Identification of Claim Elements for Design Build Projects using FMEA Method (FMEA 기법을 이용한 설계시공일괄방식 주요 클레임 요인 도출)

  • Design-build projects were devised to enhance the design technologies of the domestic construction industry and the efficiency of public works, contributing greatly to the development of construction technologies. However, as various stages of the process, such as formulation of basic plans and design documents, and deliberations proceed, claims, including changes in the requirements of clients, and design changes occur. These claims result in the delay in construction and an increase in construction costs. In this regard, this study attempted to identify main claims that delay construction and increase the costs of design-build projects, prevent claims in the future, and improve the efficiency of project implementation.

  • Nuritkum Square Project is a IT Complex which is being constructed in Digital Media City. The project consists of several buildings and is a Design-build, so that the systematic construction management from design to construction stage is more important for a successful project. This study introduces the practical tasks of construction management during the project and analyze some of main tasks to increase understanding construction management in the design-build project. Based on experience of construction management in this project, we examine managerial problems which frequently occur in this kind of project, and suggest how to improve construction management in Korea.

  • Selecting appropriate bidding system in construction projects considering the characteristic of project can be a make-or-break element, so the understanding for bidding system of public construction projects is ever more important from the perspective of both the owner and the contractor. The design-build bidding is commonly referred to as turnkey in Korea, and is a bidding method that is often applied to large public construction projects because it allows new technologies to be applied to the design and facilitates risk management for the owner. In this bidding method, there are only two factors (design score and price score) that affect the selection of the winning bidder, so it is important to understand the influence of each factor, but there is little research on the subject. This study aims to provide a basis for establishing bidding strategies for understanding the influence between design score and price score by analyzing various design-build bidding data of public construction projects. The results of the study show that design score is the factor that has more influence on the ranking of bidders in all three weighted evaluation methods: design-emphasized, price-emphasized, and equalized evaluation. In addition, we found that the correlation between design and price scores was not significant due to the unique bid evaluation structure in Korea.

  • The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.

  • Korea's public construction projects are under construction through bidding, however, due to the nature of the bidding, collusion between participants can occur. The collusion of bids accordingly damages the client. So, it is necessary to calculate the appropriate fictitious competition price to compensate for this. In this regard, econometrics methods are generally used, but there are limitations and issues arising from the nature of construction, especially design-build bid. Therefore, this study proposes a method to estimate reasonable competitive bid-price in design-build bid. It derives the lowest bid-price from the design submitted by the proponent and estimates the competitive bid-price by examining the factors according to the penetration rate according to the technical level of the tester, the skill level of the competitor, and the type of tester. Based on the method proposed in this study, a reasonable price can be derived that reflects the characteristics of the design and construction bidding bidder selection method and also it can be used as a reference material in the actual bidding process as well as calculating the damage due to the answer.

  • Recently, the design-build delivery system is being generalized in domestic construction project. The design-build system is becoming an increasingly preferable alterative to design-bid-build delivering method. In design-build project, however, a large construction company and design firm make up consortium as a design-build contractor rather than single company performs design and construction work. In this case, usually the construction companies take a leading role but due to their lack of managerial know-how in the design-build system, they could miss the merits of this approach. Therefore, it is necessary to investigated throughly the function and information flows all over the design-build project. In this research suggests a process model and database in the whole phase of design-build project. This process model and database system will also support to Improve the consistency of functional process and minimize incoherent activities in each phase of design-build project.

  • 국토해양부에서는 2010년 공동구 관리의 필요성을 절감하고 국내 현황을 분석한 결과 공동구 관련 설치 및 유지관리 지침, 지자체별 또는 공공기관별로 법적 장치가 있으나 명확한 규정이 필요하여 공동구 관련법률(국토의 계획 및 이용에 관한 법률)을 제정하였다. 공동구의 관리는 공동구 설계기준, 공동구 시방서를 제정하였으며 설계 및 시공시 각 지자체, 시설관리공단 등에서 활용될 수 있도록 공통되고 일괄된 설치기준이나 유지관리항목이 확립되어 효율적인 제도를 확립하였다. 본 논문은 공동구 설계 항목 및 기준을 고려하여 실무에 적용할 수 있는 공동구 설계 기준이 새로 제정되어 그 내용과 각각의 기준 항목에 대하여 공동구 설계를 통하여 시공이 가능하도록 설명하였다.

Review of Applicability of the Standard Blasting Patterns of MLTM to Various Rock Types (국토해양부 표준발파패턴의 셰일암반 적용성에 관한 사례 연구)

  • Blasting is necessary for excavation processes since more than 70% of korean land is consist of mountains. The vibration and noise accompanied by blasting processes usually bring about public complaints. Blasting patterns are chosen by economical efficiency, stability and construction conveniency. However, there are many alternatives without control to settle the popular complaint. To prevent those alternatives, standard blasting method for design and construction were suggested by MLTM (Ministry of Land, Transport and Maritime Affairs) in 2006. However, standard blasting pattern of MLTM was designed in a lump irrespective of types of rocks. Economical loss may occur by ignoring the characteristics of rocks for the applications to the rocks with low intensity, such as shale, or containing many joint. We deduced some economical progresses by performing test blasting with adjusted drilling spacing and length of burden considering the characteristics of local rock. This paper suggests the start of case studies for different applications. Economic improvement can be expected by applying those results deduced from case studies to design and construction.
