Analyzing IT Outsourcing Strategies of Data Centers in Korean Enterprises (민간 기업 데이터 센터의 IT 아웃소싱 전략 분석)

  • IT 아웃소싱은 IT 서비스 관리에 있어서 가장 중요한 전략 중 하나로 인식되고 있다. 조직의 핵심 역량에 집중하면서 부차적인 IT 업무는 외부로부터 지원을 받는 IT 아웃소싱 전략은 조직의 효율과 성과를 높일 수 있는 효과적인 방안이면서, 보안에 대한 우려와 IT 서비스 공급자에 대한 의존도를 높이는 부작용을 동반하고 있다. 본 연구에서는 국내 민간 기업 데이터 센터의 IT 아웃소싱 전략과 운영을 분석하였다. 국내 주요 IT 서비스 전문 기업 3개사와 금융그룹 1개사의 데이터 센터에 대한 심층 인터뷰를 바탕으로, 데이터 센터들의 IT 아웃소싱 조직 현황, 아웃소싱 결정 요인, 아웃소싱 저해 요소와 해결 방안 등 전반적인 IT 아웃소싱 전략과 운영을 살펴보았다. 국내 주요 기업들의 데이터 센터는 IT 유지 보수, 인프라 기반 운영 등의 업무를 아웃소싱 대상 업무에, 그리고 IT 기획 전략 컨설팅, 시스템 기획 개발 등의 업무는 인소싱(in-house sourcing) 업무로 분류하고 있었다. 또한 IT 아웃소싱 결정 요인으로 내부직원의 역량, 비용, 리스크 등이 있었고, 정량적인 분석보다는 정성적인 판단에 의해 아웃소싱을 결정하고 있었다.

Factors influencing the organizational commitment and work performance of outsourced workers (아웃소싱 근로자의 조직몰입과 업무성과에 미치는 영향요인)

  • This study designed a research model to analyze the relationship between organizational commitment and work performance for outsourcing workers. The path relationship was analyzed using the PLS-SEM of the sample collected through the survey. As a result of the study, organizational support perception had a direct effect on the work performance of outsourcing workers, and the company commitment and customer company commitment had a mediating effect. In addition, it was confirmed that the workers showed dual commitment to the company and the customer company, and the organizational commitment to both companies was complementary. It was also suggested that the outsourcing company's organizational support activities are more important for improving the work performance of workers.

  • 최근 기업들은 자사의 핵심역량을 극대화하기 위하여 배송업무를 포함한 물류업무를 전문적인 제3자에게 위탁하는 아웃소싱이 확대되는 추세이다. 특히 제조업체는 제품 배송업무의 아웃소싱을 다양한 형태로 추진할 수 있기 때문에 아웃소싱 계획단계에서 최적의 업무프로세스 모델링이 매우 중요하며, 자사에 맞는 아웃소싱 모델을 선정하도록 의사결정을 지원할 체계적인 접근방법이 필요하다. 본 연구는 배송업무 아웃소싱 현황을 조망하고, 배송업무 아웃소싱을 위한 고려사항과 업무절차를 배송전문업체 선정단계와 운영단계, 그리고 성과평가단계로 구분하여 제시한다.

  • 일반적으로 아웃소싱은 비용절감이나, 경쟁력 확보를 목적으로 기업 외부에서 필요한 자원, 기술력 및 해결방안 등을 찾는 경영기법으로, 단순용역업무에서부터 기업의 핵심기능인 IT 분야에 이르기까지 폭 넓게 활용되고 있다. 특히 IT 아웃소싱은 일상적인 정보시스템의 운영 및 개선, 네트워크 운영 및 어플리케이션의 유지/개선 등을 외부의 전문가에게 맡겨 점진적인 서비스 수준의 향상과 비용의 절감을 유도하고, 내부자원은 핵심역량에 집중시켜, 기업의 경쟁력을 높이는 하나의 경영수단으로 각광 받고 있다. 본 논문에서는 실제 통신서비스업체의 IT분야를 아웃소싱한 사례 연구를 통해서 IT 아웃소싱의 추진 시 필요한 제반사항과 절차, 추진배경등을 알아보고, 아웃소싱 성과를 결정하는 중요 요소인 서비스 성과측정 모델에 대해 연구하였다. '90 년대 후반 통신시장개방, 본격적인 경쟁체제 돌입등 핵심역량강화 차원에서 시작된 아웃소싱은 통신업체 국내최초의 사례로 처음부터 예상치못했던 어려움과 추진과정에서의 시행착오도 많이 겪었다. 또한, 선진외국사례의 아웃소싱 계약사례 및 서비스수준을 평가하기위한 서비스 수준 약정서등 국내 통신업체 환경에 맞게 잘 짤여지도록 수많은 검토와 사례 연구를 통해 계약을 체결할 수 있었으며, 아웃소싱이후 예상되었던 많은 문제점들을 해결하기위해 아웃소싱 인력들의 의욕수준을 높이기위한 직무 재교육, Incentive 제도 도입, 서비스와 관련된 제반 프로세스 재정립 등을 통하여 소기의 성과를 이룩할 수 있었다. 특히, 통신업체 IT 아웃소싱의 성공요인은 계약적 구조적 측면에 해당하는 적정한 서비스의 평가와 이에 상응하는 대가의 지급방안에 대한 것이고 양 사가 만족할 만한 성과를 내가 위해서는 수직적관계가 아니라 제휴관계로서의 Relationship 을 유지할 수 있도록 이 두가지 모두를 고려 해야만 성공적인 아웃소싱 추진에 한걸음 더 나아갈 것이며, 아울러 향후에도 아직 미흡한 분야인 IT 아웃소싱에서 적정수준의 대가지급 방안 및 바람직한 Relationship 에 영향을 미치는 여러 가지 요인에 대해서도 살펴 봄으로써 IT분야의 Outsourcing을 검토하거나, 추진할 때 도움이 될 수 있도록 하고자 한다.

  • Many companies are adopting Information System (IS) operation outsourcing to focus on their core competencies and enhance operational efficiency. However, most of them employ a headcount-based pricing model, which often leads to exhaustive negotiations over contract costs without objective criteria or systematic frameworks. This headcount-based outsourcing contract environment results in low motivation/incentives for both client companies and IT service providers to improve productivity, efficiency, and quality, which poses challenges in securing a competitive advantage. This study introduces the development process of an IS operation outsourcing pricing model, which was collaboratively developed and agreed upon for implementation in actual contracts by an IT service company of a conglomerate. Also, the study underscores the activities undertaken to secure IT service competitiveness based on this model so as to deliver a practical guide for companies seeking to transition their outsourcing contract methods.

  • The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.

  • 기업들은 IT 아웃소싱을 통하여 급속한 IT의 변화에 대하여 신속히 적응하고, IT 구축 및 운영 비용을 효율적으로 절감하고 있으며, 특히 IT의 전략적 가치가 주요해짐에 따라 아웃소싱을 통하여 서비스 품질을 향상시키고, 핵심역량에 집중하고자 노력하고 있다. 공기업에서도 최근의 정부의 민간위탁에 대한 적극적인 제도 지원에 의해 IT 아웃소싱이 활성화되고 있으나, 이에 따른 의사결정을 위해서는 민간 부문과는 다른 요인들이 고려되어야 한다. 지금까지 많은 연구가 주로 위험요인, 조직요인, 도입목적 등의 단편적인 요인들을 제시하는 수준이었기 때문에 실질적인 의사 결정에 있어서는 활용성이 부족하므로, 본 연구에서는 실질적인 의사결정을 지원할수 있도록, 기존 연구들을 바탕으로 IT 아웃소싱 의사 결정의 전범위에 걸친 체계적인 의사결정 모형을 제시하고, 각 의사결정단계에서 우선적으로 고려해야 하는 요인들을 구체적으로 나타내고자, IT 아웃소싱의 의사결정 영역을 네가지로 분류하고, 고려해야 할 55개의 요인들을 문헌연구들을 통하여 도출하였다. 그리고, 11명의 전문가 집단을 구성하여 각 의사결정 영역별로 주요한 요인들을 도출하였다. 또한, 공기업 M사 사례를 통하여 IT 아웃소싱 의사결정 프로세스의 실례를 보여줌으로써 향후 활용방안을 제시하고 있다.

  • Before economical crisis in 1997, domestic company focused on increasing the size of outward experience which including organization. The result of increasing outward experience without substance was economical crisis, so after that time, many companies have been changing their focus from insourcing to strengthen the core competence to secure global market. This is becoming a cause of following that companies are reducing their outward experience. Especially, to process tasks more effectively and to cope with rapid change of business environment, such as incoming raw material from overseas/high raising of salary/rising property prices, many companies decided outsourcing method. At most of hypothesis, the result was that outsourcing can affect positively to the business. First, introducing of outsourcing during focusing on core competence can be positive effect for company performance such as business management /productivity /procurement /administration /product competitiveness /technology. Second, the result that analyzed based on a point of view of population statics after outsourcing was positive effect at the most of research. Third, result of effectiveness for every outsourcing type classified by 4M was also can be positive at the most of research. Fourth, the characteristic of population statics can be positive effect at the most of category when select outsourcing companies. Research result of outsourcing was various based on the goal of outsourcing. It is revealed by investigation of domestic/overseas treatise that there are opposite two opinions. In this research, there is no consistent result that the outsourcing can give effects on business performance, but most of hypothesis indicates that outsourcing can give positive effect on the business performance.In this research, based on the outsourcing intensity, mutual relation was analyzed. The assumption of the reason of outsourcing is economical and organizational. First, sampling numbers of research was too small so it is too difficult to get significant business performance result. (Sampling : 150, Replied : 106, Rate of Reply : 71%) Second, tried to compare significant differences of outsourcing methods which were divided based on 4M, but the there is gaps between the number of Cell and too difficult to make replier understand. Third, it is tried to find the degrees of effect that the point of view of popular statics can effect on business performances and selection of outsourced companies.

A Study on the Effect of the Bidding Stage Factors of Logistics Outsourcing Service on Trust, Cooperation and Service Satisfaction (물류아웃소싱 서비스의 입찰단계 요인이 신뢰, 협력 및 서비스 만족도에 미치는 영향에 관한 연구)

  • The bidding phase for logistics outsourcing services is critical for both shippers and logistics companies. According to the logistics bidding phase, the shipper should provide logistics operation information to logistics companies to resolve uncertainty. In addition, the logistics company can win the contract volume that was placed in the bid by expressing their experience and know-how, and proposing to share the risks and benefits of the shipper's logistics operation. Therefore, it is necessary to examine the factors that can be identified during the bidding phase for logistics outsourcing and how these factors affect the satisfaction of logistics outsourcing services. Based on the factors identified in the preceding studies on logistics outsourcing partnership factors and those on logistics outsourcing determinants, a survey was conducted on experts engaged in logistics companies, performing logistics for domestic shippers and analyzed using Smart-PLS. This study presents the following implications. First, in the logistics bidding phase, the shipper should provide its logistics operation information to logistics firms to resolve uncertainties. Details An in-depth explanation of the operation details will be presented via the bidding presentation, and on-site tours of manufacturing plants and logistics centers should also be carried out if necessary. Second, in the bidding phase, logistics companies should appeal through proposals to their competitiveness, such as experience and knowledge of the logistics of the shipper, and also consider alliances with other logistics companies to supplement their insufficient logistics services. Third, logistics companies should make proposals to share profits and risks through logistics outsourcing during the bidding phase, propose accepting risks from environmental uncertainties of the shipper within its capacity to an acceptable extent, and share the benefits of carrying out the shipper's logistics.
