  • This study is aimed at articulating the policy communication concept and developing the policy communication index between the Korean government and the public. Theoretically guided by dialogic communication theory, two step research was employed. In the first stage, the elements of policy communication were derived through literature review and in-depth interviews. In the second stage, online survey was conducted for the general public and reliability and validity were secured through confirmatory factor analysis and structural equation model analysis. The finalized policy communication index has two dimensions of mutuality and openness. The mutuality has six sub dimensions and the openness has three sub dimensions. The level of mutuality and openness of the policy communication index differed according to the policy type. In the cultural policy, which represents the traits of distribution policy, the degree of mutuality was strong, but the degree of openness was important in communication of education policy, which represents the traits of redistribution policy. This study is meaningful as an empirical study that verifies and suggests the influence of the policy communication index in the context of the policy communication and practical applicability to strategic public relations by understanding the dimensions of policy communication.

  • This study aims to develop communication devices and interfaces to address the communication needs of the hearing impaired. Through three FGI (Focused Group Interview)s with deaf persons and sign-language interpreters, we studied the communication methods, devices, and needs of the deaf. On the basis of our analysis, we propose a communication framework to improve their means of communication with normal or other deaf persons. We have designed a communication system that is based on the proposed framework: this system suggests functions for remote sign-language interpretation services for conversations in close-range and over the phone. Details are presented regarding the design of interfaces for video calls, text messages, and digital memos, addressing the conversation patterns of the deaf. The system includes hardware form factors for video phones that facilitate sign language conversations and also mitigate other auditory problems in daily life, such as problems with door bells. The design concept has been verified through a test with six deaf users.

Participants were 89 nursing freshmen, and data were collected from 7. March to 23. September 2016. Data were analyzed by using PC-QUANL program for communication styles, and using descriptive statistics, Mann-Whitney U test, Kruskal-Wallis test with SPSS windows version 24.0 program for interpersonal relationship anxiety and college adjustment according to communication styles. As a result, 4 communication styles were identified, 'Considerate-empathetic', 'Tense-passive', 'Vulnerable-easily distracted', and 'Facilitative-leading'. 'Tense-passive', 'Vulnerable-easily distracted' showed significantly higher interpersonal relationship anxiety than 'Considerate -empathetic'. 'Considerate-empathetic' showed significantly higher college adjustment than 'Vulnerable-easily distracted'. The result of this study is expected to be used for developing communication educational programs and provide a foundation to improve college adjustment of nursing freshmen.

  • The aim of this study was to explore and understand the communication experiences of the deaf, from their perspective. This study obtained informations through in-depth interviews with five people with deafness using sign language. The collected data was analyzed according to Giorgi's phenomenological qualitative methods. The following main themes were extracted from the practical experiences of the participants interviewed: 'being confined in the world without sound by themselves', 'learning and comprehending how to communicate', and 'looking for identity as a membership of the deaf community'. Sign language was a tool and mediator so that they could come out of their comfort zone, communicate with people, and connect to others in the deaf community. However, on the other hand, sign language had a contradictory role that restricted their activities to the deaf societies that could understand each other using sign language. As a result of this study, we can be cognizant of how much not hearing and speaking(hearing disability) is a difficulty for human beings. The implication of this study's results on policy making and actual practices are discussed focusing on the rights and well-being of the deaf.
