Management Policy Directions for Sustainable Management of the Uninhabited Islands of Korea (무인도서의 지속가능한 관리를 위한 기본 정책방향)

  • This study aimed at suggesting management policy directions for the uninhabited islands of Korea which are national land resources with economic potential for tourism and development and strategic value for boundary delineation of territorial waters and exclusive economic zone as well as their unique ecological status. Review of existing management arrangements related to the uninhabited islands revealed six management issues to be addressed: insufficient data and their low reliability, lack of management policy directions, increase in ecosystem deterioration and perturbation by human activities, lack of policy measures for meeting utilization and development demands, weak management base with insufficient personnel and budget, and legal measures not taking Into account their unique ecological and socioeconomic characteristics. The management policy directions to improve the management of the uninhabited islands of Korea include management directions and strategies, and suggestions for legal improvement. Considering the unique ecological value of the uninhabited islands, management directions suggested are anti-degradation in which current and future demands for their utilization and development do not degrade the ecological potential of the uninhabited islands and integration in which land and sea areas are managed as an integrated management unit. Four strategies proposed to follow the management directions are enhancement of the knowledge base through a comprehensive survey, development and legislation of guidelines for the rational management of utilization and development demands, establishment of the comprehensive island debris collection and disposal system, and enhancement of management capacity. Legal improvement for the effective implementation of the management policy directions should include comprehensive uninhabited islands survey, legal utilization restraints and management guidelines based on classification of the islands, management boundary, and improvement of regulations on designated islands.

Temperature Effects on the Industrial Electricity Usage (산업별 전력수요의 기온효과 분석)

  • This paper, using AMR (Automatic Meter Reading) electricity data accurately measured in real time, analyses the characteristics and patterns of temperature effect on the industrial electricity usage. For this goal, the paper constructs and estimates a model which captures the properties of AMR time series including long-term trends, mid-term temperature effects, and short-term special day effects. Based on the estimated temperature response function and the temperature effect, we categorize the whole industry into two groups: one group with sharp temperature effect and the other with weak temperature effect. Furthermore, the industry group with sharp temperature effect is classified into a summer peak industry group and a winter peak industry group, based on the estimates of the temperature response function. These empirical results carry practical policy implications on the real time electricity demand management.

  • e커머스 풀필먼트 비즈니스에서 수요예측은 매우 중요하다. 이는 고객의 온라인 주문정보를 바탕으로 풀필먼트 창고 내에서의 적정 피킹, 패킹 인력과 배송을 위한 차량의 적정규모도 산정하여 관련 비용 및 자원들 관리에 활용되기 때문이다. 특히 예측결과에 따라 인력 운영비용 및 배송에도 영향을 미치기 때문에 그 중요성이 날이 갈수록 커지고 있는 상황이다. 이런 이유로 e커머스 풀필먼트 비즈니스에 활용하기 위한 특화된 수요예측 방법이 필요하다. 본 연구에서 제안하는 멀티 조합 수요예측 기술은 풀필먼트 비즈니스에 가장 중요한 요소인 피킹과 패킹을 위한 적정 작업 인력 확보를 하고 이를 통해 안정적인 상품 출고가 가능해진다.

  • 이동통신관련 산업이 발전함에 따라 전파 자원의 수요가 급증하여 스펙트럼의 경제적 가치는 계속적으로 높아지고 있다. 따라서 기존의 명령과 통제에 의한 정부의 일방적인 주파수 할당 방식에서 벗어나 시장원리를 도입함으로써 주파수의 활용을 극대할 필요성이 제기 되고 있다. 나라마다 조금씩의 차이는 있지만 주요 내용은 스펙트럼을 거래 가능한 재화로 취급하여 시장원리에 따라 스펙트럼을 관리하려는 것과 스펙트럼 접속 에티켓(etiquette)을 바탕으로 모두가 스펙트럼을 공유하는 관리 방식이 그것이다. 본 원고는 이러한 정책 흐름의 변화 과정 속에서 현재 국내외 주파수 정책의 최신 동향을 살펴보고 이를 분류하고 필요한 정책적, 기술적 과제를 살펴봄으로써 동적 스펙트럼 관리 기술 및 비즈니스 모델 개발의 가이드라인을 제공하고자 한다.

Parameter Estimation and Validation of a Multinomial Logit Model for the Prediction of Mode Shift as a Result of TDM Schemes in Seoul (교통수요관리정책의 효과분석을 위한 다항로짓모형의 적용 - 서울시 사례 -)

  • 본 연구의 목적은 '96년말 서울시에서 실시한 가구통행조사를 이용하여 서울시 수단선택모형을 구축하고 그 예측결과를 남산 혼잡통행료 전후저사자료와 비교하여 보다 구체적으로 그 정확성을 검증한 뒤 향후 서울시 교통수요관리 방안의 시행에 따른 수단선택변화 예측의 기본 모형으로 활용하는데 있다. 5가지의 대안모형의 분석결과 통행비용변수(승용차의 경유 주차요금포함)와 총통행시간변수(OVTT와 IVTT의 합), 승용차, 지하철, 택시상수로 구성된 모형이 최적모형으로 분석되었다. 이모형에 의한 시간가치는 9,395원, 승용차의 비용탄력성은-0.6767로서 기존 연구결과의 범위 내에 속한 것으로 나타났다. 최적모형을 이용하여 승용차통행비용이 증가한 경우를 모사분석결과 남산1,3호 터널 혼잡통행료 징수효과와 유사하게 승용차 분담율이 13% 가까이 감소한 것으로 나타나서 모형의 현실적합성도 비교적 높은 것으로 판명되었다. 향후 본 연구에서 선정된 최적수단선택모형을 통행배정모형과 결합하여 다양한 교통수요관리 방안에 따른 효과를 예측하는데 활용하면 서울과 같은 대도시의 단기적 교통관리의 수준을 한 단계 높이는데 기여할 것으로 판단된다.

A Study of the Demands for Improvements in Speciality Construction Technology (전문건설 업종별 기술 개선을 위한 수요 분석에 관한 연구)

  • In Korea, the productivity of the construction industry is evaluated at a very low level, and the utilization of the elemental technology of the Fourth Industrial Revolution is also very low compared to other industries. In order to solve this problematic situation, it is necessary to identify the demand for technology improvement in the specialty construction industry that is directly in charge of construction in projects. Therefore, this study aims to investigate improving construction competitiveness and the demand for technology improvement in Korea's specialty construction industry. First, the concept and status of classification of the specialized construction industry were identified, and a questionnaire was organized. Second, a survey was conducted on experts construction experts, and the demand for technical improvement of the specialty construction industry was derived by applying AHP and cluster analysis. The results of this study will serve as a practical reference for policy development, R&D direction, and technology development roadmap to enhance construction competitiveness in the future, and ultimately will help to present directions to improve the construction competitiveness of the construction industry.

Estimating the Contribution of Industrial Water on Output and Price Elasticities in Manufacture (제조업 생산에 대한 공업용수의 한계생산가치와 가격탄력성 연구)

  • This paper estimates output and price elasticities of the industrial water in order to provide the government with tools that help make educated decisions with regard with the water provision policies rendering the latter more efficient. The estimated output elasticity produces useful insights on the role of industrial water as an input into the production process while the estimate of price elasticity enablesus to forecast the effects of various water pricing policies. This paper employs the marginal productivity method in order to estimate the abovementioned elasticities. The magnitude of the estimated output elasticity imply that the value of industrial water is much higher than its average price while the price elasticity estimate suggests that the water pricing policy can be an effective tool of controlling the demand for industrial water.

  • Policy information is very valuable around the nation in its aspects of uniqueness, perofessionalism and specificity, so it has great significances to individual citizens. Therefore, it is necessary to prepare systematic instruments for anyone to have easy access to policy information owned by government and administrative institutions. And particularly, it is so impending to develop efficient policy information service(PIS) system. Indeed, however, Korea doesn't have yet established any policy or system to make policy information available on bloc to citizens. Thus, the purpose of this study is to conduct a survey to analyze actual profile of Korean policy information circulating institutions, and is also to analyze needs for domestic circulation of policy information, so that it can seek possible ways to consolidate domestic scattered policy information into a nationwide information system to improve national policy information infrastructure of Korea.

  • 우리 나라는 1970년대에 두 차례에 걸친 석유 파동을 겪으면서 에너지 정책의 중점 방향을 에너지 수요 관리와 안정적 에너지 공급 기반 조성 등으로 삼았다. 특히 에너지의 안정적 공급을 위하여 에너지원의 다원화, 수입선 다변화, 그리고 해외자원 개발 등이 추진되었다. 이러한 에너지 정책의 일환으로 천연가스의 도입이 적극 추진되어, 1983년 8월 한국가스공사가 설립되었으며, 1986년 10월 국내 최초로 액화천연가스(LNG)가 수입되고 다음달부터 공급되기 시작하였다. (중략)

Calculating the Carrying Capacity and Management Planning of the Gwangneung Area (관광지의 적정 수용력 산정과 관리 방안 연구 - 광릉지역을 사례로 -)

  • This study aims to calculate reasonable carving capacity of the Gwangneung area and to review its tourism policies from the perspective of the tourist's demands. According to the analysis results, The socio-psychological carrying capacity by targeted intervals of time is generally underestimated and less than desired. Parking lots followed by stores and then roads are the biggest issues weighing down the area's carving capacity Also, another finding shows that the physical carrying capacity, analyzed based on area use, is estimated for 600 tourists and 130 cars. This study recommends following that Gwangneung establish various tour programs linking its cultural and historical sites to forest and ecological resources. Further to this, Gwangneung might be better off exerting efforts to developing environmental education programs and training more cultural and ecological guides. The findings necessitate that should be made off limits to cars, and instead servicing the area with shuttle buses. Management offices can also be classrooms used for cultural, historical and ecological education and exhibitions. Other findings suggest an expansion of convenience facilities such as more potable water stations, benches, resting areas and a continued monitoring of tourism activities in the area.
