The purposes of this study are to analyze the status of Child Care Policy, to discover the problems faced by child care policy and to provide better Child Care policies to reorient in the future. The following problems have been identified through the Child Care Policy Analysis of: (1) Due to '0 to 2 years' free Child Care, Dual-earner families was difficult to use Child Care facilities. (2) Low-income families with children over 36 months were excluded from receiving Care allowance. Child Care of publicity is difficult to secure. Because children using Child Care facilities use private type Child Care facilities than the national and public Child Care. Policy proposals to provide better Child Care policies are to increase the number of the national and public Child Care, to pay practical parenting allowance, to increase the number of high quality Infant Daycare Centers, to expand Part-time child care services and to support parent education and counseling program.

As the proportion of women's participation in economic activities is rising, the increase of husband and wife both working and nuclear families makes children up-bringing a social problem. But many families have difficulties by the shortage of day nurseries which can solve it. As we can see in the research, the most urgent problem is the extension of nurseries in quantity. In Taegu, since it became a wide-area city, there are 473 nurseries. But in the respect of distribution, only less than 10% of Dongs have more than 7 nurseries and more than 90% of Dongs have less than 7 nurseries. Consequently nurseries are extremely insufficient. Moreover 29 Dongs don't have any nurseries at all and they take 18.6% of Dongs. The second problem is the unbalanced distribution of nurseries. West and north ward which are industrial complex and swarmed with low-income families, and Tal-sung county which is recently included in the wide-area city keenly need the establishment of nurseries. Besides, Bi-san 1 Dong and Non-gong which have only $1{\sim}2$ nurseries though they have high proportion of children and women who can be pregnant are also the areas which take precedence of nursery establishment. The third problem is that government support must be increased in the areas which have many small, petty and profit-making private nurseries so that good quality teachers can make breeding activities in nice facilities and environment. In materials which are obtained by the interviews with publich servants in charge of family welfare in some ward offices. Young and unexperienced persons who aquired certificate of qualification take day-nursery permits and run nurseries only a few months. and if the profits are insufficient, they sell the nurseries for premiums to third persons who are not qualified. Then the third managers only think of profits without thought of good quality childcare. As the result, the nurseries become asylums not nurseries. That is why the conditions of nursery establishment must be restricted to suitable scale and experienced persons. The fourth problem is that the nurseries in work places are extremely insufficient. The women who have jobs have many things to do before they go to work such as preparing meals and leaving children in the care of someone. Hence the childcare problem of working women must be solved. In nuclear families, childcare is the most serious problem for working women. The fifth one is the reduction of childcare expenses. Women must sacrifice themselves a lot to make social activities. To say nothing of physical and mental burden, they have to spend much of their salaries on childcare. And yet they don't take the benefit of good quality childcare. For the participation of women in public affairs, society must support the childcare problem to have then be devoted to their jobs without worries about their children. Therefore Taegu wide-area city must select west, north ward which are industrial complex and the low-income swarmed area before everything and establish many national, public and corporate nurseries which cost less expenses.
Objective: This study examined that general characteristics such as gender, age, period of stay at an institution, size of facility, and temperament and attachment affect young children's development under institutional care. Methods: A total of 94 young children (ages 2-4years), who live in 32 institutions in Seoul were assessed on their development using the Korean-Age & Stage Questionnaire. Pearson productmoment correlation analysis, and multiple regression analyses were used for data analysis. Results: The major findings of this study were as follows: first, a longer period of stay at an institution had more positive effects on the development of communication. Facilities with more than 60 children had lower communication, gross motor, and fine motor development compared to facilities with less than 60 children. Second, social temperament had positive effects on communication, problem solving, and personal-social development. Emotional temperament had no effects on all development areas. Third, attachment had positive effects on all development areas. Lastly, social temperament and attachment had interactive effects on communication, gross motor, problem solving, and personal-social development. Conclusion: These results imply that caretakers in institutions should give developmental mediation services for considering temperament and facilitation of attachment.
This study investigated the occupational experiences of social workers in child care facilities. The participants of the study were six social workers in child care facilities. This qualitative research used a Consensual Qualitative Research (CQR) method that and classified the main findings into five categories and twelve sub-themes. This study revealed that child care professionals define themselves as "caregivers" and "role models." Positive effects of institutional life on a child were forming peer relationships and being able to use diverse services while negative effects included acquiring a social stigma, having problems in developing attachment between a child and a surrogate caregiver, developing passive attitude and weak will power from communal living. Meanwhile, conflicts with children and poor working conditions led to burnout for caregivers. Our recommendations on the direction of change for the facilities are: categorizing admitted children, supporting restoration of family functions, reinforcing support for children's preparation for an independent life, and developing expertise. This paper provides a better understanding of child care facilities as well as encourages further social discourse on institutionalized children in order to promote policy making and implementation.
The study researches regarding changing in reading and auditory perception ability after intervening dyslexia high-risk group of middle and high school students for improvement on auditory processing of neurological factors, and then aims to make a systematic intervention program for dyslexia students in verifying efficacy. The target of study is dyslexia high-risk group of 168 middle and high school students after a preliminary screening test in Childcare Facilities which are vulnerable social group in Gyeonggi province. They are tested deeply by reading and auditory perception ability, and then 24 students are selected. They are tested 20 times by auditory perception simulation and fluent reading train in TOMATIS Method for improving auditory system which transmits language information, and then are taken by post tests. In conclusion intervention efficacy is sure because reading, understanding, and auditory processing ability are in significant change of statistical analysis after preliminary and post tests. It is an important achievement to show necessity of neurological science access in diagnosis and intervention method of dyslexia through the research.
The purpose of this study was to investigate the cognition on community childcare policy and childcare service needs between working mothers and non-working mothers using the 2008 Child Panel by Korea Childcare Policy Institute. The participants were 654 working mothers and 1,416 non-working mothers. The data were analyzed by $x^2$. The results were as follows; 1) 50% of working mothers and non-working mothers thought that the number of childcare centers was enough. Forty-five percent of working mothers and non-working mothers recognized that the number of kinder gartens and private education institutes was enough. Fifty-two percent of working mothers and 4 5% of non-working mothers thought that use of public leisure facilities were convenient. Twenty-seven percent of working mothers and 20% of non-working mothers thought that use of culture institutes were easily accessible. About 50% of working mothers and non-working mothers felt safe about public security and community safety. 2) Second, working mothers perceived social support higher than non-working mothers in several areas.
This study analyzed the factors having an influence on married woman's childbirth abandonment based on the 2011 materials (the 4th year) of PSKC (Panel Study on Korean Children), KICCE (Korea Institute of Child Care and Education). The analysis showed a few results. First, 'educational expenses for children' and 'physical hardship' were the factors having a major influence on the abandonment of another childbirth. Second, there was some difference in the reason for the abandonment of another childbirth according to the current number of children. That is, women with one child gave up another childbirth because of 'hardship to juggle child-care and work', while women with two children showed 'child-care costs' as a more important reason for the abandonment of childbirth. Third, 'age' and 'instrumental value of children' also had an influence on the abandonment of childbirth. Fourth, there was some difference in the factors having an influence on childbirth abandonment according to the current number of children. The research found that the community child-care environment such as 'leisure and cultural facilities' influenced the women with one child, and maternal psychological factor such as 'marital conflicts' influenced the women with two children in their abandonment of another childbirth.
Although the government has revised the child welfare act, institutionalized the establishment of local children's centers, and given financial support for them, there are a number of problems with respect to their operation. Specifically, one of main problems is their limited space. Diverse problems that go with the arrangement of limited space and usability have occurred, however there are only a few strategies to use limited space flexibly. This study assumed variability as one of the methods to solve spatial problems. As a basic research for the assumption, Analyzing the variable method and characteristics of domestic and foreign child-care facility guidelines was performed trying to take advantage of as a basic data in order to seek a variable scheme of local children centers' indoor space. For this purpose, study analysed the methods and characteristics of variability centering on aspects related to variability which are environmental design elements required by local children's centers as suggested in previous studies. The results are as follows. First, the variability of space should be planned according to activity and time, and consider the methods of division, storage, and other facilities necessary. Second, methods of variability in space can be classified into creating areas and structures that are variable. Third, as a result of analysing the environmental design elements required by local children's centers, this study discovered the following characteristics: multi-purpose usability through a combination of variable devices, transition through a variable space medium and setting up areas and expansion of indoor variability assuming usability through internal and external connections.
This study aims to propose the improvement direction of spatial organization of orphanage facilities by reflecting the international trend of child welfare facilities including 'enhancement of habitability', 'opening to the local community' and 'multi-functionality' on the basis of ideas of 'right of housing' and 'normalization'. Orphanage facilities are evolving from 'facilities' to accommodate unfortunate children to the concept of the 'community-care', and the residential space is also rapidly shifting to 'cottage' type resembling a residential type of ordinary family so as to enhance the self-esteem and relationship. To suggest the future-oriented changeability of current orphanage facilities, the present study conducted a nationwide survey of child welfare facilities and four Visiting researches of cottage type orphanage with different locations to investigate the appropriateness of housing type, organization of common use space, mode of management and facilities criteria. The results of this study are following: 1) For enhancement of habitability it is suggested that cottage type with various plans in the form of ordinary housing is appropriate, that the number of children per cottage is six or so, and that the number of less than two or three children per room is recommended. At the same time the adjustment of facilities criteria, simplified or complex, is suggested to support a similar residence pattern to ordinary home. 2) Specialized programs must be introduced to establish a base of welfare-network for community children according to features of location and a complex management must be sought in the connection with neighboring public facilities. 3) To secure the residential environment and quality of life for children, the concept of a simple playground space by the current facilities criteria must be broken away to reinforce the network of various outdoor spaces closely connected with living space.
The purpose of this paper is to classify and compare 21 OECD countries in regard to the level of support in parents' childcare and work. Several meaningful conclusions were suggested. First, examining the level of support in parents' childcare and work, 21 OECD countries can be classified into clusters different from the mainstream welfare state typology. Second, the level of parents' childcare and work support was high in socio-democratic countries such as Denmark, Finland, Norway and Sweden. Third, the level of parents' childcare right support is not necessarily positively related to that of parents' work in the labor market. As we have seen in the cases of France and Austria, although both countries have relatively high level of parents' childcare and work support, the level of work support in the labor market is low. These results have important implications for Korean family policy in that Korean society has to support both the parents' childcare right and the work right in the labor market.
