The importance of the firefighting education & Training is being magnified in order to enhance and strengthen a firefighters' ability and to reduce the firefighters' fatality and casualty. Therefore, It is needed to expand the facilities. In this study, with a comparative analysis of the global firefighting education & training facilities for fire suppression, we try to present the necessity and the basic contents of the establishing the installation criteria for the domestic firefighting education & training facilities. It has to contain specific purpose of the training and minimum standards for the structures with a guarantee of an international level. Naturally, the top priority is a safety of trainees and trainers. And, it should pay attention to a higher effectivity of the training course with a active reflection of the standard operation procedures' scenarios. Simultaneously, by securing a similarity and a compatibility to the other standards, it must maintain the balance of a whole standard.

수송용 섬유소재는 자동차, 항공기 또는 선박 등의 교통 및 운송 분야에 기여하는 사용되는 섬유소재를 말하며, 내장재, 각종 호스류, 벨트류, 타이어, 안전용품, 필터류 등을 포함하고 일반적으로 섬유, 발포체, 고무, 플라스틱, 접착제 등 유기소재가 결합된 복합체이다. 기존 섬유기술의 혁신과 더불어 IT, NT, BT, ET 등 첨단 기술과의 융합에 의한 고성능 극한 슈퍼섬유, 나노 복합섬유 등의 신소재를 개발하여 산업 전반에서 플라스틱의 금속소재 대체수요를 증가시키고 산업자재의 고성능화, 고기능화, 다양화를 이루기 위해 다양한 노력이 진행하고 있다. 현재 수송용 섬유소재 산업은 기술의 연결고리가 부족하며, 선도기업 및 원천기술이 부족하며, 자동차용 섬유부품소재 관련 기업의 역량도 부족한 실정이다. 이에 광역경제권 연계협력사업을 통해 생산기반의 대경권(대구경북)과 수요중심의 동남권(부산경남)의 네트워크를 강화하여 완성품 업체 및 수요기업과의 네트워킹을 강화하고자 한다. 따라서 본 연구에서 수송용 섬유소재개발, 수송용 친환경 oam-skin 일체형 표피재 개발, 고속성형 복합소재 및 수송용 경량부품 개발, 초경량 고내열 고강도 섬유활용 하이브리드 wire & cable 개발 등 수송용 섬유소재를 개발하고, 또한 수송용 섬유소재의 생산-수요 연계를 통한 투자활성화, 기술개발, 소재 산업 육성을 강화하여, 산학연네트워크구축, 지역 간 협력 및 국제적 협력, 생산-수요기반의 연계협력시스템을 활용한 자립형 수송용 소재 공급기지 완비하는 데 목적이 있다.

The results of investigations into marine incidents have become an important basis in determining not only possible causes, but also the extent of negligence between the perpetrator and victim. However, marine incidents occur under special circumstances i.e. the marine environment, and this leads to difficulties in identifying causes due to problems in scene preservation, reenactment and acquisition of witnesses. Given the aforementioned characteristic of marine incidents, the International Convention for the Safety of Life at Sea (SOLAS) has adopted mandatory regulations on the carriage of Voyage Data Recorders (VDRs) and Automatic Identification Systems (AIS) for ships of a certain gross tonnage and upwards, so as to reflect recent developments in radio communication and marine technology. Adopted to provide an international standard for investigations and to promote cooperation, the Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident (Casualty Investigation Code) recommends member states to build capacity for analysis of VDR data. Against this backdrop, this paper presents methods for efficient investigations into the causes behind marine incidents based on data analysis of VDR, which serves as the black box of ships, as well as digital forensic techniques.

In korea, the infantile abandonment is increasing recently. In this situation, present study aims to analyze german "confidential birth service"(vertrauliche Geburt) and to find out implications for korean practice. the results of the study are as follows. "confidential birthservice" is centered on pregnancy counseling center. Through this service, pregnant women in crisis are assured of their anonymity and can safely bring baby into the world. After the child is 16 years old, they can learn about personal information of their biological mother. These "confidential birth service" has received positive evaluation in terms of accessibility, sustainability and reliability of services, linkage and cooperation among agencies, quality of counseling and publicity. Implication for Korean pratice include the provision of legal and institutional devices for "confidential birth services", the establishment of implementing agencies, cooperation with related organizations, and the strengthening of the capacity of practitioners, as well as suggestions in the field of counseling and public relations.

The purpose of this study is to select the talented and competent personal caregiver personnel through a professional and rational inspection system, and to provide safer personal care services to the public so that the people who are eligible for service can lead a safe life. The purpose of this study is to cultivate qualified and competent personal guardian personnel and provide professional and stable services to the people so that the people who can use the service can lead a safer life. In order to grow into a system that meets the objectives of the personal guardian qualification screening system, it must be revised and supplemented from various evaluation methods. The improvement measures related to the practical test of the system for qualifying personal guardians are as follows. First, the fitness evaluation items should be added. Second, it is necessary to reestablish the test technology. (Remove technology that causes the second threat) (Adds skills that can be used as civilian status) Third, the fallout and application action must be added. Fourth, evaluation in various starting positions is necessary. Fifth, evaluation should be made by diversifying the distance and direction with the opponent.

The purpose of this study is to analysis the change of composition and terminology of the official public relation(PR) brochures of the Presidential Security Service of Korea. For this purpose, the qualitative study was conducted on the official PR brochures of the Presidential Security Service. The results of this study are as follows. First, the compositions of the official PR brochures of the Presidential Security Service have been gradually changing from the Presidential Security Service to the public. Second, the terminologies of the official PR brochures of the Presidential Security Service have been gradually increasing the using public friendly terms in the middle of the using rigid terms because of the nature of the Presidential Security Service. Therefore, the Presidential Security Service should fulfill the public's rights to know through active PR efforts in the future and concentrate the capabilities in securing the legitimacy of presidential security service while leading the academic development of security service. In addition, it is necessary to consider ways to renew specific concrete grounds for organization, functions, and employees through legal and institutional improvements to secure the professionalism of the Presidential Security Service, and to extend the scope of work to the field of national security management and coordination.

Multi-crew pilot license (MPL) is a new pilot licensing concept introduced and operated by ICAO. Mostly, candidates for MPL are educated and drilled with competency-based trainings (CBTs). In this paper, to present education and training measures for the domestic MPL application, ICAO documents and Korea aviation laws for pilot licensing, domestic and foreign airlines' employee requirements, and status of operations related to MPL system are identified. Also feasibility of MPL application in Korea is reviewed by checking approved domestic aviation training institutions' capabilities, airlines' pilot demands, and concerns of airlines and trainees with MPL system. Finally, three education and training measures on MPL application in Korea for the air navigation safety are suggested.

본 연구에서는 창업가의 역량을 주관적 경력성공과 기업가정신으로 설정하여 창업기업의 성과와의 영향관계에 대한 연구를 진행하였다. 특히, 최근 늘어나는 실업율과 정부의 창업지원 정책의 핵심대상군인 청년들을 대상으로 본 연구를 진행하였다. 일반적으로 청년창업이 어려운 이유 중 하나는 시장이나 사업에 대한 경험이 상대적으로 부족한 청년들이 실무적인 지원 및 실패에 대한 안전장치 없이 창업을 시작한다는데 있다. 하지만 창업교육을 통해 간접경험을 높이고 청년들이 가지고 있는 장점인 새로운 시각과 유연한 사고방식을 충분히 활용한다면, 실패에 대한 확률을 줄이고 혁신기업을 만들 수 있는 가능성은 더 높을 수 있다 하겠다. 최근 몇 년간 정부는 대학생을 포함한 청년층에게 창업 초기자금을 지원하여 청년창업의 활성화에 많은 노력을 해왔지만, 이러한 지원들은 대부분 창업을 시작하는 초기단계에 집중이 되어있다. 창업은 그 성공률이 3~4% 남짓으로 쉽지 않은 일이지만, 그래도 이러한 초기단계의 지원들은 청년들이 창업시장에 많은 참여를 할 수 있는 동인이 되고 있다. 또한, 청년들이 시장에서 자신의 아이디어를 실험하고 사업화하며 혁신을 이루어가는 창업의 과정은 훗날 그들에게 훌륭한 경험과 경력이 될 것이다. 경험을 통한 자신의 경력에 대한 주관적인 평가는 개인의 삶과 업무에 대한 태도에 영향을 미치게 되기 때문에, 청년들의 이러한 경험들은 우리사회에 지속으로 긍정적인 가능성을 만들어 줄 것이다. 본 연구는 창업가의 주관적 경력성공과 기업가정신이 창업기업의 성과에 영향을 미치는 요인들을 확인하기 위한 분석을 수행하였다. 이러한 분석을 통해 창업기업들이 성장을 위해서 개인이 가지고 있는 경력과 경험에 대한 활용을 높여야 하는 근거를 도출하였다. 이러한 근거 도출을 위해 창업가의 경력에 대한 중요성과 업무능력과의 관계에서 영향을 주는 요인을 가설로 설정하였고 이에 대한 검증을 통하여 주관적 경력에 대한 중요성을 확인하였다. 본 연구의 주 목적은 첫째, 창업가의 주관적 경력성공과 기업가정신이 경영성과에 미치는 다양한 요인에 대하여 실증 분석하여 학문적 체계를 마련하고, 둘째, 창업가의 주관적 경력성공과 기업가정신이 경영성과에 미치는 요인을 통계적 방법을 통해 찾아내어 창업지원정책의 평가시스템 개발에 유용한 기초자료를 제공하는데 있다.

According to Electronic Times(2012. 1. 3), "PMO was introduced from 1950s in the USA and as of 2010, PMO participated in 84% of project ordered by public and private sector." And Ministry of public administration and security announced that the Ministry will organize Task Force for arranging "standard for introduction and operation of PMO" for support of project implementation and strengthening specialty of ordering organization, and then, actively launch the Task Force from February, 2012. Thus, necessity of PMO is regarded as natural in some aspect but thesis for doctoral degree written by Kim Gi-yeong(2007) suggested, "performance of several projects begun at the same time cannot be interpreted as high according to whether PMO team exists or not." Martin et al.(2005) asserted, "according to whether PMO team exists or not, but there is no significant difference in other factor." In the contradictory situation, it is necessary to perform more various approaches for performance and necessity of PMO in the academic aspect.
