Purpose: The purpose of this study is to identify the contents and problems of present education for safety education specialist and provide suggestions for improvement in the future by examining the current status of capacity building education for safe education specialist. Method: The analysis of current status was conducted based on the results of two training sessions on safety education specialists and the research on the actual condition was carried on targeting safety education specialists. Result: As a result of the research, most of the contents of education for safety education specialist are biased toward theory and lack of a systematic education system, resulting in that safety education tends to be field education and focuses on theory and audio-visual education. Safety education is not solved by theory, but can be maximized the effect through experience and practice to experience the real situation. Conclusion: Therefore, based on the results of this study, a method of ICT is proposed to utilize for safety education, so that safety education specialists can be provided with practical and effective safety education, which can be used at real safety field.

본 논문에서는 발전공기업 재난관리담당자의 사업연속성관리 역량 내재화 방안을 연구하였다. 발전공기업은 2001년 전력산업구조개편특별법에 따라 한국전력공사에서 6개 회사로 분사되었다. 국가핵심기반시설인 발전공기업은 핵심업무 중단으로 인한 국민생활과 산업시설 기능 정지를 예방하기 위해 2014년 이후 사업연속성관리체계를 적용하고 있으며, ISO 22301 및 재해경감 우수기업 인증을 취득하였다. 그러나 사회적인 이슈와 국가정책 등으로 발전공기업의 강도 높은 재난관리가 요구되고 있어, 재난으로 인한 핵심업무 중단 발생의 예방, 대비, 대응 및 복구관리를 통한 사업연속성 확보를 위해 재난관리당당자의 역량 내재화가 필요하며, 내재화의 구체적인 추진방안은 사업연속성관리요소 업무반영, 사업연속성관리를 반영한 리더 육성 및 인사제도와 연계 등이다.

최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

This study examined the concept of nursing student's ethical competence. The concept analysis process by Walker and Avant was used to clarify the meaning of nursing student's ethical competence. As a result, the concept of nursing student's ethical competence was defined in terms of ethical sensitivity, ethical judgement, willingness to implement ethical behavior, and execution power of ethical behavior. Self-understanding, supportive environment, experience of ethical conflict and experience of ethical education can be seen as antecedents for nursing student's ethical competence. The nursing student's ethical competence results in nursing professionalism, satisfaction with nursing, and patient safety. The results of the analysis establish a basis for an instrument to evaluate nursing student's ethical competence. This will guide educators, as well as managers in healthcare, to develop an education program for improvement nursing student's ethical competence.

In the event of a disaster (or accident), first of all, the ability to respond to an immediate disaster is important. This study investigated the disaster response capacity and the effects of disaster response exercise personnel. A questionnaire consisting of 28 items was used to assess disaster response capabilities. The questionnaire consists of contrast, preparedness initial response, warning, and response steps. Survey participants are self-service fire-fighters of small and medium-sized manufacturing companies participating in exercise. The effectiveness of the exercise. was measured by dividing the subjects before and after the exercise. Analyzing the difference between before and after exercise, it was confirmed that disaster response exercise. had significant effects on improving disaster response capacity. This study suggests that the disaster response exercise. has the effect on the disaster response capacity of the members and the necessity of disaster response exercise. As in the case study, if a company or organization regularly conducts disaster response exercise., its disaster response capabilities will improve. In addition, it is anticipated that in the event of a disaster (or accident), it will be possible to prevent or reduce property damage as well as property damage.

The purpose of this study is to reduce the anxiety factors of fires by following evacuation tips in case of fire in an apartment household. This study analyzed the moderating effects of the control offices' competence in control on safety awareness and fire response. The study results were as follows. First, the residents and control staff's safety awareness had a positive effect on the fire response performance. This indicates that the higher the residents and control staff's safety awareness level, the higher the fire responsive performance. Second, the higher the control offices' control competence level, the better the apartment residents and control staff's safety awareness had a positive effect on the fire response performance. These results indicate that the higher the control office heads' leadership, the higher the apartment residents' housing satisfaction and that the more communicative the control office heads' attitude toward the residents, the better their attitude had a positive effect on the fire response performance. Lastly, the control offices' control competence was analyzed to have a moderating effects on the effect of the apartment residents and control staff's safety awareness level on the fire response performance. These results showed that the change in the model's R² value showed an increasing trend in stages as the value increased more in the stage 2 than the stage 1 and even more in the stage 3 with the interaction terms of the moderating variables added. For this reason, the control offices' control competence which was a moderating variable was analyzed to have a moderating effect on the effect of residents and control staff's safety awareness level on the fire response performance.

The purpose of this study is to improve the capacity of public officials that can respond quickly and effectively in the event of food and medical products crisis. In order to improve the emergency response capacity, it must be preceded to identify what kinds of response activities and capacities are needed in case of food and medical product crisis. To this end, this study examined the definition of food and drug related crisis, and investigated and analyzed domestic and international leading researches and data about the capacity related to emergency, crisis or disaster. Based on the result of the analysis, the crisis response capacity was defined as 'the ability to quickly perform response tasks at the time of crisis', and the response tasks were identified by analysing the crisis response manuals of the Ministry of Food and Drug Safety. Since identifying the response tasks clearly can be a basis for training, exercise, and evaluation, it is expected to contribute to enhance the crisis response capabilities directly and effectively.

In this study, the budget investment state of the technology classification structure in a fire-fighting and safety research development program and the capability of a fire-fighting safety research program were analyzed between 2007 and 2013 with support from the ministry of public safety. The Ministry of public safety and security's fire safety research funding has shown a gradual increasing tendency. More 80% of the budget was invested in fire safety and disaster response technologies and the fire safety and special disaster prevention response technology of R&D. From the results of analyzing the capacity of fire-fighting safety and rescue safety, it was found to have a moderate level of 3.5 on a 7 point scale basis. To develop the Ministry of Public Safety and Security's fire safety research in the future, the flexibility and reasonableness of the budget/legal/institutional framework and support should be ensured to improve the operational capability of resources. In addition, a proliferation program is necessary for the commercialization and industrialization of research results.
