Measuring the Economic Value of Open Government Data: A Consumer Utility Perspective (공공데이터의 경제적 가치 측정: 소비자 효용 관점)

  • In many countries, governments invest a substantial amount of budget in open government data (OGD) for governmental performance and transparency. To understand the actual performance of such policies, the governments should measure the realized value. Many organizations and researchers have attempted to assess the value of OGD. However, they have neglected a perspective of consumers who benefit from OGD. Moreover, little research has quantified the economic value. This research examines extant methods of intangible asset valuation to quantify the economic value of OGD in a citizen perspective. In consideration of the extant research methods and the characteristics of OGD, the contingent valuation method is the most appropriate because it effectively reflects various users and their purpose of use. We then conduct a survey of citizens living in Seoul, Korea and assess the economic value of OGD provided by the Seoul government. Findings show that citizens' willingness to pay (WTP) differs across respondents' prior experience, tax resistance, perceived benefit and perceived reality of virtual scenario, but it does not differ across their demographics. WTP also significantly varies across the question formats. We discuss the reliability of the results and implications for future research.

기업지배구조 관련 제도와 그 변화에 관한 고찰 -한국과 일본의 비교를 중심으로-

  • 현재 기업지배구조의 개선은 OECD 및 세계은행, CalPERS 등의 국제기관투자자는 물론이고 각국정부의 주요 과제로 등장하고 있다. 한국의 경우 기업지배구조의 개선이 핵심적인 경제이슈로 부각된 것은 1997년말에 닥친 외환위기와 극심한 불황을 당하고 나서라고 할 수 있다. 그후 외환위기의 극복과정에서 기업지배구조 모범규준 제정, 이사회 및 감사기구의 강화, 소수주주의 권한 강화, 기관투자자(외국인투자자 포함) 및 시민단체의 활동강화, 기업지배권 시장의 활성화 등 주로 정부주도에 의한 제도변화가 급속하게 도입 시행되었다. 일본의 경우에는 기업지배구조 개선에 대한 공식적인 논의는 한국보다 앞섰으나 제도의 도입과 실행은 한국에 비하여 상당히 늦었다. 2001년 12월의 상법개정에서 감사역의 독립성 강화, 사외감사역 제도의 충실화, 취체역의 책임경감, 주주대표 소송의 합리화 등 비교적 큰 폭의 제도개선이 이루어졌다. 그러나 사외이사를 중심으로 하는 미국식 이사회 제도의 채택은 향후의 개혁방향에 포함되어 있다.

Perceived Features of Cycling and Value of Public Bike System (공공자전거시스템의 사회적 가치와 자전거 특성의 관계성 연구)

  • In this study our main focus is to verify the relationship between social value of transportation system and its perceived features. To achieve this objective, we investigated the value of public bike system (PBS) through willingness to pay (WTP) analysis using contingent valuation method (CVM) and the survey was conducted for 1726 respondents who live in Suwon, Korea. Moreover the determinants related to features related to bicycle use were also gathered. The estimated binary logistic regression and censored regression reveal that the value of PBS is influenced by perceived features towards bicycle use incorporating non-congestion, transportation mode like auto and bus, and high mobility system as well as other variables such as income, bicycle ownership etc. Furthermore the results show that the perceiving of positive features to bicycle use leads to higher social value of PBS. Based on the findings, we discuss the importance of pre-review for transport policy implementation, and also explore the possibilities for application to PBS.

Development Education Implicit in Geography Curriculum in Japan (일본 지리교육과정을 통해 본 개발교육의 도입과 전개)

  • Development education started in some of developed countries of Europe since 1960s. Japan was interested in the development education with realizing the impotance of quality of life in the late of 1970s after high economical growth in 1960s. Just like Eroupe, development education in Japan was done to citizen by development NGOs. But under close cooperation with JICA and MOE, development education was gradually absorbed in formal education. Development education in Japan is done through interdisciplinary studies and the subjects. Geography national curriculum and textbooks in Japan show that the subject aimed to nurture Japanese in the world in the period from the late of 1960s to the late of 1970s. Thus the period can be named the sprouting time of education of development. But with entering the late of 1980s, geography national curriculum started to focus on fostering global citizenship to students. The turn in the educational aims can be counted as practical start of education of development. And education of development through geography was extended the most in the late of 1990s. But in the recent revised geography national curriculum, emphasis on education of development is reduced a little. It can be told that education of development in Japan arrives at the level of the full growth.

현장탐방 - (주)성아테크 가락시장 시설현대화사업 제1단계 신축공사

  • 가락동 농수산물도매시장은 지난 1985년 개설된 국내 최초 공영도매시장이자 연간 230만톤 거래 규모의 세계 최대 도매시장으로 서울시민 농수산 먹거리의 약 50%를 담당하고 있으며 전국 공영도매시장 물량의 약 33%를 처리하는 등 전국 농수산물 유통의 중추 기능을 담당하고 있다. 가락시장은 5,000여개 유통업체가 영업 중이며 하루 이용객은 13만명, 출입차량은 6만7,000대에 달할 정도로 과부하를 겪고 있다. 또한 도시 주거환경을 저해하는 혐오시설로 치부돼 이전 압박을 받아왔으며 전반적인 시설 노후화와 유통 수요에 부적합한 물류구조, 주변 교통정체 야기 등의 문제로 시설현대화 필요성도 제기되어 왔다. 이에 따라 서울시농수산식품공사가 지난 2009년 재건축을 통한 시설현대화 사업을 발표하고 기존의 시장 기능을 유지하면서 재건축을 하는 순환식 시설현대화 사업을 3단계(당초 계획은 2009년~2018년까지 10년 예상했으나 가락시장 계획변경 타당성 검토용역 결과에 따라 2025년까지 지연될 것으로 예상됨)에 걸쳐 추진키로 했다. 이에 따라 1단계 사업은 지난 2011년 6월부터 진행되어 2015년 2월 준공 예정이다. 본지는 가락시장 시설현대화 1단계 공사에서 기계설비 및 소방공사를 담당한 (주)성아테크(대표 정해돈) 이완식 현장소장과 시공사인 대림산업(주) 박승재 현장소장을 만나 현장 이야기를 들어 보았다.

학교교육과정의 인구교육내용분석

  • This study focused on the anding of Inchon's identity The empirical method and ethnomethodological approaches were used to collect the data. Among members ofcitizen movement groups,government workers,and students who are living inInchon were selected as 613 samples using a purposive sampling method. MultipleClassification Analysis (MCA) and cross-tabulation methods were used in theanalysisThe study of identity in an area is important in terms of providing the solution ofthe problem in a region and social integration of the citizens. The scores of the indexabout Inchon's identity are quite low and more than half of the respondents to allthree groups showed the middle position of the scores from the identity index. By thecharacteristics of the respondents,female,unmarried single,30 years or more,lowerincome groups showed relatively higher identity index scores than other counter-parts . And professional,administrative,clerical workers'identity index scores werehigher than people who work at sales,service,and agricultural sectors. Respondentswith 2 years of college or more,with intentions to donate special monies for cultural, social welfare, environmental reform,persons who want to live in Inchon for along period of time equipped with a stronger identity index.For the character of Inchon's identity,there are no identity,making it fromnow on,capacity or broad-minded city,vanguard pioneer,displeased, Oiversity/multiplicity of the city,defense spirit from foreign invasion,entrancecity from the world in that order. Therefore,it is hard to say what exactly Inchon'simage is in a single word. However,Inchon can be characterized as a diverse citywith capacity to live together without any serious conflicts among citizens who come from Seoul,Kyunggi-Do,Chungchung-Do,Chunla-Do,Kyungsang-Do,and foreign countries including North Korea. Residents' Perceptions and Assessments on Impacts of the EXPO 2012 Yeosu Korea (2012여수세계박람회 개최효과에 대한 지역주민의 인식과 평가)

  • The purpose of this study is to analyze the residents' perceptions and assessments of impacts of the EXPO 2012 Yeosu Korea, hosted from May 15 to August 15, 2012. Residents of Yeosu area, in general, assessed the impacts of the EXPO highly positively and showed as a high degree of satisfaction. They evaluated the urban development effects of the EXPO as a 3.61 point in a 5 point scale and a total degree of satisfaction of 65.2%. In terms of perception and satisfaction index, it showed that 79.4% of an improvement of transportation infrastructure, 72.1% of an urban environmental improvement, 70.4% of an increase in visiting tourists, 69.0% of a raising of self-esteem as Yeosu citizens, 67.8% of an improvement of city's image, 66.2% of an enhancement of inner city transportation infrastructure, 60.5% of an enhancement of infrastructure of tourism, 51.3% of an local economy vitaliation, and 49.7% of a globalization effect in order. In conclusion, through the hosting of the EXPO 2012 Yeosu Korea, residents of Yeosu area assessed, the urban development in transportation infrastructure was moved advanced by eleven years and the residential environment improvement by eight years.

Plan Research to Overcome Regionality of 5·18 Democratization Movement: Focusing on biased distribution of academic paper writers and journals (5·18 민주화운동의 지역성 극복을 위한 방안연구 -학술논문 저자와 학술지 편중분포를 중심으로 -)

  • 5.18 Gwangju Democratization Movement was approved as a legal democratization movement by president Kim Young Sam in May 1993 and was approved as a global recording inheritance by UNESCO in May 2011 for the honor of Gwangju citizens to be restored. However, assessment on this until today after 35 years of occurrence is not nationally unified and the mind of Gwangju maybe only remembered as pride by Gwangju. There are several factors of this continuing situation but this researcher thinks the biggest factor is that professionals reanalyzing the truth ascertainment fitting spirit of the times who are in charge of citizen education are intensively distributed in Jeolla-do and Seoul. Moreover, the journal unlikely assessing 5.18 have enemies in the assailant area during activity that unity is not taking place with divided assessments and trapped in Honam. This study judges that the reason the meaning of 5.18 is trapped in Honam and not nationally unified is because of the limit of "adversary system." Especially researchers who should analyze and explain this incident in a objective views are bias distributed (Gwangju Jeolla-do> Seoul>Gyeongnam) in hometown areas that the possibility of 5.18 meaning not being unified was focused. Academic research studies, journal writers, and publication locations are divided in this study to reveal they are bias distributed and reveal that there is possibility that this biased distribution of researches are becoming obstacles in overcoming regionality.

Recruitment and Selection of Police Officials in the United States -the System and it's Implications- (미국 경찰관 모집·선발제도의 특징 및 함의)

  • Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.

The Impact of Employment Precariousness on Depression: Focusing on the Multidimensional Concept of Precarious Employment (고용 불안정성이 우울에 미치는 영향: 불안정 고용의 다차원적 개념을 중심으로)

  • Precarious employment is negatively associated with mental health including depression. The aim of the study is to suggest the multidimensional definition of precarious employment and examine its impacts on depression. Using the fifth save of the Korean Working Condition Survey, we first measured six different dimensions of employment precariousness: temporariness, disempowerment, vulnerability, difficulty exercising rights, unpredictability of working times, and low wage. All of six precariousness indicators consisted of a scale from 0 to 100. Then, we conducted logistic regression to examine the association between employment precariousness and depression. For men, the risk of depression increased by 3.1%, 1%, and 0.5%, respectively, for each one point increase in vulnerability, difficulty in exercising rights, and unpredictability of working times. For women, the risk increased by 0.5%, 2.3%, and 0.8%, respectively, for each one point increase in temporariness, vulnerability, and difficulty in exercising rights. Our findings suggest that not only a secure employment contract, but also their substantive labor rights should be guaranteed for health for workers.
