Maritime Security Training: Evaluation of the Impact on Seafarers' Security Awareness and Security Performance (선박보안교육: 선원의 보안인식과 보안성과에 미치는 영향 평가)

  • Safety and security measures in the shipping industry play a pivotal role in ensuring efficient and reliable cargo and passengers operations at each stage of the supply chain. The ISPS Code was adopted into SOLAS convention to protect seafarers and vessels from security threats. Furthermore, according to the Manila amendments to STCW Convention in 2010, personnel employed on board are required to participate in security training. Effective seafarers' education and training programs are of major importance to guarantee satisfactory performance levels onboard to minimize security-related risks. The study's contribution focuses on empirically evaluating the relationship between personal level of awareness and security performance when seafarers undertake security training courses. Findings of this study suggest that (1) seafarers who undertake maritime security training have a higher awareness of ship security, (2) security training and security awareness have a positive influence on security performance, and (3) security awareness mediates the impact of security training and security performance. In conclusion, education and training programs are key tools in enhancing seafarers' security awareness and security performance which, from an industry viewpoint, can translate into major economic, operational and reputational benefits.

  • Artificial Intelligence (AI) technology is a major technology that develops smart ships into autonomous ships in the marine industry. Autonomous ships recognize a situation with the information collected without human judgment which allow them to operate on their own. Existing ship systems, like control systems on land, are not designed for security against cyberattacks. As a result, there are infringements on numerous data collected inside and outside the ship and potential cyber threats to AI technology to be applied to the ship. For the safety of autonomous ships, it is necessary to focus not only on the cybersecurity of the ship system, but also on the cybersecurity of AI technology. In this paper, we analyzed potential cyber threats that could arise in AI technologies to be applied to existing ship systems and autonomous ships, and derived categories that require security risks and the security of autonomous ships. Based on the derived results, it presents future directions for cybersecurity research on autonomous ships and contributes to improving cybersecurity.

  • Recently, there have been cases in which counterfeit foreign ships have entered and left domestic ports several times. Vessels have a ship-specific serial number given by the International Maritime Organization (IMO) to identify the vessel, and IMO marking is mandatory on all ships built since 2004. In the case of airports and ports, which are representative logistics platforms, a security system is essential, but it is difficult to establish a security system at a port and there are many blind spots, which can cause security problems due to insufficient security systems. In this paper, a port security system is designed using deep learning object recognition and OpenCV. The security system process extracts the IMO number of the ship after recognizing the object when entering the ship, determines whether it is the same ship through feature point matching for ships with entry records, and stores the ship image and IMO number in the entry/exit DB for the first arrival vessel. Through the system of this paper, port security can be strengthened by improving the efficiency and system of port logistics by increasing the efficiency of port management personnel and reducing incidental costs caused by unauthorized entry.

리스크 기반 신조선 사이버 설계보안 접근 방식

  • 국제해사기구(IMO)는 2017년 해사안전위원회(Maritime Safety Committee, MSC)에서 안전관리시스템으로의 해상 사이버 리스크 관리 결의하였다. 또한 국제선급협회(IACS)는 선박 사이버 사고가 인명, 재산 및 환경에 심각한 영향을 미칠 수 있음을 인식하여, 사이버 이슈를 체계적으로 논의하기 위한 사이버시스템 패널을 2016년 신설하였다. IACS 는 2022년 4월, 신조선 사이버보안 통합 요구사항(UR E26) 및 기자재 시스템 사이버보안 통합 요구사항(UR E27)을 배포하였다. 이 규정은 2024년 건조 계약을 체결한 신조선에 강제 적용될 예정이다. 본 논문에서는 신조선에 대한 리스크 기반 사이버 설계보안 접근 방식을 제안한다.

A Study on Korean Seafarer's Perceptions Towards Unmanned Ships (무인화 선박에 대한 한국 선원들의 인식에 관한 연구)

  • Recently, renewed attention for technological applications within the maritime industry has taken place, particularly regarding unmanned vessels. There has been a lot of interest about the number of projects aiming at testing the operational feasibility of unmanned vessels, particularly in relation to technological, safety and security issues. Nevertheless, no studies have investigated this issue from the point of view of seafarers towards unmanned vessels; this paper aims at filling this gap. Data has been collected through a survey questionnaire. A Pearson correlational coefficient has been used to test the correlation between some of the variables. The results show that more than half of the respondents indicated that unmanned vessels do not contribute to an increase in accidents at sea. In addition, seafarers believe unmanned vessels will not be operational in the near future, with most of the respondents indicating a 10-20 year time frame. Thirdly, most of the respondents(both officers and ratings).

  • With the development of digital technology, the marine environment is expected to change rapidly. In the case of autonomous vessels, technology is being developed in many countries, and the international community has begun to discuss ways to operate it. Changes in ships cause changes in the marine traffic environment and urge changes to aids to navigation. This study aims to analyze the cyber security management awareness of VTS personnel to improve the cyber security system for aids to navigation. To this end, the current status of cyber security management was reviewed with a focus on VTS, and a survey was conducted on VTS personnel. The survey analysis used the IPA methodology, and as a result of the analysis, a clear difference was observed in the perception of cybersecurity between those with experience in security and those without experience. In addition, technical measures related to cyber-attack detection and blocking should be implemented with the highest priority. The results of this study can be used as basic data for improving the cyber security management system for aids to navigation.

  • Recently a passenger ship and liner has been spread throughout men of diversity, the space and informations is not open to general passenger. Therefore security systems are necessary for special sailors to admit them. Although security systems has a variety usage methods which are organism recognition(finger printer, iritis and vein etc) a few years ago, these usages has a defect reusing other objects because of leaving a trace. Therefore this paper designs and implements using 3D Qube image password interface which hand gestures are recognized after acquiring from 2D input image for protective marker of finger printer.

선박의 원격검사를 위한 아날로그 게지이의 정량화에 관한 기초연구

  • 이 연구는 원격검사의 한 방법으로서, 특히 자율운항 선박에서 컴퓨터비전을 이용한 영상처리를 통한 원격 검사방법에 관한 것이다. 자율운항 선박은 자율화의 정도에 따라 다르지만, 선원이 승선하지 않거나 최소한의 선원만 승선하는 선박이므로 선박의 검사방법에 변화가 필요한 실정이다. 따라서 컴퓨터비전을 이용한 영상처리에 대한 이론적 배경을 바탕으로 원격검사 항목 중에서 아날로그 게이지의 정량화에 필요한 영상의 전처리 방법에 관한 연구이다. 아날로그 게이지의 정량화를 위해서 사용한 방법은 흑백처리, 가우시안필터, 임계화처리, 모폴로지 연산이다. 이 연구를 통하여 영상의 전처리 결과 배경과 객체를 비교적 명확하게 분류할 수 있었으며, 영상처리 과정 중 추가로 발생한 잡음을 효과적으로 제거할 수 있었다. 이를 통하여 영상에서 주된 객체인 지시바늘과 눈금판의 숫자를 인식에 필요한 이미지 전처리 방법을 제시하였으며, 나아가 컴퓨터 비전을 이용한 원격검사 방법은 아날로그 게이지뿐만 아니라 비상차단밸브, 통풍폐쇄장치, 고정식 소화장치 등 여러 방면에서 사용될 것이라 기대한다.

  • 최근 자율운항선박(Maritime Autonomous Surface Ship, MASS)의 개발이 활발히 추진되고 있다. 자율운항선박의 완전한 자동화가 이뤄지기까지 육상센터에서 원격제어(Remote Control)로 선박을 운항하게 된다. 따라서 해기사의 역할을 육상 원격제어자가 수행하게 되며, 원격제어에 요구되는 기술, 교육, 시스템 등 여러 측면으로 이슈가 되고 있다. 아울러, 아직 구체적으로 고려되지 않는 원격제어자의 최적 원격제어 자세에 대한 고려가 필요하다. 제어자세는 업무의 집중도, 사고의 위험성 등에 많은 영향을 줄 수 있다. 그래서 이 연구에서는 현재 일반적으로 항해하는 형태인 서서하는 형태와 앉아서 하는 형태로 구분하여 항해 시 나타나는 해기사의 기술적 행동을 상황인식을 중심으로 고찰하였다. 추후 다양한 기술적 행동 분석 실험을 통해 자세결정을 위한 평가 기법을 제시할 예정이다.
