수출입 물품이 제도와 운송 및 보관 또는 통관 등 무역과 관련된 자가 안전관리 기준을 충족하는 경우 세관이 AEO로 공인하고 통관절차상 우대하는 방안이 AEO제도이다. 이 연구에서는 국내 AEO 공인 제도와 AEO 인증 기준 및 절차에 따른 세부 가이드라인에 대해 분석한다.

작업안전측정 결과의 정확성을 확보하기 위하여 작업환경측정 신뢰성 평가제도가 도입됨에 따라 작업환경측정 신뢰성 평가의 방법, 대상 및 절차에 관한 세부사항을 정하고, 유해 화학물질 등을 취급하는 근로자에 대하여 실시하는 특수건강진단의 검사항목을 조정하는 한편, 그 밖의 현행 제도의 운영상 나타난 일부 미비점을 개선 보완하여 1월 1일부터 시행한 산업안전보건법 시행규칙 주요 개정 내용을 소개하고자 한다.

국토해양부는 지능형 건축물 인증제도의 활성화를 위하여 시행규칙과 고시를 각각 제정하고, 지난해 12월 1일 공포했다. 이 제정안은 2006년부터 지침으로 운영 중인 '지능형 건축물 인증제도'가 지난해 5월 건축법 개정으로 법적 근거가 마련되었고, 건축 기준 완화 인센티브가 확대됨에 따라 이번에 기존의 지능형 건축물 인증 세부시행 지침을 보완한 것이다. 이번 규칙 및 고시는 지능형 건축물 보급을 확대하기 위하여 업무시설 외에 공동주택, 판매시설, 문화 및 집회시설 등으로 인증대상을 확대하고, 원활한 인증제도 운영을 위한 인증기관 지정, 인증절차 및 인증등급의 세분화, 인센티브 적용 방법 등을 주요 내용으로 하고 있다.

This thesis suggests fixed quantity model and detailed performance procedures of an information system audit. In addition, an identification of the check-items with high operating risk and factors that might lead to serious effects on the business are made. Then, this thesis proposes the information system audit model that can grant priorities. By using this model, the orderer can evaluate objectively with digitized mark. The model can improve the effectiveness, reliability, and objectivity of the audit by minimizing the discrepancies of different opinions about audit evaluation results between auditee and the orderer. The proposed model is adapted to an application system and audit projects of the database construction. As a result, the model has received an equal mark from the result of the general reviews, thus the propriety of the proposed model was verified.

This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.

With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.

정부에서는 건설산업의 부실요인을 근원적으로 제거하기 위하여 ‘부실공사방지대책’을 수립ㆍ확정하여 관련법령 및 규정을 개정하였는데 이 중 감리업무에 있어서 안전관리사항이 강화되었으며 ‘94. 1월부터 본대책의 핵심부분인 책임감리제도를 도입ㆍ시행하게 되었다. 이에 책임감리업무를 보다 효율적으로 수행할 수 있도록 건설기술관리법령에서 규정하지 못한 감리방법, 요령, 절차에 관한 세부적인 지침과 감리대가기준, 감리표준계약서 및 각종 보고서식등을 수록하여, 감리업무에 종사하는 일선실무자들이 이용하기 쉽도록 편집된 건설부 ’감리업무수행지침서‘를 본협회지 부록란에 2회에 걸쳐 수록하여 도움을 주고자 한다. 지난 11호(’94.봄호)에 (상)을 수록한 데 이어 본호(‘94. 여름호)에 (하)를 수록한다.

"국가를 당사자로 하는 계약에 관한 법률" 시행령 제9조 1항 제3호 및 같은 법 시행규칙 제5조 제2항에 근거 전기공사의 예정가격의 결정기준은 (1)거래실례가격 (2)표준품셈 (3)표준시장단가 (4)견적가격 등 4가지 방법을 사용하고 있다. 특히 표준시장단가제도는 이미 수행한 공사의 계약단가만을 고려하여 발표하는 "실적공사비"제도를 계약단가, 입찰단가, 시공단가 등을 고려한 "표준시장단가"제도로 2015년 3월 1일부로 개정되었다. 제도는 시행되었으나 표준시장단가의 산정기준, 절차 및 방법 등 세부적인 제도가 미흡한 상황이다. 따라서 과거 실적공사비 산정방식을 검토하되, 계약단가, 입찰단가, 시공단가 등을 고려한 합리적인 표준시장단가의 산정방식을 제시함으로써, 예정가격결정시 적정공사비를 확보하고, 원 하도급간의 거래가격 투명성 및 객관성을 통해 전기공사의 품질 및 안정성이 확보될 것으로 사료된다.

There are some problems for the designation criteria of metropolitan railroad project such as the similarity between urban railroad and metropolitan railroad, and the discriminative government subsidy. In this paper, the revised designation criteria is suggested. The ratio of commuter trips over all trips should be over 5% and the radius from the CBD of the central city be below 50km for the range of metropolitan railroad. The journey speed of metropolitan railroad should be over 60km/h. The revised criteria suggested in this paper can prevent the waste of central government subsidy and raise the responsibility of the local government.

현재 정부는 지하수 기초자료의 구축을 위해 '지하수 기초조사', '지하수 이용실태조사' 및 '지하수시설 전수조사'를 실시하고 있다. 지하수 기초조사는 「지하수법」 제5조(지하수의 조사)에 근거하여 실시되는데, 1990년 시범사업을 시작으로 30여 년 가까이 사업을 추진하고 있으나, 예산 및 인력 부족 등의 이유로 전국 전체에 대하여 조사를 완료하지 못하고 있는 실정이다. 지하수 기초조사 및 보완조사의 체계적인 시행을 위해 지하수관리기본계획에 지하수 기초조사 및 보완조사의 추진경과와 향후 계획을 비롯한 지하수 조사에 관한 사항을 포함하는 방안이 필요해 보인다. 지하수 이용실태조사는 「지하수법」 제17조(지하수의 관측 및 조사 등)제6항에 근거하여 시장·군수·구청장이 관할구역별로 조사·제출한 자료를 기반으로 작성되는데, 조사 결과에 대한 신뢰성 확보에 어려움을 겪고 있다. 각 지자체에서는 전문인력 및 예산 부족 등의 이유로 관련 규정에 따라 이용량을 산정하기보다는, 지하수 시설의 취수계획량을 이용량으로 대체하는 경우가 많기 때문이다. 지하수 이용실태조사 결과의 신뢰도를 높이기 위해서는 지자체 지하수 업무 담당자에 대한 교육 및 자료의 보완·개선 절차가 필요하다. 지하수시설 전수조사는 관정, 집수정, 지하댐 등 현재 사용 중인 시설과 더불어 사용하지 않거나 방치된 시설, 허가·신고하지 않고 사용하는 불법시설 등 지하수 관련 모든 시설을 조사한다. 과거 2009년부터 2014년까지 6년에 걸쳐 지하수시설 전수조사를 실시한 바 있으나, 아직까지 법적 근거가 마련되지 않은 상태이다. 불용공(不用孔)의 처리 및 불법시설 양성화 등을 위해 지하수시설 전수조사는 법적 근거와 조사의 방법, 대상 및 시행 절차 등에 관한 세부규정을 마련할 필요가 있다.
