  • 선박은 항시 수리를 해야 하며 우리나라 역시 선박수리 산업은 발전을 거듭해오고 있다. 그러나 현재 선박 수리 산업의 일정관리는 60~70년대의 수기대장관리에서 벗어나지 못하고 있다. 이러한 불편함을 해결하고자 선박수리 산업에 ICT기반 일정관리가 필요하다. 본 논문에서는 앞서 언급한 문제를 해결하기 위해 선박수리 산업에 일정관리 기능을 부여하며, 부여된 일정관리를 위하여 선박수리 공무담당관의 빠른 의사결정을 지원하는 기법을 제안한다. 제안하는 기법은 다양한 입찰방법에 따른 관리업체 및 외주업체의 인력 그리고 장비의 현황을 근거로 최적의 의사결정을 지원한다.

  • 선박수리 산업의 발전은 우리에게 많은 영향을 미치고 있다. 선박수리 산업의 발전과는 달리 관리는 기존의 수기형식이나 각각의 프로그램을 간단히 이용하는 업체들이 대부분이다. 이들은 관리 시스템 자체를 두지 않거나 일부 프로그램을 적용하는 사례는 존재하고 있다. 이러한 불편함을 해결하고자 선박수리용 통합관리 시스템(IMS(Integrate management System)이 필요하게 되었으며, 선박수리용 IMS는 각 시스템간의 정보를 주고 받아야한다. 본 논문에서는 선박수리용 IMS 정보 교환에 필요한 데이터베이스를 설계하고 각각의 클라이언트 및 서버가 빠르게 접근하며 사용 중 충돌이 일어나지 않도록 하는 것을 목표로 선박수리에 맞는 View를 설계하여 선박수리에 맞는 데이터모델을 설계한다.

  • 선박 수리 업무는 각 수리업체가 자체적으로 진행하고 있다. 업무를 진행하는 업체의 특성에 맞추어 업무분류를 산출하고 수리가 진행되고 있다. 따라서 실제 업무를 진행하는 외주업체는 정형화 되지 못한 업무성향에 따라 혼돈이 발생한다. 본 논문에서는 선박수리 업무를 분류하여 수리장비 및 인력정보 표현방법과 이를 활용하는 방법을 상세하여 수리업무의 차질이 발생하지 않도록 한다. 업무분류를 통하여 수리관리업체 및 외주업체는 더욱 밀착된 협력관계를 유지할 수 있도록 한다.

  • 최근 선박 산업의 동향은 신규 건조는 줄어들고 기존에 건조한 선박을 최대한 관리하여 수명을 늘려 나가는 것에 많은 노력을 기울이고 있는 추세이다. 이로 인해 선박 수리 산업의 비중이 확대되고 있다. 그러나 선박 수리 산업의 현재 체계화 되어 있지 않은 상황이며 선박 수리를 위해 필요한 수리 장비 관리, 하청업체 관리, 수리 스케줄 관리 등의 주요 기능들이 아직까지 수작업으로 처리되고 있다. 본 논문에서는 이러한 문제를 해결하기 위하여 바코드를 수리 장비에 부착하여 관리하고 하청업체의 정보와 관리 시스템의 주요 정보를 실시간으로 처리하기 위해 스마트폰을 활용한 통합 관리 시스템에 대하여 제안한다.

  • Currently, the existing schedule management of ship repair has depended on hand-written notes of engineering manager in the repair ship yard. Simple management based on the hand-written notes is inefficient because current states of equipments and staff are not graspable in real-time. To solve this problem, the ICT based scheduling method is required in ship repair industry. In this paper, we propose a system based on ICT which manages schedules for repairing ships. The proposed system solves the problem occurred by the management to use the hand-written notes. Because the system has a function to report the current state of ship repair, it is able to cope with various problems, such as delay, wrong repair and so on. Moreover, the system is able to maximize the efficiency of ship repair process due to efficient management to staff and equipment.

  • The domestic law establishes a sea trial prohibited area and stipulates that a sea trial is prohibited in this area. However, depending on the user, the term is used interchangeably with on-board test after repaired, In particular, ships undergoing test called a sea trial after remodeling and repairing ships at repair shipyards do not comply with these regulations. By this study, we would like to look at the relevant laws and regulations to see if these ships can be interpreted as sea trial, and suggest the necessity of managing repaired test ships with risks comparable to those of sea trial ships.

  • 이 연구는 초대형선 도입으로 대형선 수리 수요가 증가하고 있으며, 해상 오염물질 규제강화로 스크러버와 선박평형수처리장치를 부착하는 선박개조 시장이 확대되고 있는 상황에서 우리나라 대형 수리조선소의 건립 필요성을 고찰하고, 수리조선소 경쟁력 결정요인들을 도출하여 경쟁력을 평가하였으며, 수리조선소 건립 운영의 경제적 타당성을 검증하였다.

A Study on the Evaluation of Competitiveness and Economic Feasibility of Ship Repair Industry in Korea (우리나라 수리조선의 경쟁력 및 경제성 평가에 관한 연구)

  • This study analyses the necessity of the large-size shipyard and explores competitiveness factors of it. Furthermore, the competitiveness is evaluated and the economic feasibility of building and operation of shipyard is examined. As a result of AHP analysis of the determining factors of the competitiveness of the repairing shipyard, the importance of the factors was found in the order of arrival and departure safety, repair technology, dock and wharf facilities, repair cost, repair period (on time delivery), and repair parts supply. Moving distance, repair service quality, repair parts supply, arrival and departure safety, repair technology, dock and quay wall facilities, and repair period (on time delivery) were identified as key factors in the AHP analysis for competitiveness of the Busan Port repair shipyard to be built in the future. As a result of the analysing economic feasibility, the net present value of the Busan Port repair shipyard construction and operation investment project was KRW 435.6 billion, and the internal rate of return was 9.8%, higher than the social discount rate (4.5%), and the cost-benefit ratio (B/C) was high at 1.167. As a result of the study, the necessity and economic feasibility of the Busan Port repair shipyard are sufficiently ensured, and the competitiveness assessment was highly positive.

  • Submarine cable is the most important IT infrastructure for international communication across oceans. However, a cable fault rarely happens by ship's anchor, fishing gears, submarine earthquake, and so on, and we need to improve on repair time for the reducing expenses of cable repair ship as well as the stability of high-capacity submarine optical network. There are several kinds of cable faults such as Shunt fault, Cable cut, Open fault and Fiber break. When a fault is occurred, cable landing stations(CLS) have to analysis failure quickly and accurately to find the type and the location of a cable fault. During the repair period, CLS should swiftly perform the tests requested by cable repair ship. In order to make rapid progress on cable repair, CLS test technique is very important. So, in order to reduce the repair time, this paper is studying the CLS test techniques of locating a submarine cable fault and of checking the splicing point performed by cable repair ship.

  • In this paper, we propose the design and implementation of the system that is predicting the failure of ballast water treatment system by analysing its sensor datum and is reserving the most effective service center for sellecting the repair location on the way to the destination port. These data are collected in real time during draining or filling up the sea water from/to the ship, and it is essential to preliminarily repair the equipment showing unstable characteristics by analyzing the normal and abnormal data characteristics. We proposed a software platform for predicting and repairing faults by selecting the most efficient repair center based on this e-Navigation while the vessel is navigating to the next destination port. This system, as announced by the IMO Convention for the Prevention of Marine Pollution in 2017, provides a stable economic impact from stable cargo operation and stable out/in from/to port and marine ecosystem.
