The consumer policies for the electronic transaction (선진국의 전자거래 소비자정책)

  • This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.

Changes in Consumer Policy and Trends of Local Consumer Administration in Japan - Focusing on the Situations of Reduction and Entrustment to Civil Consumer Groups on Consumer Centers (일본 소비자정책의 전환과 지방 소비자행정의 동향 -소비생활센터의 축소 및 민간위탁 현황을 중심으로)

  • This study reviews trends of Japanese consumer policies, with particular attention to the situations of operating local consumer centers, in an effort to find ways to develop rapidly changing local consumer administration practices in Japan. Budget cut on consumer administration by the Japanese government has resulted in a reduction of consumer centers in Todohuken, while new consumer policy, which seeks greater consumer independence, has encouraged civil consumer groups' participation in consumer administration. In particular, entrustment of consumer centers to civil groups has increasingly stimulated more region-oriented local consumer policies and enhanced the efficiency of consumer administration. To activate local consumer administration, it seems necessary to provide assistance to entrusted civil groups, strengthen business regulations of Todohuken administration, and ensure more effective operation practices of civil consumer groups.

Consumer’s Willingness To Pay for Residential Water and It’s Policy Implication (생활용수에 대한 소비자의 지불의사 추정 및 정책적 의미)

  • Economic theory tell us, consumers always make a choice to maximize their utility. In the market system, consumers' choices are revealed and policy maker taking into account the aggregated consumers choice such as price, supply and demand. However, water resources as a public goods, therefore typically there is no market and does no aggregated information for residential water use. This study explore the consumers' willingness to pay for higher quality for residential water. Over 1,000 households responded for this survey and willingness to pay has been estimated. Furthermore, consumers' behaviors of residential water are examined. Consumers are willing to reduce the amount of water use with more than 50% of increasing water price, but stay almost constant with less than 25% of increasing which mean that current price level is not high enough to derive water saving. If consumers can have better quality of water, they willing to pay additional 16%, $153\;won/m^3/month$, more than their current price. Based on the derived information, we suggested policy direction for residential water policy.

A Study on Factors Influencing Consumer Purchase Intentions and Purposes in Direct-To-Consumer Genetic Test (소비자의뢰 유전자검사 구매 의도 및 목적에 영향을 미치는 요인 연구)

  • Innovation of genomics technology has recently been extended to Direct To Consumer Genetic Test (DTC-GT) which consumers purchase without requesting the service on medical institutes. In 2016, Korea has introduced the DTC-GT but the market size is small comparing to global market. This study analyzes consumers' purchase intentions and purposes and their influential factors based on 2018 consumer survey. According to the results of binominal and multinominal logistic regression, knowledge after purchase, attitude on medical care benefit, health status are statistically significant on purchase intentions. Purchase purposes are different on age group and related on medical care rather than health care. These results imply that DTC-GT is needed to improve consumer satisfaction, re-purchase and effective care service. This paper is expected to contribute on strategic directions for the new DTC-GT product development.

음료용기(飮料容器) 재활용(再活用)에 따른 소비자(消費者) 불편비용(不便費用)의 추정(推定)

  • 소비자예치금제를 도입하는 경우 적정예치금을 설정하기 위해서는 용기재활용에 따른 소비자 불편비용의 산출이 필요하다. 본 논문에서는 폐음료용기에 의한 외부효과를 내재화하는 정책적 수단의 하나인 소비자예치금제 동에서 소비자의 용기반환에 따른 불편비용을 추정하는 방법 및 실험적 분석결과를 제시하였다. 비시장재화의 가치평가에 널리 응용되고 있는 가상적 가치평가법(Contigent Valuation Method)을 이용하여 용기반환시 보상받고자 하는 수취의사액, 즉 불편비용에 상응하는 액수를 추정한 결과 용기반환장소 까지의 거리가 멀어짐에 따라 소비자의 불편비용은 증가하고 용기 하나당 평균 16원의 불편비용이 발생하는 것으로 나타났다.
