선박 입·출항 제도 검토 ('씨그랜드호 광안대교 접촉사건'에서 드러난 선박 입·출항 관련 문제점과 개선방안 검토)

  • 2019년 2월 러시아 선적의 씨그랜드호가 부산 용호부두에 입항하여 출항하는 과정에서 부산항관제센터에 입출항 신고를 하지 않고 요트와 광안대교와 충돌한 후 사고보고도 하지 않았다. 총톤수 500톤 이상의 선박은 도선사를 승선시켜야 하나 부두앞 공간이 좁은 용호부두이지만 부산항도선구에서 제외되어 있어 도선사도 승선하지 않았다. 현재 VTS에 의한 모니터링 수준의 관제와 출입항법 위반선박에 대한 벌금규정만으로는 사고재발 방지대책으로 부족하므로 해양안전감시시스템을 구축할 필요가 있다.

  • 국제해상인명안전(SOLAS)협약의 제5장 제 23 규칙은 도선사 이용 가능성이 있는 항로 항해 선박의 도선사용 승하선 설비를 설치할 것을 의무적으로 규정하고 있으며, 우리나라의 도선법 제25조에서도 선장은 도선사가 안전하게 승하선할 수 있도록 승하선 설비를 제공하는 등의 필요한 조치를 해야 하는 의무규정을 두고 있으나 감천항에 입출항하는 어선들을 비롯한 많은 선박들이 안전한 승하선 설비를 제공하지 않아 도선사들의 낙상사고와 위험 상황이 빈번히 발생하고 있어 도선사의 안전한 승하선을 위한 대책을 마련하고자 한다.

A Study on the Analysis of Variables Affecting Teacher Librarians' Practice Teaching in Korea (사서교사 교유실습의 영향요인에 관한 연구)

  • The purpose of this study is to propose an effective development of teacher librarians' practice teaching and to identify how much teacher librarians' practice teaching affects their expertise in Korea. For this, two research models are constructed. The first model is to analyze the relationship of variables between the effect of practice teaching and the following variables: pretraining, practice program, advisory teacher, training condition and organizational atmosphere. The second model is to analyze how much the practice teaching affects their role perception and expertise compared with training courses and field experiences. The result is as follow: It is the training program that greatly affects teacher librarians' practice teaching among those variables. And the practice teaching has a positive effect on the ability of role performance. According to the above result, the practice teaching is effective in developing teacher librarians' expertise. And more systematic practice teaching program, enough pretraining and the efforts of advisory teacher are necessary to enhance the effect of teacher librarians' practice teaching.

  • In n/${\gamma}$ mixed field of $^{241}Am-Be$(${\alpha}$, n) neutron source, we seperated the neutron component from gamma ray component. At the center of the detector, $^6Li$ was doped on the cerium activated glass plate for $^6Li$(${\alpha}$, n)T nuclear reaction. The time differences of the light following excitations by different scintillators, BC501($C_8H_{10}$) and cerium, and by the same scintillator for different radiations as neutrons and gamma-rays are used to apply the methods of PSD(Pulse Shape Discriminator) and CFD(Constant Fraction Discriminator). The figure of merit of $^6Li$ fast neutron spectrometer is estimated as 1.36.

  • All ships should ensure stability in accordance with IMO regulations. However, GM is only used to determine ship stability because it takes a lot of time to validate all regulations. This is a problem given that the safety of vessels cannot be guaranteed, potentially leading to accidents. There is a need for a more intuitive and comprehensive method of confirming the stability of ships. This study developed a stability index that expresses ship stability in one value. An index equation is defined based on the 6 stability criteria for ships prescribed by IMO and the result of calculating the ship stability of a model ship. A stability index has been derived for each loading condition by applying the index equation to the same ship. It can clearly be seen that this stability index appropriately explains the criteria. In other words, it is possible to assess ship stability with one value and confirm whether the ship stability satisfies IMO regulations. This index will help masters and officers more easily and accurately check ship stability.

  • The response function of ionization chambers are measured in the narrow radiation field Nominal photon energies are 4MV, 6MV and 15MV. the Radii of the chambers are 0.5cm~3.05cm and the field size is 0.2$\times$20$\textrm{cm}^2$. The measurements are taken in the water phantom at 10cm depth. The beam kernel (radiation distribution profile) for narrow radiation field in the phantom are obtained from Monte Carlo simulation (EGS4, Electron Gamma Shower 4). The beam kernel components in the measured chamber response function are deconvolved in order to get the ideal chamber response function of the $\delta$-shaped function radiation field. The chamber response functions have energy dependent tendency before deconvolution, while they show energy invariant properties, after the components of beam kernels are removed by deconvolution method.

  • In many cases, fishing vessels operate on a schedule that leads to departure, sailing to the fishing spot, fishing, and sailing to the port of return. Consequently, most of the captains of fishing vessels operated on a single-person navigation duty system rarely have time to rest, resulting in frequent accidents owing to drowsy operation. In addition, accidents frequently occur when a tired captain leaves his duty to an unqualified seaman who does not have the basic knowledge of navigation and sleeps in the bedroom. This problem has been discussed for a long time; however, it has not been solved yet because of lack of proper countermeasures. As a measure to reduce these accidents, this article proposes a certification system for navigational-duty crew of fishing vessels.

  • 어선의 해양사고 중 가장 많이 발생하는 충돌사고의 경우 선박 운항자의 졸음 등의 이유로 경계를 소홀이 하여 발생하는 경우와 어로 작업 중 접근하고 있는 상대선을 발견하고도 어로 작업 특성상 조종성능이 극도로 제한되어 적절한 피항 동작을 하지 못하여 발생한 경우가 대부분이며 이는 성어기의 어선 조업 특성상 선박의 조종업무를 수행할 수 있는 선장의 업무과중에 의한 피로누적과 어로 작업 특성상의 조종성능제한에 의해 기인한 것으로 판단되어 동해지방해양안전심판원 관할구역 내에서 주로 행해지는 자망, 채낚기, 기선저인망, 동해구 트롤어업의 조업 형태에 따른 어선 선원의 작업 여건과 각 어업별 어로 작업 중인 선박의 운항 성능에 대해 알아보고 충돌사고 방지를 위한 대책을 제안하고자 한다.

  • This paper presents a simple method to estimate fully plastic crack tip stresses of unequally notched specimen based on the equilibrium condition of the least upper bounds for plane strain deformation fields. The method is applied to unequally notched specimens under bending and tension. For various notch angle the limit loads and crack tip stresses are estimated from the present method and compared with results from finite element limit analyses.

  • 본 연구에서는 홍수가 발생할 경우 그 피해에 대한 잠재위험도를 산정하는 방법론을 제시하고자 한다. 이를 위하여 대상유역의 연간 홍수피해 잠재위험도의 기대치를 나타내는 홍수피해 잠재위험 기대치(Expected Potential Risks of Flood Damage, EPR)라는 새로운 개념을 정의하고 이 개념을 이용해 잠재위험도를 산정하도록 한다. 우선 EPR을 선장하기 위한 요소로 대상유역의 노출성(E)과 취약성(V)을 정의하고, 빈도-유량 곡선, 수위-유량 곡선, 수위-노출성$\cdot$취약성 곡선, 빈도-노출성$\cdot$취약성 곡선을 정의하도록 한다. 빈도-유량 곡선은 대상유역의 하천정비기본계획 자료와 실측자료를 이용해 산정하고,, 수위-유량 곡선은 HEC-G대RAS 모형을 이용하여 산정하였다. 대상유역은 경기도 용인시에 위치한 금학천 유역으로, 산정결과는 최대 노출성 및 취약성 지수를 각각 100으로 볼 때, 노출성 지수는 28, 취약성 지수는 32.25이고, 50년 빈도 홍수피해 잠재위험도는 30.13로 산정되었다.
