Laying the Siting of High-Level Radioactive Waste in Public Opinion (고준위 방폐장 입지 선정의 공론화 기초 연구)

  • Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?

Verification of Gated Radiation Therapy: Dosimetric Impact of Residual Motion (여닫이형 방사선 치료의 검증: 잔여 움직임의 선량적 영향)

  • In gated radiation therapy (gRT), due to residual motion, beam delivery is intended to irradiate not only the true extent of disease, but also neighboring normal tissues. It is desired that the delivery covers the true extent (i.e. clinical target volume or CTV) as a minimum, although target moves under dose delivery. The objectives of our study are to validate if the intended dose is surely delivered to the true target in gRT and to quantitatively understand the trend of dose delivery on it and neighboring normal tissues when gating window (GW), motion amplitude (MA), and CTV size changes. To fulfill the objectives, experimental and computational studies have been designed and performed. A custom-made phantom with rectangle- and pyramid-shaped targets (CTVs) on a moving platform was scanned for four-dimensional imaging. Various GWs were selected and image integration was performed to generate targets (internal target volume or ITV) for planning that included the CTVs and internal margins (IM). The planning was done conventionally for the rectangle target and IMRT optimization was done for the pyramid target. Dose evaluation was then performed on a diode array aligned perpendicularly to the gated beams through measurements and computational modeling of dose delivery under motion. This study has quantitatively demonstrated and analytically interpreted the impact of residual motion including penumbral broadening for both targets, perturbed but secured dose coverage on the CTV, and significant doses delivered in the neighboring normal tissues. Dose volume histogram analyses also demonstrated and interpreted the trend of dose coverage: for ITV, it increased as GW or MA decreased or CTV size increased; for IM, it increased as GW or MA decreased; for the neighboring normal tissue, opposite trend to that of IM was observed. This study has provided a clear understanding on the impact of the residual motion and proved that if breathing is reproducible gRT is secure despite discontinuous delivery and target motion. The procedures and computational model can be used for commissioning, routine quality assurance, and patient-specific validation of gRT. More work needs to be done for patient-specific dose reconstruction on CT images.

Comparisons between the Two Dose Profiles Extracted from Leksell GammaPlan and Calculated by Variable Ellipsoid Modeling Technique (렉셀 감마플랜(LGP)에서 추출된 선량 분포와 가변 타원체 모형화기술(VEMT)에 의해 계산된 선량 분포 사이의 비교)

  • A high degree of precision and accuracy in Gamma Knife Radiosurgery(GKRS) is a fundamental requirement for therapeutical success. Elaborate radiation delivery and dose gradients with the steep fall-off of radiation are clinically applied thus necessitating a dedicated Quality Assurance(QA) program in order to guarantee dosimetric and geometric accuracy and reduce all the risk factors that can occur in GKRS. In this study, as a part of QA we verified the accuracy of single-shot dose profiles used in the algorithm of Gamma Knife Perfexion(PFX) treatment planning system employing Variable Ellipsoid Modeling Technique(VEMT). We evaluated the dose distributions of single-shots in a spherical ABC phantom with diameter 160 mm on Gamma Knife PFX. The single-shots were directed to the center of ABC phantom. Collimating configurations of 4, 8, and 16 mm sizes along x, y, and z axes were studied. Gamma Knife PFX treatment planning system being used in GKRS is called Leksell GammaPlan(LGP) ver 10.1.1. From the verification like this, the accuracy of GKRS will be doubled. Then the clinical application must be finally performed based on precision and accuracy of GKRS. Specifically the width at the 50% isodose level, that is, Full-Width-of-Half-Maximum(FWHM) was verified under such conditions that a patient's head is simulated as a sphere with diameter 160mm. All the data about dose profiles along x, y, and z axes predicted through VEMT were excellently consistent with dose profiles from LGP within specifications(${\leq}1mm$ at 50% isodose level) except for a little difference of FWHM and PENUMBRA(isodose level: 20%~80%) along z axis for 4 mm and 8mm collimating configurations. The maximum discrepancy of FWHM was less than 2.3% at all collimating configurations. The maximum discrepancy of PENUMBRA was given for the 8 mm collimator along z axis. The difference of FWHM and PENUMBRA in the dose distributions obtained with VEMT and LGP is too small to give the clinical significance in GKRS. The results of this study are considered as a reference for medical physicists involved in GKRS in the whole world. Therefore we can work to confirm the validity of dose distributions for all collimating configurations determined through the regular preventative maintenance program using the independent verification method VEMT for the results of LGP and clinically assure the perfect treatment for patients of GKRS. Thus the use of VEMT is expected that it will be a part of QA that can verify and operate the system safely.

A Study of the Management of Groundwater Reservoir by Numerical Three Dimensional Flow Model (3차원 흐름모델을 이용한 지하저수지의 관리에 대한 연구)

  • At the initial stage of the underground reservoir design one should thoroughly consider surface and subsurface hydrology, hydrogeologic characteristics of aquifer system, and the function of cut - off wall because it is linked to the effective management. In this study, three dimensional finite difference model was applied to analyse the function of Ian underground reservoir at Kyungbuk Province. The steady and unsteady state conditions after construction of the underground dam were simulated through the model, and from these results the groundwater budget and the safe yield were determined. The model simulation indicates the infiltration of irrigation water to be one of the major factors of seasonal fluctuation of groundwater level. The recharge rates of irrigation water were estimated as 4.3mm/d during May and June, and 1.7mm/d during July and Agust. Groundwater recharge from the watershed area estimated to about $0.04m^3/s$, almost consistent through the year. In 1984, groundwater discharge through the transverse section of the dam was $0.002m^3/s$ and the optimum yield for two momths(July and Aguest)was $254000m^3$, however, the discharge became $0.013m^3/s$ in1993, implying the failure of cut -off function. without appropaiate of the cut - off wall, optiumum yield during the irrigaton period would be $93, 000m^3$.

  • 위험물 차량사고는 일반차량의 교통사고시 발생하는 인명피해, 재산피해, 교통지체 외에 부가적으로 환경적 영향에 의한 엄청난 인명 및 재산손실을 유발시킬 수 있다. 따라서 이러한 위험물차량사고를 예방하고 피해를 최소로 줄이기 위해서는 위험물수송경로의 신중하고 체계적인 결정이 필수적이라 할 수 있다. 외국의 경우, 위험물의 방출이 미치는 환경적 영향에 대한 인식이 확대되면서 위험물 수송시 응급처리에 관한 연구, 위험물 수송에 따른 위험도 평가에 관한 연구, 위험물 수송시 고려해야할 여러 조건에 관한 연구, 위험물 수송경로 설정에 관한 연구 등이 진행되고 있다. 반면에 우리 나라는 위험물차량관리와 사고처리에 대해 실시간적인 관리를 목표로 하는 국가차원의 계획을 수립하고는 있지만, 현재 이와 관련된 연구는 거의 없는 실정이다. 앞으로 산업발달에 따른 위험물수송량의 증가와 환경의식의 변화에 따라 위험물수송 및 사고처리 등에 관한 연구가 필요할 것이다. 따라서, 본 연구는 위험물차량의 운송경로를 결정할 때 고려해야 할 여러 가지의 기준 및 목표에 따라 위험물수송경로를 설정하는 모형을 제시함으로써 위험물수송에 수반되는 위험을 최소화하면서 위험물차량의 통행시간, 거리, 비용 등을 최적화하여 위험물수송의 안전 및 운영효율성을 향상시키고자 한다. 먼저, 위험물 수송경로의 기준지표로 사용될 위험도를 산정하기 위해 링크 주변노출인구, 밀도 등을 변수로 하는 모형식을 제안하고, 두 번째로 산정된 위험도를 기반으로 최적경로를 결정하는 알고리즘을 제안하였다. 마지막으로 가상 네트웍에 본 연구에서 제안된 모형을 적용하고 현재 일반적으로 사용되는 최단경로와 비교·분석하였다.것은 운송거리와 운송비용이 각각 주요한 변수라는 것이다. 모형의 타당성을 검증하기 위해서는 logilikelihood 값을 구하여 $\rho$^2분석을 시행하였다. 여기서는 각 품목별로 $\rho$^2값이 약 0.15~0.3의 비교적 높은 수치를 보여주고 있으므로 모형의 설명력이 어느 정도 있다는 것이 아울러 증명이 되었다. 상관관계에 대한 분석에서는 영업용 차량간의 상관관계가 높게 나타났으며, 이는 곧 영업용 화물차량을 적재중량별로 구분하는 것이 별 의미가 없음을 의미한다. 다시 말하면 자가용 차량을 보유하고 있지 않은 회사는 다른 운송전문업체에 화물운송을 의뢰하게 되므로 출하중량에 따라 화물차량을 구분하는 것에 대해서 그다지 큰 고려를 하지 않는 것으로 해석할 수가 있다.적합함을 재확인함. 6. 혼잡초기를 제외한 혼잡기간 중 대기행렬길이는 밀도데이터 없이도 혼잡 상류부의 도착교통량과 병목지점 본선통과교통량만을 이용하여 추정이 가능함. 7. 이상에 연구한 결과를 토대로, 고속도로 대기행렬길이를 산정할 수 있는 기초적인 도형을 제시함.벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압

The Effects of Supplementary Education Awareness on Interpersonal Communication for Health Care Providers (종합병원 의료인의 교육훈련 인식이 의료인 상호간 커뮤니케이션에 미치는 영향)

  • This study was conducted to identify the effects of interpersonal communication between health care providers after receiving supplementary education. The participants of this study were 433 health care providers who work at 29 general hospitals in Gwangju Metropolitan City and Jeollanamdo Province. Data were collected from June 8 to June 25, 2018 and evaluated by t-tests, dispersion analysis, correlation analysis and stepwise regression. The results were produced by investigating interpersonal communications according to socio-demographic and health-related characteristics including age, education level, bed size of the hospital at which the participant worked, job satisfaction, hospital location, personal health status, experience with health care management and experience with depression. There were significant differences in communication observed according to supplemental education awareness regarding age, bed size of hospital, occupation, wage, type of medical institution of employment, job satisfaction, work location, health status, health care education experience and chronic disease. There were positive correlations between supplemental education awareness in health workers and their interpersonal communication. The factors that had positive effects on interpersonal communication were level of education and health-related education experience, while age, hospital bed size and job dissatisfaction had negative effects. Finally, support environment, learning transfer and results were identified as sub-factors of supplemental education. Based on the results above, it was proposed that educational training to enhance results, provide a supportive environment and foster learning transfer be developed to increase communication between health workers and provide a safe health service for patients.

Evaluation of Shear Strength by Experiment and Finite Element Analysis of SFRC Hollow Members (SFRC 중공 부재의 실험 및 유한요소 해석에 의한 전단강도 평가)

  • This study targets SFRC hollow members with small depth under shear force and bending. To evaluate the effect of web width on shear strength of SFRC members, experiment and finite element analysis were conducted and compared with existing equations. The web width was planned to be 1/2 times and 2/3 times, and the shear span ratio was planned to be 1.5 times. In the shear test results, the maximum shear strength increased by 10.3 to 28.0% with the web width increased by 33%. When the overall depth of specimens was increased by 1.5 times, the shear strength of the specimen with a web width of 100mm was increased by 29.2%. On the other hand, specimen with the 150mm only increased by 11.3%. These results indicate that the smaller the web width, the greater the shear strength increase with the increase of depth. Also, the smaller the web width, the greater the contribution of steel fiber. It has been shown that the KCI code evaluates the shear strength of experiments as very safe side, and that the proposed formula of Shin et al. predicts the experimental strength relatively well. As the web width increases by 2, 3, and 6 times, the mean shear strength by FEA appears to be 1.18, 1.80, and 2.19 times respectively. This indicates that the shear strength does not increase in proportion to the increase in web width.

A Pattern Analysis on the Possibility of Near Miss Connection in Construction Sites (건설현장의 아차사고 연결가능성에 대한 패턴분석)

  • Purpose: The purpose is to prevent accidents by predicting disasters through the analysis of near-miss. Method: In this study, a near-miss literature review and data were collected at construction sites, and a questionnaire survey was conducted to use logistic regression analysis and decision tree analysis to classify the possibility of near-miss connection. Result: As a result of analyzing the effects of near-miss types on mental, physical, and safety habits and behaviors, the factor with a high influence on the body is the need for near-miss management, the type of job is electricity·information communication, and health status in order, and the mental factor is the construction scale The influence was high, and the factors with the highest influence on the habit behavior factors were analyzed in the order of experience, number of serious injuries, and occupation in order of illusion, inappropriate work instructions, and body parts. Through decision tree analysis, factors and patterns that affect the possibility of a near-miss being a surprise accident were identified. Conclusion: Construction site officials consider the observation of near-miss and mentally and physically. Specific management of the relevance of physical aspects to near-miss should be implemented, and a work environment in which serious accidents are reduced is expected through personnel allocation, work plans, work procedures and methods, and feedback so that inappropriate work instructions do not lead to near-miss.

Comparative Study of Institutional Approaches to Children's Playgrounds for Ensuring the Right to Play (놀이권 보장 측면에서 본 국내외 어린이놀이터 관련 법제 비교 연구)

  • The importance of play from a Children's Rights perspective has been continuously emphasized, and the need for play facilities and spaces has been reiterated. Meanwhile, in South Korea, despite the continuous increase in the number of play facilities, efforts to improve children's play spaces are required. Therefore, this study reevaluated the current regulations and policies concerning play and play spaces from the perspective of securing the right to play. An analysis of the legal concept of domestic playgrounds, related laws, construction standards, and regulations was conducted. The systems and characteristics of the related regulations in the UK, Canada, and Germany were analyzed. Based on the results of the comparative analysis, our directions for improving the system of playgrounds to ensure the children's right to play were proposed. First, a legal definition of the concept and scope of playgrounds should be established. Second, beyond safety-focused facility regulations, there is a need for institutional enhancements to ensure the right to play. Third, comprehensive management of playgrounds is required as a spatial concept rather than as individual facilities. Fourth, qualitative management is needed through specific guidelines and guidelines related to the establishment of playgrounds. These results can serve as a basis for establishing systems and promoting policy projects to ensure children's right to play in various fields, including urban planning, child welfare, and education in the future.

<Field action report> Development and Application of Participatory Action Oriented Training(PAOT) for Improvement of Agricultural Working Environment in Korea (<사례보고> 농작업 환경개선을 위한 한국형 참여형 개선활동 교육(PAOT)의 개발과 실제 적용 사례)

  • Objectives: This study was conducted to develop a Korean version of the Participatory Action Oriented Training (PAOT) program and training materials for improvement of agricultural working environments. Methods: The PAOT manual and checklist were developed on the basis of the original English version of the training materials, a questionnaire survey of agricultural health and safety professionals, and a brainstorming conference. Good example pictures were collected through visits to agricultural workers' houses, and an easily understandable picture was drawn by an animation specialist. A PAOT action manual and five types of action checklists were developed for use in different agricultural environments. Each action checklist contained six categories and 38 items of agricultural health and safety principles; the six categories were material storage and handling, work stations and tools, machine safety, physical environment, working schedule and organization, and basic health and safety management. Incorporating these training materials, a one-day Korean PAOT program was developed. Results: Among 307 candidate agricultural workers from four rural Korean villages, 94 workers (59 males, 35 females) participated in a PAOT from July 2007 to Oct 2008. The PAOT program was successful and the mean self-estimated satisfaction score of the participants was greater than 90%. Conclusions: A Korean PAOT program and training materials were successfully developed and applied to Korean agricultural workers. Although more studies are needed, it is expected that PAOT will greatly contribute to the improvement of agricultural working conditions and health and safety through the use of agricultural workers' self initiatives.
