Traditionally, a domestic construction industry has recognized the relationship between a primary contractor and a subcontractor as a subordinated trade connection. To improve this unfair connection, the primary contractor and subcontractor's relationship must be recognized as Co-Development, and a new construction circumstances are needed, too. To apply benefit sharing to this relationship for Mutual Corporation, this needs the application method which could be reflected the specific aspects such as construction production method and production organization. Therefore, this study is aimed for the suggesting of basic data for Benefit Sharing application in the domestic construction industry by researching the problems and Benefit Sharing application States.

The purpose of this study is to suggest the improvement plan for an effective benefit sharing support policy through empirical analysis on the benefit sharing operation of government as well as the benefit sharing support policy of government affecting firm performance. Therefore, this study analyzed current problems on benefit sharing operation of government as well as performed a survey for 225 participating and cooperation firms regarding firm performance. This study found some improvements such as insufficient diverse incentive measures leading to the difficulty of participating firm's increase and spread, insufficient substantial benefit sharing such a cash allocation between consignment firms, the increase of biz management system model failing to induce innovation of new technology or product, and difficult spread into 2nd, 3rd cooperative firms besides 1st ones, meanwhile, verifying the positive influence of government benefit sharing support policy on both participating and cooperation firms, especially on the performance of cooperation firms. As a further study, it is necessary to increase the objectiveness and accuracy of a research through verification of the interrelationships between firm statue and performance on the basis of more objective and quantitative data such a sales increase or R&D capability of cooperation firms.

본 연구에서는 분류된 5가지 행정모델을 이용하여 현재 국내 행정모델의 특성을 추출하고, 아울러 행정모델의 전환에 대하여 논의하게 되며, 이를 통하여 한국 행정은 기계적 행정모델에서 네트워크 행정모델로의 이행 시점에 있음을 밝히고자 한다. 네트워크 행정모델 하에서는 지식, 정보, 자료, 멀티미디어 등을 통합한 개념인 Contents가 다양하게 공유되는데, 이 중에서 공유 및 활용의 효과가 가장 큰 것이 지식이다. 네트워크 정부모델 하에서는 지식의 의존도가 그만큼 높아지게 된다. 따라서 지식을 효율적으로 이용하기 위한 방안으로 Knowledge Portal 개념을 도입하여 행정지식을 사용자 관점에서 분류하고, 이를 통하여 Personalization 전략과 Codification 전략의 상호 보완적인 활용이 가능함을 제시한다. 아울러 지식 기반 행정의 구축을 위해서는 제도의 변화가 필요하며, 이러한 제도 중 성과측정 분야를 집중적으로 논의하게 되며, 이를 위하여 Balanced Scorecard의 개념을 도입하여 행정대상, 행정주체, 예산, 학습의 균형적인 성과측정 방안에 대하여 논의하고자 한다.

Many large-scale enterprises have developed software systems to build management information system for their business. However, it is hard to maintain share ability of data, compatibility of operation methedology, and interoperability among subsystems when the development project progresses since each distributed team prepares a development plan for its subsystem and must have poor communication problem among those teams. We must apply software configuration management to the whole life cycle of the software system in order to solve those Problems. We need a model and a repository in order to execute configuration management on configuration products like document, data, and source code which are generated through the life cycle of software development. In this paper, we suggest a model for configuration change control where cross- referencing among life cycle Phases and data-sharing are highlighted, and define ER model to use IRDS(Information Resource Dictionary system) and IRD schemas.

This study aims, to review and analyze the trend of the paradigm shift of government innovation focused on the relation between government and citizens. This paper tries to analyze the effects and performance of government innovation through the government 3.0 model, which is highlighted in Korea. This paper chooses higher-education loan programs as the case to study and analyzes results using government innovation theories. Especially, this paper re-organizes Korea's higher-education loan programs with 'Government 3.0 model'. We can expect 'Government 3.0 model'is usefull when explaining the specific policy program innovation loan. Lastly, this paper looks, at improvement points in Korea's higher-education loan programs.

South Korea started to actively participate in the ODA project across Asia, Africa, the Middle East, CIS countries, and Latin America as it transitioned from a country receiving developmental aid to a donor country. As more and more recipient countries are looking into the e-government model of South Korea, a new approach to the Korean model is being investigated. Various promotions were made, ranging from the implementation of the e-government ODA project, review of its feasibility to evaluation of the results. In order to improve and maximize performance management OD projects, it is necessary to look into the analysis of its follow-up results. In this study, practical performance management and policy implications were explored, focusing on the e-government ODA project. In particular, a case study analysis was attempted with focus on the Nigerian e-government project promoted as part of the project. It focused on Korea's e-government linkage process, implementation procedures and strategies applied when establishing the e-government master plan and suggested the necessity of an approach suitable for new environmental changes. In terms of sustainability of the ODA project, it is necessary to build a Korean e-government model that reflects the new intelligence information technology.

Each City & Provincial office of education has provided educational informatization training, which invites its partner country's teachers as part of 'e-Learning Globalization Project.' The purposes of this training program are, a) improving nation brand power by maintaining e-learning national competitiveness and strengthening influence, b) solving digital divide by sharing Korean best practices, c) establishing partnership through exchanges and cooperation, d) capacity building which support partner country's leading teachers can play key roles to spread educational informatization in their own country. It is necessary to reflect outcomes of training program until now and to find sustainable development plan, at 10th anniversary of Education ICT training program now. In order to fulfil purposes, qualitative research was conducted to analyze current status based on context, input, process, and product phases, and to find sustainable development alternative. In-depth interview(IDI) was conducted among supervisor, officials, and teachers from partner countries. Also, the result of IDI was analyzed by themes.

Shortly after tunnel boring machine (TBM) was introduced in the tunneling industry, the use of TBM has surprisingly increased worldwide due to its performance together with the benefit of being safely and environmentally friendly. One of the main cost items in the TBM tunneling in rock and soil is changing damaged or worn cutters. It is because that the cutter change is a time-consuming and costly activity that can significantly reduce the TBM utilization and advance rate and has a major effect on the total time and cost of TBM tunneling projects. Therefore, the importance of accurately evaluating the cutter life can never be overemphasized. However, the prediction of cutter wear in soil, rock including mixed face is very complex and not yet fully clarified, subsequently keeping engineers busy around the world. Various prediction models for cutter wear have been developed and introduced, but these models almost usually produce highly variable results due to inherent uncertainties in the models. In this study, a case study of design and construction of disc cutter change is introduced and analyzed, rather than proposing a prediction model of cutter wear. As the disc cutter is strongly affected by the geological condition, TBM machine characteristic and operation, authors believe it is very hard to suggest a generalized prediction model given the uncertainties and limitations therefore it would be more practical to analyze a real case and provide a detailed discussion of the difference between prediction and result for the cutter change. By doing so, up-to-date idea about planning and execution of cutter change in practice can be promoted.

The purpose of this study is to develop an adoptive model of institutional repositories (IRs) by identifying the key factors affecting adoptive intention of IRs and explaining the relations among these factors. Through a survey of 270 researchers and 12 in-depth interviews in the field of physics, mathematics, and life science in Korea, performance expectancy, perceived risks, socio-organizational influence, and individual characteristics were found to have substantial influences on the adoptive intention of IRs. Among the key factors, individual characteristics showed the greatest effect on the adoptive intention of IRs, followed by performance expectancy and other socio-organizational influences except for the perceived risks. Strategies to enhance the adoptive intention of IRs based on analyses of the results were suggested, in terms of the reformation of research assessment system at the national level, strengthening of role of the operational institution, and the need for voluntary scientists-participating service.

기존의 구축된 GIS 컴포넌트 혹은 개발 중이거나 향후개발을 목표로 설계단계에 있는 컴포넌트들의 최종 목표는 재사용성과 상호운용성의 가능성 여부이다. 하지만 컴포넌트 개발에 있어 시스템 개발환경의 다양성으로 인하여 그 재활용성은 생각만큼 쉬운 작업이 아니며, 특히 공간정보를 다루고 있는 GIS(Geographic Information System)분야에서의 GIS 컴포넌트 재활용은 전 세계의 산재한 각 데이터형의 포맷, 개발 환경, 운영환경을 고려하여 볼 때 시급한 일임에도 불구하고 그에 대한 노력이 상당히 미진한 실 정 이 다. 본 논문에서는 GIS 애플리케이션을 보다 효율적이고 유용하게 개발하기 위하여 GIS 컴포넌트의 개발과 관리에 이르는 전 과정을 관리 감독할 수 있는 COGIS(Component Oriented Geographic Information System)을 제안하고, COGIS 프로세스의 가이드라인이며 GIS 컴포넌트의 기능적인 면을 정의하기 위한 GCA(GIS based Component Architecture) 아키텍처를 제안하였다. 아울러 GIS 컴포넌트의 메타데이터를 분류 및 정의하여 GIS 컴포넌트의 비 기능적면을 제시하고 이를 이용하여 웹 기반 GIS 컴포넌트 등록/검색 에이전트 시스템을 개발하였으며 기존 GIS 컴포넌트 재사용 및 확장, 신규 컴포넌트의 등록, 검색이 가능하도록 한다. 사례연구로 웹 상에서 산불 발생 위험지수 표출을 위한 GIS 공간 분포도 작성이 쉽게 이루어지도록 2FDRV.avx와 2FDRC.exe 컴포넌트를 개발하였으며, COGIS 프로세스의 컴포넌트 관리방법을 통하여 여러 관련 컴포넌트를 조합함으로써 웹 기반 산불위험지수예보시스템을 구축하였다.입력 근거의 확보’, ‘갱신주체별 역할의 정의 및 유지관리 기준의 설정’, ‘분야별업무 특성을 고려한 관련 기준의 마련 및 타 시스템과 연계되는 항목을 고려한 절차 정의’ 등에 대한 다양한 접근을 시도하였다. 본 연구에서 제시하는 유지관리 모델을 기반으로 각 지자체별로 적절한 컨설팅이 진행되고 이에 따라 담당자의 실천이 이루어진다면 지자체 GIS의 투자대비 효과에 대한 기대는 이상이 아닌 현실로 다가오게 될 것이다.가오게 될 것이다. 동일하게 25%의 소유권을 가지고 있다. ？스굴 시추사업은 2008년까지 수행될 계획이며, 시추작업은 2005년까지 완료될 계획이다. 연구 진행과 관련하여, 공동연구의 명분을 높이고 분석의 효율성을 높이기 위해서 시료채취 및 기초자료 획득은 4개국의 연구원이 모여 공동으로 수행한 후의 결과물을 서로 공유하고, 자세한 전문분야 연구는 각 국의 대표기관이 독립적으로 수행하는 방식을 택하였다 ？스굴에 대한 제1차 시추작업은 2004년 3월 말에 실시하였다. 시추작업 결과, 약 80m의 시추 코아가 성공적으로 회수되어 현재 러시아 이르쿠츠크 지구화학연구소에 보관중이다. 이 시추코아는 2004년 8월 중순경에 4개국 연구팀원들에 의해 공동으로 기재된 후에 분할될 계획이다. 분할된 시료는 국내로 운반되어 다양한 전문분야별 연구에 이용될 것이다. 한편, 제2차 시추작업은 2004년 12월에서 2005년 2월 사이에 실시될 계획이다. 수백만년에 이르는 장기간에 걸쳐 지구환경변화 기록이 보존되어 있는 ？스굴호에 대한 시추사업은 후기 신생대 동안 유라시아 대륙 중부에서 일어난 지구환경 및 기후변화를 이해함과 동시에 이러한 변화가 육상생태계 및 지표지질환경에 미친 영향을 이해하는데 크게 기여할 것이다.
