위험성평가가 내년 제도의 전면 시행을 앞두고 있다. 이 제도는 사업장의 자율적인 안전관리를 지향하는 제도로, 우리나라 산업안전보건 정책에 있어 하나의 전환점이 될 것이라는 기대가 모아지고 있다. 그렇다면 이렇게 중요성을 지닌 이 제도가 우리나라 산업현장에 효과적으로 자리잡기 위해서는 어떠한 방안이 필요할까. 최근 이 제도와 관련해 국내 최고의 전문가라고 할 수 있는 한국교통대학교 백종배 교수는 우리나라 산업현장의 여건을 감안한 정책개선 과제들을 제시해 주목을 받고 있다.

This study analyzed the gender factors and priorities that are on the basis for establishing the school safety education policy according to the times when the demand for customized education is increasing. AHP analysis method was used in the paper for systematic and hierarchical analysis. We had checked a safety education specialist group to identify the priorities of important factors to improve the efficiency of analysis. The male group first considered the change of the beneficiary by policy guidelines, and the female group regarded the change of interest and public opinion as important. This has studied the difference in approach between the two groups, although the key elements of the detailed policy are the same. This study suggests that school safety education is effective in improving effective gender safety education response capacity and ensuring substantive policy sustainability.

Purpose: In this study, we will try to find out problems and improvements of the policies in order to verify whether the plans contribute to the health and welfare of the firefighters properly. Method: By the Delphi analysis by experts. Result: There are problems such as absence of Firefighters' hospital, insufficient mental health education program in fire department, lack of on-site risk assessment system, problem on ineffectiveness of mental and physical health care business, lack of substantiality on mental and physical stability program, absence of mental health education, ensuring the confidentiality for users of mental health programs, lack of support for parent firefighters, lack of firefighters' retirement design and insufficient treatment for female firefighters. Conclusion: There are Improvements such as establishing Firefighters' hospital, improving mental health education and training CISD leaders in the fire department, preparing disaster risk assessment system, effectiveness measurement for visiting psychological counseling projects, improving the program through customer satisfaction surveys, establishment of mental health education system, ensuring confidentiality by improving personnel systems, encourage childcare leave and introduce childcare facilities at fire stations, revitalizing retirement Firefighters and policy development for female firefighters.

지난 3. 23 당 협회 주관아래 특수건강진단기술협의회, 작업환경측정기술협의외, 보건관리대행기관협의회가 공동으로, 지난 3. 7 입법예고한 산업안전보건법 시행령.시행규칙 중 개정안에 대한 각계 가긍의 검토의견을 수렴하여 노동부에 건의하고자 150여명의 관계 전문가들이 모여 토론회를 개최하였다. 이 토론회에서 검토된 사항으로서 개정안에 대한 의견 이외에도, 제도 및 정책개선에 관한 많은 의견들이 제시되었으며, 이 의견들을 요약하여 노동부에 건의한 내용을 본 호에 게재한다.

Objectives: To develop a model of a official management system for agricultural disease, injury and accidents, We analyzed current Korean status and management system about occupational injury and accident of farmers. Methods: For national management systems of industry safety and health and current status of occupational injuries and accidents of farmers, related literature such as books, theses, articles, and web documents were collected and analyzed. Results and Conclusion: The regulations of protecting occupational injury and accidents of farmers are suggested as follows: (1)insurance and compensation act for occupational injury and accident of farmers, (2)setting standards of occupational injuries and accidents of farmers, (3)mandating the usage of safety devices for agricultural vehicles and equipments, (4)reporting occupational injuries and accidents that occur among farmers, (5)registering pesticides and assessing safety usage, (6)implementing safety training, (7)supporting personal protective equipments and agricultural safe facilities etc.

Purpose: This study was designed to draw up problems with the safety and health diagnosis system, and designed a hierarchical survey model of the clauses prescribed by the Occupational Safety and Health Act. The purpose of the survey is to derive the effectiveness of the safety and health diagnosis system at the construction site by targeting three groups of experts. Method: This paper set up the legal status analysis and overseas related system analysis and AHP hierarchy analysis survey model. In addition, the validity of the analysis results was verified by a survey. Results: The analysis of the survey items showed a high importance on items included in the human utilization and the precision of the pre-plan. In particular, mid-sized construction companies showed the highest importance for their active activities after the safety and health diagnosis. Conclusion: Through this study, we should recognize problems for improving the safety and health system of construction industry and prepare policy and institutional improvement measures for experts.
