A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

Is Information Distribution and Group Discussion Useful for the Deliberative Poll in Korea? (공론조사의 숙의 유도 방법 : 한국 상황에서의 문제점 검토)

  • This study attempts to identify the problems in applying the deliberative polling method within the Korean cultural context. The deliberative polling method uses information distribution and group discussion to encourage the poll participants to be informed on and deliberate the issues, so that they may express their elaborate informed opinions when surveyed after discussion. One of the criticisms is that having all the poll participants assemble in one location may result in lower level of poll participation and accordingly a less representative sample. Also, the assumption that group discussion will bring about deliberation has not been tested. Some research suggests that in certain Asian cultures, group discussion is not widely used for conflict resolution or consensus building. Thus this study proposes that the mere utilization of a group discussion method does not necessarily imply that the participants have actually deliberated the issues. A telephone survey of one thousand Koreans over the age of 20 was conducted. The survey results show that group discussion is not a common way to discuss controversial issues in Korea, and would contribute to a low participation rate. It is the conclusion of this study that alternative deliberation methods need to be developed.

  • World Wide Views on Climate and Energy held on 6 June 2015 was a structured citizens' deliberative consultation forum involving 10,000 citizens in 77 countries, and South Korea was one of the participating countries. Citizen participants, selected to reflect the demographic diversity in their countries or regions, were given information beforehand and deliberated for a full day with other citizens and voted on an identical set of questions, designed to reflect policy controversies at the UN COP negotiations to be held in Paris on December 2015. This study, firstly, analyzes the backgrounds and purposes of World Wide Views on Climate and Energy and reports the WWViews event held in Seoul, Korea before examining the theoretical implication of it. And then, this study discusses about the features and opportunities of World Wide Views on Climate and Energy as a way of forming a global deliberative governance by focusing on deliberative democracy, citizen participatory governance, and global citizenship.

  • <세계일보>는 8월 28일 '신고리 원전 중단'에 대해 전국 성인남녀 700명을 대상으로 한 숙의형 온라인 여론조사 결과를 보도했다. <세계일보>는 "이번 조사는 이슈에 대해 단순히 찬반 의견만 묻는 일반적인 여론조사와 달리 이슈에 얽힌 상대방 논리를 접하고, 그 후 기존 생각에 변화가 일어났는지 알아보는 방식을 취했다."면서 "국내에서 온라인으로 숙의형 여론조사가 실시된 것은 이번이 처음이다."고 밝혔다. 기사 내용을 전재한다.

Evaluation of the World Wide Views on Climate and Energy in Seoul: Global framing and Local setting (유엔기후변화협상에 관한 세계시민회의 숙의과정 평가: 글로벌 프레이밍, 로컬 셋팅)

  • World Wide Views (WWViews) on Climate and Energy was an experiment of public deliberation which was held in 77 countries with over 10,000 global citizens on June 6, 2015. The coordinator of this project (the Danish Board of Technology with Missions Publiques and the French National Commission for Public Debate) developed the overal procedure, and local partners implemented the actual events in each country on the same day. The coordinator gathered the results of the events from all local sites in order to submit them as global citizens' voice to the COP21 negotiations at the United Nations Framework Convention on Climate Change (UNFCCC) in Paris. This study examines the extent to which such new method of WWViews, standardized at global level to be implemented in different local contexts, achieves its quality of public deliberation (representativeness, transparency, impartial inclusion, deliberativeness, influence) by evaluating the Korean WWViews held in Seoul.

  • This study aims at the evaluation of procedural changes and policy outcome caused by the Open Method of Coordination(OMC) on Social Inclusion in the European Union. The policy instruments of the OMC introduced by the Lisbon Council can be divided into two groups: the outcome-oriented New Public Management(NPM) and the process-oriented Directly Deliberative Polyarchy(DDP). By considering the adoption process of the NPM instruments, it can be said that OMC could not be effective due to the vagueness of its objectives, the institutional barriers in decentralized decision-making, and the rejection of benchmarking by the Member States. The intended learning by deliberation and peer review as indicated by the normative DDP, is hard to achieve because they are not so reflexive due to relatively restricted and closed participation. We also cannot find any significant reduction of poverty after the long implementation of the OMC. Considering the higher recognition of poverty problem and expanding NGOs concerned with it, however, we may see some significant impact in the future.
