Recently, due to the worsening global economic recession, Korea which is a small, export-oriented economy has decreased exports and the domestic economy also continues to stagnate. Therefore, for continued growth of our economy through export growth, we need to analyze the validity of export support system such as export insurance and prepare ways to expand exports. This study is to investigate the effects of Export Insurance on the exports of SMEs as well as LEs. For this purpose, this study conducted Time Series Analysis using data such as export, export insurance acquisition, export price index, exchange rate, and coincident composite index(CCI). First, as a result of the Granger Causality Test, the exports of LEs has found to have a causal relationship with the CCI, and CCI is to have a causal relationship with the short-term export insurance record. Second, the results of VAR analysis show that the export insurance acquisition result and the export price index have a positive effect on the exports of LEs, while the short - term export insurance has a negative effect on the exports of LEs. Third, as a result of variance decomposition, the export of LEs has much more influenced for mid to long term by the short-term export insurance acquisition compared to SMEs. Fourth, short-term export insurance has a positive effect on exports of SMEs. In order to activate short-term export insurance against SMEs, it is necessary to expand support for SMEs by local governments. This study aims to suggest policy implications for establishing effective export insurance policy by analyzing the effects of export insurance on the export of SMEs as well as LEs. It is necessary to carry out a time series analysis on the export results according to the insurance acquisition results by industry to measure the export support effect of export insurance more precisely.

Tax assistance system in Korea is a one that is designed by the central government to achieve specific policy objectives through the tax relief for economic activities or specific industries, leading to the development of the industries, Thus, the purpose of this study is to see if the government's direct tax assistance system for small and medium manufacturing firms is effective and then to contribute to establishing necessary policies for an effective tax assistance system based on the identification of a direct assistance system that is substantially useful to those firms. T- test was performed to see if there was a difference in tax burden between small and medium manufacturing firms and small and medium non-manufacturing firms and also to see whether the direct assistance system was effective. The results obtained from the statistical analyses are as follows: (1) The tax reduction rule applied to small and medium firms was turned out to be effective based on the fact that the effective tax rates of the small and medium firms to which the rule was applied were, on the average, significantly lower than those of the Listing large corporation which did not receive the tax benefit and also on the fact that the tax savings rates of the small and medium firms which could apply the rule were, on the average, significantly higher than those of the Listing large corporation to which the rule was not applied. (2) The tax credit rule applied to small and medium manufacturing firms was also turned out effective based on the same fact as described in the case of the application of the tax reduction rule.

In the development process, small and medium-sized enterprises in China have shown their unique features and regularities which are closely related to China's national condition and economic characteristics. But in 2008, because of the global financial crisis which started in the USA, the rate of Chinese export and the rate of economic growth has evidently slowed. Due to shortage of funds, foreign orders fell, increase the value of RMB, lack of talented factors, Chinese SMEs are facing bankruptcy. In this context, the purpose of this study is to examine the effects of domestic and international market environment, the government assistance for entering overseas market, entrepreneur characteristics, etc. on the global performance. Based on these, a research model and some hypotheses were set up and tested by the multiple regression analysis with total 317 effective survey data. The results of this paper are as follows. First, a positive effect relation on the financial performance was shown for the companies with high domestic and international market environment in the aspect of market environment. According to such analysis result, it was found that the market environment in which SMEs belong to is a very important factor. Second, in the aspect of government export assistance related to overseas, market development showed a positive effect relation on the both financial and non-financial performance. However, the direct financial assistance showed a positive effect relation only on the non-financial performance. Overall, it was found that the government assistance program on entering overseas market is having significant effects on SMEs, but direct financial assistance have not achieved the desired results. Third, the innovative-ness and progressiveness of entrepreneur showed a positive effect relation on the global market performance. However, the risk-taking of entrepreneur only showed a negative effect relation on the non-financial performance. Overall, it was found that the entrepreneurship of SMEs is an important and influential factor. This is a result implying that the propensity of taking too much risk is not desirable based on the uncertainty of the global environment market. To sum up, this study confirmed that the market environment, the government assistance and entrepreneur characteristics, which are the major prerequisites of global performance, have effects on global performance.

The increase in the size and the uptake of PV systems is leading to significant increase in the penetration of PV into local electricity grids. The increased penetration of PV is impacting on grid operation and in particular the voltage within the local grid can be significantly influenced by the various PV systems. The current global situation of environmental pollution, climate change and energy demand urgently requires dramatic political, economic and technical decisions in order to avoid a potential collapse of environmental and social systems. Around the world, electricity remains the vital component of national and international development. The implementation of renewable energy resources can provide solutions to these challenges by stimulating the early implementation of economically viable sustainable energy technologies.

In the past, an policy measures for the promotion of the export has actively used trade finance, but also in its effect there is no doubt. However, in 2008 the bankruptcy of Lehman Brothers triggered the global financial crisis. As a result, the need to effectively manage liquidity risk posed, and was a debut for Basel III. Focusing on trade finance banks are being made. Domestic commercial banks have not been able not utilize various trade finance techniques. In these situations, the introduction of Basel III can discourage trade finance. Therefore, responses should be prepared for it. Therefore, this study analyzes the status of trade finance system. And international regulation of the financial market are investigated for changes. Based on this, the development direction of Korea's trade finance is proposed.

This study aims to examine an effective path that links the use of export promotion programs(EPPs) to the export performance of SMEs. In particular, the study focuses on what role the export innovativeness of SMEs plays between EPPs and export performance. In order to verify the conceptual model, the structural equation modeling is applied, using the data collected from a sample of 152 Korean SME exporters. The study highlights the notion that the relationship between the use of EPPs and export performance is not direct and that higher performance can be achieved through export innovativeness, the ability to reconstruct internal resources and to respond quickly to changes in the export market. The results of the empirical analysis show that EPPs partially mediate the relationship between export market-orientation and export innovativeness, and that such mediated export innovativeness continues to fully mediate the relationship between EPPs and export performance. That is, if SMEs make good use of EPPs that meet their needs, they can be encouraged to re-bundle or strengthen their existing resources and capabilities, which in turn lead to higher export performance. The study thus helps extend understanding of EPPs and export performance literature.

R&D 투자 스톡은 요소 투입 주도의 산업 경제 성장에서 총요소생산성 증가에 의한 기술혁신 주도의 성장으로 전환하는데 결정적인 역할을 하는 요소로, 그간 학계에서 폭넓은 논의가 이루어지고 있다. 본 고에서는 국내 최초로 기계산업의 R&D 투자 스톡을 주요국과 비교 분석하고, R&D 투자 스톡을 높이기 위한 정책적 대안을 제시하고자 하였다. 분석결과 기계산업의 R&D 투자 스톡은 2008년 현재 약 44.6억 달러로 추계되어 기계산업 수출 상위 10대 국가 중 가장 낮은 수준으로 나타났으며, 특히 미국, 독일, 일본 등 기계산업 세계 수출 시장 상위 3개국과의 R&D 투자 스톡은 점차 확대되고 있는 것으로 나타났다. 기계산업의 R&D 투자 스톡을 증대하기 위한 방안으로 기계분야의 국가 R&D 사업 확대와 함께, 보유 기술 및 특허의 활용 촉진 지원 R&D 시차를 단축하기 위한 시제품 테스트 베드 구축 및 관련 제도 개선을 제시하였다.

지난해 우리나라는 주요 10대업종중 <조선>과 <건설>을 제외하고 대부분의 업종이 3저의 영향으로 생산, 내수, 수출등 제분야에서 고루 균형을 가진 호황의 한 해였다. 우리나라는 본원적으로 부존자원이 없는데다가 외채자본에 의존한 결과, 경제적 자립성을 유지하기 위해서는 부득이 해외시장에 의존하지 않을 수 없다. 그러기 때문에 정부는 지 금까지 수출주도형 고도성장정책을 견지해 왔으며 이 결과 국제수지의 적자와 물가상승등 부작용이 뒤따른것도 사실이다. 아뭏든 지난해의 우리나라 경제를 요약하면 경제성장- 물가안정-국제수지흑자로 이어졌는데 결국 세마리의 토끼를 한꺼번에 잡은 행운의 한 해 였음이 분명하다. 특히 값진 보람이라고 한다면 지금까지의 만성적인 국제수지적자가 추 방되고 사상초유의 흑자원년을 기록했다는 사실이다. 이렇게 볼 때, 우리기업인들은 행운이였다고 하기 이전에 주어진 기회를 재빠르게 포착하여 이용했다는 사실에서 그 저력을 과시하는 표현이 더욱 적절할 것 같다. 금년에도 또 몇마리의 토끼를 잡기 위해서는 고속성장보다는 안정된 기조하에서 수출주도형의 경제정책이 계속 밀고나가야할 것으로 생각 된다. 3저현상은 무한히 지속하는 것이 아니며 언제 무산될지 모르는 미래에 대비하여 사전 에 그 대응책이 마련되어야 하며 이 처방은 경쟁 우위력에서 구해내야할 것이다. 따라서 우리 는 축적된 경험과 <노우하우>를 바탕으로 품질의 고급화, 생산성향상, 부가가치의 증진등으로 선진국 대열에 진입할 수 있는 힘을 키워야 하며 이것은 오직 노사협조라는 평범한 진리에서 얻을 수 있다. 금년도 년초에 대통령의 국정연설에서 <올해는 우수한 기술. 기능인이 대폭 육성되고 이들이 산업현장에서 자기의 꿈을 키울 수 있도록 더욱 효과있는 지원제도를 발전해 나갈 것이다...>라고 하였고 또 <이같은 과학기술의 진흥과 산업현장의 기술. 기능인력을 양 성하는 데 역점을 둔다...>는 최고지도자의 구상은 바로 우리가 기대했던 공감대를 형성하였 다고 본다.

This paper discusses the practical improvements for state government promotion programs to strengthen export competitiveness of small and medium trade business in the province to meet the needs of e-trade. This paper, first of all, describes how the problem on this subject relates to the existing literatures. It provides theoretical background about what programs mainly influence the export competitiveness of the province's small and medium business. Based upon the above results, the questionnaire for the analysis was grounded. The approach methodology is IP(Importance-Performance) analysis of satisfaction. The analysis collected the relations between the implementation and the satisfaction of 159 firms on the export promotion programs provided by its associated organizations. The I-P analysis results also reported that the organizations provided with the programs were listed in highly order of satisfaction as follows; KOTRA, Small and Medium Business Administration, Small Business Corporation, Gyeongbuk Internet Trade Center. Even though limitations of this paper exist, it can find provide the frames of ideal export promotion programs to meet the needs of a new era of trade.
