  • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

  • The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.

  • Due to high specific strength and low density, AZ series magnesium alloys have been receiving high interest as a lightweight material. However, their industrial application is limited due to the phenomenon that the strength decreases at elevated temperature by the occurrence of softening effect because of the Mg17Al12 phase decomposition. To solve this problem, many research were conducted to increase the high-temperature strength by forming a thermal stable second-phase component by adding new elements to the AZ magnesium. Especially, adding Ca to AZ magnesium has been reported that Ca forms the new second-phase. However, studies about the analysis of decomposition or precipitation temperature, formation composition, and components to understand the formation behavior of these precipitated phases are still insufficient. Therefore, the effect of Ca addition to AZ61 on the phase change and microstructure of the alloy during annealing was investigated. As a result of analysis of the initial and heat-treated specimen, AZ61 formed α-Mg matrix and precipitated phase of Mg17Al12, and AZX611 formed one more type of precipitated phase, Al2Ca. Also, Al2Ca was thermal stable at high temperatures. And after annealing, the laves phase was decomposed to under 10 ㎛ size and distributed in matrix.

  • This study is to provide the implementation plan for standard code to efficiently manage curriculum information in disaster and safety education programs across domestic and foreign institutions, and to encourage active information sharing. Projects regarding disaster safety education have been progressed and developed since the opening of NDMI on March 2006. Efficient management and systematic operation for the existing disaster safety education contents are also required. It is essential for both domestic and foreign disaster management organizations to share and utilize their educational contents each other prior to the effect of the Framework Act on the Management of Disaster and Safety starting from February 7th, 2014. As disaster gets more complex and diverse in its types and sizes, the share of information on advanced disaster and safety education system between each countries is becoming more necessary than they ever did before. Therefore, the standard code of disaster safety education curriculum is resulted based on the flexibility that accommodates the change of education environment and extended applications in both domestic and foreign education institutions. The effective application of standard code will be a possible way to improve the disaster safety education system and help to set its correct definition.

  • In November 2013, a case of sustained combustion of a female body was encountered in a Korean farming village. The body was almost completely incinerated from the neck to the knees, and other parts of the body, such as the head, arms, lower legs, and feet, were slightly damaged. The most likely external ignition source was the flame from a matchstick. The elderly woman was found incinerated on the floor of the living room, while other objects in the house were largely undamaged except for having a brown oily or greasy coating. Flammable substances were not detected from the woman's intact pieces of clothing and socks, and her muscular tissues did not contain toxic chemicals. The concentration of carboxyhemoglobin in her peripheral blood was 11% and that of ethyl alcohol in her aqueous humor was below 0.010%. An autopsy failed to determine the exact cause of death because of excessive charring.

  • I. introduction. A government goal at the present is established to make a welfare nation and to keep people's safe living, but it is criticised that when a large-scale disaster happens, the authority concerned could not deal with it, causing many people injured and material damage. Moreover, in these days, cities have many risk factors. extremely large and intelligent building, industrial facilities and underground equipment have many risk themselves along with scientific progress. The cope with disaster effectively, government must have efficient organization, skillful personnel, tool, facilities and so on. To reduce the damages, what's the most effective government organization\ulcorner II. • The aim of this study was to report the out-of-hospital resuscitation of cardiac arrest along with literature consideration. CPR is technology of resuscitating patient by maintaining oxygen supply to organ, by preventing progression from clinical death to biological death, and by recovering heart beat and circulation, through circulatory support of mechanical ventilation. It is not what every patient with cardiac standstill is revived even if being implemented CPR. Patient's survival rate is decided by how quickly and correctly CPR was executed. A patient, who wasn't witnessed the cardiac arrest on the field, was performed 5-cycle CPR for 2 minutes on the field before being transferred to hospital, and was allowed to be used AED. A person, who was observed, is recommended to be used AED immediately, and then is said to be needed ACLS (advanced cardiac life support). In the Out-of-Hospital stage, it is rare in a case that 119 Emergency Medical Service System transfers by being ROSC and in a case of executing ACLS. Cardiac arrest was witnessed on the field, but CPR wasn't executed. First-aid staff executed CPR after arriving, and led to ROSC on the field with ACLS, there by having experienced 1 case of a patient's surviving to leave hospital by being ROSC on the field.
