Comparisons of the Consequences Based on the Damage Area and the Financial Loss in a Petrochemical Plant (석유화학공장에서 피해지역 및 재정적 손실에 의한 사고 피해크기 비교)

  • The consequence analysis (CA) is widely using in the petrochemical plant through adoption of the process safety management (PSM) system, but it has not practical problem that the CA was not reflected effects for employee count, business interruption loss, utility usage, and etc.. In this study, to establish the practical emergency response plan and to achieve risk based management, the consequence based on the damage area and the financial loss were estimated and compared through application on facilities in the petrochemical plant. If the damage area is used, the consequence category must be determined by safety area considering simultaneously damage area, fatality area and toxic area. Also, the consequences based on the financial loss is more practical method for the case of considering process properties and circumstances.

Analysis of the Value Relevance on International Financial Reporting Standards Fair Value in China (중국의 국제기업회계기준 공정가치의 가치 관련성 분석)

  • This study is analyzed using the Shanghai stock market and Shenzhen stock market data in order to analyze the usefulness of accounting information to appear from the introduction of international accounting standards in China. Summarized the relevant previous researches for objective study approach, studied the hypothesis based on the empirical analysis and set a hypothesis as adjusting the stuffs to fix in this research model. In this study, Analyzed the hypothesis to input of detailed variables for analyzing the value relevance between periods before fair value and after fair value. Also, in this hypothesis study, analyzed and estimated to affect the quality of information the acceptant period when compare with acceptant periods and before periods of fair value. These results suggested that impact the net asset value per share and earnings per share of the company because the value of the relationship had statistically significant at the level of relevance. Therefore, in the future studies about fair value assessment, will be expected that usefulness of the enterprise value evaluation method enable to discuss it such as critical sucess factors.

중국 공기청정 현황 - 중국의 환경규제 강화와 우리 기업의 대응

  • 중국의 급속한 산업화로 대기, 수질, 폐기물 등 환경오염문제가 심화, 고착화되면서 이를 개선하기 위해 중국 정부는 환경규제를 지속적으로 강화하고 있다. 또한 외국인 투자유치로 제조업 육성에 어느 정도 성공을 거둠에 따라 외국인 투자 유치와 제조업 경영활동에 있어 환경 이슈를 매우 중요시하고 있어 신규 및 사업확장에 제동이 걸리고 있다. 중국은 신규법인수 기준으로 우리나라의 최대 해외직접투자국이며, 제조업종에 대한 투자금액이 전체 투자금액의 88.3%를 차지하고 있다. 중국에 진출한 기업들은 중소기업이 전체 진출기업의 약 90%로 중국의 환경규제 강화는 중국에 진출한 우리 중소기업들에게 직접적인 영향을 미치고 있다. 중국 정부는 분야별 환경목표를 강화하고 오염물질배출 업체를 퇴출시키는 등 강력한 조치를 전개하고 있으며, 중앙 정부의 환경목표 강화 기조와 더불어 해당 지역민의 친환경에 대한 요구가 점차 커짐에 따라, 각 지방정부는 환경 관련 지역 목표 달성을 위해 업체 관리감독을 대폭 강화하고 있는 추세이다. 이러한 중국의 환경규제 강화는 진출 기업이나 진출을 준비하는 기업들의 설비투자비나 오염배출비용 부담 증가 등 상당한 리스크로 작용하고 있으며 향후에도 중국의 환경규제 강화 기조는 지속될 것으로 전망된다. 실제 중국에 진출한 기업들은 환경규제를 직접적으로 체감하고 있다. 규제집행의 강도가 눈에 띄게 높아져 엄격한 기준을 적용받고 처벌수위 역시 높아졌으며, 과거 관시를 통해 원만한 해결이 가능했다면 이제는 환경규제에 대해 원칙적이고 보수적인 공무원의 태도로 인해 관시로도 해결이 어려운 경우가 다반사이다. 또한, 주민들도 환경규제에 대한 인식수준이 높아짐에 따라 미미한 사안에도 즉각적인 반응을 보여 민원제기 사례가 빈번히 발생하고 환경안전 기준이 점점 높아짐에 따라 이에 대응하기 위해 환경안전 설비추가, 친환경연료 사용 등 추가적인 비용이 발생하고 있다. 이에 이미 진출한 기업들은 소재지 환경규제의 강화 전망 및 이로 인한 손실정도를 사전에 파악하고 다양한 옵션에서 대응전략을 마련해야 하며, 향후 중국 진출계획을 가지고 있는 기업들은 진출에 앞서 지역별로 차별화된 시장기회와 환경규제 강도 등 현지 실사를 통한 현장중심 리스크 분석을 실시해야 한다. 또한 이미 진출한 기업 및 진출예정 기업 모두 환경규제가 강화되고 있는 중국에서 사업을 하기 위해서는 법규와 기본원칙을 반드시 준수하고 규제가 더 강화될 것 이라는 기조를 인식할 필요가 있다.

The Effects of Auto-mobile Tinting upon Driver's Responses (자동차 창유리의 가시광선 투과율에 따른 운전반응의 정확도)

  • The purpose of this study was to find out the effects of auto-mobile tinting upon driver's cognitive responses and behaviors through two laboratory experiments, a field experiment and a traffic accident data. The results of two laboratory experiments showed that there were higher false alarm responses under the conditions of 65%, 50%, 35% tinting level than thoses under the 100% level condition. It was also shown that the drivers who had bad sight made more missing responses than the drivers who had normal vision. The main results of the laboratory experiment were repliceted through both the field experiment and the survey research of car accidents. The results of this study were discussed in terms of the previous studies performed abroad. We strongly suggested 70% tinting level as a regulation standard for safe driving and the strategies for implementing the regulation rule.

A Study on Development & Establishment of Performance Evaluation Criteria for Guardrail End Treatments (노측 가드레일용 단부처리시설 성능평가기준 정립 및 개발)

  • Since the end treatments of guardrails installed on domestic roads have the shapes which can easily penetrate and turnover a vehicle, the occupant can be subjected to severe injury when a vehicle impacts the end treatments. In this study, the criteria of performance evaluation for end treatments are suggested which are suitable to domestic road circumstances. Based on the investigation for the installation and studies instances of end treatments, the mechanism of end treatments is examined and the new end treatment suitable to domestic road circumstances is suggested. The suggested end treatment was verified by computer simulation using d LS-DYNA programs and satisfied the suggested performance evaluation criteria for end treatments. And the developed end treatment was verified by full-scale vehicle crash test and satisfied the following three primary appraisal factors of the suggested performance evaluation criteria for end treatments; occupant risk criteria, structural adequacy, and after-collision vehicle trajectory. This study is the first to develop end treatments considering the occupant safety in Korea. Therefore, If the developed end treatments is installed on roads and highways, it can be expected that it will reduce the grave situation of end treatment accidents and increase the safety of roads.

개방경제하(開放經濟下)의 "거시적 증권정책(巨視的 證券政策)"

  • 본 논문의 목적은 첫째, 자본자유화로 인해 통화공급 구조가 이미 균형에서 이탈하여 심각한 수준의 불균형 상해에 있다는 점을 실증적으로 입증하고자 한다. 둘째, 자본유입에 따른 정책조정 비용을 감안한 통화정책 모형을 통해 주장에 대한 이론적 근거를 제시하고, 정책 조절에 수반되는 손실비용(損失費用)과 Mundell의 $\ulcorner$할당 문제(割當 問題)$\lrcorner$를 다시 조명해 보고자 한다. 세째, 자본유입에 따르는 문제점들을 해결할 수 있는 정책방안들을 Modigliani ar Miller의 명제(命題)에 입각한 새로운 각도에서 합리적 인 증시정책을 모색해 보고자 한다. 분석의 이론적 틀로서는 자본유입에 따라 수반되는 불확실성하의 정책조절 비용을 감안한 손실비용 최소화(loss cost minimization)를 통해, 통화 당국자는 총통화량을 정책적으로 내정된 목표값에 수렴시킨다고 가정하였다. 다른 한편, 자본유입에 따르는 문제점들을 통화시장에만 제한시키는 부분적(部分的) 균형분석(均衡分析) 대신, 이를 증권시장으로 직접 연계시켜 두 시장으로 확장된 틀을 활용하였다. 본 논문의 연구방법은 다음 두가지 측면의 접근식을 따랐다. 첫째, 자본자유화정책의 특성을 살펴보기 위해, 자본자유화 시점을 기준으로 삼아 과거 자본통제 시대의 $\ulcorner$사후적(事後的)인 중화정책(中和政策)$\lrcorner$에 의존하는 $\ulcorner$소극적(消極的)인 증권정책(證券政策)$\lrcorner$과 자본자유화시대의 $\ulcorner$사전적(事前的)인 상살정책(相殺政策)$\lrcorner$에 의한 $\ulcorner$거시적(巨視的)인 증권정책(證券政策)$\lrcorner$을 통해 고찰하는 비교분석론에 입각한 접근식을 택했다. 둘째, 외국자본의 유입동기(流入動機)를 문제해결의 시발점으로 삼아 이를 새로운 개방정책과 직결시켜 문제해결의 실마리를 풀어 보려는 선험적(先驗的) 접근식(接近式)을 택했다.

A Study on the Evaluation of Motorcycle Jacket with Built-in Airbag (에어백 장착 모터사이클 쟈켓의 성능 실험방법 연구)

  • The purpose of this study is to suggest a standard of guidance for testing the performance and safety of motorcycle jacket with built-in airbag. The method of testing were as follows: The effects of the motorcycle jacket with built-in airbag are experimentaly investigated according to neck injury of FMVSS 208. The experiment consists of the crash simulation test by shield and the impact test. The head and neck injuries are evaluated based on industrial standards. Also, the displacements of the head and neck and chest are observed by film analysis. Using the results of the crash simulation test, neck injury$(N_ij)$ is discussed and the peak chest deflection of the results of the impact test, chest injury is pursued. Neck injury$(N_ij)$ of the result of the crash test show that the chance of a serious wound is $18\%$ if rider wear the R&D motorcycle jacket with built-in airbag(Type A). Chest injury is expected by peak chest deflection of the result of the impact test. The result of the peak chest deflection show that the reduction effect in chest injury of Type A motorcycle jacket is $10.3\%$.

Development and Validation of FE Adult Headform Impactor for Pedestrian Protection (성인 머리모형 임팩터의 FE 모델 개발)

  • Head injury is one of the most common cause of deaths in car-to-pedestrian collisions. To reduce the severity of such injuries, many international safety committees have performed headform impact test for pedestrian protection. In this paper, an adult headform impactor model is developed based on the finite element (FE) method and validated through the numerical simulation. The skin material of headform impactor is known as polyvinyl chloride skin (PVC) and its material was assumed as viscoelastic. The viscoelastic parameters of headform skin are identified by a series of trial and error methods. The new developed FE adult headform impactor is verified by the drop test and FE JARI adult headform impactor provided by Madymo program.

A Study on the Passenger Airbag Design Parameters Influencing Child Injury (어린이 상해에 영향을 주는 조수석 에어백 설계 인자에 대한 연구)

  • The passenger airbag(PAB) designed for standard sized adults may induce unexpected results to children in out-of-position(OOP) postures. In this work, using MADYMO software, simulations of the OOP injury of children have been performed with respect to PAB design parameters and child dummy positions. The attention is focused on some details with respect to the injury of 3 and 6 year old children in two OOP postures. Among the various design parameters of the passenger airbag systems, four parameters are selected for the sensitivity analysis of the injury with the Taguchi method: bag folding pattern, vent hole size, position of the cover tear seam and the type of door tear seam. An optimal combination of the parameters is suggested.

An Agrometeorological Reference Index for Projecting Weather-Related Crop Risk under Climate Change Scenario (농작물의 기상재해 발생위험 판정기준 설정 및 지구 온난화에 따른 기준기상위험의 변화 전망)

  • The agrometeorological reference index means 'the agrometeorological damage possibility' or the possibility of the normal year climate condition to damage the crop cultivation in a certain region. It is a reference used to compare the cultivation risk of a crop by region. The global climate warming is expected to increase the winter temperature. At the same time, the frequency of extreme weather events will also increase. Therefore, people pay attention to the potential of low temperature-induced damages (e.g., frost damage and injury) to fruit trees under the future climate condition. However, simple damage projection based on climate conditions does not help the climate change adaptation in the practical aspect because the climate change affects the phenology of fruit trees as well. This study predicted the phenology of the pear, peach, and apple trees by using the climate change scenarios of major regions. Furthermore, low temperature induced agrometeorological reference indices were calculated based on the effects of temperature on each plant growth stage to predict the damage possibility. It was predicted that the breaking rest would delay more in the future while the bud-burst date and flowering date will be earlier. In Daegu, Jeonju, and Mokpo, the breaking rest delayed more as time passed. The bud-burst date and flowering date of Seoul and Incheon regions were later than other regions. Seoul and Incheon showed a similar pattern, while Daegu and Jeonju revealed a similar pattern. Busan and Mokpo also showed a similar pattern. All regions were safe from the frost damage during the dormancy period. However, plants were vulnerable to frost damage between the breaking rest and the bud-burst period. Regions showed different frost damage patterns between the bud-burst period and the flowering period. During the bud-burst and flowering period, the risk level decreased in general, although the risk of some areas tended to increase.
