  • 우리들은 현재 3차산업혁명이라고 하는 정보화시대에 생활하고 있으며, 급격한 과학의 진보는 사회에 큰 영향을 미쳐, 커다란 혁명을 초래하여 왔다. 이로써 인간이란\ulcorner 생체란\ulcorner 생명이란\ulcorner 무엇인가에 대해 반문하게 되는 기회가 많아지게 되었고 이에 따라 생물물리, 생물화학, 생체공학, 의료공학의 연구에 더 많은 관심을 갖게 되었다. 또한 사회의 부유화, 국민의 건강의식의 증대, 복지지향사회의 심화를 배경 으로 의료는 질적으로도 양적으로도 고도화되어 가고 있다. 이에 고도화하고 광범한 공학기술이 발전하게 되었으며, 의용생체공학의 연구개발에 대한 사회적 욕구가 점차로 커져가고 있다. 본고에서는 의용생체공 학의 정의에서부터 학문영역, 전망까지 소개하기로 한다.

Triple Helix of University-Industry-Government Relations in Biotechnology Cluster: the Case of Singapore (바이오 클러스터에서의 트리플 힐릭스 관계 연구: 싱가포르 사례를 중심으로)

  • This paper is a theoretically grounded empirical study aimed at shedding light on the Triple Helix of University-Industry-Government (U-I-G) relations in biotechnology cluster of Singapore. It questions the issue about the gap between theoretical consideration of the Triple Helix of U-I-G relations and the actual reality in biotechnology cluster, and the experience of Singapore was investigated. In terms of evolutionary perspective, biotechnology cluster in Singapore has gone through ongoing processes from a certain stage to other, and within the processes the Triple Helix nexus has been found. Analysis of the empirical study reveals significant findings: first, the government policies play a critical role in the operation of U-I-G relations rather than universities; second, therefore, the binding force of U-I-G relationships is based on the government policies being comprehensive including researchers immigration, student scholarship for local students, and tax and non-tax incentives for firms, rather than focusing on a targeted policy; third, the role of government starts from an initial stage, and it's role is ongoing processes by supporting infrastructure, human sources and continuous nourishment enabling the triple helix of U-I-G relations.

  • This article explores some of the ethical issues associated with the fourth industrial revolution and suggests new directions for bioethics education in Korean universities. Some countries have recently developed guidelines and regulations based on the legal and ethical considerations of the benefits and social risks of new technologies associated with the fourth industrial revolution. Foreign universities have also created courses (both classroom and online) that deal with these issues and help to ensure that these new technologies are developed in an ethically appropriate fashion. In South Korea too there have been attempts to enhance bioethics education to meet the changing demands of society. However, bioethics education in Korea remains focused on traditional bioethical topics and largely neglects the ethical issues related to emerging technologies. Furthermore, Korean universities offer no online courses in bioethics and the classroom courses that do exist are generally treated as electives. In order to improve bioethics education in Korean universities, we suggest that (a) new course should be developed for interprofessional education; (b) courses in bioethics should be treated as required subjects gradually; (c) online courses should be prepared, and (d) universities should continually revise course contents in response to the development of new technologies.

Comparison Study on Views of Life and Death and Spiritual Well-being of Medical and Non-Medical University Students (임상실습을 경험한 의과대학생과 일반대학생의 생사관과 영적안녕에 대한 비교연구)

  • The aim of this study was to examine the characteristics of views of life and death and spiritual wellbeing of medical and non-medical university students and to compare their correlation. To this end, 95 medical students from H University and 103 non-medical students from A University were sampled for this research. The research results are as follows: For both medical and non-medical university students, negative meaning of death was found to be most high among sub-factors of views of life and death. Medical and non-medical university students differed in death anxiety and life respect will as medical students showed lower death anxiety and higher life respect will than non-medical students. As a result of analyzing the correlation between view of life and death and the sub-factors of spiritual wellbeing, religious wellbeing showed negative correlation with meaning of death, and both existential and religious wellbeing showed positive correlation with life respect will in medical university students. The results of this study are expected to be helpful in constructing differentiated contents in biomedical ethics education for medical university students who will be exposed to medical deaths.

  • The use of Bigdata plays an important role in all areas of society. Especially in the health care field, the role of Bigdata is very considerable because it deals with people's life and health. However, the interest and awareness of quality control of medical data is markedly low. Because the low-quality medical Bigdata leads to national loss and public health impairment, quality control of medical Bigdata is needed. The purpose of this research is to present the direction of medical Bigdata quality management by examining literature and cases of domestic and foreign medical Bigdata quality management practices. In addition, as a case of medical Bigdata quality control in the Y medical institution in Korea, activities of a Bigdata quality management TFT and results of a survey conducted for major data users in the hospital were presented.

  • The Japanese government has announced that it would invest 30 billion yen in iPS cell research for the next 10 year, and the Japan National Assembly has made an act that supports the iPS cell research. This study analyzes 1) the current trend and application field of stem cell research under Japan; 2) recent policy and regulation change in stem cell research and its application under Japan. This treatise reviews about "Act for Promoting Regenerative Medicine", "Act for Assuring Safety of Regenerative Medicine", and "the Revision of Pharmaceutical Act under Japan. This study may serve as the fundamental reference for the improvements of legal and institutional systems with regard to regulations on the stem cell research under Korea.

Ethical Considerations in Hospice and Palliative Care Research (호스피스 완화의료 연구에서의 윤리적 고려사항)

  • Along with the advances in medical technology and the economic development, more terminally ill patients are receiving hospice and palliative care services. Moreover, hospice and palliative care clinicians have been showing considerable interest in studies that aim to improve the quality of said care for patients and their families. Meanwhile, after the government has strengthened its policy to protect research participants, the institutional review boards (IRBs) are more closely examining various ethical issues related to patients' vulnerability when reviewing protocols for hospice and palliative care research. However, terminally ill patients should be provided with guaranteed qualities of hospice and palliative care to improve and maintain their quality of life. To that end, support should be provided for efforts to conduct ethical and safe studies with hospice and palliative care patients. Thus, this review paper proposes ethical guidelines for hospice and palliative care research. The guidelines could be appropriately used as a reference for researchers who should prepare for ethically safe and scientifically valued research protocols and the IRBs that will review the protocols.

Studies on Antioxidant, Anti-inflammation and Tyrosinase Inhibitory Activities of Melissa officinalis Extracts and Their Fractions (레몬밤 추출물과 분획물의 항산화, 항염 및 티로시나제 저해활성 연구)

  • This study was carried out to evaluate the antioxidant, anti-inflammation, and tyrosinase inhibitory activity of Melissa officinalis extracts and their fractions. The total polyphenol contents of the extracts were 33.02-302.76 mg GAE/g and total flavonoid contents were 9.98-325.07 mg CE/g. In 1,1-diphenyl-2-picrylhydrazyl (DPPH) radical scavenging assay, DPPH radical scavenging activity was observed in the extracts and water fractions of M. officinalis and similar to that of ascorbic acid ($30{\mu}M$). In addition, the treatment of chloroform fraction significantly inhibited the production of nitric oxide (NO) in RAW 264.7 cells, indicating that they have anti-inflammatory activity. Tyrosinase inhibitory activity of $200{\mu}g/mL$ of 100% ethanol reflux extract showed better inhibitory activity than arbutin treatment at statistically significant level. As a result, it is considered that M. officinalis can be used as an effective cosmetic ingredient having antioxidant, anti-inflammation, and whitening activity.

Probleme nach geltendem Recht „Richtlinien für die Verwendung von Gesundheitsdaten" ('보건의료 데이터 활용 가이드라인'의 현행법상 문제점)

  • Inmitten der Flut der privaten und öffentlichen Information gilt die riesige Informationsmenge als Schlüsselressource im Zeitalter der 4. industriellen Revolution, repräsentiert durch Big-Data. Das Interesse an diesen wächst weltweit. Es gibt eine aktive Diskussion darüber, wie man Daten sichert und akkumuliert und wie man die gesammelten Daten sicher und effektiv nutzt. Gesundheitsdaten werden vor allem als die wertvollste Ressource bewertet, für die Big-DataTechnologie eingesetzt wird. Um Gesundheitsdaten sinnvoll zu nutzen, müssen verteilte Gesundheitsdaten integriert und den Benutzern in einer Form zur Verfügung gestellt werden, die für Forschung oder Inspektion verwendet werden kann. In einer Situation, in der große Länder um den Aufbau bzw. die Führung der Datenwirtschaft konkurrieren, wurden im August 2020 auch in Südkorea die sog. „3-Daten-Gesetze" geändert, die das Datenschutzgesetz(DSG) enthälten. Das DSG führte das Konzept der pseudonymen Informationen ein und baute eine Rechtsgrundlage für deren Verwendung auf. Als Folgemaßnahme kündigte die, Kommission für den Schutz personenbezogener Daten(Personal Information Protection Commission: PIPC)' die „Richtlinien für die Bahandlung mit pseudonymen Informationen" und, Ministerium für Gesundheit und Wohlfahrt' die „Richtlinien für die Verwendung von Gesundheitsdaten" an. Gesundheitsdaten stehen direkt in Zusammenhang mit Leben und Körper des Menschen und damit enthalten viele sensible Daten. Es handelt sich also um ein System, das aus einer vorsichtigeren und konservativeren Sicht unter der Voraussetzung verwendet werden kann, personenbezogene Daten sicherer zu schützen. Um die Hauptinhalte der „Richtlinien für Verwendung von Gesundheitsdaten" zu analysieren, überprüften wir zunächst die Hauptinhalte des überarbeiteten DSG. Danach durch die Analyse der wesentlichen Inhalte der „Richtlinien für Verwendung von Gesundheitsdaten" wurden Probleme wie Konflikte mit anderen Gesetzen und Verbesserungsmaßnahmen überprüft.
