  • The number of buildings is growing at a rapid pace in Korea. It is driven by significant economic improvements, the rapid population growth and urban centralization. Such being this case, some city are underway to building enlargement, Manhattanization. To Solve these problem and ensure the safety of live, fire Evacuation Simulation system is used for safe check of buildings. Forecasting an egress behavior in building fire is so important in order to construct a safe and reliable environment. But, currently most of the fire evacuation simulation system used in practice are foreign software that is not reflect korean conditions. Thus, This study focus on objectives that develop a fire evacuation system considering Korean Characteristics and create 3D space-based topology. so the system calculate evacuation path. This system developed as a result of research can be used by architectural designer in practice due to it is based 3D spatial information modeling.

  • Recently, research to reduce the accident rate by actively adopting artificial intelligence technology in the field of disaster safety technology is spreading. In particular, it is important to quickly search the Rescue Requester in order to effectively perform rescue activities at the disaster site. However, it is difficult to search for Rescue Requester due to the nature of the disaster environment. In this paper, We intend to develop an artificial intelligence system that can be operated in a smart helmet for firefighters to search for a rescue requester. To this end, the optimal SoC was selected and developed as an embedded system, and by testing a general-purpose artificial intelligence S/W, the embedded system for future smart helmet research was verified to be suitable as an artificial intelligence S/W operating platform.

  • 재난관리현장 및 관련 학문 분야에서는 사건(incident), 사고(accident), 위험(risk), 위기(crisis), 재해(disaster), 재난(disaster)과 같은 유사성이 있는 전문용어들이 혼용되어 사용되고 있다. 전문용어의 경우 관련 학과 학생 및 종사자들은 그 내용과 의미를 정확하게 이해하고 있어야 하며, 이와 관련한 전문용어의 정의를 명확하게 나타내는 지침이 필요하다고 말할 수 있다. 「재난 및 안전관리 기본법」제 3조에서 재난에 대한 정의는 명시하고 있지만, 재난과 재해와의 차이점을 명확하게 알 수 없으며, 위험과 위기에 대한 차이점을 또한 파악하기 어려움에 있다. 이러한 이유로 관련 학과 대학생 및 관련 업종 종사자들이 재난에 사용되는 용어를 명확하게 구분하여 설명하지 못하고, 명확하게 구분하지 아니하고 사용하는 것이 아닌가라는 판단에 이르게 되었다. 용어의 혼용은 국민들에게 재난에 관한 의식의 혼란을 유발하고, 혼란스러움으로 인한 무관심이 발생, 그 무관심에 의해 재난에 관한 의식이 저하될 수도 있다고 생각하였다. 따라서 본 연구에서는 재난 의식의 하락으로 비롯되는 대응의 부적절함을 방지하기 위해 1) 관련 학과 학생 및 종사자들을 대상으로 전문용어의 이해도 조사, 2) 관련 용어의 정의를 조사 및 분석을 수행하였다.

  • As the number of disaster-related damage has been continuously increased despite various effort of the government, it is essential that ubiquitous IT which is rapidly advancing in recent years be utilized to enhance the efficient, scientific and systematic disaster management system. Though the command control GPS system and the 119 report system were adopted in 2008 and have been in operation, the effectiveness of the systems are imperceptible. This study is aimed at suggesting an effective disaster management plan throughout precedent studies and empirical analysis of the ubiquitous 119 report system. According to the study, it is considered to apply UIT to expansive field for disaster management since it showed that applicability, suitability, readiness of information acquisition and interests in utilizing are highly recognized. The command control GPS system can be vastly effective if we secure swiftness of information delivery.

  • 가상현실 (Virtual Reality, VR) 기술은 3차원 가상공간 내에서의 높은 몰입감에 기반한 체험을 바탕으로 다양한 분야에서 활용되고 있다. 소방훈련이나 태풍, 지진 등 재해 대응훈련과 같이 인명피해의 위험이 있는 재해에 대한 VR 기술을 활용한 방재교육은 위험성을 동반하지 않으면서도 현장감에 기반한 높은 교육적 효과를 창출할 수 있다. 한국전자통신연구원에서는 VR 기술을 이용하여 소방훈련을 위한 실감 소방훈련 시뮬레이터를 개발한 바 있으며 목동재난체험관에서는 홍수, 태풍, 지진 등 다양한 재해에 대한 안전교육을 위한 자연재해 가상현실체험을 운영하고 있다. 이외에도 전국 지자체 및 교육청에서는 방재교육을 목적으로 VR 기술을 활용하고 있다. 그러나 기존의 VR을 활용한 수재해 방재교육은 범람의 수리학적 특성과 함께 수해지의 지형적 특성을 적절히 반영하지 못하는 단점을 가지고 있다. 이는 방재교육이나 경각심을 부각하는 데엔 효과적이나 실질적인 방재 가이드라인을 제시하는 데엔 한계가 있다. 본 연구는 몰입형 파랑해석모형인 Celeris Base를 기반으로 3차원 가상현실 시각화를 활용한 수리학적 홍수추적 모형을 개발하였다. 3차원 가상현실 시각화는 Unity3D를 이용하여 모의환경 내에 구현되었다. 강우-유출 과정의 수리학적 해석을 위해 동수역학 수치모형의 연속방정식 내에 강우와 침투에 대한 항을 추가하였다. 침투모형으로는 Horton 모형, Green-Ampt 모형과 함께 사면의 기울기를 고려한 Green-Ampt 모형을 적용하였다. 실제 유역에서의 홍수추적 모의결과는 관측값과 비교적 잘 일치함을 확인하였다. 개발된 모형은 VR 방재교육을 통해 일반인의 수재해 대응능력 향상에 기여함과 동시에 정확성 높은 홍수추적 모의결과에 기반한 홍수대책 마련에도 활용 가능할 것으로 기대된다.

  • There have been happening small and big fires due to the various causes in the thermal power plants which are the high risk buildings with the high possibility of big sizes of accidents, so the people in the power plants distribute the workers "the site action manuals in thermal power plants" and try to minimize the rate of disasters like fires through the regular education and training. However, in the Five Thermal Power Plants in Korea, there are no the standard of "the site action manuals" and Furthermore, the present educational manuals are mostly the hard copies with poor readability. So the standardization of the manuals are definitely needed. Therefore, in this research, we proceed the standardization of the manuals for the five areas of the site action manual s in the thermal power plants which are oil fires, electric fires, building fires, facility fires and gas leaking reaction SOP to improve the reaction power on the disasters in the power plants which are the national significant infrastructures, thus by using the manual, we propose the safety education contents for the thermal power plants based on the visualization technology using story-viewing method to complement the hard copy type disaster manuals.

Research on the Current Status of Installation and Awareness of Fire Extinguishers and Awareness of Fire Extinguishers (일상생활 환경에서의 소화기 비치 실태와 소화기 인식에 관한 연구)

  • The main purpose of this study is to propose a directionfor fire safety education and to discuss the current issues of fire extinguisher training A survey was conducted, and the results show that only 52.1% of homes have a fire extinguisher, whereas over 93% of public and private work places (e.g., schools and businesses) have a fire extinguisher. Approximately 90% of the survey participants had fire extinguisher training experience. However, only 65.8% of the public and private work places conducted fire extinguisher training regularly. 42.5% of survey participants had not been trained in the past year. In the survey result on fire extinguisher knowledge, participants showed a score of 3.95/5.00 for how to use a fire extinguisher and a score of 3.00/5.00 for the meaning of the ABC ratings of fire extinguishers. An independent T-test showed that the "the installation of fire extinguishers in the house" and "regular fire safety education in your group" have influences on the "the knowledge of fire extinguishers" (p < .05).

A Study of Empirical Analysis on Drencher Facilities through Delphi and IPA Analysis (델파이분석과 IPA분석을 통한 드렌처설비의 실증적 분석 연구)

  • Purpose: In this study, the Drenzer facility, which is a facility installed to prevent the spread of fire caused by fire in adjacent buildings in the fire prevention zone, was analyzed legally and technically. We confirmed the uncertainty of the Building Act and the Fire Protection Act, and suggested the revision of the necessary standards. Method: Although the Drenzer facility is a building facility, it is actually applied in the field of firefighting, so the Delphi analysis was conducted on a panel composed of architectural experts and firefighting experts in the first, second, and third rounds to find the issuses and important facility component elements. Finally, the IPA(Importance-Performance Analysis) analysis was conducted to identify the importance of the elements that need to be revised. Result: Delphi analysis was carried out for experts on various components of Drenzer equipment in the first, second, and third rounds, and it was found that the survey items of the head, detector, and other facilities of the Drenzer equipment are valid items to identify problems. The IPA analysis indicated that the revision of the standards for Drencher head was necessary as a priority. Conclusion: In this study, it was possible to confirm the opinions of experts through Delphi analysis on the legal and technical problems of Drencher facilities, and it was confirmed that among the components of the Drencher facility, the revision of the head-related regulations is required as a priority.

Analysis of Disaster Safety Situation Classification Algorithm Based on Natural Language Processing Using 119 Calls Data (119 신고 데이터를 이용한 자연어처리 기반 재난안전 상황 분류 알고리즘 분석)

  • Due to the development of artificial intelligence, it is used as a disaster response support system in the field of disaster. Disasters can occur anywhere, anytime. In the event of a disaster, there are four types of reports: fire, rescue, emergency, and other call. Disaster response according to the 119 call also responds differently depending on the type and situation. In this paper, 1280 data set of 119 calls were tested with 3 classes of SVM, NB, k-NN, DT, SGD, and RF situation classification algorithms using a training data set. Classification performance showed the highest performance of 92% and minimum of 77%. In the future, it is necessary to secure an effective data set by disaster in various fields to study disaster response.

A Study on the Development of a Remote Control Drone for Disaster Response (재난대응용 원격조종 드론 개발을 위한 연구)

  • The drones, developed for military use, have recently expanded a wide range of areas of use, including agriculture, industry, broadcasting utility, police, fire fighting and leisure. Drone, combined with IT technology, is further expanding its utilization and emerging as a key part of the fourth industry. Purpose: This study designs and implements drones that can be utilized in disaster prevention areas such as disaster prevention, preparedness and response. Method: This study was conducted by examining hardware drone specifications and developing a program suitable for the purpose of research based on the literature review. Result: In this study, we developed a drone that can be controlled remotely, investigated program plans for drone remote control, and developed a program that enables remote control broadcasting from drones. Conclusion: The drone could be used in the disaster area based on functions such as remote control and remote broadcasting.
