A Study on the Utilization Level of Public Facilities Obtained through Contributed Acceptance on Urban Regeneration Planning (도시정비사업의 기부채납 공공시설 이용실태에 따른 개선방안 연구)

  • Contributed acceptance system is causing problems with the usefulness and follow-up services and the like, other than the origin purpose which needs to be operated as rational adjustment method between the public interest and the private. Accordingly, this study has examine the problems by analyzing the present condition of practical public facilities and has the purpose on drawing the improvements by conducting consciousness survey from in substance users. The problems drawn from the analysis and the survey are location and position of the public facilities by reason of making public facilities at leftover land, the awareness and use as in-site facilities, creating street facilities without considering the use and safety of the users, follow-up service issues and the usefulness issues by creation without considering the surrounding conditions. The proposal of improvements for efficient operation by each problems are devising plans by considering location and position of the facilities for utilization and usefulness, secondly the necessity of the public relations for the improvements of the utilization of public facilities. thirdly, conducting the legal obligation by installing direction boards for its awareness of public facilities and delegating operation of facilities to public corporations such as SH, LH and inhabitants for efficient follow-up services, lastly, establishing the public facility map service which could figure out the surrounding conditions of public facilities to utilize for the contributed acceptance.

A Study of Information Update and Framework for Intergrated Maintenance and Operation of River Facilities (하천시설 통합 유지운영을 위한 정보 현행화 및 프레임워크 구축방향 연구)

  • Recently, it has become necessary to consider climate change when managing multi-purpose river functions. However, in terms of domestic rivers, the management of national and local rivers is separated and the river information cannot be integratedly handled. Especially, it is not sufficient to collect and update information by recycling reports for design and construction. In addition, the basic information of the rivers is dependent on the GIS-based RIMGIS system, but the reliability of the information is deteriorating due to the construction of spatial information using the river basement planning results. The purpose of this study is to investigate the current status of the information system with regard to the maintenance and operation of the river facilities. Through the verification of actual cases, the optimal solution was suggested from the point of view of practical information. As a result, we constructed an information system for the reliable maintenance of river facilities and examined the integrated information management plan. The results of this study can be used to improve the existing information and technical and institutional procedures for the integrated maintenance and operation of river facilities. It will be helpful to introduce the BIM as well as solve to the information gap with other fields through the establishment of an information framework to improve the information construction of river areas.

A study on 3D safety state information platform architecture design for realistic disaster management based on spatial information (공간정보 기반 실감형 재난관리를 위한 3D 안전상태정보 플랫폼 아키텍처 설계 방안에 대한 연구)

  • Although some studies have been attempted to utilize 3D spatial information for fire safety and disaster management, it is still not enough to apply it to actual work. Especially, in case of multi-use facilities, many facilities are more vulnerable to rapid response in the event of a disaster due to complexity of facilities, diversity of usage, and specificity of users. In this paper, we propose a method to develop a 3D safety status information platform that combines 3D spatial information and time - varying safety status information for efficient disaster management of multi-use facilities. In detail, first, we analyze the use cases of existing disaster management platform and the needs of business users. Second, based on the analyzed results, target facilities were selected and possible scenarios were created. Finally, we developed platform architecture design and service development strategy. The research results will be used as a basis for future 3D safety status information platform development. This will contribute to improving the safety of multi-use facilities and minimizing damage to disaster vulnerable groups.

Study on the Planting Index of School Forest - The Case of Gyeonggido - (학교숲 조성지표에 관한 연구 - 경기도를 중심으로 -)

  • This study was carried out in order to propose a planning index for improved school forests in Gyeonggido. For the purpose of this study we selected 42 out of 75 school forests established during 2005 in Gyeonggido. All 42 school forests were surveyed and analyzed by frequency, cross tabulation, and group average analysis with SPSS 12.0 version. The present condition of the school forests was analyzed with in conjunction with items such as the surrounding environment, centralization, and locational characteristics as nominal points. Other items: trees, shrubs, pavement, fruit trees, transplantation, evergreen trees, and recreation facility content percentage were analyzed as a proportion point. After reviewing the literature and analyzing the present condition of school forests, we constructed a conceptual framework and formulated a hypothesis for this research. Data were obtained through a questionnaire, given to 98 students majoring in landscape architecture at Hankyong University in 2007. Results showed that the primary variables for tree health were soil compaction and the depth of soil filling. They were the most serious factors that deteriorate the health of trees. Based on the relationship between tree health and growing conditions, trees inside the school forest should be managed to provide more growing space and less abuse. The minimum area for trees inside the school forest for good growth conditions should be within the drip lines. We have found that the minimum percentage of tree content is 0.13, which means that more than 130 trees need to be planted over $1,000m^2$ green space. More than 3,580 shrubs need to be planted over $1,000m^2$ green space. The pavement area should be controlled to less than 19% of the total size of the school forest area. Finally, more than 39 trees out of 100 trees planted should be evergreen. The research results suggest that the construction planning index of Gyeonggido school forest be recommended in the planning and development process of the construction project carried out every year.

The Development Study on the Integrated Management System for Water Information based on ICT (ICT기반의 물정보 통합관리시스템 개발 연구)

  • As the development of ICT technology, in order to solve the problem of scattered water information's availability, WINS(Water management Information Networking System) by the Ministry of Land, Infrastructure and Transport was established and has been operated since 2004. However, there has been a disadvantage of providing specialized and limited information to the water resources sector mainly and a lack of active sharing of information because of no compulsory provision of information sharing between participants. In order to solve these problems, this paper carried out system development study, to do this, the status of domestic water information was surveyed and domestic and overseas related systems were compared and analyzed. The latest ICT technology was used to realize the contents as screen, and the user interface definition was created to present a role model of integrated water management through maximizing visualization by combining GIS and realtime data and providing space-time integrated information. These prior studies reached to actual construction of the ICT-based integrated management system for water information by K-water. This system is in service to the public installed in the water information portal, "MyWater".

A Study on the Application of BIM for the Improvement of the Effectiveness of the Safety Assessment Regulations (유해·위험방지계획서 현장 활용도 제고를 위한 BIM 적용 필요성에 관한 연구)

  • An annual average of more than 100 casualties occur on construction sites designated by the occupational safety and health law despite the safety assessment regulations from Korea Occupational Safety & Health Agency. Even if those sites involve more harmful or hazardous work than other sites, the result creates doubt regarding the effectiveness of the safety assessment regulations. The safety of construction sites is difficult to maintain continuously and instantly because ofthe variability in the construction industry despite inspecting workers, equipment, and facilities by managers. Many discussions on how to utilize BIM have been made to improve the productivity of construction projects, and BIM-based modeling and simulation would bring many benefits to safety. This study examined the hindrance factors of field utilization of the safety assessment regulations through a research literature survey, disaster situation analysis and questionnaire, and suggests the necessity of the application of BIM that enhances the effectiveness of safety assessment regulations by identifying the relationship between the hindrance factors and the function of BIM.

Characteristics of the Cut Slopes located in Mt. Jang Area, Busan (부산 장산지역에 분포한 절개사면의 특성)

  • The information of cut slope in Mt. Jang area, Busan is investigated in order to construct the Slope Management System in Urban Area. The slope inspection sheet is made to record the characteristics for cut slopes, and that is capable to be inputted slope information systematically. The cut slopes in Mt. Jang area are consisting of 69 slopes. Most of the cut slopes are constructed in cutting slope and retaining wall (CR). The cut slopes located in housing facilities are 46 slopes, and the slopes located in school facilities are 12 slopes. The traverse of cut slopes is mainly ranged from 50 m to 150 m, and the height is mainly ranged from 10 m to 20 m. The slopes combined with soil and rock are mostly distributed. The retaining wall was installed in the toe part of cut slope in order to increase the slope stability, and the additional reinforcement methods including the anchor, drainage, preventing rock fall, shotcrete and vegetation were installed at the toe part of cut slopes.

A Study on Improvement of Commentary Program on the Building Concentration Area of the Changdeokgung Palace (창덕궁 전각권역의 해설 프로그램 개선에 관한 연구)

  • This study would suggest a measure for the improvement of the commentary program on the building concentration area of Changdeokgung Palace. In the process of the survey, the researcher attended the commentary site and tape-recorded commentaries two times. The researcher conducted an analysis of the times and contents of the tape-recorded commentaries and evaluated their appropriateness, including historicity and connectivity to the site. In addition, the researcher figured out the commentaries and the visitors' movements through drawings and field surveys and analyzed the locations and conditions of the main facilities. Through a field survey and analysis, it was found out that the commentaries included the facts and anecdotes about the buildings, the related figures and history. However, it was found out that there were very insufficient commentaries on the buildings arranged according to the commentary movements, the outside space, in particular, the traditional landscape facilities. In addition, it was found out that there are areas that would need commentaries and opening for viewing. A proposal for the improvement of the commentary program was drawn up based on the analysis. New commentary points were added, and the commentaries of the outside space of the area and the traditional landscape facilities could improve through modifying the existing commentaries. With the proposal for improvement, the time required was calculated through reading aloud at a speed the same as the existing commentary speed. Through this, it was found out that the proposal for improvement could be implemented within one hour, the same as the present commentary program. This study has a significance that it provided a measure for practical improvement that could provide the visitors with quality commentary information and more interesting experience.
