Improvement Plans of the Entrepreneurial Ecosystem Using Importance-Performance Analysis (IPA 분석을 통한 창업생태계 개선방안 도출)

  • Recently, various studies on the entrepreneurial ecosystem have been conducted. The entrepreneurial ecosystem is composed of various elements such as entrepreneurs, governments, and infrastructure, and these factors interact to contribute to economic development. The purpose of this study was to analyze differences in importance and performance of the entrepreneurial ecosystem for startups using the importance-performance analysis (IPA) method. Based on this, the importance and current level of the components of the entrepreneurial ecosystem were identified and policy implications were presented. The results of the study are as follows. The importance ranking was in the order of startup support program(4.43), startup funding (4.39), market accessibility(4.30). The ranking of performance was startup support program(3.81), ease of starting a business(3.76), support for startup support institutions(3.66), and startup funding(3.66). All elements of the entrepreneurial ecosystem showed higher importance than performance. This means that the components of the entrepreneurial ecosystem in Korea are recognized as important, but do not play a significant role in terms of performance for startups. In addition, the factors with the highest improvement in the importance-performance matrix were 「safety nets for startup failure」, 「culture of acceptance of failure」, 「ease of market entry」, 「ease of startup survival」, and 「ease of exit」. This study suggested improvement measures such as establishing a social safety net, improving awareness of startup failure culture, matching successful startups, strengthening scale-up support by growth stage, easing regulations in new business fields, and diversifying investment recovery strategies.

국내 과학기술 연구개발 현황 및 전망

  • 1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.

The Emergence of de facto Standard and Firm Exit: Evidence from US Laser Printer Industry (사실상의 표준 등장 이후 기업퇴출에 관한 연구: 미국 레이저 프린터 산업을 중심으로)

  • In the technological cycle model, a technological discontinuity leads to the inception of industry evolution. Before the emergence of de facto standard, it is defined as era of ferment, while era of incremental change is defined after the emergence. In the era of ferment, market and product have high uncertainties, but the competition becomes fiercer in the era of incremental change. Hence, new or revised managerial strategies are required before and after the de facto standard. However, our understanding is limited. In this study, we explore determinants of firm survival after the emergence of de facto standard. We test these using 6650 product/year observations from 1983 to 2002. The results reveal that entry before the emergence of de facto standard, and the number of product in the market will increase exit rate. However, the number of company will reduce exit rate. Our findings illustrate distinctive characteristics of the industry after the emergence of de facto standard. We'll discuss academic and political implications in the last section of this paper.

Status and Prospect of Natural Products Industry Infra in Jecheon, Chungbuk (충북 제천의 천연물산업 기반구축 현황과 전망)

  • 천연물 산업은 과학적 기술력이 요구되는 고부가가치 산업으로 건강기능식품 등의 원료 산업으로 각광받고 있다. 최근 친환경, 지속가능성에 대한 관심 증가로 천연물 제품에 대한 수요가 증가되고 있으며 고령화 사회 진입과 건강에 대한 의식 수준 상승으로 전세계 건강기능 식품 시장 확대 추세에 있다. 생물자원의 70%이상을 수입에 의존하고 있는 우리나라는 천연물 산업의 경쟁력 확보와 고부가가치화 실현을 위해 천연물 산업 육성 촉진이 필요하다. 또한 지역 균형발전 측면에서 신성장동력 마련 및 국가 차원의 형평성을 고려한 전략적 투자가 필요한 시점에서 천연물 관련 산업의 신성장동력화를 통해 지역의 한계점 등을 개선하고, 새로운 먹거리 발굴과 함께 지역 전략산업으로 육성이 필요하다. 제천의 특화산업업인 한방천연물산업의 고도화와 활성화를 위해 영세한 스타트업 및 중소기업의 연구 및 제품개발을 지원하기 위한 인프라와 산업 클러스터 조성이 요구되고 있다. 제천은 풍부한 한약재 생산지를 보유하고 있어 전체 면적의 50% 이상이 석회암 지대로 알칼리성 토양이 넓게 분포되어 있고, 토양의 양분이 풍부하며 해발고도 250m 이상의 준산간 지역에서 주로 재배가 이루어지고 있어, 배수가 양호하고 병충해가 적어 한약재의 친환경 재배 및 다년생 한약재 재배가 가능한 지역이다. 이러한 천연물 산업을 육성하기 위하여 산업통상자원부, 충청북도, 제천시, (재)충북테크노파크는 180억원의 사업비로 '글로벌 천연물 원료제조거점시설'을 구축하여 규격화된 천연물 원료공급 시스템을 갖추었으며 150억원을 투자하여 '천연물 조직배양 상용화 시설'을 건립 중에 있다. 또한 향후에는 천연물 클러스터 가치 사슬의 완성형으로 160억 상당의 '천연물 제제개발 생산시설' 사업을 기획하고 있어 장차 대한민국의 천연물 산업을 앞장서 견인할 것으로 예상 된다.

Mobile Business Model and its Introducing Strategy for Fashion Contents Distribution (패션 콘텐츠의 모바일 유통개선을 위한 비즈니스 모형과 도입전략)

  • This research aimed to design and develop a mobile-website mixed business model and smartphone based mobile application for the purpose of mobile fashion content distribution. We have implemented a mobile interface and trading system supporting self production of content, use, share, and user's self-up. And we proposed its market access strategy for the expansion of fashion contents transactions. To do this, the existing status of research and benchmarking for mobile app of fashion contents related were studied. As a result of the study, Android, iOS-based mobile applications were developed, but there are some business problems such as low awareness, low entry barriers, and the poor fashion content compared to the size of industry. Because this system provide the fashion contents of affiliated companies to users, it needs to expand cooperation and to promote the partnership with fashion blog, cafes, and fashion magazines.

  • Cross platform game has brought about the expansion of game market, which results in technology innovation overcoming the limit of game consumption. The new model integrates both off and online game services. Gamers can now enjoy game service regardless of age, time, and space. If the technology evolution model of digital contents like cross-platform game engine can provide contents for several platform at the same time, the interactive service can be utilized into maximum level. It is also necessary to allocate, switch data as well as to innovate the transmission technology of data according to each platform. Providing the same contents for several platform as many as possible can be the most suitable strategy to enhance the efficiency and profits. However if the interactive service can be accomplished completely, the development of data switching technology and distribution should be made. To be a leader in the next digital contents market, one should develop the network engine technology which can embody the optimization of consumption in the interactive network service.

A Study on Creation of Fair Transaction Environment between Platform Operator and Contents Provider in Broadcasting Industry (방송 산업 내 플랫폼사업자와 콘텐츠사업자 간 공정거래환경 조성 연구)

  • In a broadcasting market environment that has a close interdependence between platform operators and content operators, problems such as conflicts over program usage fees, and home shopping transmission fees are intensifying. This study attempted to analyze the environment of the domestic broadcasting market and present implications, analyze the cause of user fee conflict between the platform and PP, and propose detailed alternatives to resolve user fee conflict disputes. The results of environmental analysis on the domestic broadcasting market are as follows. First, the growth engine of the broadcasting industry has changed to direct resources such as service usage fees and content fees, and commerce is increasing. Second, as hegemony in the domestic broadcasting market changes from terrestrial to paid broadcasting and OTT, monopolies in the entire broadcasting area are being dismantled by voluntary entry. Third, the need to overhaul the existing regulatory system is increasing due to the dismantling and reorganization of the existing broadcasting market. On the other hand, this study proposed a strategy to diversify the profit structure of PP, supply program after pre-contracting, and strengthen CPS bargaining power in order to resolve disputes between paid broadcasting platforms and PP sharply. In particular, as strategies to strengthen CPS bargaining power of small and medium-sized SOs, it proposed to jointly improve CPS-related systems through IPTV and individual SOs, to redefine fees for programs and to voluntarily use programs.

The Effect of Alliance Activity on Patent Litigation : In the Case of Printed Electronics (기업의 제휴활동이 특허 소송 관계에 미치는 영향 : 인쇄전자 산업 중심으로)

  • Patent litigation has been considered as a tool to protect and facilitate innovation. Ironically, yet, the misguided uses of patent litigation as a strategic tool for vigilance against competitors are acting as a hindrance for innovation. Previous studies show that the better the quality of a patent, the higher the chance of the patent being litigated. Therefore, it is particularly important for the innovating firms to take strategic precautions to minimize the risk of patent litigation. This study investigates the moderating role of firms' past alliance experiences on the relationship between patent quality and patent litigation from the perspective of a defendant. A unique dataset on patents, infringement lawsuits, and firm performances in the printed electronics industry confirms that firms' previous alliance experiences mitigate the impact of patent quality on infringement litigation. For instance, the results confirm that the presence of past alliance experience reduces the litigation rate by 33% for firms with median-quality patents. This paper makes two major contributions. First, it contributes to the literature on alliance experience by confirming its role as a reputation in mitigating future litigations. Second, this paper contributes to the literature on patent litigation by identifying a unique moderator, i.e., alliance experience, on the linkage between patent quality and litigation. An innovating firm is likely to become an alleged infringer under a false accusation. Therefore, this paper focuses on firms that partake in infringement lawsuits unwillingly. Despite the importance, to the best of our knowledge, this is the first study to investigate patent litigations from the perspective of defendants.

  • This article describes a business case of ROSEWeb, a floral distribution service by internet of Newrun System Company. Newrun System is one of the floral distribution IT solution company. The purpose of this case study is to find out which factors of ROSEWeb solution of successful business model and internet distribution strategy that plays an important role as the floral distribution IT service. ROSEWeb has experienced many challenging obstacles while they prepare for this floral distribution IT service. This case study has found that Newrun System Company execute the rapidly transformation of business model to cope with changing situation. Specially, so far, ROSEWeb continuously keep on competitive advantage as floral distribution IT service through building core competence. this study shows that ROSEWeb's case broadly apply reference model to the building business model and formulating floral distribution service strategy and other internet business models. Finally, we intends to discuss about theses questions. the question is "by the existing state of entering Internet portal(Yahoo, Naver, Daum), Can ROSEWeb have sustainable competitive advantage in floral distribution service?", and "what is Newrun System's next business model?". Through the intensive interviews with people involved in the development of ROSEWeb, this article provides important implications to the business community who is preparing for new applications for mobile internet.

A Study on the Activation of Pet Plant Kit Industry - Catering to the Demands of Industry Professionals - (반려식물 키트 산업의 활성화 방안에 관한 연구 - 산업 종사자의 수요를 중심으로 -)

  • The purpose of this study is to understand the current status of the pet plant kit industry and determine the priorities for support policies to revitalize the industry. SWOT analysis assessed the industry's current state, and the Analytic Hierarchy Process (AHP) was used with industry professionals to prioritize support policies. The SWOT analysis results indicated that SO strategies involve leveraging government support policies to enhance marketing and developing eco-friendly DIY products. WO strategies include launching advertising campaigns to increase market recognition and establishing strategic partnerships to expand distribution. ST strategies focus on strengthening price competitiveness and proposing unique values, while WT strategies involve improving production processes and enhancing product quality based on consumer feedback. The AHP analysis identified 3 top-level and 12 sub-level evaluation items, with data collected from 17 expert surveys. The results showed the 'entry phase' (0.482), 'activation phase' (0.397), and 'advanced phase' (0.121) were prioritized, with 'organizing seminars' (0.181) as the most crucial subcategory and 'support for kit development' (0.020) as the least. The pet plant kit industry is in its early stages, and appropriate policy incubation can help activate the garden industry. This study provides foundational information on the industry's needs for activation.
