건설안전리포트 - 삼성에버랜드 '수도권 통합물류센터' 신축현장

  • 경기도 김포시의 변화가 예사롭지 않다. 한강신도시가 들어서면서 신흥 주거지로 명성을 높이더니, 이제 경인아라뱃 사업이 본격화됨에 따라 산업계의 시선 역시 집중시키고 있다. 경인아라뱃길 사업이 산업계의 주목을 받는 가장 큰 이유는 김포터미널(김포 고촌읍 전호리 일대)에 조성될 '김포물류단지' 때문이다. '김포물류단지'의 북측에는 마리나를 중심으로 관광, 레저 및 수변상업시설이 배치된다. 또 남측에는 컨테이너 부두와 연계한 장고 집송시설 등 물류시설이 들어선다. 가히 문화와 산업이 어우러진 수도권 서부지역 최대의 물류소통 전진기지가 등장하는 것이다. 이 전진기지의 중심에는 삼성에버랜드가 시공하고 있는 '수도권 통합물류센터' 가 있다. 이 센터는 연면적 $63,571m^2$의 물류창고로, 김포물류단지 내에서는 최대 규모를 자랑한다. 즉 김포물류단지를 대표하는 건축물인 셈이다. 때문에 삼성에버랜드는 큰 책임감과 자긍심을 갖고 시공에 임하고 있다. '철저한 안전관리' 로 김포물류단지의 랜드마크를 선보이겠다는 이곳 현장을 찾아가 봤다.

Causal Relationship between the Risk-inducing Factors and Safety Inspection and Accident Reduction in Small Construction Sites (소규모 건설현장에서 위험유발요인과 안전점검이 재해 저감 대책에 미치는 인과 관계)

  • This study aims to identify the influence of risk-inducing factors and safety inspection on the measures of reducing accidents among workers of building structures in small construction sites. The result can be summarized as follows: First, as for the influence of risk-inducing factors on human factors, preparation for work, disintegrating molds, taking follow-up measures, and keeping records, have statistically significant influences. Therefore, it can be said that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and human factors. Second, as for the influence of risk-inducing factors on facility factors, preparation for work, and taking follow-up measures influenced significantly. This indicates that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and facility factors. Third, as for the influence of risk-inducing factors on management factors, the installation of shores and risk assessment are found to have significant effects. This shows that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and management factors. Fourth, the influence of risk-inducing factors on work factors was significant only in the installation of shores. This indicates that safety inspection has a completely mediating effect in the relationship between risk-inducing factors and work factors. Finally, in the relationship between risk-inducing factors and accident reduction measures, preparation for work, installation of shores, and taking follow-up measures showed significantly positive influences. In contrast, keeping records has a significant negative influence. Thus, safety inspection has a partial mediating effect in the relationship between risk-inducing factors and management factors.

  • Based on the Internet of Things technology, one of the core technologies of the fourth industrial revolution, our Ministry of Defense is also pushing to establish M-IoT in defense area to improve management efficiency, innovate military culture and strengthen military power. However, devices connected to the Military Internet of Things can be easily exposed to various of cyber threats as most of them are developed and with a focus on improving sensing and communication skills that collect and transmit data. And it is not easy to uniquely identify the numerous heterogeneous devices, and to establish a secure communication channel between devices or between devices and management servers. In this paper, based on PUF technology, we propose a novel key management scheme that can uniquely identify the various devices, and generate the secret keys needed for the establishment of a secure communication channel using non-replicable information generated by the PUF. We also analyze the efficiency of our proposed scheme through comparison with existing key management scheme and verify the logic and security using BAN Logic.

Influence in the Management Performance by the Airport Safety Management System (공항 안전관리시스템이 경영성과에 미치는 영향)

  • In this article, we verify to influence in the management performance by the safety management system that is recommended by the ICAO for the safety management on the airside area in the airport. Also, We present a comprehensive mediator effect that the employees perceive safety culture and safety behavior. We design how participants were selected as study the employees from 4 airports on the airside areas of the Incheon International Airport, Gimpo International Airport, Jeju International Airport and Gimhae International Airport in the Korea using the simple random sampling method. The instrument for data collection was a questionnaire, and it was developed. Data analysis was to conduct structural equation modeling. Test of the hypotheses were verified to Maximum Likelihood Estimator. As a result of the analysis, safety behavior and risk management of the safety management system found out that affect management performance. Also, the employees of a high awareness about safety policy could be seen that is a high impact on management performance through a safety culture and a safety behavior. Safety behavior has significant mediator effect within the relationship between the safety management system and management performance. So, We provide guidance of the safety policies for the safety management on the airside area in the airport.

A Survey on the Knowledge of Radiation Safety Management (RSM) in the Context of Industrial Use of Radiation (방사선의 산업적 이용에 따른 방사선 안전관리 지식 조사)

  • The purpose of this study was examine via a survey the knowledge related to radiation safety management (RSM) among radiation workers who operated or used a radiation generator or radioactive isotopes (radioactive isotopes, etc. hereinafter) for industrial use and to systematically analyze the changes in the survey results in order to promote a radiation safety culture for facilities where radiation is used. We administered a questionnaire to 861 radiation workers in the period from August 1 to September 5, 2011. As for the analysis method, a frequency analysis was made for the general characteristics and organization information of survey respondents, while the average and standard deviation were calculated and compared for the knowledge level of the RSM. According to the analysis results, the knowledge level of the RSM was evaluated to be high in all of the radiation workers. In conclusion, it is required to conduct a study on various factors in regards to the RSM among radiation workers. This can contribute to establishing educational programs in a timely manner to increase the awareness of safe and efficient use of radioactive materials and equipments by radiation workers.

Effects of Awareness of Patient Safety Culture, Emotional Labor and Job Stress on Patient Safety Nursing Activities by Comprehensive Nursing Care Medical Service Ward Nurses (간호·간병통합서비스 병동 간호사의 환자안전문화인식, 감정노동, 직무스트레스가 환자안전간호활동에 미치는 영향)

  • Purpose : This study aimed to examine the effects of the awareness of patient safety culture, emotional labor, and job stress on patient safety nursing activities by comprehensive nursing care medical service ward nurses. Methods : The participants were 112 nurses from the comprehensive nursing care service wards from six hospitals. Data were collected using structured questionnaires and analyzed using a t-test, ANOVA, Scheffé test, Pearson correlation coefficients, and multiple regression analysis using SPSS version 20.0. Results : The factors that significantly influenced patient safety nursing activities in the comprehensive nursing care medical service ward nurses included job stress (𝛽=-0.18, p<.032) and awareness of patient safety culture (𝛽=0.54, p<.001). The explanatory power of these factors was 31.0% (F=13.43, p<.001). Conclusion : This study showed that the factors that influenced patient safety management activities of comprehensive nursing care medical service ward nurses included job stress and awareness of patient safety culture.

Analysis of accident types at small and medium-sized construction sites based on web scraping and text mining (웹 스크래핑 및 텍스트마이닝에 기반한 중소규모 건설현장 사고유형 분석)

  • The construction industry's fatality count stands at 402, comprising approximately 46% of total industrial accidents. Notably, construction costs less than 5 billion won account for about 69%, so strengthening safety management at small and medium-sized construction sites is required. In this study, 19,511 accident investigation data were collected using web scraping. Through statistical analysis of the collected structured data and text mining analysis of the unstructured data, accident types and causes of accidents were analyzed by construction costs at sites less than 5 billion won. As a result, it was confirmed that there were differences in accident types and causes depending on the construction costs. It is hoped that the results of this study will be used for customized safety management at small and medium-sized construction sites.

  • 선원의 다국적화가 이루어짐에 따라서 해기사들의 외국인 선원관리에 대한 리더십이 날로 중요시 되고 있다. 효과적인 리더와 리더십은 교육을 통해 양성되고 향상될 수 있다. 본 연구는 선원의 다국적화가 증가되고 있는 현실을 감안하여 해기사 양성 대학의 리더십 교육체계 정립을 위한 기초연구로서, 학생들이 실습시 경험한 자료를 토대로 설문 분석을 하였다. 향후 확대된 자료의 수집과 심층분석을 통해 지속적으로 심층 연구를 하고자 한다.

  • Existing safety education delivered to construction workers has limitations in concentration and immersion, so delivery power and interest are low. In order to improve the unstable behavior of construction workers and prevent safety accidents through education, a paradigm shift to hands-on education is necessary. Experiential safety education aims to contribute to the prevention of safety accidents and induce safe behavior by construction workers to recognize risks faster, select safe working methods suitable for the working environment, and improve emergency response and proactive response. Experiential education facilities have a follow-up learning effect in case of danger. The experience facility, which consists of the same working environment as the actual construction site, is designed to experience falls, equipment contraction, fire, and electric shock. In order to achieve the results of safety education that has invested a lot of time, construction workers must have motivation to participate, and "experiential safety education" through playful, deviant, and aesthetic experiences reduces serious accidents.

Study of the Introduction on the Aviation Safety Data Protection System (항공안전데이터 보호제도 도입 방안 연구)

  • To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.
