  • 타인의 안전을 확보하기 위하여 자신의 안전을 먼저 확보해야 한다는 것은 당연한 논리임에도 우리는 항상 이 말을 간과해 왔다. 각종 재난으로부터 국민의 생명과 재산을 보호하는 소방공무원에게 무엇보다도 필요한 말이지만 이를 외면한 댓가는 매년 증가추세를 보이고 있는 소방력 손실과 근무의욕 저하로 나타나고 있다. 그동안 안전을 위하여 많은 시책들을 추진해오고 있지만 도외시되었던 근본적인 문제점은 무엇인지 돌아보고 반성하고자 한다.

A Study on Wearing Practice of Personal Protective Equipment for Firefighter : Focusing on Gyeongnam Province (소방공무원의 보호장비 착용실태에 관한 연구 -경남지역을 중심으로-)

  • The aim of the study intends to investigate wearing practice of personal protective equipment for firefighter in gyeongnam province and to provide the base data for the safety and health of firefighter. The results of the study are as follows. The overall reliability of fire personal protection equipment has been investigated by 3.19 and an overall improvement in the personal protective equipment is needed. Firefighter showed such a low satisfaction leather fire boots(2.68), glove(2.67) and rubber fire boots(2.59) in personal protective equipment and rubber fire boots(2.75), glove(2.77) and leather fire boots(2.97) has been investigated by the state of the poor. For personal protective equipment, firefighters have been experiencing many difficulties on the fit and weight. To overcome this problem, it is necessary to be designed ergonomically and to develop high-performance, lightweight materials.

  • In this research, in order to prevent the fire of multiple users who are concerned about many human life damage, based on the statistical data of the National Fire Protection Agency's National Fire Information Center and the Fire Defense Administration Fire Defense Administration, Attempts were made on the exploratory approach to measures that can reduce the topic of. In this research, using the preventive firefighting administrative statistics of the Fire and Disaster Management Agency, we analyzed by focusing on the effectiveness of multiple users' firefighting safety education. Through analysis results we could infer that fire safety education does not have effectiveness in actual fire prevention. Through previous research, we found out that the cause is insufficient for the management of fire safety education, thereby deriving an improvement plan to develop a systematic fire safety education system.

  • The Fukushima Nuclear Disaster in 2011 and California Power Failure in 2001 are examples of the importance of the power plant safety management that caused huge national loss with a power-related mass casualty incident. In a situation where humans cannot live without electricity, efforts to strengthen the systematic firefighting safety management in power plants that produce electricity with large amounts of hazardous materials as fuel, such as nuclear energy, coal and gas, are essential to protect life and prevent property loss and stable economic growth from fire explosion accident or radiation leak due to the negligence of safety management and natural disasters such as earthquakes, which has recently become an issue. This study examined the operating situation of firefighting safety management in power plants with firefighting officials employed by five power generation companies including Korea Southern Power Co., Ltd. and Korea Hydro & Nuclear Power Co. Ltd., which are in charge of the domestic power supply. As a result, for the systematic firefighting safety management of power plants, improvement plans were drawn, including the development of an effective business manual and a comprehensive management system, the substantiality of firefighting safety education, and the strengthening of seismic designs to prepare for earthquakes.

  • This study was performed to propose measures to improve and secure safety in the scene activities of firefighters. First, the majority of firefighters thought that working environment and equipment in fire station were inadequate for perforeming work tasks safely. Second, influential factors threatening safe scene activities mainly arose externally such as insecure working conditions of firefighting or emergency scene. Third, improvement in working environments was pointed out as the most urgent issue to secure safety. Firefighters recognized the expansion of field workforce in system, personnel management and the foundation of hospitals for firefighters hospital in working environment, and the development and distribution of safe equipment and change and inspection of air respirator facepiece on regular basis in equipment as urgent issues to be improved.

  • The buildings relevant to the law should be designed performance-based necessarily according to "Fire-Fighting System Installation Business Act" amended, January 1. 2009. Performance based design means that building design reflects structure, size, purpose, and building capacity to achieve the most effective design of fire-fighting system. Performance based design has meaning to buildings that it is insufficient to control fire-fighting by previous law-oriented design or inappropriate by uniform design, because of buildings becoming bigger and higher. However, it is difficult to implement the system actually, because laws relevant to fire-fighting prescribe only the object and the required qualifications of performance based design, but they don't have rules to enforce performance based design for specific parts. This study suggests improvements for a desirable implementation of performance based design in legal aspects, by analyzing the current legal regulations related to performance based design.

A Study on the Actual Condition of the Obstacles on the Apartment Escape Stairs and the Perception of Residents (아파트 피난계단에 적치된 장애물의 실태와 입주민의 피난계단 관리에 대한 인식에 관한 연구)

  • The purpose of this paper is to improve the evacuation stability of residents in apartment fire. For this purpose, the actual condition survey about the obstacles was conducted on 3,056 escape stairs in the 183 apartments. In addition, the questionnaire investigation was carried out a survey targeting the residents of apartments about their experience of fire safety education, perception on safety management of escape stairs, and perception on fire safety. As a result of investigation, we confirmed that the obstacles were formed in the 1,916 escape stairs among the 3,056 escape stairs of the 183 apartments (percent of barricades in escape stairs: 62.70%). Furthermore, it showed that fire safety education experience was found to be 83.10% of subject. The perception on safety management of the subjects in the escape step and the perception on fire safety were $3.84{\pm}0.75%$, and $3.49{\pm}0.61$, respectively. In the results, most of the subjects had a fire safety education and knew how to safety management the escape stairs but, the practice of the safety management action was low. Based on the results in the paper, the policy proposal is that the fire safety education is emphasized to change from the perception to action.

  • 소방은 화재진압에서 시작되었다는 것에서 자긍심을 가져야 하지만, 국민에게 오래된 전통에 의해 평가를 받기보다는 국민의 안전을 위한 새로운 시각에서 재조명되어야 한다. 같은 소방업무 중에도 재난관리 단계별로 어느 부분을 더 중요하게 생각하는지 해석이 다를 수 있다, 최근 '예방' 업무의 중요성이 부각되고 있으나 '예방' 단계에서의 소방의 역할에 대해 다시 고민해 보아야 한다.
