A Study on the Architectural Plan Characteristics of R&D Evaluation Center (R&D평가센터의 건축계획특성에 관한 연구)

  • This study shows that it is reasonable for an R&D Information and Evaluation Center to have a building with the fifth floor above the ground and the second floor below the ground. A survey was conducted with 22,655 researchers who are registered in the NRF database. The researchers provided 883 responses. The results indicate that about 56% of the respondents positively support the construction of the NFR R&D Information and Evaluation Center. The survey results show that many respondents recognize that both evaluation and information integration functions among the NRF's roles are very important compared to other roles. The findings of the economic validity analysis support this statement. Based on the current demand for the construction of the R&D Information and Evaluation Center, this study investigates whether it is reasonable to build a new center in the available space while examining an environment focused on a physical work space and looking at significant results obtained through a cost-benefit analysis.

  • 지난 8월 17일부터 23일까지 몽골건축사협회 주최로 몽골 울란바토르에서 개최된 제30차 ARCASIA 이사회 및 제15차 포럼에 앞서 15일과 16일, 양일간 2009-2010 아카시아 건축상 심사가 이루어졌다. 전체 12개 부문에 대해 우리 협회는 8개 부문, 총 11개 작품을 제출하였으며 4개 부문에서 골드메달을 수상하는 영예를 안았다. 다세대주택부문(A-2:Multiple Family Residential Complexes)에서 최삼영(주. 가와 종합건축사사무소)회원의 '용인동백 아펠바움'이, 공공시설부문(B-4, Public Amenity: Industrial Buildings)에서는 최동호(건축사사무소 마당소리)회원의 '주엽어린이도서관'이, 복합용도시설부문(B-6:Mixed Use Developments)에서는 윤세한(주. 해안 종합건축사사무소)회원의 '용산 I PARK MALL'이, 산업시설부문(C:Industrial Buildings)에서는 신춘규(씨지에스 건축사사무소)회원의 '아임삭 오창 공장'이 골드메달을 수상했다. 다음은 심사에 참여한 이근창 국제위원회 전문위원의 심사평이다.

The Implication and Issues of Landscape Design Education through National Exhibition of Korean Landscape Architecture (대한민국환경조경대전을 통해 본 조경 설계 교육의 쟁점과 시사점)

  • The purpose of this study is to explore the issues and implications for landscape design education in Korean landscape architecture by analyzing the National Exhibition of Korean Landscape Architecture(NEKLA). This study analyzed the suggested topics and selected site as well as the commentary that appeared in the NEKLA's award-winning book published from 2004 to 2014. Results of the study are as follows: First, topics of NEKLA are not only competition guidelines but related to exploring new area and role of Korean landscape architecture. Second, most dealing with site is 'industrial heritage and regeneration space' and 'green infrastructure'. In more recent years, a larger variety of sites were addressed. Third, site locations are concentrated in metropolitan areas, and awards and participation of the non-metropolitan universities was very low. Fourth, seven criteria can be applied in a general landscape design competition such as 'newness of the concept(idea)', 'logicality of the design process', 'selection of site fidelity of analysis(interpretation)', 'presentation and completion of the master plan', 'consistency with the theme', 'linkage of concepts and results' and 'feasibility'. The evaluation criteria are increasing the sophistication of the design language to provide useful suggestions on how to find design education methods. Its implications are as follows: First, training is essential to derive innovative ideas, but it should avoid excessive concept-oriented education. Second, design education may include instruction on how to define the problems related with the site. Third, more emphasis on design logic is essential to transform the innovative concept to actual results. Fourth, 'slick images' unrelated to design should be suppressed. Fifth, practice is needed to solve the topics addressed in the design process of education. Sixth, 'feasibility' and 'creative thinking' are necessary to recognize a reciprocal relationship that is helpful to one another. This study uses direct quote commentary to minimize the subjectivity of the researcher and to trace issues of the contemporary landscape architecture more directly and vividly. This study is a record waiting for another review as meta-criticism. In this regard this study, the landscape architect of the next times will have a mean that historical records to review the current thinking of the landscape theory and design.

Instructional Ratings by Professors and College Students (교수와 대학생의 수업평가 결과)

  • We tested the difference and the relationship in instructional ratings by professors and college students. Subjects were 6 professors and 9 college students participated in teaching competition as a rater. They completed instructional rating forms consisted of 10 criteria for 11 participants according to Lickert Scale. Data were analyzed by independent t-test and Pearson correlation. Results were as follows: ① There was no statistical difference in mean scores between the professor and the student; ② Correlation between professors' and students' evaluations was .78 which is statistically meaningful and high. These results support the notion that students evaluate as reliably as professors. They also imply that pre-service college students can be utilized for teaching practice as meaningful peer evaluators. The findings are meaningful in that instructional ratings of instructors and students were compared in a controlled setting. However, replication studies involving wide range of instructors and students are needed for generalization since the subjects in this study were restricted to pre-service teachers and their instructors.

A Study for operation results of the comprehensive examination on tendering system in the cultural heritage repair and restoration, focusing on the cause of the decline in the winning bid rate (문화재수리 종합심사낙찰제·종합평가낙찰제 운영결과 및 낙찰률하락 원인 분석)

  • The comprehensive examination on tendering system has been introduced to the Cultural Heritage repair and restoration field since 2016 to remedy the repair issues of South Gate in 2014. The Cultural Heritage Administration tried to attain the high performance of the cultural heritage repair and restoration works securing the proper payment for the repair and restoration works. It is high time to review the operating performance of the comprehensive examination on tendering system (hereinafter referred to as the "CEOTS"), as the system has been run for over 5 years to correspond with its original goal, i.e., "The Proper Payment in return for the High Performance of Repair and Restoration works." This study intends to analyze 114 tenders of CEOTS from 2016 to 2020. As a result of the analysis of 114 tenders, firstly, more than half of bid winners were in the top 20% of repair & restoration capacity disclosure amount list, which mostly fulfilled the goal of 'attaining high performance.' Secondly, as the winning bid rate is decreasing from 86.847% in 2017 to 85.488% in 2020, the goal of 'guarantee of a proper payment' is not achieved yet. Thirdly, the influence of Economic Evaluation section in CEOTS has been grown since the change of scoring system in CEOTS in 2019. This study identifies two reasons why the winning bid rate of CEOTS has decreased. Firstly, it is caused by the fact that 'the group that got more than 1st place' and 'the first place group' that are more than half of the total bidders have the decreasing bidding rate trend as the years go by. Secondly, the exclusion rate of 'the group that got more than 1st place' is higher than the exclusion rate of 'the group that got less than 1st place', which means the expected winning rate would be lowered. It is proposed that the revision of CEOTS code is needed, i.e. easing the strict rule concerning the exclusion rate as well as setting up the lower bidding limit to prevent the excessive decreasing winning bid rate.

A Study on the Critical Elements in the Commentaries on Competition of the Mulifamily Housing in Germany - Focused on the Rowhousing - (독일 공동주택 설계경기의 심사평에 나타난 평가항목에 관한 연구 - 연립주택을 중심으로 -)

  • In this study, I investigate the critical evaluation elements at the architectural competition of the Rowhousing held nationwide in Germany. These evaluation elements, which can be regarded as the important design evaluation criteria, are selected by the design competition committee. Generally, in Germany the design competition committee consist of professors and famous architects who have theoretical and practical abilities with their own office. I classify and analyze the critical evaluation elements of 95 committee members, working on the selected 9 prize-winners in Germany from 1998 to 2002. I conclude that the critical evaluation elements, ordered by frequency are ; $\circled1$ context, $\circled2$ landscape & outside space, $\circled3$ arrangement of building, $\circled4$ circulation, $\circled5$ organization of plan, $\circled6$ economic aspects, $\circled7$ orientation of building, $\circled8$ parking, $\circled9$organization of form, $\circled10$ natural light. These design evaluation criteria for the Rowhousing in Germany also can apply to the korean case.

  • In this study, I investigate the critical evaluation elements at the architectural competition held nationwide in Germany. These evaluation elements, which can be regarded as the important design evaluation criteria, are selected by the design competition committee. Generally, in Germany the design competition committee consist of professors and famous architects who have theoretical and practical abilities with their own office. I classify and analyze the critical evaluation elements of seventy committee members, working on the selected nine prize-winners in Germany from 1997 to 2001. I conclude that the critical evaluation elements, ordered by frequency are : (1)circulation, (2)context, (3)function, (4)landscape & outside space, (5)organization of space, (6)arrangement of building, (7)form, arrangement of building, (7)form, (7)growth & change, (9)elevation design, (10)utilization of natural light. These design evaluation growth & change, (9)elevation design, (10)utilization of natural light. These design evaluation criteria for Hospital Architecture in Germany also can be applied to the evaluation methods of the korean Healthcare facility design.

Safety evaluation and approval status of genetically modified foods in Korea (국내 유전자변형식품 안전성 심사 규정 및 승인현황)

  • Safety of genetically modified foods (GM foods) in Korea is evaluated according to "Food Sanitation Act" and "Regulation on safety evaluation for GM foods" based on the concept of substantial equivalence. In which cases a person who imports, develops or manufactures GM foods for the purpose of eating imports GM foods for the first time, he/she shall undergo a safety evaluation of the relevant foods, etc. by Ministry of Food and Drug Safety (MFDS). And in which cases ten years have elapsed since GM foods underwent safety evaluation, they shall be re-evaluated for their safety. As of April 2019, a total of 199 events have been approved by MFDS and they are 169 events of GM crops including soybean (29), maize (87), cotton (29), canola (14), sugar beet (1), potato (4), alfalfa (5), 6 events of GM microorganisms (GMM) and 24 events of GM food additives originated from GMM.

  • 오늘날 의료용 소프트웨어의 품질은 의료기기의 성능과 안전성을 좌우하는 중요한 요소로 자리잡고 있다. 국내의 경우, 의료기기에 대해서는 안전성 및 유효성 심사를 통한 허가 업무를 수행하고 있으나 소프트웨어를 수반하는 의료기기에 대해서는 아직 시험 인증체계가 구축되어 있지 않은 실정이다. 이로 인해, 의료용 소프트웨어의 품질저하로 의료 서비스의 질적 저하를 유발할 수 있는 문제점이 발생할 수 있다. 그러나 이러한 의료용 소프트웨어에 대한 질적인 품질을 평가할 수 있는 방법에 대한 연구가 그 동안 미흡하여 전문성과 안전성을 요구하는 의료용 소프트웨어에 대한 평가가 필수적으로 요구되고 있다. 본 연구에서는 ISO/IEC 12119를 기반으로 개발된 의료용 소프트웨어 시험모듈을 활용한 시험 사례를 구축하고 인증과 관련된 문서체계를 구축하여 의료용 소프트웨어 시험 인증 과정에서 활용할 수 있도록 하였다.
