how a big data analysis can be applied to evaluate and enhance public health communication.

Analysis Of News Articles On 'Elderly Living Alone' Based On Big Data: Comparison Before and After COVID-19

  • This study aimed to analyze the changes in news articles related to 'Elderly Living Alone' by comparing Big Data-based news articles related to 'Elderly Living Alone' reported before and after the outbreak of COVID-19. For this, 2018 to 2019 were selected before the outbreak of COVID-19, and 2020 to 2021 were selected after the outbreak, and news articles related to 'Elderly Living Alone' were collected and analyzed using BIGKinds. The main results are as follows. First, the number of related articles decreased after the outbreak of COVID-19 compared to before. Second, there was no significant difference in the analysis of related words. Third, in the relationship diagram analysis, 'Executives' before the outbreak of COVID-19 and 'Corona 19' after that showed the most weight. This study is expected to be used as basic data in preparing improvement plans for national policies and systems in the context of the spread of infectious diseases in relation to 'Elderly Living Alone'.

과학기술정책 형성 과정에서의 여론 반영 - 19대 대선 과학기술 공약과 동아사이언스 및 ESC의 사례를 중심으로

  • 본 논문은 대한민국의 제19대 대통령 선거와 관련하여 각 후보들의 과학기술정책 공약이 과학자들의 여론을 반영하였는지 알아본다. 이를 위해서, 주요 정당(더불어민주당, 국민의당, 바른정당, 정의당)의 후보들이 과학 언론인 동아사이언스로부터 받은 과학기술정책 공약에 대한 문의에 대해 답변한 내용과 사단법인 과학자 단체인 '변화를 꿈꾸는 과학기술인 네트워크(ESC)'가 발간한 '2017 대선 과학기술지원정책 타운미팅 - 우리는 대통령 후보에게 무엇을 묻고 요구할 것인가'라는 자료집에 대해 답변한 내용을 중심으로 하였다. ESC의 해당 자료집은 ESC 소속 회원들이 주관한 타운미팅에서 참가자들이 소속 및 직위에 의한 제한 없이 반대 의견에 부딪히지 않고 자유롭게 의견을 개진함으로써 발간된 것이기 때문에, 과학기술계의 여론을 가감 없이 반영했다고 볼 수 있다. 분석을 해본 결과, 국민의당 안철수 후보의 과학기술정책 공약이 과학기술계 여론을 가장 많이 반영하였으나, 과학기술 일자리 확충 및 과학기술인재 등용과 관련해서는 더불어민주당 문재인 대통령이, 과학문화 정책과 관련해서는 바른정당 유승민 후보 및 정의당 심상정 후보가 과학기술계 여론을 잘 반영한 것으로 나타났기에, 문재인 대통령이 세부 정책별로 다른 후보의 공약을 참고할 필요가 있는 것으로 파악되었다.

Korea Government Policy Evaluation on Game Industry - Focused on Industrial Policies on Game Regulation and Promotion by the Ministry of Culture, Sports and Tourism, Korea (정부의 게임산업 정책 효과에 대한 평가 분석 - 문화체육관광부의 게임 규제와 진흥정책을 중심으로-)

  • Game industry, which has grown without government promotion policies, has been affected by the government's various industrial and social policies. Through the survey of experts from academics, media and industry on game industry, the paper attempted to evaluate and analyze the policies by the ministry of culture, tourism and sports, in charge of game industry. Result using SPSS showed that the scores on all the factors were low, especially 'policy on game image improvement ' is the lowest to 1.97. ANOVA test showed no difference except 'industrial ecosystem recovery' and 'human resources development'.

  • This study aimed to analyze media reports of the Comprehensive Library Advancement Plan using big data analysis in order to determine trends and implications by period. To do so, related data from 2009 to 2017 were collected from major domestic web portal sites. Words in the collected data were refined through the text mining process and frequency, centrality, and structural equivalence analyses were performed. Results confirmed that, during the implementation of the first and the second phases of the Comprehensive Library Advancement Plan, the focus of the library policy changed from external growth to strengthening internal stability and advancement of library operation, and the media coverage were limited to specific policies such as expansion of library facilities. Findings from this study will serve as useful material for ascertaining the approach to perceive and understand the national library policy represented by the Comprehensive Library Advancement Plan.

  • This study was intended to analyze media in education policy from the governance perspective and suggested some orientations and innovative ideas to a new governance in media in Education. For these purposes, this study reviewed related literature about media in education and governance policy and drew a governance model of educational community as an analytic scheme to understand a governance approach to orientation-order-performance of Schmank. Thereafter, the study analyzed formulation and implementation processes of media in education policy, based on some criteria to operate the model, and also analyzed the policy governance in a comprehensive way. Based on the results, this study suggested recommendations to innovate current media in education governance as follows: (1) working towards an idea of operative cooperation through reforms (2) constructing a rational policy system to incorporate socio-political variables, and (3) activating cooperative governance to transform 'governing' into 'governance'.

  • This is a dissertation about the state and cable television industry relationship during the early days of Kim Dae-Jung administration(1998.2-2000.1) in Korea. This study adopted historical approach and methodology of archival research. Offe's state theories of reproduction of late capitalism and the concept of Korean patriarchal state-led capitalism were suggested in this paper. Offe argued that the goal of the late capitalist state is successful capital accumulation and democratic legitimation with bureaucratic rationalization. For this purpose, the state intervenes market structuring by various plans and national policies. The Kim Dae-Jung administration reorganized cable television market with neo-liberalistic strategies and corporatist forms of policy-making. The government negotiated capitalists and civil society for managing capitalistic economy and cable television market in a horizontal relationship. Successful consequences of the market growth resulted in generating mass loyalty. The former administrations to the contrary, invisibly arranged state-led capitalism was an only alternative to the Kim Dae-Jung administration. The Korean state-led capitalism evolved gradually into different forms.

An Analysis of Keywords on 'School Space Innovation' Policies using Text Mining - Focused on News Articles - (텍스트 마이닝을 활용한 '학교 공간 혁신' 정책 키워드 분석 - 뉴스 기사를 중심으로 -)

  • The goal of this study was to investigate the implementation and related issues of the school space innovation issued by key Korean mass media using text mining. To accomplish this goal, this study collected 519 news articles associated with the school space innovation issued by 54 Korean mass media companies. Based on this data, this study performed the frequency analysis and network analysis regarding the keywords. Based on the findings, the characteristics of school space innovation are summarized as follows: First, school space innovation has progressed in response to future education. Second, users are actively participating in school space innovation. Third, experts are supporting the innovation of school space by establishing a cooperative system. Fourth, the community is actively considering the innovation of school space. Fifth, the main projects of the Ministry of Education and the Provincial Offices of Education are actively conducted in a mix of top-down and bottom-up approaches. The findings of this study will contribute to providing a clear direction for contemporary school space innovation and implications for future research agenda and implementation.

COVID-19 News Analysis Using News Big Data : Focusing on Topic Modeling Analysis (뉴스 빅데이터를 활용한 코로나19 언론보도 분석 :토픽모델링 분석을 중심으로)

  • The purpose of this study is to find out what the main agenda of social formation is and how it changes through the media by utilizing the news big data of COVID-19 which is spreading recently, and to suggest the direction of future reporting. In order to achieve the purpose of the research, 47,816 cases of news big data reported from December 31, 2019 to March 11, 2020 were divided into four periods based on the fourth stage of the crisis warning for infectious diseases, and a total of 20 topics were derived. Based on the results of the Topic Modeling analysis, this study proposed the following. First, it is necessary to refrain from provocative expressions such as "anxiety" and "fear" and use neutral and objective reporting terms. Second, more in-depth and contextual news production is required, breaking away from simple event news production. Third, it is necessary to prepare detailed crisis communication manuals for each situation related to infectious diseases. Fourth, we need reports that focus on citizens-led efforts to overcome the crisis. This research has the academic significance that it is the first paper to analyze news big data on COVID-19 using the Topic Modeling Analysis method, and the policy significance that can be used as the basis for developing national crisis communication policy.

Media Scholars and Power: The politicized intellectuals hanging on the dangerous rope (언론학자와 권력: 정치화된 지성의 위험한 줄타기)

  • Media scholars take a lion stake in power circle. Not only do they take a part in media policies but seize prestigious positions like board members in Korea Communication Commission(KCC). Unfortunately, though, little has been known about who they are, what qualifications they have, and whether they meet public interests. This paper attempts to unveil the mechanism of those politicized intellectuals who are specialized on the media. Two categories divided into 'representative' and 'expertise' are employed for this purpose. On the one hand, the representative means the degree of committment into such public services as participation in conferences or non-profit organizations. On the other hand, the number of research articles, books and projects belong to the expertise. Evaluation levels consist of 'excellence, good and average' were allocated to those scholars who are(were) in 'Power Hole,' where decision makings come into being. Some interesting observations were made though this study. First of all, such criteria as representative and expertise vaguely suggested by the laws were hardly fit into those intellectuals, Rarely did they commit into public service let alone showing vigilance in academic activities. Secondly, both ideological loyalty and political activities in line with the government had much to do with taking such positions. Thirdly, not surprisingly, it showed that to graduate from Seoul National University and have Ph.D. degree from U.S.A. was one of the most essential factors. In final, most of them were very good at taking advantage of the press in way of boosting their publicity. To attend at policy making processes either in form of board members or advisers is inevitable for media experts. However, as shown in this study, such qualification of public service and academic eagerness shouldn't be underestimated. Academic integrity not selling intelligence solely for private interests needs to be protected as well. The authors hope this study to provide a valuable opportunity to establish a kind of ethical standards in participating into politics.
