A basic research on the number of elementary school students for the proper school size policy in Korea - Focusing on small elementary school in Seoul - (우리나라 적정규모학교 정책 수립을 위한 기초 조사 연구 - 서울시 소규모 초등학교를 중심으로 -)

  • This study investigated and analyzed the rise and fall trend of enrolled students during the recent 30 years with the subject of 607 elementary schools in 11 Education Support Centers (25 Gu-districts) in Seoul to provide the basic data related to establishing the school accommodation plan of the Seoul Education Office. In particular, the study focuses on the 53 small schools in Seoul and examines whether a correlation exists between the 8 factors of the school accommodation plan and the increasing and decreasing of enrolled student numbers. First, 'school establishment policy' should not be a short-term therapy but a long-term and predictable sustainable policy. Second, among the eight factors, there seems to be a very high correlation between the 'aged low-rise house districts' and 'spatially isolated areas'. Third, 'close-packed apartment complexes' and 'rental apartment complexes' are also highly correlated. Fourth, the planning factors such as 'joint school districts, the reconstruction of apartment complexes and the connection to commercial districts' seem to be correlated to some degree. Therefore, further studies are needed to overcome these problems.

  • This study is the consideration of related characteristics between infants of the kindergarten and the lower level children of the elementary school. The characteristics of infant's growth show the homogeneous and successive peculiarity in the aspects of physical, intellectual, emotional, language learning and social development and the characteristics of moulding expression show similarity in developmental stage. So, It is proper that the mini-school for the lower level students of kindergarten and elementary school could be built as the branch unit of neighbourhood.

A Case Study for Exploring the Ways of Improving the Organization and Implementation of the Curriculum for Small Rural Middle Schools (농어촌 소규모 중학교 영어 교육과정 편성·운영 개선 방안 사례연구)

  • This study was designed to explore the ways to improve the organization and implementation of the curriculum for the small rural middle schools. In order to do this, the situations and demands in organizing and operating the curriculum were analyzed through interviews and classroom observations. Having separated the country into 5 distinct regions and the cases of 10 small rural middle schools across these regions of the country were directly observed and analyzed. As a result of the study, it was necessary to prepare a fundamental solution to the following problems: 1) insufficient linkage between school levels of integrated operating schools in terms of curriculum, 2) lack of educational facilities and cultural space in rural areas in terms of local communities, and 3) supply and demand of teachers in small-scale middle schools in rural areas in terms of supply and demand of teachers. Based on the discussed issues, the following implications could be drawn for the improvement and support of school curriculum organization and implementation. Firstly, the autonomy in organizing and operating curriculums for small rural middle schools should be greatly expanded so that integrated schools or joint curriculums between schools can be operated in a robust manner. Secondly, it needs to strengthen the out-of-school support for small rural middle schools alongside local governments and local communities, including the operation of Edu buses and the construction of multipurpose educational and cultural centers. Finally, it is necessary to address the difficulties of operating circuit teachers by systematically expanding the pool of teachers and instructors, and managing teachers and instructors at the level of the local education office.

  • The study aims to deduct the factors needed for the judgement on merger and abolition policies and draw out suitable types of these policies through interviews with the people concerned during the process of the merger and abolition of schools in rural communities. Following are the results of the study. For the smaller scaled schools, it was possible to notice the fact that there are positive and negative aspects associated with the curriculums and the sociality of the students. However, collectively considering with the continuous decrease in the number of school aged children along with the development of curriculums, personal characters and sociality of the students, it is better when the schools are properly scaled. Also, it is needed to consider new sets of policies as the number of school aged children is continuously decreasing - the current policy states that there should be one school per village. For the implementation while not losing centripetal points of schools within the communities, the Branch policy(1-2 years based or 1-4 years based) is considered. This implementation is considered to be possible because the Branch schools can be turned into facilities such as nursery schools and preschools which enables communities to sustain the spaces for cultural and welfare needs for their own.

A Study on the Space Planning for Unified School and Appropriate Utilization of Closed School following the Merger and Abolition of Small Schools in Rural Area (소규모학교 통폐합에 따른 통합초등학교의 공간구성 및 폐교 활용에 관한 연구)

  • According to the decrease in birth rate and reduction of population in rural area, primary schools have brought about many problems for decrease of number of student, and environment of education have became deteriorated. Accordingly, primary schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of primary school is inevitable for change of placement standard to primary school and qualitative improvement of environment of education in rural area. This study suggests the effective space planning methods for unified school and appropriate utilization alternatives for closed school following after the merger and abolition of small rural schools. In doing so, it explores the present models of merger and abolition through analysis of all sort of actual condition and the possibilities for various utilizations of the abolished schools. It proposes a classroom-operation type fused the comprehensive class and departmental class system for merged primary schools in rural area. It also suggests the re-use methods of closed school facilities for students and community. Finally, it emphasizes that in order to success the policy of the merger and abolition of small schools, it be attributed to the social-cultural environment based on local residents and community and required provision of a variety of utilization plans reflecting local specifics and guarantee of local residents' participation and selection.

  • The migration from rural area to the city has been increased according to the rapid industrialization since 1960's. The decrement of students and teachers forced many elementary' schools in rural area to be abolished. In 1982, the Department of Education started to merge and abolish small schools by the law, and the total number of abolished schools reaches to about 1600 in present. But proper counterplan to the abolished schools has not made sufficiently. This study is to present the methodology for reusing the abolished schools through field survey and analysis of the using type in Chungnam Province.

  • The decrease in population of school age is one of major influencing factor of transformative educational environment. After the nineteen eighties, the population of South Korea has increased step by step, but the population of school age has been decreasing rapidly by low birth rate. As a result, closed school by merger and abolition of small school occurred all over the country. The closed school needed effective function as center of local community. Consequently the purpose of this study is to provide basic data for effective policy making of closed school by comparative analysis of educational environment such as number of students, schools, students per class, status of usage of closed school of the east area and the west area divided by The Tae Baek Mountains in the Gangwon-do, which has the least students in the nationwide. The results of this study are summarized as follows: 1) Gangwon-do has high decreasing rate of population, schools and students compared with other provinces. However it has significantly low number of students per class. 2) The number of students, schools of the west area in Gangwon-do outnumbers that of the east area. However the number of students per class of the east area in Gangwon-do lesser than that of the west area.
