The Government presented improvement plans such as "Traffic Accident Frequent Point" and "Hazardous Roads" to reduce traffic accidents on the increase after 1980s. In case of the hazardous roads, they are expressed by grades which are marked by geometric elements such as width, radius, grade. sight distance. and other environmental factors. As each business for improving roads goes by only focusing on improvement of geometric elements, excessive expense can be invested too much nowadays causing economical waste. Therefore, as improvement plans approached by economic access are needed, this paper shows the cost-effective improvement of the business to keep safety related to traffic accident and economical waste. The hazardous roads which authorized by Gwang-ju National Road Preservation Office of Construction and Transportation Ministry in 1995 for business for improvement of roads, were investigated before 1999. First of all, estimating traffic accident models are presented by using existed data statistically. The models help to maximize traffic accident decrease through control of the presented factor. Secondly, optimum construction cost of improvement is presented to prevent overcapitalization. However, this paper is limited because it was difficult to sort the data with various areas and to approach various ways.

Recently, the public offices are going to be an important role of CIP(City Identity Program) and be a center of citizen's community activities. So, the aspect of the universal design (UD), the space performance assessment for a disable user is invaluable to designing the public office spaces. Purpose of this paper is to provide basic data for better design of public office space based on UD(universal design) principle. Conclusion based on the finding are as follows; First, checklist of environmental assessment for public space was composed of 7 basic principles of UD and 3 additional principles(aesthetic appreciation, maintenance and eco-design). Second, as the result of assessment, accessible and inclusive design is more necessary. Third, local characteristics should be developed and managed deliberately as to public space design. As the result of that, public office space design should an important part of reducing the isolation that was caused by physical and social disability. From now on, in public office space design, the integrated and continuous design program that is based on UD principle and eco-design will be necessary.
Lots of characteristics such as dwelling, neighborhood, and accessibility characteristics affect to the housevalue. Many researches have been done to identify values of each characteristic using hedonic technique. However, there is a limit to identify interaction of each characteristic and variation of each characteristic among the accessibility context. This paper has implemented the Expansion Method research paradigm to model the housevalue determination process in the city of Seoul. The findings of this paper have revealed the presence of contextual variations in the housevalue determination process. The initial model for housevalue reveals that as $F_1$ increases (i.e., larger the number of rooms/bathrooms, larger parking space) and/or $F_2$ increases (i.e., higher owner occupied housing units, higher apartment housing units) and/or $F_3$ increases, (i.e., higher the ratio of higher than college graduated households, 8 school zone, older housing units) the estimated housevalue increases. However, the above relationships drift across their respective contexts. The houses which have negative $F_1$ value, the housevalue does not fluctuate according to the distance to the city center or subcenters. However, the houses which have positive $F_1$ value, the closer to the subcenters or shorter to the river, the higher the estimated housevalues. On the other hand, in areas far from the subcenters, the estimated housevalues does not fluctuate much according to the corresponding $F_2$ level. In areas close to the subcenters, the estimated housevalues vary tremendously according to the $F_2$ value. In the residual analysis, it is revealed that large apartment which are located in Kangnam, IchongDong, MokDong are underestimated. This paper has contributed to our understanding of the housevalue determination process by providing an alternative conceptualization to the traditional approach.

Because of the insufficiency of ground space, the utilization of underground is getting more and more in these days. Moreover, underground space is being used not only buildings but multipurpose space for movement, storage and shopping. However, ground space has vital weakness for fire compared to ground space. Especially in case of underground shopping center, there are various stuffs to burn and poisonous gas can be exposed on this count when the space is burned. A large number of casualties can be also occurred from conflagration as underground space has closed structures that prevent rapid evacuation and access. Therefore, this research proposes the guidance methodology for evacuation from conflagration in large-sized underground facilities. In addition, suggested methodology uses high technology wireless sensor information from up-to-date ubiquitous sensor networks. Fire information collected by sensors is integrated with existing underground facilities information and this is sent to guidance systems by inducing process. In the end, this information is used for minimum time paths finding algorithm considering the passageway capacity and distance. Also, usefulness and inadequacies of proposed methodology is verified by a case study.

Urban discourse can be used to create a better living environment through open thinking, understanding and discussion. It raises both physical and social issues surrounding the urban environment. It can encourage the participation of citizen groups and lead the way to develop a community-oriented urban environment through inter-discourse agreement. The urban space of Cheonggye Stream has produced a wide range of urban discourse from 2003 to the present. Discourse regarding the Cheonggye Stream restoration project has been approached by fields including landscape architecture, ecology, urbanism, architecture, politics, and economics, among others. This discourse has reduced a variety of issues and ranges of debate. This study has classified these discussions into related fields and ideological attitudes, analysed their content, and interpreted their meaning. In order to examine the mutual relationships existing among these discourses by different ideological groups, an analytical framework was established byputting classified versions of discourses into a coordinate diagram. The overall topography showing the present status of Korea public awareness regarding the urban environment could therefore be determined. As a result, it was found that the disciplines of landscape architecture took a middle ground between groups with practical and radical ideologies regarding the Cheonggye Stream project and was a mediator for both poles to find a point of contact. However, participatory discourse requires the disciplines of landscape architecture to participate more actively in the discourses on urban environment and take a more active stand corresponding to the zeitgeist and people's sense of public justice.

The architectural design process is consisted of the phase of programming and the phase of the design. The contemporary architectural scheme, as a datascape, a rhizome structure and a diagram, is based on the concept of modern physics. And it is applied on the phase of design by synthesizing data. Like this, the design of the architectural field is accomplished in the phase of design. For design of the architectural field, the characteristics of the architectural field is considered as the viewpoint of design in the procedure. First, according to the area which is defined by relations of environments, around architectures and so on, the net system of relations is designed as area. Second, design the linkage between building and space, building and building, space and space, according to the correspondence each other. Third, design the method or form of connecting building and space to one as a building and a space are no longer divided but are understood by one. As a result, for the design of architectural field, it is necessary to define the criteria by the characteristics of architectural field and the architectural field is designed by process.

Most of the existing domestic studies to identify the distribution of longevity population and influencing factors oriented confirmatory approach. Furthermore, most of the studies in this research topic simply have used their own definition of spatial unit of analysis or employed arbitrary spatial units of analysis according to data availability. These research approaches can not sufficiently reflect the spatial characteristic of longevity phenomenon and exposed to the Modifiable Aerial Unit Problem(MAUP). This research performed the Exploratory Spatial Data Analysis(ESDA) to identify the spatial autocorrelation of the distribution of longevity population and investigated whether the modifiable areal unit problem in the aspect of scale effect using spatial population data in Korea. We used Si_Gun_Gu and Eup_Myeon_Dong as two different spatial units of regional longevity indicators measured. Then, we applied Getis-Ord Gi* to investigate the existence of spatial hot spots and cold spots. The results from our analysis show that there exist statistically significant spatial autocorrelation and spatial hot spots and cold spots of regional longevity at both Si_Gun_Gu and Eup_Myeon_Dong levels. This result implies that the modifiable areal unit problem does exist in the studies of spatial patterns of longevity population distribution. The demand for longevity researches would be increased inevitably. In addition, there were apparent differences for the global spatial autocorrelation and local spatial cluster which calculated different spatial units such as Si_Gun_Gu and Eup_Myeon_Dong and this can be seen as scale effect of MAUP. The findings from our analysis show that any study in this topic can mislead results when the modifiable areal unit problem and spatial autocorrelation are not explicitly considered.

Korea experienced rapid urbanization due to high growth of economy. As people left the country and gathered in the city, the size of city has been expanded, resulting in unbalanced development of the land. In addition, it appears in diverse aspects from nationwide phenomenon to the local development in each city unit. In particular, it even tends to become social problems in the metropolitan cities. As a solution for it, this study conducts theoretical consideration on sustainability in the aspect of balanced urban development and suggests measures through analysis on Siheung-city. The result is as follows. First of all, comprehensive approach is required based on sustainability. It is required to derive balanced city development by expanding it to the social, cultural and economic aspects. Second, integrated management policy is required for the original city along with new development. It should be considered together with diverse social and physical aspects. Third, approach from the aspect of city planning is required through consideration on flat city expansion and connection with city space structural. Fourth, in order to foster balanced urban development, it is needed to grope for solutions for imbalanced urban development through the participation of diverse groups such as local residents, private enterprisers, and the non-profit civic groups of the local community along with the mediation among persons interested. And continuous support of administrative authorities should be obtained to create such environment.

To provide more natural elements in the harsh urban environment, 'planting trees as urban forests' has been emphasized as having an important role, and trees are expected to be as functional as the trees under more natural conditions in rural areas, and provide people with benefits. To do this, urban forest policies needed a better idea of planting methods and management of trees through the theory of landscape ecology, and also the feedback system according to the evaluation and assessment of urban forests. In this case study, a new principle and assessment indices for the evaluation are applied for the 4 urban forests in two Korean metropolitan cities, Daejeon and Ulsan. The evaluation of Korean urban forest-function as biotope and the assessment for the classification of biotope diversity types are carried out. The AUEM(Adding Up Estimation Matrix) is applied for the analysis of urban forests. Unlikely previous researches on the other Korean metropolitan cities, the size of urban forest has less influence on the vegetation diversity. The most frequent biotope grade is the 3rd grade at Namseon park and Mt. Hamwol, while Mt. Bomun and Mt. Yeompo show the 4th grade. The grades of forest-function as biotope are from 3rd to 5th in which lower than average in forest-function grades. This means that the 4 sites are still not-matured forests and less-functional forests as the urban biotope.
Background: This study purposed to analyze and understand how spatial accessibility of patients influenced the number of outpatient visits for the internal medicine of a hospital. Methods: A hospital with 100 beds in Seoul, South Korea provided data from 2013 January 1 to 2013 June 30. Euclidean distance and road ares were used to represent the spatial accessibility. Patient level data and dong level data were collected and used in spatial analysis. Dong level data was converted into grid level ($500{\times}500m$) for the multivariate analysis. Hot-spot analysis and generalized linear model were applied to the data collected. Results: Hot-spots of outpatient visits were found around the study hospital, and cold-spots were not found. Number of outpatient visits was varied by the distance between patient resident and hospitals, and about 80% of total outpatient visits was occurred in within the 5 km from study hospital, and 50% was occurred in within 1.6 km. Spatial accessibility had significant influences on the outpatient visits. Conclusion: Findings provide evidences that spatial accessibility had influences on the patients' behaviors in utilizing the outpatient care of internal medicine in a hospital. Results can provide useful information to health policy makers as well as hospital managers for their decision making.
