  • 효율적인 국토관리 및 국가산업 육성, 이를 통한 대시민 서비스를 강화하고자 U-City 구현이 활발히 진행되고 있다. 국내의 경우 U-City 구현을 위한 인프라 및 요소기술들에 대한 연구가 활발히 진행되고 있으나 서비스, 공간 등에 대한 연구와 상호 호환 및 연동에 대한 기반 연구가 부족한 실정이다. 또한 도시민의 수요와 요구를 제대로 반영하지 못하는 서비스 제공과 개념적으로 동일하거나 유사한 서비스가 중복 개발되는 문제가 발생하고 있다. 이러한 U-서비스의 과다한 중복생산을 지양하고, U-City에 거주하는 도시민들이 체감할 수 있는 시민친화적 서비스를 도출을 위한 연구의 필요성이 제기되고 있다. 본 논문에서는 도시민의 요구를 반영한 수요자 중심의 서비스 항목을 도출하였고, 서비스 제공의 우선순위를 제안하였다. 따라서 U-서비스 도입시의 파급효과를 극대화하고 결과의 타당성 한계를 극복하고자 한다.

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

The Effects of Customer Citizenship Behavior and Badness Behavior on Perceived Service Quality, Customer Satisfaction, and Repurchase Intention (고객시민행동과 고객불량행동이 서비스품질지각과 고객만족 및 재구매의도에 미치는 영향)

  • This study investigated the effects of two types of customer extra-role behavior (citizenship and badness behavior) on perceived service quality, customer satisfaction, and repurchase intention. The model was tested with a sample of sports center customers by using structural equation modeling. The findings supported the effects of customer citizenship and badness behavior, and all structural path coefficients were significant. However, the differential effects of customer citizenship and badness behavior on perceived service quality were not significant. Lastly, perceived service quality fully mediated the effects of customer citizenship and badness behavior on customer satisfaction and repurchase intention. The results of the present study demonstrate that service organizations need to manage all two types of customer behavior. Further, it provides new insights into the relationships among customer's extra-role behavior, customer satisfaction, and repurchase intention.

  • U-Services, which are offered from local governments based on their Ubiquitous City Plans, are only focused on facility and urban management services. Also Citizen oriented U-service is only planned. This study's purpose is to propose the implication for provide of the Citizen oriented U-service comparing with U-Service plan of 'Ubiquitous City Comprehensive Plan' and 'Ubiquitous City Plan' through a network text analysis and word frequency analysis. It was calculated a important keyword that was extracted the service plan contents of the 'Ubiquitous City Comprehensive Plan' and 'Ubiquitous City Plan' of the four local governments. The network text analysis and keyword frequency analysis was performed through derived keyword. Based on the analysis results, awareness of the citizens can be expected to increase about U-City by activating a excavation of Citizen oriented U-service in a variety of sector through additional services and policy of financial support in the next Ubiquitous City Comprehensive Plan.

  • A smart city refers to an intelligent city solving problems arising from the concentration its population using IT technology. Various services such as safety, transportation, environment, education, and medical care are provided in a smart city. Still, the degree of service experienced by the residents is lower compared to the technological maturity. Hence, the service acceptance intention factor needs to be improved. In this study, User Characteristic and Service Characteristic variables were identified separately to improve the awareness and experience of smart services among citizens of the smart city and analyze the intention of easy service acceptance. Based on the results, the present study is expected to improve citizen's quality of life and form a happy society. This improvement in citizens and society is achieved by drawing active participation from citizens and investments from the government and private enterprise through solving various problems in the city.

서비스접점 종업원의 조직시민행동이 호의적 구전에 미치는 영향에 관한 연구 - 고객관점의 OCB를 중심으로 -

  • 본 연구는 기업의 성과를 향상시키는 중요한 요소로 알려진 종업원의 조직시민행동을 고객관점에서 측정하고, 관련 변수들인 서비스품질, 고객만족, 호의적 구전과의 인과관계를 실증적으로 규명해보고자 하였다. 그동안 마케팅에서 OCB에 관한 많은 연구가 있었지만, 선행 연구들은 조직의 관점에서 종업원의 OCB를 측정하는 연구가 대부분이었다. 자료 수집 단계에 있어 OCB의 효과를 좀 더 폭넓은 산업에 걸쳐 파악하고자 미용실과, 주점, 패스트푸드 점 등 다양한 서비스산업 이용자를 대상으로 설문지를 수집하였다. 분석결과, 접점종업원의 조직시민행동과 관련한 몇 가지 중요한 사항을 발견할 수 있었다. 첫째, 종업원의 OCB는 고객이 지각하는 서비스품질에 유의한 관계가 있었다. 즉, 고객들이 관찰하기에 종업원들이 규정된 역할을 초월하여 조직 내 동료들을 도와주고 고객의 편의성을 지향하며 그들이 속해 있는 조직에 대해 긍정적인 자세를 가지고 있는 것으로 판단되면, 고객들은 종업원을 신뢰하고, 또 그들에게서 제공받는 서비스품질을 높게 지각한다는 사실을 알 수 있었다. 둘째, 조직시민행동은 서비스품질을 매개로 하여 고객만족에 간접적인 영향을 미친다는 사실을 발견하였다. 마지막으로 만족한 고객은 호의적인 구전행동을 하는 것으로 나타났다. 구전은 기업의 공식적인 마케팅 전략 이상의 효과를 가지는 촉진 도구이다. 따라서 서비스조직은 고객의 성과를 향상시키기 위해 종업원의 OCB를 관리해야 함을 이해할 수 있었다.

  • The development of IT technology help citizens demand information and public services through internet that they want, and the changes also help the government converge public opinions and become important measures for citizens to participate in deciding governmental policies. So, this thesis makes an overture of a possibility for utilizing PCRM, a way for citizens to participate in Police Administration, by utilizing IT technologies in which everybody can participate without difficulty. The utilization ways are, on a large scale, classified with a macroscopic aspect and microscopic aspect. One of the macroscopic aspects is, first, the consideration of access to services and convenience in utilization. Second, services should have a both-sidedproperty. Ultimately, citizens'participation should have a positive mutual participation level. One of the microscopic aspects is, first, that the police organizations have to establish a strategy to analyze and fractionate customers. Second, the police organizations have to make an effort to develop policy services and P.R strategies. Third, police organizations have to make an effort to manage customers. Fourth, police organizations have to execute customer management in general. So, all of the police organizations have to maintain unity, to some extent, about citizen participation plazas. In addition, at the same time, consciousness aspects have to be accompanied for the reasonable utilization of PCRM. Citizens have to cultivate citizen consciousness, ownership consciousness for society, and positive participation consciousness to solve social problems.

A Plan to Strengthen the Role of Citizens as Co-Creators of Smart City Services - Focused on the Development of Function Issue Card Technology - (스마트도시서비스 공동창의자로서의 시민 역할 강화 방안 - 기능카드 기법 개발을 중심으로 -)

  • Lately, the Korean Government has gradually expanded participation by local residents who are users of the area in the smart city project for the construction of region specialization smart city service (hereinafter called "Smart Service") and the enhancement in the citizen's awareness. However, due to the lack of information on smart service-related technology, there has been a limitation in getting the specific opinion of citizens in the process of designing the Smart Service. In this study, reports made by 4 four local governments which were selected for implementation of 2019 "Smart Town Challenge Projects" were reviewed to diagnose the actualization level of the smart service suggested by citizens through the living lab. The analysis results show that though the smart service plan was established by using diverse design thinking methodology through the living lab, there was a limitation in having citizens design the specific functions of the smart service. So, this study suggests the function issue card technique which can be used by modulating and freely combining four elements such as information collection, processing, supplying method and technique of the smart service and the service contents. This function issue card technique was directly applied to the living lab of the smart city project to verify its effectiveness. It was found that through this technique, citizens can combine the functions and contents of the smart service to materialize smart services at the level of detailed functions. The function issue card technique suggested in this study is expected to contribute to the actualization of opinions for the role of citizens as co-creators in solving local problems in the citizen participation type smart city plan in the future, thus helping the design of the regional specialization smart service.

Impact of Supervisor's Leadership Styles on Organizational Citizenship Behavior: Mediation Effects of Multi-dimensional Measure of Justice in the Service Industry (상사의 리더십 유형이 조직시민행동에 미치는 영향: 서비스산업에서 다차원적 공정성의 매개효과)

  • As the service industry has been getting increased attention as the core for the national economic growth, in order to promote growth and development of the industry, in-depth research on the workers in the industry has been timely called for. Therefore current study aims to explore the effect of leadership style on organizational citizenship behavior(ie OCB) for increased productivity of workers in the service industry, and the role of multi-dimensional justice in the relationship between them. The findings suggest that transformational and transactional leadership both have positive effect on OCB, implying that application of leadership style that is appropriate to the context may be more important, Also, mediation test of multi-dimensional justice resulted partial mediation effect except for the procedural justice in the relationship between transformational leadership and OCB.

Influence of perceived friendship on customer participation behavior and customer citizenship behavior as well as customer cooperation (지각된 프렌드십이 고객참여 및 시민행동과 협력에 미치는 영향)

  • Customer participation behavior(CPB) and customer citizenship behavior(CCB) which are customers' active functions and roles implemented in service encounter contribute to the service quality. Thanks to these ideas, many researches focus on the influences of these two customers' behaviors on relational outcomes, additionally. However, when examining the characteristics of CPB and CCB, it is notable that CPB and CCB are positively influenced by relationships between customers and firms, adversely. In other words, it is necessary to find that commercial friendship representing a deep relationship can address these two customers' behaviors, as well as may influence relational outcomes. As results, intimate friendship between a customer and an encounter provider has a positive influence on CPB and CCB, expectedly. These findings show that customers having prior contacts can play active roles in a service encounter. Additionally, it is identified that CPB and CCB have positive influences on the relational outcomes such as customer cooperations. Consequently, CPB and CCB are likely to be on the loop of a relational circulation.
